BRITISH VIRGIN ISLANDS – A nine-member jury unanimously found Camillus ‘Jim’ Parris, guilty of one count of rape and two counts of indecent assault in the High Court today.
The defendant will be returning to the High Court on April 8 for sentencing.
Parris, a Dominican, was tried for one count of rape and two counts of indecent assault against two minors.
Background
It is alleged that between January 31 and December 31, 2007 Parris sexually assaulted one of the virtual complainants (VC) who was nine at the time. The VC came home from school and while watching television was asked by Parris to enter his bedroom.
When she did not heed to his request Parris is alleged to have taken the VC into his bedroom, take off her pants and underwear then proceeded to insert a finger into her vagina.
It was during Child Abuse Month, April 2010, when an officer was speaking to students about the types of abuses children can report on that the VC went to her guidance counsellor and told her what had happened to her.
A report was made to the Family and Juvenile Unit and Social Development Department prompting a swift and thorough investigation.
Meanwhile, the other VC, who was seven at the time, was encouraged to go into the defendant’s bedroom and when she refused he allegedly held the VC, taking her into the room. BVI News understands that the VCs are related.
The court heard that Parris removed his clothing then the VC’s and proceeded to forcefully have sex with the seven-year-old girl. According to Crown Counsel Hanely, the VC began to scream pleading with the defendant to stop but it was not until she bit his shoulder Parris ‘got off of her’. The act was committed sometime in 2008.
Also during 2008 while the same seven-year-old VC was watching television, it is alleged that Parris pushed his hand up the minor’s skirt and began rubbing her vagina. It is alleged when she told him to stop Parris told her she could get a $1 if he did. Again the VC told him to stop to which he complied.
Again it was during Child Abuse Month 2010 when an officer was speaking about what to look for as possible signs of abuse resulted in the VC going to her guidance counsellor and reporting the matter.
When examined by a doctor at Peebles Hospital it was discovered the VC’s hymen was ruptured.
In light of this, Parris was cautioned on suspicion of rape and indecent assault on May 12, 2010 and was officially arrested and charged the following day for the three offences.
Ironically, the Dominican national is married with three children – all girls. He resides in Carrot Bay and stated his occupation to be an auto body mechanic.
Parris’ trial began in the High Court (HC) criminal assizes in October 2010.
He was denied bail and remanded into custody as he has no ties to the Territory and was considered a flight risk.
The case resumed in the High Court on Monday with Senior Crown Counsel Christlyn Benjamin representing the Crown and attorney Patrick Thompson representing the defendant.

Dominica needs to do like the US, make them register themselves as molesters. Wherever they go they have to stay away from children, at the same time if they are recognized, someone will stuff out their lights. This is not a new thing, I am in my 60’s, and a man from my village molested me, he had a niece who was older than I, and I often wonder if she was his victim.The son of a biiiih, was so tormented that he went on a free way and committed suicide.

i commend these young girls for coming forward. All schools should have sessions like this in the class rooms, to make them more aware. Who knows how much more of these men will be caught.
I am young lady in my 30’s and i was molested as a child. I feel very relieved to know that Sexual abuse is being taken seriously. Sometimes the people we rely on to protect us, fail us in time of need. In my case i was blamed for being molested by my Step dad, a man who turned my stomach upside down every time i see his face, which is not often, because i moved away for my own sanity. I was 9 yrs of age when it started, too afraid to tell my mom, i continue to be abused for another 3yrs, then finally at age 13 he stopped fondling and then one night, mom was away, i was left alone with him, along with my younger brother and sister, then he finished what he had started, yes at 13 i had lost my virginity to him and not in the most pleasant way either, I got the courage to tell my mom and i was severely beaten, because he told my mom i had seduced him! Shocking to me my mom believed him and i was told to keep my mouth shut. I was made to believed that i was a bad person, for the continuation of my stay in that house it was hell on earth, i could no longer do anything right and he hated me for telling, i grew up feeling no one would ever love me. A lot of times we are made to believe that we are wrong for telling and so a lot of us keep it a secret, which is so unhealthy, If i knew what i knew now, that rapist along with my mom would spent sometime in Jail. i have grown up and have forgived my mom, but still find it so hard to forgive my stepfather.

It is time we Dominicans face up that ugly white elephant of sexual abuse and molestaion that has been hidden in our closets. I totally agree with you that we all know someone in our family who is a perpetrator or victim of that heinous behavior that destroys and impacts too many lives. One act of sexual abuse and molestation can affect a multitude of people across several generations. My advise to everyone is to guard and protect your children always, especially against those close to you. Let no man who is not part of the household sleep over or be alone with your children. It is very important that we all adopt a zero tolerance policy in that regard so that there will be no regrets later on of not doing enough to protect our loved ones. It takes a sick and wicked demonic agent to hurt a child or anyone in this or any manner. They must be dealt with severely because once a molester, always a molester.

I’d like to mention that this is a common act of lots of men in Dominica. Yes I said it! I’m sure every person at home knows someone who has been sexually abused. We brush it under the rug, partially because it’s taboo and partiallyl we just don’t know what to do to ‘fix’ the problem. We need to take a stronger stance at home against sexual abuse against minors. Parents please keep a better eye on your kids, don’t trust anyone, uncle, brother, nenen because those actions require alot of counselling in the future…..believe me, I know.
