Elderly man on drug charges gets bail

An elderly man of St. Joseph who was arrested on drug related charges was granted bail in the sum of $25,000 in a Roseau court on Monday.

Julian James, 62, was arrested on August 30, 2013 in the heights of Clark Hall Layou and charged with possession of cannabis and cultivation of 7,202 plants of the illegal plant.

He pleaded not guilty to the charges and the prosecution did not object to bail.

As part of his bail conditions, he is to report Mondays and Fridays between 7:00 am and 7:00 pm to the St. Joseph police station.

James is represented by Zena Dyer in the matter which is set for trial in St. Joseph on February 11, 2014.

    What they want to say is that they fighting drugs in Dominica, well let see the last few months they caught six Dominicans coming to the UK with Coke, they say they arrest a few in dominica also with coke, But the question i want to ask is where does all this cocaine come from, Dominica link with venezuela,who brings it into Dominica, why do you think the government have money to give people who dress in red and come to Roseau to beg, its all drugs money, so this little old man should be left alone, Dominica needs to get with the times,I suppose they have with all the COCAINE thats on the island

    I had the privilege to visit Christiania,in Denmark and what I saw, I coudn’t believe my eyes (country bokkie) you could get any kind skunk, weed and hash and it is the 2nd biggest touristactraction in the country, if the government of Denmark wanted that place close,that be easy, but it bring turist, alot of turist :-D

      Yes, it draws tourists! But what kind of tourists?

      It draws people who are looking for an open market to buy skunk, weed, and hash, and a place to use. They come to the hell hole to indulge. They are hell hounds.

      Drugs are not the only vice that is easy to access in Denmark.

      People will visit such place to enjoy the forbidden fruit they cannot so easily obtain at home and make it a part of their larger vacation.

      Even they know it is not the kind of place they would want to raise children.

      Happy is the nation that has laws that make the country a safe haven for all their people.

      Hard life I suppose. Some people do not take certain vitamins which are supplements, in addition to eating nutritious foods. Marijuana will not help to make one look happy and healthy.

    Justice and Truth lets us talk about what is illegal. I don’t condone what this man did. But when murders, rapists and hard-core drug traffickers get away with more serious crimes what do we say.

    They go after the marijuana growers because it gives an ‘A’ on their report cards while murders walk the streets…..so tell me what is really illegal in Dominica.

      Law and Order: I am not a Dominican so what I say in my comments always applies to my own country (Canada) and only in general to others nations.

      There are reasons why many people do not want marjuana decriminalized. 8)

      A recent study has confirmed that marjuana is bad for our health. It is especially harmful to the brain and central nervous system. It impairs one’s ability to learn and remember. This makes it risky for teenagers and others still in school whose learning power is the key to their success.

      A recent study also showed that marjuana is habit forming. They use to think it was only psychologically addictive so the argument was “marjuana is LESS addictive than tobbaco.” But no! The evidence is in! Marjuana is also physically addicticve.

      (If I am wrong about this please tell me. I want all the factual info I can get.) 8-O

      For a long time it has been known that the more available any substance is the more it will be used. The present laws make it possible to limit and contain the weed’s use. Decriminalization would mean the brakes are off! DISASTER! :cry:

      If we had known what we know now about tobacco our governments would not have licenced the manufacture and sale of cigarettes. Now we know cigarettes cause cancer and other diseases. The scientists tell us that 50% of all smokers today will die from smoking. “Those who do not know history are prone to repeat its mistakes.” (Author Unknown) It is not too late to put the brakes on the decriminalization of marjuana.

      Weak governments will buckle before popular demand. That is why caring people must get the information out so the truth is known. And we must find out where our candidates stand on these issues at election time and put in office those who will do what is right. :idea:

      There is another problem. FIRST comes decriminalization THEN legalization. Once it is decriminalized we get governments saying “Hey, since this stuff if no longer a criminal offence why don’t we legalize it so we can tax it?” They begin to licenced its manufacture and sale. This means it can be bought in the stores and everywhere. And make no mistake about it. People will STILL produce and sell it illegally! Decriminalization and legalization of any substance gives a tremendous boast to its consumption :!:

      Say NO to the legalization of marjuana! :-|

      Let common sense and good judgment prevail. :lol:

        As a so called man of God you are willing to take the stand and support mans law in making a plant created by God illegal. God has created the plants and herbs for the service of man. Weed has its medicinal value and there are ways to use weed that is safe. My grand uncle at 95 use the tea now and then. He has never been in trouble with the law and has had no need to see a doctor. On his feet everyday (come rain or sunshine). This is the empirical data that I have against your propaganda. It is the same way they came out against coconut oil 3 decades ago like it was the worst thing man could use in food – having us buying their hydrogenated corn oil, soy oil, etc. Today coconut oil is the king on the shelf. These are things our people have used for centuries that have kept them going – how are you going to write a blanket statement that it is not good under any circumstances. As far as I am concern people who subscribe to this nonsense are just not thinking.

      Apparently you do not know everybody in St. Joseph because they put up his picture and you still do not know him. Maybe you know him by a nickname but that is not to say his real name is not Julien James. Or maybe he is not originally from there but has moved there, maybe he met a woman and settled there.     Look at the state of the man, consider his age, who will employ him now? no one, bananas gone to grass, plantains dying with black sigatoka, he cannot be a tour guide, he cannot go to red clinic every week no matter he is very sick with red, the only thing he can turn to is grow his weed, in neighboring St Vincent it is o k, in the U S they are now in the process of decriminalizing it, why is it Dominicans continue to harass its own people that is trying to make two ends meet, innocent people must pray on them for they are the criminals and not the poor who is just trying to live.

      He can plant because he planting weed. Plant coffee.Raise goats and chickens. There are opportunities here but some of us choose to ignore them. We need to stop all this political bullshit which are propogated by a certain set of people to deceive the Dominican masses.

      I have nothing against weed but for now it is illegal in DA. Until such time that it becomes legal, one has to be prepared to face the consequences when they get caught cultivating and using it.

      There are times we must weigh the circumstances. Probably this is what he can afford or whoever stood surety for him. On the other hand, considering his age, the magistrate had pity on him. In addition, he does not appear to be a menace to society. Based on his evidence, there must be an exception. Let us have compassion and give him a break. His case will be heard in time.

    The US is moving towards legalization of marijuana there for it would be best if we move towards exportation. A strategy should be devised to control and export marijuana. Stop burn down the poor man’s income.

      This is bad advice. Your adverse words against the Dominican Law should never be applauded. Whatever, you do know it is illegal in Dominica. If they are caught they will be charged. Do you prefer for them to defy the Law, be arrested and imprisoned? Is this what you want for them?
      You have greatly erred. You have sinned in encouraging lawlessness. You are not a patriotic national.
      Do not look at what others do for you do not know if what you profess is accurate. Can you prove it? Free speech is one but accusing others with this free speech is totally wrong. People could be sued for this same free speech. It could land them in trouble.

        This is not the largest marijuana plantation discovery in Dominica. In 2009, we destroyed 250,000 marijuana plants on a property we discovered by chance in the northern region.

        The only reason we have to make these raids is because Dominica is one of the seven Eastern Caribbean states which are parties to the 1961 UN Single Convention as amended by the 1972 Protocol, the 1971 UN Convention on Psychotropic Substances, and the 1988 UN Drug Convention

        We The Authorities are formulating a proposal to join the hemisphere’s trend to decriminalize some narcotics, submitting legislation to amend Drugs and Controlled Substances Law.

        Thank God there are laws in Dominica against the growing and selling of the weed. :-D

        I am personally against legalizing the stuff. For one reason it is a proven fact that the more readily available any substance is the more it will be used. We now know cannabis is habit forming and it causes serious health problems.

        However, I want to say something about Mr. Julian James. I smiled when I read about this “elderly” man. You see, I am 71 and I am trying to keep people from thinking that am an old man.

        Anyway, I hope they will take his age into consideration. Justice is one thing. But the Lord Jesus said “Bessed are the merciful, for they shall obtain mercy.” This might be one of those cases where it would be best to talk to the “old” gentleman like you would talk to your father and treat him as you would want your father to be treated. :wink:

      In other words when it suits some of us, Two wrongs do make a right. I remember that was the theme of the opposition supporters during the dual citizen case.

      The right thing to do is to obey the laws of the land until it is changed. In the meantime push for change. Set an example and don’t contribute to the lawlessness you are now accusing the government of. In that way, you may at least sound credible. Remember your theme-we are trying to take back our country and restore integrity in government.

        My Theme is what is good for the Goose is good for the gander. I am a realist – man got to survive and if we had survival options other than the humiliating red clinic and every 5 year sheet of plywood then I would say send James to Stocky.
        Who am I to judge the man – no work, no money. One may say why doesn’t he plant bananas or plantain but then where are the feeder roads, the markets, the inputs ; not even the locals can buy a hand of plantains.
        So while you judge me or chastise me you may want to chastise the young people selling their bodies just for a top up; those taking the chance to carry drugs to far away countries for home base drug dealers;
        Things happen for a reason and yes the drugs is a problem to society but our biggest problem is the hypocrites and parasites who keep calling a shovel a spade. How the heck do we want to fix the situation when we ignore the root of the problem
