Grand Bay woman accuses police officer of assault

An internal investigation has been launched into reports of an alleged assault on a young woman by a police officer assigned to the Grand Bay Police Station.

That is according to Deputy Police Commissioner Cyril Carrette, who due to ongoing investigations could not be too detailed about the matter.

He did confirm that the young woman made a report to his office.

“The matter is under investigations. The woman has made a report to my office and I’m conducting internal investigations,” he told this online publication.

Meanwhile, a Grand Bay resident acquainted with the alleged victim described her as a kind person.

“I happen to know the young lady and she’s the sweetest thing. I’ve known her since she was in diapers and she’s never one to go looking for trouble,” the anonymous person uttered.

The accused police officer is still on duty.

    Grand bay people have this thing about them for over 50 years . I remember one time we went to Grand bay in the company of my two brother in laws who were police officers , some young men as we passed by noticed them on the vehicle , by the time we drove in an out , these monsters were already in a bush on the hill . They just dashed out from the bushes , five of them and the driver had no choice but to stop .The men approach the officers in plain clothes on their casual time to fight but the officers put some good blows on their foolish self , even me too hit them with my shoes all over . They got some good blows then they flee . Grand bay people think they bad . I do not even view them as Dominicans because they behave like animals . I do not believe that he would just assault that woman if she did not hit him. They are too disrespectful. The C.O.P must not punish police officers for a civilian because it means that they are given upper hand thus destroying the image of the Force.

    Karkabef, I always enjoy reading your comments, but I disagree with you this time regarding grand bay people. i am a Grandbayrian living abroad for the past 43 years, I can tell you that Grand bay people are some of the nicest people in Dominica, whether you and others want to believe it or not. If they want to talk please give me something concrete than something base on substantial theory. The problem here is not about Grand Bay or the people, it’s about a woman that was brutalized by the very same people we trust to protect the citizens and the country. There are both good and bad people in every community. If there’s a problem between an officer and a citizen and the officer knows he/she can’t handle the situation alone ,he /she should call for back-up. Now if the officer handle the matter where he/she has to use excessive force in such a brutality way upon it citizen he/she swore to protect, the question is” who are we to trust to protect the country and it citizens?” To the officer, remember a woman is your mother, a woman will be /or is your wife,and you may have daugthers,judge for yourself, how would feel to know that they have been brutalized by someone especially by a male .To the ignorant, wait until someone will brutalize your family or friend , i know you will sing a different song.     All i am saying after all that has been said. The young lady who resides over seas and works there in a capacity of taking care of other people will be beter served to keep quiet and realizes that just because she lives overseas doesnot give the right to go to a police station and even when the police officer was about to do her a favour by violiating the rules to accomodate her with her alleged defendant who was in police custody at the time a simple request by the officer by asking this young lady her name ended up to a point that this young lady alledgedly wanted to burst the officer balls That`s not right it point to one simple issue some people think just because they live and work overseas the can return to Dominica and show total disregard for law and order and disrespect the police. Finally to those that want to take the matter in their own hands examine your self cause if you all travel to Dominica as you indicated to confront the police you all will be sorry then again some of you might be wanted by the police so you all will be beter served to go and surrender. My advise to this young lady please apolo gise to the officer be a woman abvout it cause if you allow yourself to be convicted of the charges come January 2011 your record will be passed on to the Authorities in that country you now resides needless to say that country might make life very difficult for you to hold your job and maybe you will really have to return to Dominica for good. Hope this one is posted for all the haters to eat their words and remember to every story there`s two sides.get the facts before you engage your brain.Thankfully our beloved sister still have all her teeth and thats a good thing.Hats off to the police for showing restraint in this situiation.

    As a Grand Bayrian, I have for the past few days resist the temptation to contribute to the debate of how Grand bayrians are bad people,and ignorant, the list goes on.

    I am sure most contributors to this forum, were born during the 1970’s or later, What some of you know of Grand Bay, is words of mouth, not that you; or should I say mosst of you have ever step foot in the village. We heard it once and we repeat it a thousand times.

    I was fortunate enough, to have lived and visited other communities in Dominca, La Plane as a kid, during the summer holidays, Castle Bruce, St. Joseph, Mahaut, Scotts Head Soufrere, and Portsmouth; even Roseau. Now; having that experience, if something bad happened in any of the villages and towns that I made refrence to, it would be ignorant of me; to labelled the entire community as bad people.

    knowing full well everything that has been said about Grand Bayrians. I will mentioned that the brutality that has taken place in Grand Bay, in the 80’s during Carnival times, I speak of it, cause I saw it with my own eyes; especailly, (Master) AKA Alexander. Now this is one to many. The man was brutalized by the police. what came of it? nothing. I am not making any excuses, but I am stating a fact, you have to earn the trust of the community, and you do not earn it by brutalizing people, you must arrest someone when they do wrong by the law, you do not have the right to beat them black and blue.

    This is an ongoing issue in Grand Bay, the police have to work hard along with the community, to earn the trust of the villagers,lets get rid of the “us against you mentality.” Community policing,must start with the police and the community coming together, where the police knows the neighbour hoods. know the villagers, get to know the people, involve in school activities, village feasts, community activities such as cricket, and the list goes on. thats what its all about. being part of the community.

    However building the police station right up at the agricultural centre area is not going to make it easier. Sometimes I try to understand why Governments past and present, make decisions without consulting with the people who live in the community.

    You need the police station in the heart of the community. Thats how you deter criminal activities. criminals will do their acts, and know by the time someone called the police, he or she is gone. But again it is easy to make decisions, when you are not the one seating in the hot seat.

    someone stated the police officers are 100 % high School graduates? thats a joke. High School graduates? wake up, welcome to the 21 century. If they are our finest, then God save Dominica. In today’s environment, a high school diploma is just what it is a high school diploma. These guys need to be train in police foundation 101, that would be a good start for them..

    The young lady in question is very much a Dominican. Whether she has resided abroad for a day, a year, or an eternity, she remains Dominican. She has stated her side via radio, so much so that it has reached the US. Wrong is wrong. I am familiar with the young lady, as an American (non-Dominican), and to suggest that she would provoke anyone, especially a police officer, to battery and assault on her person is inconsistent with her character.

    This reminds me of the Rodney King police brutality incident in Los Angeles, CA. If it is a Grand Bay issue, then have a public protest to demand the suspension of this animal that used his position to take advantage of an innocent woman.

    It’s not about police vs. woman, or police vs. Grand Bayrians. It is about the principle of the thing. If any of you had gone for a walk and was assaulted in such a barbaric manner by even another civilian, you would have demanded justice. The fact that the officer is not suspended without pay shows lack of leadership within the police department, and the department’s blatant disrespect for the citizens of Dominica.

    Justice MUST be served, and the young lady should be compensated for the inconveniences, injury, humiliation, and emotional distress that she is suffering as a result of this heinous and despicable act.

    I had the fortune of visiting Dominica at the invitation of well-respected Grand Bayrians living abroad. Those whom I have encountered have consistently represented the island of Dominica well. Based on my experience, this woman in particular illustrates the grace, humility, and selflessness that is exemplified by Grand Bayrians, and Dominicans.

I’m not saying there are not law breakers in g/bay but this young woman is not one of them… This is not just a g/bay or a Dominica issue. Some officers in the US tend to take the law into their own hands to and it’s just wrong and as a citizen we should not have to stand for that. What if that young lady was your family?…Would you have been almost certain that she did something wrong or would you have find out the truth? Well heafer, I know that young lady very well and I KNOW for certain she didn’t do anything to deserve what the Officer did…

    police officers come to Grand Bay with the fact that Grand Bay is a bad place so they should use full force. I am from Grand Bay and there is a young officer at the station that think he bad and he hot but when one of them will get what they looking for is wen they will say Grand Bay people not good.     i hope the officer is a seasoned officer who can stand his ground…. i can remember a young promising officer got fired from the force because he got into an altercation with a woman in the soufriere area… and the funny this is that her witnes was a police officer who was probably fouping the same complainant.. that officer subsequently went to antigua and came first in his course and has made a very valuable contribution to the Royal antigua and Barbuda police Service..

    lets not be quick to judge, but certian things always happen. and that s*** of people going to commissioner to make report have to stop, the commissioner should only attend to them when they have exhausted all other options.. she should make a formal report and so on..

    people have done all kind of things to bring down police officers, they treat the cops like super human.. it is true that sometimes police officers let their emotions have the better part of them.. but some people like to make police pass like a**,for them to go and boast for their friends how they beat a police and inspector or commissioner still %^$ up the police…..

    Mr. commission, put a wood on the woman and suspend the officer for 3 months with pay…. time to start making an example…

    I think we need to see some stats. We need to see some stats on the nature of crime committed in Grand Bay compared to other places like Roseau, Portsmouth and other villages with similiar populations. Now I do not see why an issue of police brutality has anything to do with the locality of the person who had been brutalized. If something is wrong, it is wrong. Things always tend to get heated once Grand Bay is mentioned. We need to see Grand Bay’s problem as a Dominican problem. What is done in Grand Bay affects Dominica, or are we just happy with Grand Bay just the way it is, afterall, we will always have our scapegoat.
    I feel sorry for the young woman, no one should have to go through any form of abuse. We need to also realize that this is not going to play out to well for the police in that community, especially since they are generally so withdrawn from the society and generally show up, granted to thier jobs, but sometimes one wonders if the only thing that is in their job description is to look for weed. The officer needs to apologize publicly.

    Sensible persons wait to hear more than just one side before commenting. We need more of those. We get excited too quickly. I once saw a man with locks beating a police officer, I was shocked at how the police was just there. When another officer came by to help, he started hitting him back. The man began screaming and shouting ‘police brutality’. Dominicans soon converged on the scene and started hurling insults at the police. If I had a video camera they would have felt very foolish about their comments.

    Having said this I do not like to hear about abuse, since it is so often females. She may have been a victim for true, but let us do some more investigating before making our anger get the better of us.

    I find Grandbarians to be some of the nicest folks in DA. This from a town bookie.

    Many Dominicans like to hang on to their stereotypical view of Grand Bay being a lawless place. Policemen come to Grand Bay with the same mentality. They want to teach us a lesson: or so they think. We are very peaceful and law abiding. Like everywhere else. we have a few bad apples. But “laughing stock of all the villages of Dominica”, that we are not.

    Grand Bay is the cultural capital of Dominica. The birth place of Midnight Groovers, Black Machine, Orian, Mighty Odie, Adie and Tradibelle. The birth place of Dr. Liverpool, Charles Gregoire. Era George, Willie Fevrier, J.K. Henderson. Lambert Henderson, Boniface Xavier, Pierre Charles, Jerome Pierre, Jerome Mellow, Lawa Alexander, Patrick (jockey) Henderson, Crispin Gregoire and many more.

    We stood up for Dominica’s political independence when the rest of Dominica thought it was a Patrick John thing that should not be allowed. We pioneered the anti-apartheid struggle in D/A while the rest of you thought that we were brain-washed. Today you all think that it’s cool that Nelson Mandela is free. I must give credit to Dr Bernard Wiltshire for raising the political conciousness of South City even if we do not support his current UWP. We fought to maintain the sensay costume as a cultural expression that should not die. Today, I see a resurgence of sensay costume in Roseau after all the abuse we took.

    We supported Rosie Douglas during his Black Power days and when he returned to Dominica after his struggles in Canada. We helped him form the Political Independence Committee and to champion the fight to have bilateral relations with Cuba.     Please folks, do not threaten the law officers. If push come to shove, your identity can be revealed and charges can be brought against you. Remember that you have an internet provider who can collaborate with the law. The FBI , CIA, Canadian, British and French intelligence may already be watching you. Do not threaten to harm or kill anyone. Inspector Weeks seems like an intelligent and reasonable person and I’m sure he will do the right thing. Let the investigation go on. We do love the police too but we just won’t take crap from “nobody”. (Yes, Francisco, I know about the double negative crap but I like to spice it up like a West Indian too!!)

    Why is it that everytime an officer does his job in Grandbay he is ALWAYS wrong and the accused is ALWAYS right whether is man or woman? Honestly, the level of ignorance in that community is begining to annoy me as a Dominican. So many of you on here accusing the officer yet I doubt if at least one of you was present during the incident. No police officer in Dominica is just going to slap a woman or man in their face because they asked a question. GIVE ME A FLIPPIN BREAK!

    There is more to the story and I am almost certain that the woman either obstructed the police, refused to give her name and address, insulted him or committed an offense that necessitated her arrest which she then resisted. This is NOT rocket science people. Stop jumping and screaming murder when we dont have the facts. Matter of fact, the woman may be an angel overall but she may have snapped for whatever reason and in the process aggravated the situation. Instead of trying to demonize the police and make a saint of a woman that may be as guilty as hell, the community of grandbay should exert their efforts in turning in the criminals living among them. Grandbarians must stop acting like residents of Tivoli Gardens in Jamaica. One day you guys will be asking for police help and none will be forth coming. Mark my words!

    It seems that there is a growing trend in Dominica whereby Policemen are randomly assaulting citizens at an alarmingly frequent rate.And the female citizens more often than naught,are the victims of these assaults…..Oh my!…..
    Very troubling and unfortunate,i might add…..If i remembered clearly,not too long ago,a woman was brutalized in Roseau by a Policeman.She needed medical attention,and was taken the the hospital i believe….I wonder,what ever happened to that matter?..It seems to have disappeared and went away….Was that Policeman ever held accountable?,was he ever disciplined?…Oh let me see…maybe, it is still under investigation….Yes?…
    Well,what is there to expect when the Police investigates the Police.Maybe,what we need is an Independent Investigative Unit,(I.I.U.) to look into questionable actions by the Police and certain members of Govt.
    Surely,if these brutalities were addressed,and those Policemen were held accountable for their actions;even arrested and charged with assault in some cases,( depending on the severity of the circumstances surrunding the incidents), and brought to justice,I am quite sure the assaults and brutalities, would cease.They would think twice before doing it.
    Is this a systematic, or internal problem? I don’t know. Are the Policemen under tremendous stress?.Do you think,that some need anger management?
    Should the Prime Minister address this in a public forum?, well, let’s just wait and see.
    You should not be brutalized by the very same ones who are paid to protect you, and to serve you.
    The Policeman should not be your enemy,nor you,his…The citizen needs the Police and vice versa.

    All this stems from the lack of respect for the Rights of others in Dominica. We have no respect for each other.The same respect that is due to a man of high office,is the same respect that is due to an ordinary man. Until we as a people learn to respect one another, and the Rights of each other, and until we start caring about what happen to other people, there will be no end to a whole lot of our problems.
    Individuals should not be accorded respect as a result of their office,but they should earn that respect as individuals.
    Dominicans, please, let us put all the foolishness and pettyness aside.Let us stop all the hatred,anger, and malice for one another, now. Let’s come together for the good of ourselves,our children and our Country………I am pleading with you.we simply cannot continue like this.

We are aware that there are young uneducated and foolish young men who go around breaking the law and their parents cover up for them. That is a problem and we have got to get better and start turning those young men and their parents in but that doesn’t give any police officer the right to beat a young lady just because she asked a question. Does grandbay has too many crirmes for a tiny village? sure but Dominica on a whole has too many crimes for a tiny Island. This is not just a g/bay issue…we have to come together as one to stop all the cimes and violents all over Dominica. It’s a shame when my nieces and newphews visit they say they’re not coming back…not because of the crimes in g/bay or roseau but because the crime rates in Dominica is too high and the people are not doing enough to stop it. They feel safer living in NCY then in Dominica. Unlike many of you, these kids are all pre-teens but they’re smart and like they say…these young violent men needs to stop watching TV and start going to the garden instead. VIOLENCE IN DOMINICA IS ON THE RISE AND IT HAS GOT TO STOP…Earlier this year g/bay had a great deal of violent deaths and I see that things are slowing down we still have a very serious problem of covering up for the crooks and I pray that the criminals and their cover-ups will get what’s coming to them.

    It does not matter where you from or who you are, it doesn’t give the police the right to hit you. A simple question do not deserve to be slapped at. Who the hell these police think that they are. The Deputy Police Commissioner Cyril Carrette needs to be relief of his duty cause he is not doing his job correctly. These police officer should have been suspended without pay until the investigation is completed. That Police department is full of corruption, police covering for police, but one day they will not have that shield and they will get what is coming to them and no one will help them, that is a promise. But hey sooner can be like right now. My advice to that young woman, keep your head high and those police officers will gets what is coming to them and they will get it ten times ten.

That’s my girl the officer assulted and that’s not sitting well with me at all…he’s behind is lucky I’m not in d/a but I’ll be there for sure come January and I can’t wait to meet the fool. Grand-bay people it’s time we stand up for each other…we need to stop fighting each other. Back in the day when I was growning up that sort of thing did was not happening. If there was a crime committed against one person in g/bay everyone would stand up and rally behind that person. We need to bring that g/bay back. We are a good community and we should start supporting each other…United we stand; divided we fall…not’s it time we unite and stand being my friend. Everyone who knows here know she’s a good person and she doesn’t deserve that. So let us stand behind her come and let her know that we are there for her and each other.     The accused police should not be on duty…I know that young lady since we were in grade school and she really is the sweetest thing…she’s having a hard time killing mosquito. She’s not one to go looking for trouble and when trouble comes to her she’s one to walk away unlike folks like me…lol. She didn’t deserve it and you can bet your buttom dollar I will be by her side when she goes to court to answer the chump up chardes that S.O.B brought up against her…he better watch his back because he is not going to get away with this…God don’t like ugly officer… and he’s going to deal with you. I only hope the justice system in Dominica will be just when the day comes…They say g/bay people are the worse…that’s not true cause it it was his sorry behind would have left g/bay that day in an ambulance or a body bag.

    Smallee,U so right about the bad egg they send to grand bay…man for the past 6 month we have had 5 police beating and it by the same Three police officer,the lady who got slapped and tumb around,is one of the most quiet soft spoken person that is if she weight 100pounds,Police have no right to put there hand on anybody especially a woman
    Do u think if we were as trouble maker as some of u say we are something would have been done about these officer?5 beating in 6 month come on. They go by the rum shop and drink till they are drunk and nothing is being done to them.that say allot about us trying to change.But am calling on the authorities if u do not help us and work with us how can we work with u?
