Details surrounding a shooting incident involving a senior police officer in July, are in the hands of the Director of Public Prosecution (DPP).

The officer allegedly shot a man near a primary school in Roseau, on suspicion that the individual had assaulted his daughter in the school’s restroom.

Speculation about how the case should be dealt with has been widespread after the initial investigator, Superintendent Carbon, withdrew from the inquiries.

“There must not be any semblance of any bias when you are investigating a report; hence the reason why an officer can ask to be excused from doing a report and he must give the reason why he wants to be excused,” Police Chief Cyril Carrette explained.

The man who got shot was taken to Princess Margaret Hospital and there have been questions as to whether the senior police officer over-exercised his authority.

Investigations have resumed and a report on the matter has been sent to the DPP, who will instruct the Police Chief on how to proceed, Carrette said.

    There is something drastically wrong with our processes in Dominica… It appears the criminals are give more rights than the victims… A man attacking a minor and about to rape her and we defending this man… something is wrong with us… 9 out of 10 fathers seeing a man coming out of a girls rest room naked trying to rape her would kill him… This is not the type of behavior we should be appearing to condone and encourage…. The Police officer and his daughter are the victims, not the rapist!!!!

    we never know what we will do till we get into the situation. the man was wrong to even attempt at the poor child .but shooting the man was not the right option. but again acting in anger one can do anything. hold him and beat him would be better. too quick to fire that weapon.

    Everyone has said his or her piece about what was done or should have been done and what is wrong or right but, it is always oh soooooo easy to say these things when the shoe is on another foot. If he had actually molested or to be more prude raped the little girl what would be the outcome? He cannot face charges if he is insane, can he? This police officer did not kill him, most fathers given the chance would. Get these men off the streets, keep our children safe. In case you do not realize it, rape, is like a second death especially when there is no retribution. Rape also is not the worst some of these so called ‘paros’ are sick too. Let us use this as an eye opener and address the issue of these men freely roaming the streets to prevent something worse from happening.

    I saw that guy a few minutes before the incident, he was in the high school area and a few teachers tried getting him off.

    From the way I see it, these guys are dangerous, what if the officer was not on time, what if? You know his little girl would have been violated.

    I really do not see the reason why Carette is making such fuss over this. I think we have much bigger questions that need answers. What’s up Mr. Carette with this GON Emmanuel case? I think if you pursue this criminal and is successful,the Dominican public will be much at peace because from all reports there is a dangerous criminal on the loose, and you just don’t seem to be bothered about that.

    This man /police officer needs to be tried in a court of law and if he is guilty, he should be punished…The government must also rid our streets of these mental cases…Many of these citizens are off their normal senses,and they will continue to comnmit offences like these OR EVEN WORSE… WHAT DO WE DO?       i wonder if u would be saying the same thing if it was ur daughter aor sister that was invovled.I am not condoning violence at all but seriously i thing that anyone of us put in that sitution would have reacted the same way whether it was a gun or a piece of stick that we had access to. I totally agree with you in regards to the fact that something needs to be done with those that are ‘not in their right senses’ prevention is better than cure, proper facilites are needed and in a hurry.

    What it is exactly that we are propagating in Dominica. The very same people who are supporting the police officer’s action are the same ones asking for evidence in other matters where some people are in clear violation of the law and order. Is right to just shoot someone by simple suspicions; even if (God forbid) the man had assaulted the young girl that still does not give the officer the right to shoot the man like an animal. The same way we call for due process of the law in other situations why can’t the same apply to Simple Joe. I am sure we would all like to be treated with due process.

    If a known thief is walking outside Astaphans business place that does not give Mr astaphan the right to walkup to that thief a shoot him just because his a thief or that someone shouted “ THIEF”. If such is the case then there are people in Dominic right now that we should all be stoning simply because they are suspected of steeling from our treasury selling our passports, lying to us etc. Why the hypocrisy and double standard. It is time we get serious and stand on values that will make us a better and developed nation.

    In a working democracy and a civilized society the action of this police officer should not be tolerated by any means. Our society is way to small to display such blatant biasness and and corruption to be inconspicuous. A young man was fatally stabbed and caught on video yet he walked free because association and connections ; Another is yet to receive justice after being shot in the back of the head by the son of a former chief of police – Justice delayed is justice denied.

    I am OK with receiving thumbs down for the truth that I speak as the thumbs down is an attestation of this blog- I say thanks in advance for confirming the alarming level of tolerance for all kinds of criminal behavior . Truly a tell tail sign of a failed state –

    If that policeman is so quick on the trigger he can kill anyone if he gets very angry and if he can do that in the public in a primary school, you can just imagine what he can do if no one is watching.And the same time we have to be grateful he didnot kill the guy and exercise some form of refrain.

    The question of excessive force by the police has always been contentious and will always be. Matter of fact, whenever someone resist the police and he exercises his discretion and use force to effect the arrest a majority of people always cries police brutality. Police training dictates that when confronted with a situation an officer is permitted to use “as much force as he deems necessary in the execution of his duty”. In this instance, if the officer had shot and killed the accused then it would been a clear case of excessive force. However, as a father and police officer, protecting his sibling and enforcing the law posed a great challenge. The officer responded properly under dueress and merely maimed the suspect to ensure that he was apprehended, prevent a further breach of the peace and in the process protect his sibling which is his absolute human right. Job well done officer and I would say to promote you rather than penalize you. You showed much restraint under these extraordinary circumstances.

      I fully agree with this comment. We only justify action when it is in our own backyard. We are too quick to condemn and forget how easy it is for us to react to situations.

      This man has very recently attacked kids in 2 different primary school. Maybe if one of the kids was oure relative we would be talking differently about the officer.

    Ok let me see if i understand this. He shot the allegedly assualted his daughter in the LEG. So an officer who is trying to apprehend someone (for what ever reason) shoots the person in the leg to facilitate the arrest has to go through all this. I say take the guns and give them only batons. Most of us saying the officer is wrongg would have shot him in the face.

    We have to be realistic and fair if I had shot him as I probably would have if it was my daughter I would have being wrong. Shooting an individual Is if your life or someone else life is in danger we cannot and should no condone vigilante justice, let the courts dispense justice.

      Let me reiterate that I do not condone criminal activity in any way, shape or form.
      While I agree that no one would like for their daughter or son for that matter to be sexually compromised by any criminal we must not forget that while a police officer has red blood (blood is actually blue but turns red when mixed with oxygen) like everyone else,because of his responsibilities he has to learn to exercise restrain. An officer of the law is not an average Joe Blow citizen. It is one thing to arrest the individual and probably give him some physical blow but to shoot someone( and from their blind side from what I understood and I may be wrong)who is unarmed is not what the police were trained to do. What if the individual had not touched his daughter physically and the actions of the police had caused his death? Further if this guy is so much of a pervert and criminal why is he out roaming the streets? He should be behind bars

    His job as a senior police officer was to take the man in custody.No excuses for the perpetrator but the police know better and is trained or should have been trained to handle such situations.At least he could have waited behind close doors to beat the crap out of him as is usually done.He should be locked up too.

    People think for a minute, the big question here is what if it was you all daughter? what would u have done. Don’t think like oh is Police man so they take law in there own hands.       Well Educator, here in lies the point…as an officer he must remove the emotion from his duty…as a father of two daughters myself…trust me i would want to do the same…but with that said… he is not saying that he shot the guy for touching his daughter, but he is saying the guy attacked him with a rake…because he knows that shooting the guy would be against the law if were not done in self-defence…so try not to add too much emotion in to the debate about whether or not it was legal or not…….otherwise anyone of us who feels strongly enough about someone doing us or our family wrong will just pick up a gun and shoot them…..our emotions and power must be used to influence our polititians to draft more severe legislation to punish these sick people who try to harm our children…as well getting our administration to put more money and resources in to ENFORCEMENT of the law that already exists….The officer was probably well aware that if he had just simply arrested the guy and brought him to court it would take years and probably go no where or he would get another slap on the wrist….So my point is we must focus our efforts in the right places to get what we want…otherwise we will be chasing every event as it arises on DNO with no solid solution.

      Educator, I have three daughters and I feel for this officer. However, the so call incident did not happen at the man’s home neither did he meet the man on his daughter. We talking about a senior police officer shooting a man on suspecion. This tells me that it may have or may not have happened. What if what the girl told her dad did not really happen? Whether it happened or not, the man is a senior officer he should have acted better than that. Furthermore, you cannot just go and shoot a person ringt on school ground. What if the short was misfired and your child was the victim? Why did the officer not call for support and take the man to the station?
      As far as I am concerned, the senior officer left where he was with his mind made up to shoot the man and that is wrong.
      I have a brother in the force and I am a friend and supporter of the police, but I condemn this act of violence and unprofessionalism. Officers must respect the lives of people and because they carry a gun they should not use it to shoot at people unless their life is at risk.
      Furthermore, if they know the man has a mental problem and is showing his private to the public, they should have already done something to ensure that he gets medical support before he becomes a threat to the public. We don’t people or animals because people are not agouties.

    From what I understand re this case the investigating officer did not withdraw from the case because of the perception of bias but rather because of the in-action of the powers that be re the report he the investigating officer filed of he incident, which was not what they i presume was expecting since the accused is associated with the PIP. The matter was passed to another officer who is also an advocate for the PIP and he cleared the accused but the matter has yet again resurfaced. For the record let me say that I do not condone criminal behaviour especially what the individual who was shot was SUSPECTED of and if guilty should face the severest penalty admissable but there are rules of engagement that govern the behaviour of police officers and they too are not above the law and prosecution for irresponsible actions

      What rules of engagement? Tell the police to publish their so called rules of engagement if there is something like that in the force. The man had discretionate use of force which he exercised.       No normal person would have done that Gaza. Maybe he was not always like that. So don’t say these things because life has turns and twists, and it only takes a bad thing such as, a broken relationship, loss of job, bad influence etc to cause a good person to become bad and nasty. We are not exempt from these things and therefore we must learn to be more compassionate than condemning.
