A man from Clifton has been arrested and is facing the charge of attempted murder and “other related offenses” in connection with an attack on a Ross University student.
Philsbert Etienne Jr. has appeared before a magistrate and was remanded in custody.
He is expected back in court on November 19.
On November 9, the 26-year-old female medical student was found lying naked in a track in the vicinity of the Cabrits area with wounds to her body.
She was treated for her wounds at Ross University.

i knew him when i went to medical school there, he hung out with me all the time, and was never anything but polite. If it is the same Philsbert… (grainy pic) he used to go on boat to other Caribbean islands and his aunt owned the apartment building in Portsmouth I stayed in briefly.
He has been arrested and in currently in jail for another rape that happened earlier this month 03/2017

Admin must remove all comments that indicate that the accused is guilty of this offence. It is not justice to pass judgement before one word of evidence is heard. the fact is that in most of these cases, the police target someone and burry their heads in the sands, the accused is found not guilty or due to the poor quality of the evidence, the shabby investigation, the accused walks free, while the true criminal walks free because he/she was never arrested in the first place.

If this young man has US citizenship which seems to be the suggestion here, let’s hope that the US government get him sent back to their land to face justice since he would have, if guilty of this crime, inflicted this horrible act on a fellow US citizen and so may be able to face justice under their laws! The law system in Dominica better send a STRONG MESSAGE or else that’s it for Dominica and particularly Portsmouth. The livelyhood of many people in Portsmouth depend on ROSS. If ROSS leaves that’s it. Look at what happened on St. Croix with “HOVENSA”. Everyone thought that this would never happen but it did. Lawmakers, be ware! There are lots of other beautiful islands!

One would not expect this to occur in Dominica, a Ross university student attacked in such a manner. This is another heartless man. He is dangerous, a menace to society and therefore does not deserve bail. Keep him incarcerated. A lengthy prison sentence should be his lot.
He is fortunate that he resides in a democratic country. If not, he would have been beheaded already and gone to face his eternal judgment.

This should be addressed as a crime against the nation, since this has international repercussion and the state may suffer the consequences. So this should not be taken lightly like another crime. A message need to be sent to the criminals in the area that Ross is an asset to the country and we expect to be regarded as a safe place where students can come to study in peace. Many people rely on the existence of Ross for their livelihood but if this is a continuous practice then eventually, Dominica will be branded as a “DO not go to Study” place. Once the registration decreases, then Ross would have to rethink. SO this man needs to made a prime example of. We do not want to read that he is on bail. Please!
You can bet that the families and friends of every Ross student know about this senseless crime, and that many Ross alumni; their families; Ross applicants; their families, etc. also have heard about and are shocked by the brutal rape of a med student who (according to some)was taking her customary jog at the time of the attack. Thousands around the world now have their eyes on Dominica. The police acted swiftly and have a suspect in custody. Well done, but what can an average citizen do? How about a special smile or hello as you pass a student (or any visitor) on the street. Let us make a concerted effort to help and look out for them, just as we would want help if we were in a foreign land far from home – and of course pray for the young woman’s physical and psychological recovery.
