UPDATE: Sixth murder in two weeks; man stabbed to death

The home where Rumadine Carbon was stabbed.

Police have arrested a young man Thursday evening for the stabbing death of another man in the small village of Pichelin, a small community located between Belle Vue and Grand Bay.

Dead is 38-year-old Rumadine “Didin” Carbon. Police have arrested and charged Dave Imran George, aka D-Bone.

Residents told Dominica News Online that Carbon and George allegedly had a fight prior to the stabbing. It is further alleged that George visited Carbon’s home to see the victim’s niece when the stabbing took place. The niece was not home at the time.

Carbon was stabbed in the kitchen of the board house, and ran a few metres before he fell below the steps of his neighbour’s house. He died while undergoing treatment, residents say.

The motive for the stabbing is not yet known.

When Dominica News Online visited the house where Carbon was stabbed, the reporter observed blood on the kitchen floor, and the gloves of emergency personnel left behind on the steps where Carbon succumbed to his injuries.

Carbon, who was unemployed, leaves behind a son of primary school age.

This is the sixth murder in two weeks.

1. Julien Jr. Joseph
Julien Jr. Joseph, 18, better known as Coucous or Bush of Vieille Case,  died on February 5, 2010 after he was stabbed.

2. Justin Joseph
Eighteen-year-old Justin Joseph of Fond Cole died from a single stab wound to the chest on April 23. Shane Degallerie of Pottersville was charged with his murder.

3. Ashton “Gold Teeth” Gibbons

Guyanese national Ashton Gibbons, aka Gold Teeth, was stabbed to death in his vehicle on July 9, 2010 on the morning of by-elections in Marigot. Deen Davis of Marigot was charged for Gibbons’ murder.

4. Donald “Honey Bee” Edwards

A 17-year-old French national was charged with manslaughter for the death of 32-year-old bus driver Donald Edwards aka Honeybee of Canefield on August 13 at about 1:15 am. The juvenile, who lives in Jimmit, was bailed for $100,000 with two sureties.

5. Omara Smalls
Omara Smalls, 32, formerly named and better known as Mwanga Freeman, of Goodwill, was shot to death on High Street on Sept. 15, 2010 at about 9:30 p.m. No one has been arrested in connection with his murder.

6/7. Rachael and Sophia Vigilant
Five-year-old Rachael Vigilant and her sister, two-month-old Sophia Vigilant, were found dead in the wee hours of the morning of Sept. 16, 2010 in their Mahaut home. Their mother, Sarah Lynn Augustine, has been charged with their murder. The girls were reportedly killed with a knife.

8. Corey Poleon
On Sept. 16, 2010, Sherman Webb was formally charged for the murder of Barbadian Corey Poleon who went missing from his country last year. The case relates to the skeletal remains that were found in Elmshall a few months ago. According to the charge, Webb allegedly killed Poleon between August 31, 2009 and March 18, 2010.

9. Clement ‘Johnson’ James

Clement James, aka Johnson, was stabbed by a man on the Indian River Bridge in Portsmouth on the afternoon of Sept. 20, 2010. James died at the Princess Margarat Hospital several hours later. A 21-year-old man, David St. Jean, aka Smokie, has been charged with his murder.

10. Harrison Williams
Harrison Williams was severely beaten by three relatives in Soufriere on Sept. 24, 2010. Herbert Xavier, Manuela Williams and Loretta Xavier have been charged with his murder.

11. Rumadine “Didin” Carbon, 38, died from a stab wound in the village of Pichelin on the evening of Sept. 30, 2010. Police have arrested and charged Dave Imran George, aka D-Bone.

    The hierachies of the court system are technically trying to exempt themselves from being targeted as contributing factors in this sudden upsurge of crime. we are not stupid in this country. Rather than sending criminals on remanded to the State Prison for a year and even more, getting fat on tax payers money, you should make an example of them. It’s apparent that those persons commiting these crimes have no respect for the law and it’s obvious they don’t value life. So what the hell, isolate these persons from the general prison population, moreso, send them to Guantamamo Bay (I aint Webster) in Cuba, we have ties with Cuba dont we? So AG and Madame chief magistrate, stop looking for ppl to blame. Spend more time devising ways of dealing with these criminals instead of trying to find excuses for your incompetence in this regard.

    Why are we looking for an easy way out of a situation, blaming the Government, the police, calling for more Prayers, blaming Stan, blaming religious leaders, quoting biblical passages and calling for the hang man, soon we will all run out of things to blame and call for..Blame is just a lazy person’s way of making sense of chaos. The one thing we refuse to blame is ourselves, that is because we are scared to face up to our responsibilities, so we look for outside things and forces to blame for our causes, very sad as Nation. The one thing that amuses me the most is the calling for prayers, it is the easiest thing to say and the most misunderstood thing and what makes it worse is the type of prayers that are being said.

Though it is quite a shocker to experience all these sudden murders,it must be understood that as Dominica continues to move forward as a developing nation and later down a full developed nation with a booming economy. there will be increased crime. The thing we must seek to do as nation is to have stricter laws and also enhance our judicial system. So that when these street crimes/white collar crimes are committed that they are dealt with in a professional manner and those who needs to be prosecuted will dealt with with according to law.

    I never ever know Dominica to be such a place, and i still love my dominica.. But since when? what happened to the peacefull nature island? there must be somthing going on. I dont belive in evil, but for a country to just stay like that and turn upside down, something must be going on. Everytime i come on DNO, its some killing.. How can we claim ignorance of what is happening. The law is abolished so people can do whatever they want. Thats why the pastors are not saying anything. God will judge them if they do not repent.     Decisive crime combating measures need to be enforced as soon as possible by the state to deal with heinous crimes such as murder. Punishment via execution ought to be the ultimate punishment for the crime of murder. The state has every right to execute persons convicted of taking the life of another person.

    Yes one needs to constantly speak to and counsel the elements in society that are prone to commit such acts but let’s be real – the individuals who contemplate these acts or carry out these acts already know that murder is wrong and there are better ways to solve disputes. If such indiviuals didn’t know murder was wrong, then why do they run to hide after commiting these acts?

    The thing is these persons have no fear about the consequences of their crimes because by employing a clever lawyer who could exploit some technicality in the law or by pretending to me mad, they feel they could escape serious prison time for murder. When persons lose inhibitions towards commiting such crimes we could have major problems on our hands.

    The fear of being punished for murder via execution ought to strike terror in the heart of any criminally prone individual and force such individuals to resort to more sensible and responsible measures to solve disputes. The government definitely needs to look into the execution route very quickly.

At this point it will take a miracle to bring Dominicans back to there sense. We support to much none sense and the young people are watching.

    I have told people here and on other boards, these young people have little respect for human life, go in the Ghetto, listen and you will be amaze .To them they are dead already and they just don’t care. In my present a guy stab him self because he did not catch his rival, he shed his blood and cried in anger. People that’s no joke and personally I don’t even think hinging will help.

    The preachers of this land have lost all respect and we the humble ones must take up the cross and match on. Stop worship man, wrong is wrong and say it like it is irrespective of how. LET’S PRAY AND DO THE WORK OF JAH JAH.

    Its not one thing but a culmination of things that is bringing about this downward spiral in society and spike in high crimes. The economic situation, the lack of morality, the coruption in government, church and throughout, a lack of real consequence and a deperate attempt at persons to establish themselves as ‘persons to be respected (read this as feared) no one respects a murderer. If the death penalty was resurrected and used more frequently it might cause potential murderers to consider the consequence before taking action. The police need to respect thier profession and take it more seriously as to not foul up cases with bad investigations and inproper evidence collection. Consider how bold and brash these murders are. It is clear these people have no fear. Too often the see known murders back on the street in less than 36 months, so for them this is not a deterent , they know they will be back out on the streets. This time with “STREET CRED” so they will be feared . SKERRITT NEEDS TO organize some task force and recruit foreign assistance, this is not going to get better, this will lead to persons taking their security into their own hands and mitigating their own justice. Is it any wonder that for example CARNIVAL CRUISE has pulled out of DOMINICA , tourists are not safe, people are not safe. Society is caving in DOMINICA, GOD HELP US!

    We should not only pray when something goes wrong. If we were true, honest Christians we would always pray and we should have our country in our prayers at all times.
    This is happening because there is a total breakdown in law and order, we have become a lawless society.
    The breakdown is at all levels, government, church, home, school, workplace and on and on.
    The judicial system has to be looked at in a serious way.
    When a young man in Castle Comfort can kill his friend and is on bail
    When a well known man can shoot another human being in the face, unprovoked and not spend 5 minutes in the cell
    When Monga is gunned down while he is among other people, to date no arrests, no clue?
    When 3 men are killed on a boat and the suspects are set free, but to date no other arrests, no ongoing investigation?????
    When people are terrorising villages around Dominica and getting away with it…
    When citizens are being robbed repeatedly and no one questioned, no one arrested…..
    When tourists are a target for harassment and pickpocketing and no one cares……
    When there is so much incest and the men are walking free in their villages…
    When almost every business house is being embezzled by employees on an ongoing basis….
    What do we expect?
    Of course crime will increase because people believe THEY CAN GET AWAY WITH IT!!!
    The criminals need to be shown that crime does not pay. You will not be welcome in society.
    You will do time in prison. You will get the death penalty.
    We need to revise laws and punishment for crime.
    We need to get serious about this, NOW!!!

    I cannot help but remember the numerous calls for action from Dr. Francis Severin. His calls went unanswered but instead he was catisgated by the likes of Parry and some ministers of government. Had his skin been of a different shade or had he been in the higher echelons of Dominica society, he calls and concerns would have been addressed. Maybe if he was in the governments circle of advisors there would have been a special day declared for the reflection of what he was saying, a las the “Dominica dirty” pronouncement and reaction.

    Our political leaders and maybe our religious leaders, are narrow minded and self serving and do not listen to the voices of reason in Dominica and the nation is paying for it. Dr. Francis Severin should now be sitting home watching the unfolding events and say to himself…”see what I was saying…” but knowing him he is at his home bleeding inside wishing that he was wrong.

    Dr. Severin you were right in your analysis and maybe it is time for the leaders of this country to take stock.

    Was anyone else concerned about the two sisters’ reaction/action while being brought to the court?…. I was! … Why not brought to the court in cuffs? Are we sending the signal that what they did was equivalent to, or less of a crime than the theft of a tin of cornbeef? I remember seeing “Pussy Cat”, the Roseau Character, being brought to court in cuffs for some petty theft, why not these two ladies? “Pussy cat” could not at the time harm a fly.

    The 27 Million can very well create employment for another two years at least for a few Dominicans with a skill in construction.

    All the other points you made suggest that we must continue to be dependent on Government for handouts – the so-called entitlement mentality.

    You see many times here we make points that Dominica is an independent country and should not be going out there with cap in hand begging!!!! Very true!!!! But Dominica will only be able to stop that cap in hand begging when we collectively as a people begin to pay our fair share of taxes, create employment for ourselves, leave our comfort zones and become entrepreneurs and stop occupying middle management positions that gets us more lazy and less productive since the people above us are nowhere close to retirement and in good health!!

    Such behavior will see us being more responsible and less envious of each other and will actually get us to work more in teams smartly recognizing that inter-dependence rather than dependence or independence will not give us maximum satisfaction.

    Once there is greater inter-dependence there will naturally result in greater tolerance and appreciation for diversity of cultural norms and ultimately less murders and greater unity, peace, equal rights and justice.
    The first step must be to take stock of our strength and weaknesses as individuals, and country.
    The second step must be to quickly come to terms with the notion that Rome was not built in a Day but Rome was built through hard work and many personal sacrifices.
    The third step is for us to come to terms with our financial capacity as individuals and country. We cannot over-extend our selves and expect debt forgiveness. Hence we must prioritize at all times. We must develop a sense of savings and investment. We must put something from whatever little we may have aside for a rainier day – a death in the family, a doctor visit, a replacement of a school shoe, etc.
    The fourth step is to recognize that we all cannot get into the same goods and services business environment. We must diversify and take risks.
    The fifth step is to be less gullible towards politicians and political parties and parliamentary representatives.
    The sixth step is to demand good governance, accountability, integrity from both government and opposition.
    The seventh step is to give back our time, skills, money, and experiences to the next generation to equip them to achieve sustainability and build on the foundation laid rather than reinvest the wheel.

    A society dependent on handouts coupled with no vision is a pressure cooker filled with frustration. People need work, a sense of security and a government that is representative of the current affairs. There is too much anger in this land. People can no longer express their opinions without fair of retribution. The biggest criminals are those in the big house opposite the stadium. Until we make a drastic change in the government and crime reduction strategies supported by leadership changes with the crime fighting and social support networks them we are doomed. I called on the PM a few days ago to address the nation on the seemingly endless crime wave but still nothing tangible has been done. Unfortunately I see this as the beginning of a long struggle with more long term consequences. In the meantime we continue of dream of the NEXT LEVEL as we await the SEWO and reopening of the RED CLINIC for the delivery of all the contents now in the PIPELINE.

    I have lived in countries where they claim to have murder rates that make ours look like a joke and have not been as scared for my own life as i am here in my own country. Ppl kill people for looking at them, for almost nothing. This is serious, we need prayers, but we need actions too. I have said many times that Dominica is too lawless.
    One cannot be comforted walking Dominica’s streets, too many opportunities for something to go wrong. How often do we see a uniformed police on regular patrol, even in the city that alone high crime zones? How many streets have proper lighting? Does the punishment ever really fit the crime in Dca? For long now i have been hearing talk about examples being made to the criminals found with unlicensed guns, and still we are reading of ppl being caught with them and are back on the streets. They pay a little bit of money by their standards and are out. That is no example. You drive around and you wonder if there is any law in Dominica. I am not saying that the police are not doing their jobs but something is not right. We are quick to mention the devil and God when we see things like that, blame it on them, why? because we as mere humans could never be capable of such horror, as Dominicans we could never have allowed society to deteriorate to such an extent. If we do not try to fix it now we will loose it. A stitch in time saves nine.

    Leaders of government do not micro manage people; they may manipulate when it is politically necessary TO DO SO. For example the much talked about Red Clinic.

    There are always laws governing Dominica and its citizens.

    The question that needs to be asked is why these murders in recent times? What are the causes? Could it be that persons have lost their consciences?

    Is the current world economic crisis getting many persons on edge? Especially the ones who depend on remittances as well as those who see their fellow countrymen names on the news papers weekly for non-payment of their debts?

    Is it that the laws recently passed in parliament biting very hard at the key drug players and the lower ranking persons are caught empty handed? That these persons could very well have loads of U$ and cannot change it to make two ends meet?

    No matter what answers you come up with government still cannot be blamed!!!! The government has hospitals that are operational – staffed and equipped fairly. There are at least 500 policemen employed. There is a prison that is over-crowded yes, but staffed and operating. There are ambulances, mortuaries, councilors – all provided by Government of the day.

    Sorry but government cannot go backwards and implement hanging, flogging, cutting of hands, cutting of feet, or death by firing squad in Dominica!!!! People will still kill each other no matter what.

    These murders are not the result of persons being held hostage for government to have a rapid response SWAT style police division. These murders generally are not the result of gangs terrorizing neighborhoods. Thank god for that!!!!!!!!

    The majority of these murders are the result of personal disputes, lack of respect for each other, envy, jealously, depression, stupidity, and ignorance. The common thread here is lack of tolerance, lack of honesty, lack of appreciation for the dignity of human life, and lack of mentors to emulate.

    This is really get out hand and the government pretends not to know what is happening. One would expect that the main issue on the agenda when parliament meets would be the crimes plaguing our beautiful country. wake up Mr. skerrit and cabinet its time to bring back hanging and d cat-o-nine tail. Please people let us pray for families, the youth and our leaders. God bless all Dominicans.

    While all our politicians are busy doing nothing, our nation has turned against itself. Never in the history of Dominica has there been so much blood shed. Never have our people been so disgruntled that they have resorted to killing each other. And never have I seen a justice system so lacking. My God!

    when u sit and u think.. have u ever seen any animal that has been brought up in the wild grow up to be civilized? what good will a country do if there is no one to run it. dominicans dont care about their country or even their children. we send our children out into the world without any form of responsiblity or laws to abide by, everybody is doing what he/she pleases. what do you expect. i’m sorry to say but we will not go anywhere until we have someone in power who actually gives damn about the wellfare of the country. dominicans we need to step up and until then the crime rate will increase and i am very sad to say that since i too have a son. we need to pray and pray for skerrit and not to him! stop campaignin for skerrit just so it will be ok to beg him later for a plywood house that will rotten before u can paint it.. start thinking of our future and the betterment of ur country. let the lord govern us and not be governed by us. we did not create dominica and neither did skerrit. i’m just awaiting next election to see how much dominicans are soooo clever!     We had Behanzin puttin people behind bars for the time they deserved for the crimes that they committed and what happened, the disoriented and misguded or maybe money hungry lawyers and other int he judiciary wanted to take him out………..our reward….is evident! Let the magistrates and judges hand out the correct sentences, let people know that crime has to be paid with HARD time, not just time, WHEN you have fellas saying ,” i killing mister and i going and take 6 moths ” wht u expect

    Do your jobs judiciary and stop frustrating the hard working police detectives and prosecutors!

    Another murder again in Dominica… its time that the Pm Skerrit do something about that. From the time he said that they are going to make a law, that anyone found with or used an ilegal firearm will be going straight to jail, everyone start to use knives to commit their crime. Our leaders need to do something.. thats why u all were elected, get working.

    @Proud Dominican: Prayers are all well and good. But they are just that, petitions to a deity and expecting actual results. What we need are more stringent laws,harsher punishments for criminals, and perhaps a public address to all Dominicans in light of these recent event. Stop blaming these events on ‘Satan’ tempting people, and start blaming people! Examples need to made of these individuals and police need to take their job more seriously.

    keep waiting for god to help or the gov we should be helping ourselves and looking out for one another in each community each village taking care of our people. Instead of talking gossiping about what so and so is doing take care and monitor your own villages. This absolutely crazy is there something in the water out here or did they spray the air with chem trails? People better wake up and realize god gave you life a brain to think and we all should be working together to help each other and not get caught up in jealousy anger and ignorance. There is no place on this earth where black people are at peace and not wanting to kill each other damn!

    This crime thing is certainly getting out of control, and we certainly need prayers to turn this around. Our young people certainly need to know how to deal with conflict and disagreements. For our population, i believe that 11 murders are too many. It is high time that the religious leaders come together to create an intervention into this crime situation.
