Society has to be more vigilant of the signs of potential criminal activities at all levels, including the home, schools, churches and the wider community.
This is the view of Prime Minister Roosevelt Skerrit as he spoke of the untimely deaths of five-year-old Rachael Vigilant and her two-month-old sister Sophia.
“The two children who got murdered they could not have provoked anything to cause that to happen to them and therefore we have to look at signs,” he said on the DBS radio program, Talking Point, this morning.
He said these signs cannot be downplayed and the police, for example, should have noticed the signs that were very much visible over time. The prime minister referred to videos and photographs and the social networking website, Facebook, regarding the accused.
“All these things we have to look at and pay attention to them,” Skerrit said.

It’s the police job to ensure that the law is being obeyed – and if there are signs that someone maybe plotting to commit a crime , it’s their job to detain that person.
I am not saying that Sarah was plotting this – but to suggest that facebook cannot be used, or should not be used by the police – shows the ignorance of people who do not know or understand what they are talking about.
Hello – facebook doesn’t have to be monitored by the police – but if the police knows of something being brewed, then it would be their job to use whatever means possible – whether it be monitor or browsing a persons webpage.

All the documents and e-mails referring to secret deals, controversial purchases of Rubbish Bins and Fertilizer, Villas, and numerous other activities of a criminal nature could be made available to the IPO, Financial Intelligence Unit, and Police for further investigation and prosecution. Dominicans must be VIGILANT. The SIGNS ARE CLEAR AS DAYLIGHT. A FEW people are getting rich overnight, while the poor majority are getting poorer. ECONOMIC CRIMES. POLITICAL CRIMES. SOCIAL CRIMES. The Prime is right by suggesting that we take time to notice people who are suffering from troubled emotions, and to help or get help for them. That is one of the attitudes that need to be altered in society. It is our selfish attitude. We are so busy fighting to get ourselves in the best of shape, we never notice others are in a much worst shape than we are.
We do not listen for the hurting voice, we do not show affection of comfort, we do not encourage people to build strength, we just do not take notice of the pain and suffering in other people no matter how close those people are to us. Most often we are like that because we are too wrapped up in self pity–feeling sorry for ourselves.
But Prime Skerrit is a little off base and full of contradiction, as he hands down that responsibility to the Police, pointing to the issue of Sarah Lynn Augustine. The Police are responsible to serve and to protect, but they are not social workers, church committees, youth organization, and most certainly, the are not the fathers or mothers of every person in the community where they work.
We, the people, are responsible to pay attention to the attitude and conducts of our loved ones, and to report strange or life-threatening attitude and conducts, that we notice in our people, to those who can help us, if we cannot do so for ourselves.
If anyone is to blame for Sarah’s action, it is her family, close relatives and friends. And especially the man who fathered her children. Not the police!!!! This statement makes no sense, coming from the Prime Minister.

The authorities in the U.S. monitor social networks, like Facebook, and have asked these sites to remove known sex-offenders and religious radical’s profiles and the sites did. Why are we saying it’s ridiculous for the Prime Minister to suggest that we pay attention to signs, whether it’s in person or on social networks?

Mr Prime Minister I am in total support with you. The signs were there for all to see but, noone stop and looked at them. In June of 2010 the young lady began posting some pictures of abused children. I agree that the police can’t seat and monitor the comments and posts on Facebook but, members of her family and even her friends should have seen it coming.

now that being said Mr. PM. i believe that it’s time for a major restructuring of our intelligence unit. i’m talking about giving the force the proper training and tools, more equipment, computers, building a decent data base of finger prints and personal profiles of persons already involved in illicit activity and i believe that eventually every dominican and every body entering dominica should have their prints registered. employ a fulltime staff and some tech boys to man the unit and we should also have a basic forensics lab.
in order to effectively fight crime our security forces must evolve and upgrade just as the criminals do. our ancient system will eventually become obsolete in this modern world.
Observer …… You would be surprise to know the amount of people they detain in the US , Canada , and Europe , because of some of the things they post on facebook and twitter . Do your homework !!!
@observer: Many international criminals are caught through their facebook activity. (read international news) these social networking sights offer a substancial amount of information about an individual and a wealth of information and evidence can be gathered through monitoring such sites.
technology is advanced and criminal activity has evolved to go with the times so too must the police in order to be more efficient and to stop these crimes.
so yes if police suspect certain individuals are involved in certain activities, monitoring their face book account and it’s content could prove vital.
In this case, family members and friends should have had an idea that there was some imbalance in the mother’s personality. They are the ones closest to her. Someone should have either offered assistance or suggested that she get help. Can’t see how the police would be successful in this regard.

Society has to be more vigilant of the signs of potential criminal activities at all levels, including the home, schools, churches , in government and police department. We have ignored all signs of a dictatorship ; the violation of our rights; the avoidance of purchase taxes (land deals), Garbage Bin money disappaearance; Voter ID rejection; acquisistion of an alternate citizenship. The signs are obvious and society should intervene.

these kids are in a much better place now. at least they did not have to go through a lifetime of abuse and become adults with physcological problems.
what about a family court? what’s being done to help kids who are being abused by their parents. you want to fight crime. this is a very good way to prevent it. do know the feeling of powerlessness, helplessness as a child? you carry that feeling through adulhood. these adults become hooked on drug, violent ect.
now please tell me that the upsurge in gun violence is an isolate inccedence. i am a sure that these gun crimes are related to drugs 80 percent of jthe time.

Is the Prime Minister suggesting that the police should be sitting behind a computer following citizens internet usage? Meaning what they post on facebook, youtube, hi5, fanbox, myspace, twitter? If that’s what he is suggesting then the right thing to do Mr.Prime Minister would be to create a department in the police force dedicated stritly to this.
But on another note… if that is indeed what you are requesting… I do not believe there is anything in the law books or in the constitution of Dominica that gives the police the right to spy on citizens on a daily basis. Therefore your comment about the police should have seen the signs is utterly ridiculous and shows that you do not know what you are talking about.
Your time spent on D.B.S this morning would have been better spent meeting with the police officers and finding out what they need to better conduct their investigations. A suggestion i have would be to seek training from your friends, i.e. China, Chavez, Cuba, Morocco…. for the officers in forensics and crime scene investigations.

The murder of the 2 children should NOT be lumped with the other terrible murders that have occurred. The PM took the easy way out as usual and highlighted the very case that he knew had nothing to do with the rising incidents of murder in Dominica. Get off your travel train, sit down and strategize as to how to solve this problem. Lead by example, when corruption starts from the top it filters down to the man on the street.
The complete disregard for human life is alarming and sadly it only seems to come to a head when it comes close to the home of someone in authority. Let us not wait for that to happen.
We need a foreign chief of police to effect the kind of change that must occur. Take the bold steps before it is too late..
Friends could have seen some strange behavior and alerted the family/father (Kids) and or authorities.
I read many comments about the PM being to blame and Government, but I am my brothers keeper and if I see something, I’ll say something.
