PM vows punishment for those involved in Pagua Guest House attack

Prime Minister Roosevelt Skerrit has confirmed that the police have detained people for questioning in the brutal attack at Pagua Bay Guest  House that left one man dead and two other people nursing injuries.

This is according to the Associated Press (AP) who also reported that Skerrit said a team of officers is investigating the crime.

AP reported that in an interview on Tuesday the Prime Minister vowed those responsible will be punished and the incident was a rare one and should not create an impression that Dominica is a dangerous place.

Irishman Joe Costello was killed in the alleged robbery attempt outside Pagua Bay Guesthouse in Hatton Garden last Sunday night. He had been living in Dominica for nine months and was manager of Silks. The other victims of the brutal attack are Americans Rick and Alicia Davison who had been living on the island since 2007. They are the owners of the guest house.

The attack has shocked Dominicans from all walks of life and many are calling for stiffer sentences, including the death penalty, to what they see as a crime situation possibly spinning out of control.

    we have the best officers in the wesley,marigot district who can investigate and make where we live in the distric a better place to live in. dont bring back the lazy ones plzzz i beg you mr commissioner.just give them good vehicles,man power n the tools to work with n they’re safe..too many useless transfers in the district.u’re too bling too see who’s not workin n who’s working.stop moving tegood officers around.. you’re rustrating them instead of building them..

Aren’t you trying to improve tourism…….but the best guest house almost on the island and right by the airport has THIS happen. Seriously, these people are animals. And now you are going to have the U.S. government involved because you hurt its people. And once you piss of America its hell to pay. You have one of the best Caribbean med schools on your island that is based out of the states. That brings so much money to your island! But if Americans don’t feel safe they sure aren’t going to stay or let their children travel to go to school! Wake up Prime Minister!

    As a victim of crime in Dominica, I can say from my own experience that the police have little interest or motivation in solving crimes or the punishment of criminals. This attitude comes from the top down. Until a police chief is hired from another country, who is independent and willing to shake up the force, criminals in Dominica will continue as they always have done – getting away with it.

      That’s why I have very little if any confidence in the ability of the Dominica police force to solve these murders taking place at home. Many of these officers are very lax in their duty to protect and serve the public. The lack of forensic equipment on the island makes it almost impossible to solve these crimes. It would do Dominica well to have a forensic lab. I personally would take this any day over the current state palace being built.

    Mr Prime Minister it is very rear in deed but this is a terrible incident that will hurt the tourist industry. I am looking at photo’s where Officer with big guns walking all over the crime scene. Don’t they know better and how to secure a crime scene. Not one word from your Police Commissioner about this incident. Why don’t you look for advise from Dominicans like me who reside abroad and have extensive law enforcement experience. I just retired from New York City Police Department where I was a supervisor in the Detective Bureau. I am certain your Police Department can used some advised in crime prevention and ways to aggressively investigate any crime the occurred.

    The truth, as many people say is, the police mainly care about ganja arrests, even if just a sliff. I was robbed in Woodford Hill. My 86 year old mother was roughed up by a young robber wearing a bandana over his face. He took our handbags from the car. I ran out of the water to help her and he had large speargun loaded and ready to be used. He held the speargun against my stomach and took about $800 US from me. After he was running away he threw back a $20EC at me. I called the police. They did not answer the phone. I drove to the police station. The phone was off the hook and the police officer came from anothr room in his underwear. He was SLEEPING. That is why the phone was off the hook! He took a report. I know who the robber was. The policen knew who the robber was. They police never went to look for him or talk to him and arrest him and get my money back. I guess the police officer was still sleepy! He never even gave me a copy of the report he took. My mother had to be treated for her wounds at the clinic. If I ever need police assistance again for whatever reason, when I call I will say that I have just found some weed. This way I can be assured that they will respond and will be there faster than a bolt of lightening. They will propably bring the whole police force and then I can tell them I’ ve been robbed amd my life was threathened.

        Progress is a lie. Be clear, when Dominica makes a deal with the IMF, the US, China, whatever, the big guys win, the little guys lose. The other entities want to suck the life out of Dominica just like they have everywhere. The word for this is “neo-colonialism.” It is the same old stuff in a new shiny jar. And for every dollar the lend, rest assured, they will demand ten less dollars for the good of the people. They will demand less health care, less education, less clean water, less everything because they want every one of those dollars for themselves. Look at the history of how they have done this over the past 100 years. It is the same everywhere.         NASSAU, Bahamas — More murders took place in The Bahamas in July than in any other month in the country’s recorded history, according to police statistics.

        The murder count for July rose to 20 on Saturday morning. This month’s count exceeded the record established four months ago.

        According to police statistics, the highest number of murders in one single month previously stood at 16, which was recorded in March, and before that the record was 12, which was recorded in January.

        Before this year, the record stood at 11.

        As noted by Sergeant Chaswell Hanna of the Royal Bahamas Police Force in his recently published book “Reducing murders in The Bahamas: A strategic plan based on empirical research”, the previous record of 11 murders was achieved four times: October 2005, December 2006, November 2007 and September 2009.

        “We’ve never had [20] murders in one month,” confirmed Assistant Superintendent Anthony Ferguson.

        “Obviously the police, and as a country we really have to be concerned about the amount of violence that we are having. I think that as Bahamians we have to get together and provide the information necessary in going forward to assist the police.”

        The rise in murders is believed to be the result of a drug and turf war, however Ferguson did not comment on that.

        According to statistics, July is usually one of the busier months as it relates to murders.

        So far this year there have been 85 murders.

      greed + economic deprivation= crime

      Better Salary is inversely proportional to Greed => Better Salary = 1/Greed

      Economic Growth is inversely proportional to economic deprivation => Econ Growth = 1/economic deprivation

      Development is inversely proportional to Crime => Development = 1/Crime

      As the increase in the main factors will decrease the inverse, eventually we will have

      Better Salary + Economic Growth = Develepment

    My question is, what is so wrong with the death penalty? If a man maliciously takes the life of another, why then society cannot take his life also?

    Can anyone ever dispute that an executed person ever comitted another crime against society? Some people are just predators. They look around for the weakness of other people and just prey on them. The same way that there are good people in this world, there is a small percentage of wicked people. These guys have long ago buried their conscience and humanity. What is society suppose to do with these predators?

    Look now Dominica’s name is being bloodied internationally. How many more incidents does it take for society to wake up?

    We have too much at stake right now to just do business as usual. We are fortunate enough right now to put a stop to that level of crime before it gets out of hand. Just look at our neighbors. Just look at what happen in Antigua – they are paying the price right now.

      Read this from a Dominican who resides in Canada: Just as Mexico. Recently many Canadians and I suppose also Americans have been murdered in Mexico and elsewhere. Canadians are being warned and cautioned about visiting Mexico. I have no intentions of visiting Mexico.
      I also heard of two women who were on a visit were murdered over the weekend. I am trying to rack my brains to recall if they occurred in Argentina.
      The devil is rampant in the world. Those who practice wickedness are the devil’s advocate and his followers. They are under his yoke.
      It appears that nowhere is safe. Luck and chance I suppose. We need to worship God and pray to Him for protection.
      People from every walk of life, religious or not, get killed and sadly so. Yet we must ask God for His Divine help.

    Dear Mr Skerrit,
    Thank you very much for your long-awaited comments on this outrageous crime. I honestly hope that you read the comments posted on this article, and all the connected articles so that you can measure the depth of feeling in the country that is being experienced not only by your fellow Dominicans, but by those of us “outsiders” who are lucky enough to be living in Dominica.
    I agree that this type of crime can be categorised as “rare”. i.e. the cold-blooded murder of a non-National in a robbery. HOWEVER, if you broaden the category, to say violent robbery with a weapon, the you would find that this type of crime is being committed on almost a daily basis. But I suspect asking the police for statistics will not bear this up, because it appears that many police are not interested in this type of crime unless it is directly drug related.
    This is what these comments are trying to tell you.
    For example – the case of the German Tourist, kidnapped and held at knifepoint, and who gave enough evidence to convict the assailants, but finds nothing has been done.
    Also, I hear some tourists were recently held up in an attempted robbery in the Carib Territory by a masked man who was overpowered when locals realised his gun was fake. This man was seen drinking in a bar later the same day by one of the locals.
    Then I hear a Peace Corps Volunteer was robbed at knifepoint at Emerald Pool and no one has been caught, and despite several occurrences of crime at that location, there are no notices to tourists to be on the alert.
    Actually, every issue of the Chronicle has mention of a murder – and for an island with 60,000 inhabitants, this is way too much.
    If you ask me (and, yes, I know, no one is actually asking!) then the main issues are getting the police to do an effective job, report each crime and put resources into apprehending criminals, and the next issue is to educate children, and especially in the villages outside Roseau, that violence is not an acceptable outcome to an argument. And if they want something, they must earn it – not beg for it or steal from another. I do know what I am talking about: I am a volunteer teacher, and I see the children copying the action of their parents and using violence, instead of other actions to resolve disputes between themselves.
    I thank you very much for allowing me and others like me to live in your beautiful country. I don’t have much money, but I try to show my gratitude on a daily basis by helping children, local farmers, donating to local charities, etc, and I know many others in the same position (like Rick and Alicia who do such a lot for their community) who do the same. I don’t want thanks, but I certainly do not want to live in fear.

    Reports of both violent crimes and thefts have declined substantially since the early 1990s.Violent juvenile crime declined for a number of reasons. The nation’s economic improvement meant more jobs for young adults and single parents. Several improvements in law enforcement, such as community policing, a reduction in the crack cocaine market, and restrictions on youth gun access, helped reduce the amount of violent juvenile crime. Also, the massive increase in school and after-school programs allowed youth to participate in more constructive activities.

    Where was the voice of the PM when the brutal attempt at murder on a former magistrate was orchestrated last December? His silence then was loud and embarrassing. No doubt the killers of today may have taken comfort from the lack of outrage from the political leadership.
    Well, guess what? The chickens have come home to roost as they always do. People see crime in high places that go unsolved, including acts of corruption by the political leadership . If these kinds of crime go unpunished it is not surprising for the public to conclude that they can get away with other kinds of crime since law enforcement is selective and rarely applied to those with political connections.
    The PM has himself to blame in this breakdown in law and order because, truth be told, he has not set a high moral and legal tone for the country.

    Dominica needs a state of the art Forensic Lab, and the Government needs to send more persons to study Forensic Crimilogy. I do believe there are perons who have studied criminology and I would like to know what are they currently doing now/ are they employed in their fields? Hon: PM I beleive that the Police Department needs restructuring. In every district there should be Criminioloist working so that, when ever there is a crime , the evidence will not get tappered with by police men who are not trained in criminal evidence and may distrub the crime scene. That should be the new project Governmnet is undertaking because we are in the development stage and we want to protect Dominica image by thugs who think they can get away with crimes because of the lack of resources by the Police Department. I donot blame any one but the murders and thieves. Now is the time to get funding for a Forensic Lab.

If it were you and your life ended in the same fate should people just look at it like oh its only one life lost. every life is valuable. The population is not that big we should not be living like savages. We cannot turn a blind eye because none of us are immune. whatever happen to the days when people could truly empathasize with what each other is going trough . our society seems so hardened i’ts this attitude that it is not me it happen to so oh well. very sad

    Its a really sad situation,i think the government needs to take a tougher stance on crime.Tourism is very fragile. Its not today crimes are being committed on tourist especially especially in north.Yet we have a task force only patrolling roseau and the south looking for drugs,these hideous crimes. Apparently those people were robbed and called the police, now we have the death, Has any one been apprehend for the kidnap of the German?? They quick to respond when drugs. Yet these crimes hurt our economy more than anything

    we have been having violent crimes, including murder in Dominica for the past few years. Last year we had 7 in a week. We are still saying the place is not bad. I think we are in denial. The past few years the criminals have been getting away with these crimes when our justice system does not have the guts to put them away. Now it has happen to a non local we worry about our reputation. AS far as i am concerned our reputation has been messed up already by Dominicans who commit these violent crimes at home and abroad. Recently one magistrate takes herself away from a case because she is friends with the familly of a gunslinger. what does that tell you? I want to see when we plan to get tough and quit all the talking.

    A heinous crime has been committted and it deserves the full extent of the law. Right now many folks are emotional, and understandably so. But let’s not be irrational.

    For instance, some have asked to unleash the police against “the thugs”; “shoot on sight” a la Sl.Lucia; “hang them quickly”; “have judges that show no mercy”; etc. When the dust settles and all is clear, can we imagine what monster we are creating?

    Not too long ago about 50% of the comments called for chaos and the violent overthrow of the government. Can you accomplish this without breaking the law? (I am struggling to leave out without murder). What should the police do then since you now want to give them carte blanche to execute thugs on site? You are obviously angry about the potential loss of foreign investment because of this crime. Are you also angry about the potential loss of foreign investment as a result of the Brisbane fiasco? I have no opinion on the matter; I’m just asking.

    I only want to say that cooler heads should prevail and let the law be applied accordingly. Whatever we create now may come back to bite us in the ass. By the way, how many of us supported the blocking of the road in the north east last week? It was probably a legitimate protest, but others may view it as lawlessness. The hostile environments we create are not viewed favourably by the powers that be. So I’ll repeat; be careful what you ask for in your emotional and irrational state of mind.

    I support stiffer penalties on crime in my country. I believe that there should be a zero tolerance on crime and the law enforcement should work tirelessly in bring these perpetrators down. It is time that these guys get something to think about that if they are caught for the crime that they are planning, there will be no mercy upon them. They have to think twice before doing those stupid things. This is no way to earn a living – Robbery and in the same time taking someones life. It leaves a bitter taste you know. Now crime is every where but we have to as a nation with a very small population do our best. How can the population be so tiny and crime rate is escalating? Isn’t is alarming? We are tired of talking and advising those in the position to make things happen and they just do not listen or just lazy. Please Leaders, Take a positive step. Investigators should not sleep until they send a clear message to all criminals. I hate it.

    all this boils down to government. the government have to much of relaxed attitude when it comes to the public safety. this needs to stop what are the parlimentery reps , and the pm needs to step up to the plate. something so hideous must never happen again, An island with such a small population should not have these sort of issues. what happened to the days where you could trust people , where neighbors looked out for each other.Everyone both abroad and in Dominica is so saddened and upset about this.I heard that Rick is in ICU get him out of Dominica and send him where he can receive the proper medical care , do not let this man die.

      One question?
      Why isn’t there one emergency phone system for the police, fire and hospitals. Isn’t that just so basic. Don’t you think you should be able to call the police station or hospital and have someone answer the phone. A professional who can disperse information. If that was the Case Joe might still be alive. Government!!! get your priorities in order. If you have a dignitary in the “state Palace” I hope he brings his own emergency medical team, other wise he may die right here waiting for the someone to pick up the phone.

    Regardless of whether the situation is actually “spinning out of control”, the death penalty remains as a necessary measure to keep a civilization civilized.

    It is not the exercise of the punishment itself, It’s the concept of consequences, that NEEDS to be adapted.

    I’d like to see just how “humane” the humanitarians can be when THIS happens to their families.

      That’s not funny but utter nonsense !! These crimes will have a serious impact on the tourist industry, especially stay-over tourists. Will an investor risk not having any stay-over tourist at his/her establishment because of your perceived competition? What makes you think that guests will flock to The Hibiscus Inn which is right next door to the crime scene, according to you? The entire country will feel the impact, but more so, the north east.

      PS: I do not know the owners of Hibiscus Inn nor Silk.

    I am encouraged that the PM has dedicated resources to this seemingly senseless attack, but like many of my compatriots are saying, it is not sufficient to just make an arrest. There has to be detailed and thorough investiagtive work, lest some money hungry lawyer find holes in the case.

    Find all those responsible and let them experience what it feels like to know you are going to die. Justice will only be served when those responsible can no longer breathe!

    If what I hear is true, The three taken in for questioning are all from Wesley and one who is about twenty-four has already murdered at least one individual even as a student at St Andrews High School. Another is in his forties and the other is in his thirties all of whom have already been incarcerated. These are therefore hardened criminals with little hope of rehabilitation. If they are tried and found guilty, we need to get firm with these criminals and resume capital punishment!

    No matter what others say, In our context, it may well serve as a deterrent. When I grew up in Dominica in the 60’s through the 80’s, we had only three recorded murders, Tilson murdering Vernon and Trevy murdering Bruney in the veille case area and the murder of the tourist for which Desmond Trotter and Roy Mason were questioned and tried . In the last decade the number of murders in Wesley alone has been mindbuckling.

    With a population of about 60,000, if the country can make examples of these malcontents by sending them to the gallows, as barbaric as it may seem, it may be a tangible deterrent to crime. So Mr Prime Minister let us take a bite out of crime and ensure the perpetrators will never harm another human being.
