Police seek US assistance in Pagua Guest House attack

The Dominica Police Force is seeking assistance from the United States in its investigation of the Pagua House attack which left one man dead and two other people nursing injuries.

This was confirmed by Police Commissioner Cyrille Carrette during a press conference this afternoon.

“I have already contacted the US Embassy,” Carrette said.

He stated he hopes the answer from the embassy is positive since US citizens were victims of the attack.

Carrette noted that three men from Wesley have been arrested on suspicion and are helping in the investigations. He confirmed that one of the men has a previous murder conviction.

Irishman Joe Costello was killed in the robbery attempt outside Pagua Bay Guesthouse in Hatton Garden last Sunday night. He had been living in Dominica for nine months and was manager of Silks. The other victims of the brutal attack are Americans Rick and Alicia Davison who had been living on the island since 2007. They are the owners of the guest house.

    They do not need US assistance. All they need is some good investigation. Probably they should go to the US to learn their techniques.

    The Ploice Commissioner should not be involved in politics reather he should lead the Police Department and let the evidence speak for itself. Puerto Rico has a state of the art Forensic Lab why can’t Dominica have a contract with that lab to examine the evidence. I told you all that Officers were contaminating the crime scene so how do you expect to get a conviction when the crime scene is being contaminated by the Officers. Another thing, Don’t the Police keep a list of all the depoties from America and England who has criminal records because they are the one’s most likely to commit such vicious crimes. Don’t the Police Department have Detective’s who are trained in Interview and Intorrogation techniques, Who can extract a written and verbal confession from the suspects. Maybe the Prime Minister can hire me as an up paid advisor to the Police Commissioner and I will help him restructure the Police Department. I have Twenty Five years of Law enforcement experience in New York City and I willing to help my country.

There are a gruop of Policemen from the GT Area( Toronto)that goes to Jamaica every year to help that Island is whatever way they can now they are helping the poeple around in the village that could be the same for us at home, so let’s try it and I hope the policemen dont think that these policemen that they would be coming to take their jobs instead they would be helping them in training especially how to conduct interviews handling of evident and other matters we need help

    We should realize that crime and violence is not indigenous to the island of Dominica. The world is infested with malice of all sort and the Caribbean is not exempt from this ring. Each island has it’s constraints and I haven’t read of one Caribbean Island who isn’t trying to wipe out this sore.       This was not a robbery, even the one victim who is able to speak said the men were there to do harm to her and her husband. There is more going on here and every possible angle needs to be explored.

    ADMIN: I encourage you to read the story again. The commish didn’t say or imply that the US should agree. He said he HOPES the answer from the US is positive. This is clear from the story. ANd what is wrong with the oneliner? It makes perfect sense within the context of the story.

    During our time in Dominica I came to believe that the Police, who have a very difficult job to do, were doing a fair job under difficult circumstances. Like many small forces I am sure they suffer from a serious lack of resources and expertise. I am glad they are reaching out for help. I do, however believe that the government should take this opportunity to review its legislation on crime and seek solutions. Much of those solutions will be social and seek to eliminate poverty. Those of us who love your country and appreciate you situation as well as dominicans abroad should be prepared to help in that regard.

    The only reason they are seeking help from the US is to avoid receiving a travel warning! The US maintains a site that lists every country in the world & rates how safe they are to travel to. It lists all attacks on US citizens & recommends if you should travel or stay away.

    I wonder if they preserve the crime scene. One of the biggest problem in this hi-profile investigation the poor handling of th crime scene, and too many people have access to the scene without proper training. When the crime is messed up, it leaves opening a those defense lawyers. Anyway, better late than never, there must be quite a bit of DNA evidence at that scene to hold those criminals. My biggest concern is the weakness of the punishment of the Dominca system is enacting stiff penalties. These murderers should only see daylight once a month for the rest of the lives, while in prison.

    The Dominica prime minister should think twice before he makes public statements against the American Government and its actions.

    This is twice in less than 2 weeks that the US Government is being asked for help. We should take crimes against Dominicans and visitors more seriously. A gentleman who knows the victims called a radio talk show this morning and stated that the motive was not robbery,implying that something sinister may be the motive. He also stated that the wife of the owner offered money to the assailants…look into this further.

    Right move, but still very pathetic!!The heat is upon the COP, this time US and European citizens are victims and the pressure is on his behind for negligence.

    Why wasn’t the TASK FORCE sent out in the Northeast when the crime wave started? Why did the police not properly investigate the kidnapping of the German tourist and his companion?

    The police force needs an outsider at its helm to clean it up and restore people’s confidence in it.

    I must admit that there are officers who are trying their best, but the powers that be are frustrating their efforts – when they enforce the law, they are being victimized.

    Save for the officers who are doing their duty, I have absolutely no confidence in the Police Force of the Commonwealth of Dominica!!!

    People please understand the request. The Police Force is asking for assistance, that does not mean they are unable to investigate the matter. The ground work has already been done and I am sure that if they receive the assistance requested, whoever comes over will have to look at all the evidence that has already been collected and recorded. The Force IS QUITE CAPABLE to investigate such crimes. It’s better to be safe than sorry then all the tongue lashing will come if something like that was not done.

      due to the fact that D/cans are left to speculate, it seems that the Gov’t and the Police (LAW ENFORCERS) are very reluctant in having the case of the fire bombing solved. the head of the Police dpmnt could easily be considered a popet of more than one masters. don’t u think?

        there is some cover up taking place somewhere. If these men ever allow themselves to come under the investigation of the International court or the UN, They all going down with each other since they are all linked to each other in some way or the other. Good times don’t last for ever. u kno that right?

      I do agree that Mr.Emanuel should coop with the police, but how many statements does he have to give them? We have heard that he gave the police a detailed statement, we have also of the bomber sonfessing to the act, and the police have done nothing. Who are they(the police) trying to protect? Are there some high persons whom they fear will be implicated? Mr. Carette must stop being a political police commission,do his job and don’t get in the way and block this important investigation.
      Importantly however, if Mr. Carette want to get involved in politics, he must resign. Honestly speaking, he is not fit for the job, and there should be a national pitition singed by all Dominicans for the removal of him as commissioner. This is one very thing that we can copy from the U.S.A because the force the President and all to resign when they falsify and act contrary to the laws of the United States. Carette must go
