Robbery was motive in Pagua Guest House attack – Police Commissioner

Costello was killed during the attack

Police Commissioner Cyrille Carrette has confirmed that the motive for the Pagua Guest House attack was robbery and also disclosed some previously unreleased facts on the matter.

He was speaking at a press conference this afternoon.

Carrette said, “About 9 p.m, Rick and Alicia Davison returned home. On their approach to the entrance of their dwelling, they were met by three masked men, brandishing a cutlass, a piece of wood and a hatchet. The masked men demanded money from them. Joseph Costello, who was in an adjoining apartment, with his friend Emily Elizee, heard a commotion and left immediately to investigate. As he did so, he was immediately attacked and was struck on the head with a sharp object which caused a severe wound. He was pronounced dead on the scene.”

He continued, “Rick was also struck and sustained injuries to his head and other parts of his body. He was admitted at the Marigot Hospital, where he was treated and transferred to the Princess Margaret Hospital. He was discharged on Wednesday to facilitate him to seek further medical attention overseas. Alicia sustained injuries to her back, right eye, wrist and thumb.”

He stated that the only person who was not hurt in the attack was Elizee however she was robbed of EC$350. He said the victims were all tied by the perpetrators who made good their escape with a laptop belonging to Rick Davison, US$200 and a Blackberry phone. “A search was made in the immediate area and a mask and a glove was found in the vicinity,” he said.

The commissioner made it clear that the case will be handled methodically and carefully by a special team appointed to carry out investigations into the matter.

He had a warning for would-be criminals. “I wish to make it abundantly clear that persons who seek to commit crimes of that nature that such crimes will not be committed with impunity. The police will utilize all available resources to bring the perpetrators to justice,” Carrette stated.

He also made a call to the public for further support in the investigations in the incident, while noting that support had been coming so far.

He urged, “An appeal is being made to any members of the public with any information that can assist with this investigation to call the following numbers: Superintendent Daniel Carbon at 285-7648, Superintendent John David at 245-9551 and Inspector Oliver Frederick at 285-7443.”

Irishman Joe Costello was killed during the attack while Americans Rick and Alicia Davison were injured. The incident occurred on Sunday night.

    Really. We have to make a serious example of these people. Dominica have to put an immediate stop to all this violent crime and eventually put a stop to just about all crime. I’m not a dreamer. We just have to make a stand.

    Wake up and smell the coffee Dominicans. Yes still the most beautifull place on earth, with some of the most lovely people I know but murder rate is as high as Canada and U.S.A put together! You only have 70,000 people that is the same as one little town in Canada or U.S.A.

    Wherever one hears that the telephone was broken at a Police Station? I cannot believe this. Shame! Lives could be at stake and their telephone is broken? :twisted: It is shocking to read this. Was it raining and storming then? What is going on? The Police Station should have a reliable phone system. Is this a poor and lax telephone provider? Sue the telephone provider.
    Many changes have to be made in Dominica. Government take note of this.

    This case has been reported Internationally. Tourism is key to the economy of Dominica. To state at this time that the motive is robbery could harm tourism. For Commissioner Carrette to state that robbery was the motive could therefore have a long term negative economical effect on the island. For him to do this he must have categoric proof that this is the case, but is that proof there? Lets examine his version of events.

If their motive was robbery then why not just rob the house. Why wait til the owners return?

    “Rick was also struck and sustained injuries to his head and other parts of his body”. That points to this being a sustained beating. Why does a robber decide to inflict such injuries? – It’s not like they are going to gain more loot from performing grievous bodily harm on someone. Why were they motivated to inflict such injuries?

    “Alicia sustained injuries to her back, right eye, wrist and thumb.” – Why? If would be very unusual for two people from the USA to fight when faced with a hatchet and a cutlass to protect US$200, a laptop and a blackberry. Why did she not just had them over?

    “the victims were all tied by the perpetrators who made good their escape with a laptop belonging to Rick Davison” – Doesn’t it seem strange to inflict grievous bodily hard, aggravated bodily hard and murder THEN tie them up? Why would they do that?

    Let me put forward an alternative theory. These thugs were tipped off that Rick and Alicia would be there. They went there to murder them and cover their tracks by making it look like a robbery. I see nothing that the commissioner states that would quash my theory. If my theory is right then no tourist has anything to fear from Dominica. The international press would report this as such and the future economy of Dominica would remain unaffected. If Commissioner Carrette has got this wrong I would call for his resignation. This has damaged Dominica internationally and he better be able to prove every word he said.

    Closing note: I was a personal friend of Joe. He loved Dominica and would not want this to damage the Country he loved. I think more investigation is needed prior to such statements being issued to the press.

      Having read your comments, how about if someone who knew his girlfriend, husband, boyfriend, etc. knew that they were together and was jealous and planned to end his life. All speculation but then again a robbery was committed and the owners of the hotel were injured. This leaves us to wonder why?

      I agree that some serious CSI investigation needs to be done in this matter. There are too many questions and too many details that do not add up to a simple robbery gone wrong. Others have stated that Alicia said herself they were there to harm them and that she offered them money and they didn’t want it. The motive of robbery does not fit at all and other motives need to be explored. I agree that the thugs were there to murder the owners and maybe even they knew that Mr. Costello would be there as well. The possibility that someone tipped them off that those three would be there at the same time is not unreasonable. Let’s just hope that everyone is looked at and they are not afraid to ask the right questions

    The more I read about this incident, the more I am saddened and get angry with those wicked perpetrators. I thought that three of them were caught.
    Crimes and murders could be prevented and probably eradicated with the help of all residents.
    Let this be known. It takes proper investigation to solve this case. It is time for more action to catch the perpetrators and a matter of time if they have not yet been caught. Weigh-in on them.
    To begin with, if unauthorized people try to use it, the laptop should be able to be traced by the very manufacturers and retailers. They have a record of the laptops which they sell to consumers.
    Consider too, if there is security which I expect on this laptop, the Provider could try to trace it.
    Microsoft or other manufacturer and retailer could aid in this. They have a record of the laptops which they sell to consumers.
    Alert citizens not to purchase any laptop or computer from Dominican individuals if they cannot present a proof of purchase, a bill and where they purchased it.
    Dominica is a small country and this could be done.
    I urge the Police to advise the Banks in Dominica and other Dominican financial institutions, the Post Office, Air Line and Travel Agencies and stores to investigate anyone who submits US currency for exchange. This is one of the primary ways we could assist this investigation and probably catch those perpetrators.
    I urge them do not make a fuss about it. Do not alert the person who presents it but if anyone presents this US currency to immediately notify the authorities. Do so quietly and silently. Let this be ongoing until the perpetrators are caught. In this manner they will not be able to cash in the US currency. If they do they will be caught.
    It is almost a week since this heinous crime and murder were committed.
    Government authorities the Police and others who are responsible for this investigation, please ensure that this is immediately implemented, if you have not yet done so or considered it.
    Dominican enterprises do apologize for the inconvenience to anyone that some people will have to undergo such a scrutiny. Advise them that under the circumstances the procedure must be followed. They should comprehend the necessity for this.
    I pray that the perpetrators are caught and soon enough. May God assist accordingly.

      The fact is they came to steal. They murdered a man and injured two people and stole what they could get. This is the issue and a sad one.
      I have always heard that thieves are worst than murderers. Murderers come to murder. Thieves come to steal. If anyone inhibits them and they do not get what they illegally came for, they will murder. They commit two crimes or more.
      Why then should they carry a cutlass and other weapons? Why should they have killed the Irish man who did them no harm?
      Residing far away, this makes me so upset. The Irish man’s soul is crying to Heaven for vengeance.

Maybe volehs in your days used to come bare-handed, but these days voleh more wrong and strong…so having weapons when they come to steal is not a new thing…you catching them in your house red-handed and most times they pulling out a knife on you, so you have to let them run out the door if you don’t want to get hurt.

    It really saddens me to read some of the comments (admittedly very few) saying that all this fuss would not have been caused if the victims were Dominicans. I disagree – if a prominent Dominican had been killed, along with the attempted murder of another two prominent Dominicans, then the outcry would have been the same. What is coming to light through the comments is that many, many people on this island are telling stories of similar happenings of violence where they feel badly let down by the Police and the Judicial system in this country.
    All reform needs a catalyst, and hopefully something good will come out of this tragedy.
    Please, please don’t make this an issue of skin colour or Nationality – we are all the same under our skin, and people should be judged on their kindness, actions and character – nothing else matters.
    In England, I was classed as “black” and here I am classed as “white” – it seems to me that colour is relative -we are all simply different shades of the same colour.

    Now the Police are saying that robbery is definitely the motive, but someone has spoken on the radio to say there is something more to it, and Alicia is saying the “robbers” were trying to kill them. I agree, it does not stack up as a “robbery gone wrong”. As a general rule, robbers are there to get as much as they can and get out quick, while murderers will kill and often disguise it as something else. Rick and Alicia own the most successful guesthouse on the island and are on the point of expanding because they are permanently overbooked. Joe was manager of a hotel. I really hope the police do a thorough investigation to see if there is someone else behind this.

    We cannot blame anyone but the robbers. But many of us have followed similar cases in the USA, Canada, England etc and whether it’s a bank robbery, home invasion or a hold up, victims are warned not to retaliate but to comply with robbers’ demand. That’s the standard warning from every law enforcement agency.

    Unless you are absolutely sure of over-powering your attacker, try to stay calm and give up the material possession. Having said that, why would Mr Costello confront the robbers if he didn’t even have a gun? He exposed himself and Emily to danger. The robbers could have panicked and lashed out. Yelling and screaming from inside his house would probably have scared the robbers. Not knowing if he had a gun would cause them to flee. Why wasn’t the security guard armed? Were the robbers aware of his presence?

      This is why robbers continue to break and enter. A few nights ago (no exception in the past), a man and his wife were murdered. Others were injured. The stupid Canadian/Toronto Law is that you cannot defend yourself by shooting or injuring them. It does appear that the victims are treated improperly while the perpetrators are protected.
      There is a new Canadian TV Channel which addresses this as well. I am one hundred percent with this new channel. The Law needs to be changed. Citizens should be able to protect themselves from thieves and murderers.
      I wished that this man and his friends had a gun at hand to shoot those thugs. I have no mercy for them.
      CITIZENS MUST PROTECT THEMSELVES OK! IT IS EITHER THEY, THEIR PROPERTY OR THEIR LIVES. Note what occurred to them.

    Something really does not add up here. A friend of mine visited Rick and Alicia in hoapital and were told by Alicia that she offered the perpertrators money and they did not take it, it appeared that they were not there to rob!! Also Rick and Alicia live at Wesley not at their place in Pagua Bay. How did the attackers know they would be going to Pagua Bay? How did Emily Elizee not get attacked or hurt in anyway? It makes me think that this case is anything but clear and yes I think that no statements should be made until the investigation is thoroughly concluded. If this vicious attack was not a robbery this would actually be better as it would have been a one off attack for a reason not for robbery! I will be watching and listening. I think the police do try to do their best but perhaps they need outside help from Scotland yard!!

      We do not teach ‘an eye for an eye.’ We believe in justice, a first degree murderer simply needs to be executed. If he is allowed to live or be set free then he gets an opportunity to harm others.

      The psyche of a criminal is very dangerous. Once he suspects he will be free once again he will continue his evil deeds. His philosophy is he needs a ‘good lawyer’ so exploit the loop holes in the law here, also, he is already accustomed to life in prison thus this is a familiar territory for him. He knows the drill. I am an individual who brags to my canadian friends that they must visit our beautiful country, but after news like this, I am even scared to visit. Where did the Commissioner of Police go wrong by sharing with the public the developments in the case? I applaud the Dominica Police Force for their efforts and pray that they will get the proper aid and equipment needed to process this crime. Commissioner, you are on the right track. If we are unable to sufficiently handle the situation in Dominica, use your resources. Bravo DPF!

      How many murders we have had and nothing was done to improve or proactively solve those cases? Who pays the penalty for the death of Mr. Way** Dal****** who was killed in carnival some years ago? The murderer is out there in our midst? Why wasn’t there an active protest demanding justice for this horrendous crime?

      When I see these injustices there is absolutely no way I could leave Islam. There are bad and non practicing muslims I agree, however, in Islamic countries like Saudi Arabia these crimes are drastically curbed. Do you know you can still leave your home open like it use to be in Dominica? Before you could give a partner a ride at nights, not now na! I tell you boy Dominicans need to wake up.

    If this was a robbery, then how sad that these individuals killed and injured for just US$550, a laptop and a Blackberry phone.
    They deserve life behind bars, hopefully in solitary confinement.

    As previously commented, I hope that the police wore gloves and that they did not contaminate the crime scene. The items discarded by the attackers should have their DNA on them.

      That is so right!

      Complaining about police is easy, i am doing that, too. BUT: We also have to give our authorities a chance to pick up criticism and improve their work.

      It seems that they are taking this case more serious than previous robberies (or rapes). So we should not look back and complain, instead we should look forward and stand together.

      Get these guys down! Make their identities known to the public

      This is Emily Elizee, I worked at Silks Hotel as the Assistant Manager and was Joe Costello, lover and best friend. And the police did do their jobs and questioned me!!! I think we need to stick to the facts of this case and let the police do their jobs. I am actually impressed with the results so far. Well done to the task force that they have set up to investigate this murder.

      The phone might indeed be broken or whatever. That is not too much of a big deal and doesnt say much about the actual police work that is done.

      I just wonder why after the incident with the German tourist a few weeks ago nobody was arrested, interrogated etc, whereas this time it took them not even a day.

      One must assume that in an area with so small a population, people know each other, and police always has some suspects. They just have to go after them.

      people to police commisioner did say in a recent article that there was a problem with the lines at the moment because they are trying to introduce a new system and it so happend that the lines were down in marigot when the security guard tried calling instead he had to call through roseau then they transfred the call to marigot!!!!!

      so it is true the phone lines did have a problem.

    I am surprised that the Commissioner has already made a pronouncement on motive when the investigation is still in its infancy stage. While it is more than likely robbery, one would think that it is best to err on the side of caution and wait for the conclusion of the investigation. I am assuming that the investigation has not yet concluded given that this is a very recent event and another article on DNO states that the commissioner is requesting assistance from the US. But maybe I am wrong and the investigation is now over or maybe DNO has misunderstood what the commissioner stated.

I also hope that with the testimony of the three surviving witnesses and the fact that the crime was premeditated, first degree murder charges can be successfully brough against these monsters. I also hope that our judges have the balls to sentence these people properly.

    Robbery? They they already set on a motive and case aint solve yet? I think the police needs to keep an open mind. This thing sound more than just robbery. That could be hate crime or a set up. The way these guys cut up these people tells me the was more to it. Could these guys have been paid to commit this crime?
    I remember one white male complaining on the radio some years ago about land dispute with some individuals in that area. He talked about the threats, and complaints to the government and police. That might be unrelated, but we have to keep an open mind to the motive behind these crimes. Dominica has some hardcore criminals that will do anything for money. I heard someone said on the radio today that the lady(victim) offer money but the guys still kept attacking them. Keep an open mind – look at all possibilities.

If the victims were dominicans there would be rumors of illegal activity. Let the police do their investigation and the police should assume robbery is the cause either.       I agree that this seems to be more than just robbery. Murdering and severely injuring people for the amount of money, a lap top and a phone just doesn’t add up. Also I’ve heard that the other lady who was involved was not white and she was not harmed making one think even more it was a hate crime.
