He said Bernard Bynoe, of Glanvillia and an employee of APP Electricals, was traveling along the Indian River Bridge on his way to the bank when he was accosted by two unidentified and masked men. “He was robbed of a bag containing an undisclosed sum of money belonging to that establishment as he traveled by bicycle along the Indian River Bridge on his way to the National Bank of Dominica’s branch in Portsmouth,” Matthew said.

Bynoe was not harmed in the incident and no arrests have been made.

On November 17, the branch of HHV Whitchurch in Portsmouth was robbed at gunpoint.

it is so sad to say that we are the ones breeding criminals sometimes because if someone is caught stealing once, they are never been given a second chance in society. infact that person is being labled as a thief forever. therefor society looks down on that person, no one employs that person. so what do u expect, that person continues to steal because they cant get employed again. theifs should be given a second chance

It is disappointing to read of yet another robbery.
Transporting money and that large sum to deposit in a bank on a bicycle? How long has he been doing that? This man should have been in a vehicle with also a co-worker. The thieves may have known that this is the custom and of the person who would be going to the bank riding a bicycle including the time. If it is an inside job God and those thieves are aware of it.
You thieves are brazen. It is obvious you never think of the Seventh Commandment of God, “Thou shalt not steal.” It is a grievous/mortal sin to steal. Consider what is waiting for you beyond in the netherworld.
As St. Paul said, “Work out your salvation in fear and trembling for our God is a consuming fire.” Nothing is hidden from Him. He knows who you are.
All those who share in the avails of this robbery are equally accountable. At the same time I hope you are caught and soon enough.

I was in Dominica for three weeks in October and there were three armed robberies during that time and no one was arrested. I also witnessed a a few fights in the middle or Roseau. A lot of people homes are also robbed and this is rampant. I always intended to come to Dominica to retire but if this kind of behavior continues, I will have to reconsider. If I do, I have no choice but to arm myself with a very powerful gun. It is very sad to see the violence and bad behavior of the young people in Dominica and we need to pray that it changes or we will be all asheme of our homeland.

we seem to a have lot of guns on the streets now,at one time in dominica,to have a gun would automatically cause your death, because the police would shoot and kill you, even if you surrenderd, but i guest times have changed, the government need to enforce stricter laws, when caught with a gun, stiffer penalties, this is getting ridiculous now.

Its not about not having employment options
im not satisfied with my salary; i would like to work somewhere else..but it doesnt mean im going to rob. i look to see if anybody want a floor cleaner, if they want a messenger, if they want a painter, if they want an artist to design their place etc…I doh have to rob at all even though im not satisfied at all with my income.
another point–nobody was born criminal. Its about choices–everything is a choice. I doh know how i paying bus fare today–I can choose to kneel in my room and pray b4 i leave the house or i can choose to get a stockins somewhere put on my face and rob somewhere or somebody.CHOICE..And anybody can do it.. respected individual or not.
Just makin a point. Be open-minded man and face the reality of things!

The reason crime is on the increase is because the perpertraitor often never comes to justice with the court system the way it is in Dominica! We know this first hand as we were robbed the police were excellent and caught the right thieves who admitted the crime! The case has been so far adjourned twice and the police have asked us if we would like to drop the case as the case could keep being adjourned!!! The two thieves are still not in jail and are walking the streets free!! This is no way a detterent! We will definitely not give up on our case and will go to court as many times as it takes until the thieves get what they deserve! Magistrates and Judges here need to do something to make the law work and for criminals to get the sentences they deserve.

Stepping up security is all good, but who do you think is going to pay for it? The consumer of course. I guess we have to pay attention to the signs of the time. There is nothing wrong with riding a bike to the bank, but when robberies are becoming common place, a change in business practices is in order. The only problem is that, change does not come free. If I have to pay for security to run my business, you can bet the price of what I am selling is going UP..

Crime is way up. I think the problem is that deportee boys and ex-convicts have no options for gainful employment ’cause everybody know your past in such a small island…nobody gonna hire an ex-con or known criminal. Government needs to have a plan to help repentant and reformed criminals re-enter society and stop this recidivism..if not, i suspect this trend will inevitably get worse.

Many businesses are being penny wise but pound foolish when it comes to securing their assets. They are saving by not having forms of security, but losing much more if they are robbed. And is not just possesions you lose, but peace of mind. Its time businesses formulate and implement money handling procedures for themselves, drawing on safe business practices. In the case of the man who got robbed, you don’t go alone, and at night, and you should deposit at a certain dollar threshold to as to minimize losses, etc. As for the school, money, especially such amount, should not be kept at school. unless you keep it in a fixed safe, that is, not a pick-up-and-go safe. These and more business procedures available with consulting. Anyone interested, leave a message here.

There have been too many such occurences in Dominica recently. A good many of those occurring in Portsmouth, the location of one of the major foreign supporters of our economy.i.e Ross.

Does Government understand the implications of the rise in criminal activity in the area? Should law enforcement move quickly and decisively to stem this practice? In Portsmouth yes! and all over Dominica.

In our small island, though Iam not into law enforcement, from where I sit, It would appear that a lot of criminal activity would fall under the umbrella of copy cat crime, i.e James has done it and has gotten a way with it, so I will try it. Deviating a bit, this is one good reason why I believe that despite the utterances of Amnesty International and other such groups that hanging convicted murderers has no effect on that type of crime, The hangman’s noose is likely to work in Dominica, where we virtually know each other.

I think that the government, the law enforcement agencies and all relevant personnel should put the necessary resources in place to rid our country of this practice. It must be understood that an armed robber will use his weapon at any time, even if it is too escape when cornered. This is therefore a most frightening realization.

  39. Tourist
    December 2, 2011

The government and the police need to get to grips with this very quickly indeed, otherwise this is only going to escalate. I am in love with this island and even thinking of moving there permanently. But to be honest with you, all this is getting a bit much. Believe me, I am not the only one thinking like that. There is no need for another Jamaica in the Caribbean!!

        December 3, 2011

Hush your mouth there…The point is the Guy is right…You fellas are too damn lazy…The fact of the matter is not about the Police being everywhere…just be somewhere for goodness sakes..you guys are nowhere….Be somewhere, be seen. Uniformed Policemen need to start patrolling the streets…day and night; on shifts as in BEAT & PATROL….instead of competing with civilians to see who can go to bed(sleep) first….

Where you ever hear Police Station doors closing from early evening….If for instance 12 Policemen are stationed at a Police Station,11 are asleep upstairs and 1 is supposedly on duty downstairs….That is unacceptable…earn your pay…do your jobs..protect and serve…Get up off your lazy backsides and go and patrol the town, or Villages where you are.

It is called “hotspot” policing…Target the “hot areas” where crimes are more likely to be committed, and put Policemen(uniformed)in that particular area.,,The presence of Police, always deter crime and criminality.

Some of you guys are a disgrace to Police everywhere, and a disappointment to the communities where you are stationed at.

Damn right I will blame the Police…prove me wrong….You are getting paid by the tax payers to do a job, and so far,you are just eating their money and not delivering…..
        Have you no shame?,

No wonder crime and criminality are on the rise…the criminals think you guys are sets of jokers.

I hope that the new businesses coming up will be equipped with security devices all around the premises. If whitchurch (P/mouth) had done that, the culprits would have been caught. The guys never wear their masks on approaching the building, for fear of being suspected. They put it on at the entrance. The cameras will definitely pick them up around the vicinity. Take note business owners, secure your assets better than just a security guard, we know now that they don’t serve much of the purpose.

I am not justifying the action of the robbers, but this spate of robberies is just a symptom of the problem on our hands …………..the problem is much bigger than that!!

This problem was created by slothfulness and wanting to get rich quickly without working hard. This kind of mentality will only lead us to hell in a wheel-barrow.

When able-bodied people have been spoilt by handouts, when they can no longer get those handouts, they have not learned the importance of hard work, what do they do? They turn to crime – they rob our hard working citizens.

Let us get our people from WELL-FARE TO WORK!!

    • Truth Seeker
      December 2, 2011

Free Thinker my foot. Ours was always a generous people and country – like it is our birthright. That the DLP has taken a more systemic approach to assisting the needy, in effect doing what runaway capitalism has failed to do, is not the cause of this or crime in general. Once the opportunity permits, crime will take place. It the basic human failing, our weakness as mere mortals that causes us to want to take advantage of the unsuspecting.

      • Truth be told
        December 3, 2011

There is no need to try bash Free Thinker because he/she sees things in other colours besides red. When we as a people and country become so generous we encourage laziness. This is no systematic approach by the DLP, it is promoting a culture of Dependency. What the DLP need to do is to make the economic climate conducive for positive investment instead of this dependency created by begging and handouts. See the situation for what it is! and stop making excuses for your lazy, and intellectually bankrupt DPL.
I agree with Free Thinker, get the people to work and off welfare. When you are dependent on the welfare system this keeps you poor, vulnerable and a prime candidate for crime.

Don’t be so ignorant and let’s have some healthy, educated and non-simplistic debate as that is just what is needed in these trying times.

Intimating that if Police Officers began to go around shooting such perpetrators indiscriminatingly, that some how this method of lawlessness is going to suddenly cease is not only naive but also primitive in a socall modern democracy.

Instead of advocating this element of anarchy in our society which isn’t going to do any good, why not suggest we discuss, discuss, discuss in a balanced and fair arena, with realistic solutions for change?

That was so fantastic security advice that was convey to business owners by ‘CHARMER’, as I was thinking the very same thing.

It is pointless creating businesses and not making allowances for state of the art security provisions as was mentioned, bearing in mind that most of those perpetrators learned their craft when they were a part of the criminal fraternity abroad, other local ones are copying all that American TV that rubbish that we gobble up and then try to imitate this.

If I was creating a new business in DA now and in the future, without a doubt that will be a part of my business plan to put all those measures in place.

I hate to say it, but when the police don’t protect us, the only choice is to take the law into our own hands. Vigilante justice. Dominica is too small for someone to get away this, and we can’t tolerate someone walking the streets who disrespects others’ lives and hard-earned money. They need to be taken down before anyone else is hurt. No guns, no criminals, no theft in my Dominica!

well i guess it’s safe to leave grandbay alone.. now it’s ‘Possie Again’…. shame on those youth who give possie a bad name… they say with development comes increase of crime…. but i’m not seeing the development possie have to attract such crimes… the signs are clear… whenever injustice is given room to prevail in the high places the domino effect will end up in the low places… people should know that when handling cash or precious assets… security has to be on the agenda….

From eye witness reports, the robbers did their thing so calmly. Never even ran after the cut the bag from the man who remained in shock. The man had just left his business place. Seems like an old lady who witnessed the act fainted

again i would like to emphasize, that these young men who go to guadeloupe the clandestine way, backdoor as it is famous for, learn this criminal habits of bwakeh, come home with that character,a lot of people know this criminals, they will not give them up,because they to enjoy the spoils of their criminal acts which they bring back from guadeloupe,so what we have here now,is the same whip that bit the white dog,is the same whip that bit the black dog,if you condone wrong, then wrong stays with you.

Criminals watch if people have regular habits–do they go to the bank on the same day each week at the same time. The cowardly thief probably has nothing to do but stand on the street all day and watch what he can take away from others. We must protect each other!

    • DA
      December 1, 2011

WHY YOU DOH THINK BEFORE YOU TYPE .A PERSON CAN BE LOOKED AT EVERY DAY GOING TO THE BANK AND THAT ONE DAY THEY CHECK THE TIME AND THE RUNNINGS THEN HE CAN BE ROBED J,A THINK FIRST

Thieves don’t just wake up one morning and decide they going to rob a place, they always do their homework. They will be looking from a distance or from under your nose, monitoring your movements.

Yes sadly another robbery, but why slam the police.

We know its their job to uphold the law and to keep us safe, but we cannot expect them to be our personal bodyguards. As for one of them knowing the robber(s), how do you know this, that comment is slanderous.
