Criminologist takes Blackmoore to task on national security and crime

Dominica-born, US-based criminologist, Dr. Peter St.Jean has described Minister for National Security,  Rayburn Blackmoore as a ‘waste of time’ because of what St. Jean says is Blackmoore’s slackness and lack of leadership in addressing Dominica’s issues of national security and crime.

St.Jean made his comment during an interview on Q95 Radio after Blackmoore’s statement condemning last week’s shooting incident in Bath Estate which claimed the life of Silver Lake resident, Marcus Fagan.

In his statement, Blackmoore asserted that crime prevention is the business of every Dominican and identified the need for a problem solving approach involving community leaders. He promised that in the coming months, the public should expect to see “a real institution” of the community policing programme. 

But Dr. St. Jean is of the view that Blackmoore’s approach hasn’t changed over the past decade since his address in the first major Dominica Crime Symposium in 2003.

“In 2003 when we had the first major Dominica Crime Symposium, those same things were uttered similarly by Mr. Blackmoore and the many good citizens that participated in this,” Dr. St, Jean stated. “This is just a simple ‘can opener’ approach that sounds very disorganized, very out of date and by no means has developed over 20 years of experience that we have had in understanding and responding to crime and violence issues on an empirical basis after the Grand Bay social research.”

He said Blackmoore is using outdated language in his speeches adding that he should be telling the nation what has his ministry has done to improve national security, not what they are going to do.

“Mr. Blackmoore is using very outdated and ineffective language such as ‘combating crime’ ; a problem solving approach which we have gone beyond – not just the issues of combating crime but issues of building peace development,” Dr. St. Jean argued.

He described the problem solving approach, as referenced by the minister, as “one of those outdated parts” of a police response. “There are many more effective components,”  he said.

“He is talking about the juvenile justice system in a ..way that seems inarticulate and not comprehensive and it just seems like a bunch of words that just responded,” St. Jean said adding that the minister should have had a comprehensive plan in place.

“He shouldn’t be telling us what they are going to do; he should have been telling us what they have done…not how he’s going to do things now, after…a decade and a half after the time that he’s been in office,” he contended.

The criminologist is also concerned about what he referred to as a big void in providing proper and necessary  research leadership in Dominica.

“…..This is another example of why Mr. Blackmoore is such a waste of time as the minister of national security because there is no way that this kind of shallow, choppy, inarticulate, disorganized response is what he should produce at this time when our country needs better leadership in terms of the problem of national security,”  St. Jean complained.

Citing some social research which he did in Grand Bay during the period 1996 and 2008, St. Jean further admonished Blackmoore for what he considers to be the minister’s failure in providing the necessary leadership.

“And why is that he hasn’t provided the proper resource leadership that is necessary…and now trying to use it like a fire hose to out the fires of violence that we see in our nation. You cannot just show up now and act like this is the first time you’re hearing this without giving some sort of accountability for the slackness that has happened for the decade and a half,” he stated.

However, Dr. St. Jean endorsed the minister’s stated intent of pursuing efforts in community policing a few months from now, as good compared to nothing.

He said the country demands much better than this and said he stands ready to lend his expertise, free of charge, in helping to address crime in Dominica.

    I wonder why a criminologist (a scientist) is not aware that the main element of a career criminal is lack of respect, is a mind set to disrespect those in authority and everyone else. Why the avalanche of insults and disresspect from an educated person, a Phd graduate ? What is the motivation ? The attitude (attack) displayed is so much like envy, anger and hate. Is that what we can expect from a doctor of philosophy? Where is the ethical practice ? Where are the educational human values?
    This utterance is directly from the playbook of the Hon Leader of the Opposition. How does he get educated people to mimic his point of view so accurately. This leader shows the attributes of an Al Capone/Jim Jones/Charles Monson with victims suffering from the Stockholm Syndrome. How can Phd graduates lower themselves below the level of a 5 th grader. Why, why , why?

    Why is it that when Intellectuals make a meaningful contribution to the many problems plaguing our country, these “mouton batalie” DLP supporters are quick to add their uneducated discus to the issues; the sad part is that they have never and will never offer a single intelligent suggestion as to how to tackle or solve any of those problems which have crippled the development of Dominica; but then again “what should we expect from these empty bag of COALS but dust”; A real Dr has spoken the question is can the fake Dr Dr deliver.

        Every time you , Mr. Cruelty to Animals posts on this forum, Dominica is diminished. The awfully wrong spelling, bad grammar, poor sentence construction makes one cringe. Never once have you put forward a sensible idea. By reading your comments, a foreigner may run away with the impression that Dominica education system is up to no good.     Blackmoore is the worst minister national security ever in the entire world. Crime, violence and vulgarity has skyrocketed under his watch, and his behavior towards it is sickening. Ministers use the Mof, Ma, F, and A words very openly and refers to woman as Pusies. The most shameful thing is men who call themselves ministers of God, pastors and priest revere these guys.

    I just read what is said about crimes in DA, I had posted something about how the government isn’t doing much to control crime and your office didn’t post it you felt it was too harsh to talk about how DA is not doing much more to solve crime. There’s a lot people who echoes the same sentiment about what I said before so I see alot of people are upset about crime activity in DA I hope the government will take notice and do better about crime in DA.

    This current government should be branded as a dangerous and destructive hazard. Why, you may ask. These are undisputable facts:
    * They have destroyed a once thriving agriculture industry, reduced it to a skeleton of itself.
    * They have crippled the economy. It’s now confined to a wheelchair.
    * They have chased from the shores of Dominica, RUSM, that was responsible for 30% of the country’s Gross Domestic Product.
    * They are responsible for the permanent closure of more business entities than at any other time in the history of an independent Dominica.
    * They have deprived public servants and pensioners a comfortable living by given a mere pittance to them to survive from month to month.
    Lastly, corruption has done untold harm to the economy of Dominica. Where is the EC $270 000 000+ PetroCaribe money? Where is the Kalinago’s US 10 000 000? The people want to know.

      It has become very sickening for us to continually label people Blue everytime they speak of the ills of this corrupt , incompetent regime. When St.Jean was working hand in gloves with the DLP cabal to address criminality in Grand Bay, no one accused him of being blue. But now he is speaking his mind because of the rise in crimes and a lack of fortitude by the ruling regime to address it, all of a sudden he is “too blue”. Give me a damn break!

      For years the ruling DLP/SLP courted, wined and dined the diaspora while mobilizing “pretense development projects” every time they visited in masse (carnival, Christmas, creole fest). The diaspora has finally awakened and influencing their relatives and friends back home so now they are “too blue”. To those regime boom-boom flies I say, the day of reckoning is quickly approaching where you shall be held accountable for stealing from and raping Ma Dominique. How long? Not long!

    Mr Blackmoore in the 1990s Dominica had about 6 murders yearly since your regime it has increased to double this figure and on occasions more. So why should people think that after your political party took us to this situation that you are capable of remedying it, when it’s known that the ones who created the problems don’t pose the thinking to fix those issues they’ve borne.

      He has been working with young children from Silver Lake and other parts of the island every summer for about 10 years now (on his own pocket). One of the things that he teaches them is how to find inner peace and resolve conflict peacefully.

    National Security should be the #1 priority of any government. The security of the nation has significantly deteriorated under Blackwood’s tenuous and shoddy leadership and by extension the DLP led regime. The relentlessly infirm economy is a major reason for youth violence. Nothing stops a bullet like a good paying job. Community policing should have long being implemented as an important crime fighting initiative. Truth be told, Blackwood, his leader and colleagues, only fake interest and concern about serious national issues when general election is a stone throw away. Dominica will only begin to rejuvenate, reenergize, breathe fresh air when this current government is tossed out of office. It’s INSANITY to keep Skerrit and his selfish gluttons in government and expect life to change for the better of the ordinary man and woman. The hottest place in Hell is reserved for Skerrit and his bandits for the lies and wickedness they have perpetrated on innocent people.

    Within the years that blackmore has been the head of national security, Dominica has seen more crimes and violence than ever. We live in the times where the police are effortless due to orders from above, and their safety and the citizens safety are thrown out the window. The people committing crimes gets a pat on their shoulder as they get little to no punishment. So tell me how have blackmoore been doing his job for these past years.

    Of course you are 100% correct. Blackmoore is a waste of space. He has not got a clue. Combine that with the fact that the laws are for some set of people but not for the others and the police enforces accordingly, you then get increasing crime, general lawlessness and corruption. Skerrits Dominica is without a doubt a failed state right now!

      It is alleged that Mr. Black-the-more intends becoming Chief of Police in one of the Caribbean islands (Winnward/ Leeward Islands) after he looses the upcoming the elections. If his record as Minister Of National Security in Dca has to be taken into consideration, I can safely say his post politics involvement in law enforcement will be ZERO. He might as well start planing otherwise.

    St Jean it would serve you well to keep your breath to cool your cup of coffee. If you are expecting Skerritt and Blackmore to take advice from you, you have a long wait. Those are two men with big nonsensical egos. Any idea that does not originate from them no matter valuable it may be will NEVER be accepted. Though all wall are falling down on them and crime is now out of control they will not seek help. They believe by virtue of the elected office they are lords of ALL. Then again Skerritt believes that his double doctorate makes him all knowing. Under those two Dominica is now the crime and murder capital of the world. Have faith, My Friend.           If he is that good, that great – he lives in America and America is full of crimes and horrific, gruesome murders, kids abducted and murdered day in day out – what is he doing with his degrees in Sociology and Criminology in America. De man full of it. He cannot even help America. Crimes totaling 300 to 400 every year in some states in America. What Dominica needs now is to bring back the death penalty and enforce it. Let us see them dangle on the cord. That is what is good for them criminals.
