
Dominica is one of five Caribbean countries whose citizenship-by-investment (CBI) passport holders have reportedly been refused entry to Norway in recent months, despite official denials from Oslo that any policy change has taken place, Immigration Migration Insider (IMI) reports.
Since August, travelers holding CBI passports from Dominica, Saint Kitts and Nevis, Antigua and Barbuda, Grenada, and Saint Lucia have faced deportations or entry refusals at Bergen and Oslo airports. Border officers questioned them specifically about how they obtained their citizenship, according to IMI. These nations have long enjoyed visa-free travel to Norway, under the Schengen visa arrangement, allowing their citizens to visit for up to 90 days without needing a visa.
Norway’s immigration directorate (UDI) told IMI in August that visa-free access for these countries remained unchanged. Yet IMI reviewed cases where police declared Caribbean CBI passports invalid under Immigration Act Section 17, citing Norway’s requirement of personal attendance for passport issuance.
One incident involved an Indian national using a Saint Kitts and Nevis passport at Bergen Airport in August. Police removed him the same day, ruling the passport “not valid in Norway.” In November, two Dominican citizens were detained overnight in Oslo, questioned about their passports, and deported the following day.
Consultancies including Latitude, Cross Border Freedom, and Apex Capital Partners confirmed multiple cases involving their clients. Industry executives argue Norway’s reasoning is flawed, noting that many countries—including the UK and US—permit remote passport renewals without affecting international validity.
Norway has issued no public directive on the matter, maintaining that its stance reflects “general policy.” IMI notes that while Dominica and other Caribbean CBI nations remain visa-free to Norway on paper, their citizens are effectively barred in practice.
Where is or what is Norway anyway? And, who wants to go there except for sardine and anchovies?
