Dominica and EU sign $32 million agreement for hurricane shelters in Jimmit and Castle Bruce

The handing over for this multi-purpose emergency shelter at Layou was held recently

Dominica and the European Union (EU) have signed a $32 million agreement for the construction of two regional hurricane shelters.

One shelter will be located in Jimmit and the other in Castle Bruce.

“You will recall after Hurricane Maria the government announced that it was going to build regional hurricane shelters in the first instance and then focus on individual communities to enhance our preparedness and our safety during natural disasters,” Prime Minister Roosevelt Skerrit said. “We are hoping that works can commence once we can ease the travel restrictions…”

He said the designs for a specialized hurricane shelter in the Kalinago Territory, to be jointly financed by the Government of Dominica and Caribbean Development Bank, have been completed.

“We are finalizing the issue of lands and once that is done we will proceed with the tender process so that we can commence construction on this,” Prime Minister Skerrit stated. “Then we shall be building a regional centre in the Grandbay area and also in Portsmouth as the next step as regional centres and also in the Wesley/Marigot area…”

The eu, un, who, China, etc…none of these entities will ever be good to Dominica. Dominica and the world is paying a tremendous price because they all took loans and are still accepting loans and grants from these wicked entities. There are no free lunch and we have no friends. We are in jeopardy of losing all of our resources to these beasts. Wake up Dominica.

Switzerland, Cayman Islands, the UAE… Take your pick. Why you all think we have a PM who is forever travelling? Does he tell us where he is going? On 95% of the occasions it’s a state secret! To top it all, it’s alleged that different passports are being used for different travels. I wonder why? The housing revolution in Dominica serves exactly the same purpose! A house is being built at the real cost of a million dollars but are told that this house cost 5 million dollars. No accounts are being made available! The question, what happens with the difference of 4 million dollars? The pattern is exactly the same and the refusal of our PM to account for these projects properly or to show us his travel expenses speaks volumes. One day it will all come to light!

I wish architects could rise to the challenge of designing innovative multi-purpose community hurricane shelters.

For example, concrete lends itself to curvature and curvature deflects wind force. Furthermore, curvature is stronger and more aesthetically pleasing than slab-siding construction.

May I suggest a design competition for Dominican students of architecture.

Soooo, where is all the money that was given by internatinal donors to build “state of the art” shelters and schools all over Dominica after Maria. why are we still asking for more money from the EU to do something we pledged to do three years ago? What is really going on here? Apart from this one in Layou, i have not seen any. Just cheap low income housing provided by MMC with CBI money.

Prime Minister Skerrit is hard at work, believe it or not. The Layou multi-purpose center looks great. Also stay focused, sir, on the modern international airport once travel restrictions have been lifted. Just ignore all these negativities around you and keep working for the people of Dominica. They looking for their judges to turn election results around much to their benefit but, it will be to their detriment sooner or later.

Too often we forget that China is not our only benefactor. The EU was there long before our Chinese friends and this Dominican says “thank you”.

Well, that sounds like good news; where are those negative minded guys and girls who claim that the Prime Minister lies about everything? Are they afraid that their claim might be not so true–like false!

The better news would have been to tell the St.Joseph and Layou people in addition to the opening of this well deserved shelter is the status of the long awaited commencement and completion of the Layou River Hotel Project. Remember following the so called victory in the BVI courts , your prime mister, yes your prime minister and Francine Baron boast about getting back Dominica;s money and went on to promise and gave the full undertaking that the Layou River Hotel will be built and that employment would come to the constituency in droves. So let us throw back to you and to asked you to answer the question was this a big lie on the part of the Prime Minister? Or are you afraid to admit the truth?
