Prime Minister Roosevelt Skerrit has announced that his government shall bestow upon the United Kingdom (UK) and the Government of Canada, Dominica’s second highest award, the Sisserou Award of Honour.
He made the announcement during the official closing ceremony for the Climate Resilience Execution Agency for Dominica (CREAD) held at the State House Conference Center on Tuesday.
“They have been here with us for the entire journey thus far and in the appreciation of their support and commitment the Government of Dominica shall bestow upon the United Kingdom and Canada, Dominica’s second highest national award, the Sisserou Award of Honour,” he said.
He thanked most profoundly the government of Canada and the UK for their faith in Dominica and their willingness to invest in the country’s ambitious goal to create a safer, more sustainable future for our citizens.
“We trust that you will continue to work with us along this important journey,” he noted. “The United Kingdom and Canada believed in us, they invested their money, time, human resources and commitment in assisting us to achieve our vision.”
Skerrit continued, “At some point I will document our journey to building resilience.”
In 2018, the UK government reaffirmed its commitment to support Dominica to build back better following the destruction caused by Hurricane Maria in 2017.
British High Commissioner to Barbados and the Eastern Caribbean, Janet Douglas, visited areas around Pichelin and Geneva in February 2018, which benefited from planned, UK-funded improvements to water systems and roads.
The UK provided a total of £50.7 million in grant funding to Dominica for priority infrastructure projects. This includes a newly-agreed £25 million grant to transform the badly-damaged water sector across the island, after Hurricane Maria left 97% of the population without clean water. This new project, implemented by the Caribbean Development Bank through the existing UK Caribbean Infrastructure Fund, will redesign and reconstruct Dominica’s water supply, building back better infrastructure which is more resilient to future extreme weather events.
The UK also provided a £25.7 million grant to rehabilitate the Loubiere-Bagatelle Road, the primary link between Roseau and many southern communities, which was further damaged during Hurricane Maria, and is working closely with the Government of Dominica, and the Caribbean Development Bank, to progress work for both projects, which will also take account of environmental, gender and other social issues (including the needs of disabled people).
Meanwhile, in September 2018 the Government of Canada said it will contribute $9.25 million to the Caribbean Development Bank (CDB) for Dominica’s Disaster Recovery and Resilience Project which will go towards reconstructing and restoring five primary schools in Dominica.
This is one of two projects announced by the Parliamentary Secretary to the Minister of International Development of Canada, Kamal Khera, who at the time was in Dominica along with a delegation from the Canadian High Commission.
In November 2017 in solidarity with the victims of Hurricane Maria, Canada announced a pledge of CAN$100-million over five years for Caribbean states that were affected.
“This pledge is supporting reconstruction and helping to strengthen climate and economic resilience in the region,” she stated.
She also announced a CAN$8.2-million project with the Caribbean Disaster and Emergency Management Agency (CDEMA) to support the implementation of CARICOM Comprehensive Disaster Management Strategy which would help to strengthen the regional response mechanism.
Khera said she is impressed with Dominica’s commitment to being the world’s first climate resilient nation.
Diplomatic relations between the Government of Dominica and Canada was established about 40 years ago.
