The Government of Dominica has presented a cheque of $225,000 for the rehabilitation of the section of road at the entrance of the village of Wotten Waven.

The cheque was presented at a short ceremony on Friday, September 19, 2014, where the contract was signed between the Government of Dominica and the Wotten Waven Development Committee for the project.

Chairman of the Wotten Waven Development Committee Rudolph George and Permanent Secretary (Acting) in the Ministry of Public Works, Energy and Ports Kendell Johnson sign contract while Prime Minister Skerrit and Minister McIntyre look on Prime Minister and Minister for Finance, Roosevelt Skerrit lead a high level Cabinet delegation to the signing ceremony.

The delegation included Parliamentary Representative for the Roseau Valley Constituency (which includes Wotten Waven), Dr John Collin McIntyre, Minister for Tourism and Legal AffairsIan Douglas and Minister for Public Works, Energy and Ports, Rayburn Blackmore.

Prime Minister Skerrit gave Government’s commitment to improving the road leading to Wotten Waven. He stated that the money will remain in Wotten Waven as residents from the area will be employed on the project.

The Prime Minister said the monies demonstrate the confidence, trust and respect the Government has for the people of Wotten Waven.

Parliamentary Representative for the area Dr John Collin McIntyre is happy to improve access to the community of Wotten Waven. He stated that this demonstrates Government’s commitment to improving the lives of the people he serves in Parliament.

The project included the widening of an existing bridge to accommodate two-lane traffic, the construction of a retaining wall and box culverts and resurfacing of the section of road.

The Government of Dominica continues to invest significant resources in the development of the physical infrastructure of the country in particular the road infrastructure.

This is a preeminent requirement for the efficient movement of people, goods and the delivery of services.

The Dominica Labour Party administration has identified physical infrastructure as the binding constraint to development and as a result has heavily invested in improving the main roads, secondary roads, feeder roads and community access roads.

Hopefully the bridge leading into Wotten Waven is realigned with the road. I am also hoping for illumination at night and proper drainage because of heavy annual rainfall.

All of a suden money coming from every where to fund projects that people have been complaining about for years!
Dominicans, let us not forget the perilous times and let these short lived projects fool us into voting for those slefish guys again. It is all a gimmick to get votes.
This is clearly disrespectuful to the common man to push money in his face everytime elections are near!

The Skerritt DLP Gov’t is engaged in blatant irresponsible bad governance. Where are the drawings, plans, scope of work, budget presented for the projects, in the communities?

Any submitting of proposals by contractors/builders in a tendering process?

Who will monitor the Committees or Councils re. the proper and transparent use of the tax-payers money? Who will be accountable to whom?

So where were those $$$$$$$ and projects nuh? We have heard of more money flowing for projects in the last two weeks, than in the 14 Years of inefficient, Skerritt DLP Govt.

The economy is in shambles. Employment have been rising, a few getting richer and richer, while the majority reeling in poverty. People cry that life has never been so rough. Local businesses closing down.

The numbers begging for assistance from the RED Clinic are increasing daily. Begging from the coffers of the PM, from his Ministry of Finance, has been fully institutionalized. What a disgraceful shame !!!! Is so Dominicans lives have come? Don’t we say Dominicans are a hard-working people?

In our faces, in desperation, Skerritt and his DLP Gov’t will do anything. They cannot afford to be voted out of Power. They know the corruption and illegalities that have been committed. The people have been informed of the numerous acts of corruption taking place in our beloved country..

Imagine Joe praising the bandit, Tam, who shot him in the leg causing its amputation. Joe looks on to Tam as his saviour, because Tam gives him a prosphetic , a false leg. Joe forgot that is Tam who cause him to loose his leg.

How could any PM, in his right mind, treat a people with such contempt. Fooling communities, the nation continually. He comes bearing gifts $$$$$$$$. again as a last strategy to seek the votes of the same people he has neglected and allowed to become poorer and poorer.

FREE and FAIR Elections? An illusion. No Electoral reforms?

Massa day ain’t done not with Skerritt’s one-man show. The country and its people are in Dictatorship mode. It is plain to see. Institutions are under heavy manners and influence. Truth and honesty have been thrown out of the window.

So Mr. PM, What if the recipient of this large $225K dollar check cashes the money, runs away with it, and then goes to the police station to report that 2 mask men armed with guns took the money from him and drove away? My question is who will the government hold responsible since it was not given to the chairman of the council so the clerk could record it and be able to manage it and give account for every cent? Sir you are encouraging corruption and theft in the name of development.

  25. Former Chairman
    September 22, 2014

I served in my local village council from 1983-1999, 12 years under the DFP and four (4) years under UWP. In my 16 years of community service everything that had to do with the community, was done through the local village council. The government would handle the check to the chairperson of the council in the presence of the clerk who would take record, and the council would make payments to contractors or daily paid workers. If it was on the main road then Public works would handle it. The government never worked with any committee outside of the council. Nowadays I see a shift in the way this DLP administration is doing things. They either bypass the council and work with local groups that are friends of the government and nothing goes through the council especially in places where the council chairperson is not a supporter of the DLP. Since that is the trend, why then should government pay so many councilors all over the island. Maybe we need to do away with councils and save some money. I mean we should have about 100 villages in Dominica, with 5 person each that government has to pay a minimum of $120.00 each per month. maybe we need to dismantle all of our councils and the ministry that serves local government, since Skerrit keeps showing us that he does not believe in transparency and will not work with councils since they demand transparency. Skerrit has even changed the way we use the toilet. A very cunning and corrupt leader

That corrupt Skerrit has changed everything in Dominica and there seems to be no consistency. Example, in Vieille case where his adopted mother Stella was somehow sworn in by Skerrit and teacher Gloria as chairperson of the council, everything is done through the chairperson, form large amount of money to hand deliver to friends to regular handout and NEP salaries. In Penville, he handed a check of $100K to chairman Debois for basketball court because Debois is one of his supporters. Where as in Thibaud, where the chairman seems to be on the otherside of the fence, he goes straight to his corrupt channels and bypasses the council. Skerrit deserves a fair independent investigation so the world could see what is happening.

    • Shameless
      September 22, 2014

Don’t worry, there will be a thorough investigation into the corruption of the DLP while in office. That should not be construed as “payback” but the people need to know what transpired, who facilitated it, who took part in it and if so was it criminal in nature. The laws of the Ma Dominique SHALL be fully enforced on those found wanting. Change Is A MUST!

We really have to decide on the future of Dominica and how we want to be looked at by the international community.

What is the total count of cheques given by Skerrit in the last four months?
I would hate to believe that a Prime Minister would allow people to suffer with bad roads for years and then come and fix it like a hero just before General Elections.
I will not advise people on what action they should take on what I consider to be a sadistic approach to governance.
You inflict pain on a people, with hold the medication and when they are about to give up you come and administer medicine. Whoa! This is sadistic and total abuse of e people. This is visible in so many aspects of the governance of this country, jobs for the unemployed who have been languishing for 15 years, pension for the aged, roads.
Let it be, I hope Dominicans get to their senses to see the abuse.

As you can see the evidence is there that’s precisely what he has done…this psychological method doesn’t work on me..I expected that anyway. Heard the bit about the international airport? They seem to wait to hear what the UWP fellas have to offer and then pounce on out there and put money towards the the same things. At least we will have to say thank you for the head start hopefully not one that will have us in too much debt in the years to come. I still waiting for my letters to be answered. And why oh why he taking all the credit for himself? Wonder what would happen if all those ministers decide not to run for office at the last minute …see how he copes with all his I, I, I: me me me sentences…he’ll cover all 21 constituencies in one day. Imma waiting.

Ask yourself as you keep commenting negatively at the progress..m you imagine how much spending it will take to develop da to everyone’s liking..think before you open you hole under your nose. The pm is doing what he can with the little that he has, has iy occurred to you that he just recently receive these monies for these projects. Is there a Village Council in Wotton Waven? If yes, what has happened to it and other councils in Dominica? If they are of no use to the government and communities then why not just do away with them Skerrit and teacher Gloria. I mean how could there be a village council in Wotton Waven and government is signing the contract with development committee and not the council that was elected by villagers and paid by tax payers, to help manage the needs of the village?

The road development programme in WOTTEN WAVEN is positive .The ownership of the land there has a history and we as a people should know this .
Since the name of OJ Seraphin surfaced some time ago I have done some research due to the very transparent agenda by some to distort history and marginalize those who served our country .
The history of Dominica is be predicated on truth for future generations.
WOTTEN WAVEN estate was one of the many Estates acquired by OJ SERAPHIN for distribution to the people inluding the neighbouring Morne Prosper Estate ,from the Rolle Family as well as parts of the Layou estate

It remains unclear if all the village land benefeciaries of Wotten Waven have paid the economic cost for the land which was very low priced at that time .It,s hoped that arrangements to facilitate full land ownership by villagers is ongoing.
Indeed the Freedom Government did not acknowledge the acquisition until a High court decision confirmed the acquisition which Babs Dyer and deceased Roman David the then AG were the attorneys in that court hearing .
