CDB may assist Dominica in Layou disaster recovery

The Caribbean Development Bank (CDB) may be helping Dominica meet financial expenses after damage caused by the collapse of the Matthieu Dam last week.

Officials from the institution were here Thursday, one week after the occurrence, speaking with public works personnel. Minister for Public Works Rayburn Blackmoore expressed optimism that the CDB will assist. The team also planned to visit the site at Layou, he disclosed earlier.

“We are very much optimistic that some financial package would be able to be derived from that exercise so we can implement some of the projects that we need to undertake in that area,” Blackmoore stated on DBS radio.

Government has said the cost of infrastructural damage is $22-million dollars.

Reconstruction of the Clarke Hall Bridge is among priority areas, after part of it got destroyed.

    If CDB can provide technical assistance in this situation, hope it includes identifying mining expertise to assess the value of the sand and tarish deposits that can be mined out of the river and its environs and then identifying the best mining company to do so. We cannot afford the wholesale sellout that happened after the first flood. Any mining at that site needs to be in Dominica’s interest this time.

    I can’t memorise the Minister who said the vat generate funds in the treasury,please tell me what this DlP does with the vat money,there are projects undertaken, none of these project isn’t the vat funds foreign funds.west coast road chinese funds,Point Mitchel sea wall European funds,and airport road Europeans funds.Melvin Hall Airport was funded by Venezuella.22million dollars,we talking about EC dollars when you convert to U S dallors is about 8miliondollars,this is insane these guys need to be investicated is no joke, this is not a major disaster.the government should have the funds to rebuild the bridge and other damages.

    Mr. Bmoore, I understand that tears literally are running down the faces of employees at the PWC today friday august 5th….because peoples building loans are going in default, and people are unable to meet their commitments. my babysitter get on so vile on me and my wife this week for her money I FRAID TO SEND MY CHILD BACK THERE… why is everything so silent now????     Why can’t we take care of our own?

    Why do we always have to ask for something?

    Isn’t the VAT yielding more than enough revenue to complete these projects?

    What can govt really do? Every things requires assistance from outside- i heard Julius say they get a grant to clean drains in Fond cole some time last month!!!!!. This is ridiculus.It is shameful that the government of DomiNica does not have the capacity to deal wit miniscule probleMs like these- I mean what really are these guys capable of ? The Dominican people must answer- For a long time the dam was a major threat to the surrounding areas- they failed to put a contingency plans forward- and now they busy looking for assistance for a problem we could have mitigated. Honestly i wish they would not get any form of assistance , so that they will be force to be creative, redirect monies for senseless projects like the state house and push them to plan proactively.
    I am fed up of hearing the word grant or assistance in dominica. We should be a productive nation, not throwing our hands in surrunder to the outside world for 22 million dollars. That certainly is not a national disaster!!!!!. Lets get real

    Didn’t the government know that the Dam was about to break?
    Did they take any action having been aware?
    Did they give any notice to the business owners, farmers and residents?

    Does the money need to be spent dredging the river or stabilising the Dam?
    Will the reconstruction be stepped back or replaced along the river bank?
    Should the naturally reclaimed land be interfered with or utilized as it was meant to be? That is additional river delta land to increase long term productivity.
    After all Portsmouth, Roseau and cane field and both our airports have all been built on similar deltas

    Has any promise been made? Has the team been presented with a plan for review? Do you really expect money to simply be offered without a clear plan for rehabilitation to the area? Come on Mr Blackmore, Instead of hugging the limelight with nothing tangible to present and trying to maximise political gain by making it seem that money is likely to flow from the visit when you know otherwise.

    You are in government long enough to know that these bodies like to see a plan before they commit themselves to helping. Let us stop the talking and start putting our ideas into the formation of a tangible, workable plan that we will be able to discuss with future visitors and those caable of offering financial aid.

      As soon as we decide to pay for the many demand we make on government and institutions of government.

      We as a people must take responsibility and demand that we all pay for services, etc. Will you be willing to pay a higher tax on licences to upkeep the several roads and bridges now under construction?
