Dominica is to soon benefit from direct budgetary support under the 10th European Development Fund (EDF) Multi-Sector General Budget Support Programme.

The sum of 2.4-million euros is scheduled to be disbursed before the end of this year.

This is the second fixed tranche under an 8.46-million euro financing agreement between Dominica and the European Union (EU).

The first fixed tranche of 3.2-million euros was disbursed earlier this year after the fulfilment of general conditions of satisfactory progress of the Growth and Social Protection Strategy, GSPS.

The GSPS is the main tool to foster economic development and poverty reduction in Dominica.

The 10th EDF multi-sector support programme is to support the implementation of the GSPS. The specific objectives aim at supporting government to attain growth in the economy, which will generate jobs, reduce poverty and improve the quality of life of all Dominicans.

The financing agreement under the 10th EDF Multi-Sector General Budget Support Programme was finalized and signed on August 29, 2013. The programme specifically supports areas of economic development and the implementation of key sectoral strategies in tourism, renewable energy, poverty reduction and social development.

“This is the vicious cycle of aid. The cycle that chokes of desperately needed investment, instils a culture of dependency, and facilitates rampant and systematic corruption, all with delirious consequences for growth… However foreign aid perpetuates poverty and weakens civil society by increasing the burden of government and reducing civil freedoms… Foreign aid does not strengthen the social capital it weakens it… In the world of aid, there is no need or incentive to trust your neighbour, and no need for your neighbour to trust you… Which is why foreign aid foments conflict. The prospect of seizing power and gaining access to unlimited aid wealth is irresistible”. (Dambisa Moyo. Dead Aid, 2009: 49, 58-59)

Well, Skerrit can always refuse and say:”Thank you but no thank you, we are doing well on our own”. I’m waiting to hear that.

it can be seen very radical view but foreign aid actually stimulates the poverty and increase corruption because foreign aid is a free money..no accountability- no responsibility…you can argue a lot but some regions on the world (like africa) received the billions and billions of foreign aid and instead of prosperity they live in nightmare and each year they became poorer. The reason is that prosperity comes from accountability and good cooperation between business and government…what is the reason for the government to cooperate with business if the government knows that they can get another ‘budgetary support – foreign aid- no % loan etc’…doesn’t sound familiar?

Spoken like some intellectual, who has experience and knows what they are talking about. Please offer some alternative(s) to foreign aid from the EU in relation to ACP contries that have been sucked dry; and how to come up with the funds to achieve those in less than 150 years. lol
