Dominica Receives 2.4 million Euros in budget support from the EDF

European Development FundThe Government of Dominica has received the second fixed tranche of funds under an 8.46 million euro financing agreement between Dominica and the European Union.

On Tuesday, December 31, 2013, Dominica received 2.4 million euro towards direct budgetary financing under the 10th European Development Fund (EDF) Multi-Sector General Budget Support Programme.

As reported on November 19, 2013, the first fixed tranche of 3.2 million euros was disbursed in
2013 after the fulfilment of general conditions of satisfactory progress of the Growth and Social Protection Strategy, GSPS.

The GSPS is the main tool to foster economic development and poverty reduction in Dominica. The 10th EDF multi-sector support programme is to support the implementation of the GSPS. The specific objectives aim at supporting government to attain growth in the economy, which will generate jobs, reduce poverty and improve the quality of life of all Dominicans.

The second tranche of funds will go towards; enhancing community tourism; reduction in perinatal mortality rates; training for geothermal energy production and management; and reduction in the frequency of water outages thus reducing customer complaints.

The financing agreement under the 10th EDF Multi-Sector General Budget Support Programme was finalized and signed on August 29, 2012. The programme specifically supports areas of economic development and the implementation of key sectoral strategies in tourism, renewable energy, poverty reduction and social development.

    Inspite of all the négatives that is being said about this government, believe me the europeeans comunity will not give any money in the first place if it is not satisfied that it will be put into the uurpose it is given for, further more to continue giving, so something straight is being done here, so stop the nonesence, and big up dominica for its transparency of the use of europeen funds

    budgetary support means that we could not meet our budgetary fiscal allocation…so we got financial assistance from EDF.

    this money will not make any impact because of that stealing no vision government… stupes job creation my foot

    People should educate themselves. Find out what the agreement was in the first place. What work that had to be done to get these funds. Find out what we still have to do to achieve the objectives. Read. Ask questions. Few people doing a lot of work and the rest just talking!

    It seems like every month Dominica is getting a Salary in the millions, But if someone is to ask Dominica what is it doing with the salary it receives, am sure it will say it is being ” Robbed” every day by its employees. And I tend to believe Dominica Story that it is Robbed because am looking around to see where it has put the money to use and you have to look real hard to find a suited project. And if you really have to do the Accounting you will be amazed to find out where all these money go. It is just sad too sad… Dominica I feel for you no one is giving you all they do is take from you it is just sad.

      Well, this Euro deal may be a bait with hooks in it. And what about the amount they received, or will receive from the Guyanese Government to aide in the flood relief? This one didn’t make news? I guess that money transaction was done via a telephone call. But I saw where the Guyanese Government offered assistance in money. More cash in their (politicians)stash.

    Hopefully some of these funds can go toward job creation, training and the retention of employees.
    Although there is nothing wrong with the government supporting people who are living in poverty, these social programs should be coordinated by the Social Welfare Department. Encouraging the development of NGOs will also ensure that there is equity in program services delivery.

    First and foremost I must state that I am neither a UWP nor Labor supporter I am a concerned Dominican.

    My people let’s get real!!!!
    Over the past few months we have seen Millions of dollars – in the form of aids and grants being obtained by the Dominican government. Let us be under no illusion that the Dominican economy is an easy one to manage.
    But like many I am concerned that the money is not being spent wisely. I was shocked when my friend drove me passed the Blenheim, Thibaud and Ville case area to witness scores of people, many young and abled, lining up for money from the PM. I was literally sick to my stomach. The sad thing is that people continued life like this was a none issue. Others showed signs of mild disgust, seemingly too afraid to speak out loudly.
    I was equally shocked that none of the news outlet in Dominica had brought attention to this situation. Are they muzzled by this current administration, is it that the North of the Island is too much of a drive or is it that even they, the Media have become immune to this type of behavior.

    For crying out Loud people this is not the way to go.

    Let’s begin to invest in projects that employ people and revive the private sector. If these people had jobs making even 800 dollars a month wouldn’t they be better off???
    I recently read where one of Dominica’s premier manufacturing company thinking of moving its operation to neighboring islands if the investment climate does not change in Dominica.

    Are we not alarm, should we not ask questions to those we select to govern our beautiful Island or are we sooo focus on instant gratification that we fail to see ahead of us.
    These are truly troubling times!!!

      I endorse what you stated. Some of that money could be used to train them and prepare them for a job.
      Nationals are to contribute something, their fair share, to their country and society. They are obligated to do so.
      A training centre should be established in some of those areas. Otherwise they will remain idle and expect financial aid handed to them on a silver platter with no sense of responsibility and expecting more as they grow older.
      Can the government keep up with this, consistently giving them money? What they do with the money is questionable. This means, is the money put to good use for their livelihood?

      I applauded your observations. However, there is a deeper seated problem here. Number one, even if you pay them money, most of them have no money management skills. They are broke the next day. This is a big problem. Number two, Many want jobs but don’t want to do much work. Figure that one out. Too much of an attitude of ‘entitlement’ exists.

Questions are being asked but the answer is go to hell or “I have a biblical responsibility” everyone is well aware that this is not the right way to go but many are so greedy and selfish that it doesn’t matter to them.

      @Reon, you seem to be a Dominican just visiting… I am so happy to read about your disgust at what you saw….This is what Skerrit has brought Dominica to….a state of poor beggars. He boasts about this social program as if it is the best thing that happened to Dominica.
      Have you also heard about the Red Clinic which is operated form his office every Wednesday…Dominicans line up to beg for money to pay school fees, pay bills, bury dead, educate their children, pay medical bills, repair houses ect ect. This is what Dominica has come to under 14 years of labour.
      Hope you took pictures so you can inform the Dominicans abroad who plan to come home to vote for this great leader…what the true situation is…Don’t blame the media and opposition….they are tired of lamenting about this travesty that Skerrit has done to Dominica. It is some church leaders and people in high society that are praising such acts. But change is coming!!!!!
