Dominica seeks funding from World Bank after recent heavy rains

Dominica is seeking financial help from the World Bank to address road damages in the east of the island after heavy rains caused landslides and flooding there late November into December.

Representatives of the international organization have been coming here to take a look at the affected areas.

Prime Minister Roosevelt Skerrit said while some improvement will be made to the roads in terms of safety, they have to be redesigned for the long-term and “it is going to take us a lot of money to fix it.”

“We have been in discussions with the World Bank in particular; they have had several missions here over the last two weeks to look at this area themselves,”  he said.

Grand Fond, Morne Jaune, Riviere Cyrique, Petite Soufriere, Goodhope and San Sauveur are among the communities where road rehabilitation and reconstruction have been deemed necessary.

The cost for the projects will be determined in due course, Skerrit said.

Government has applied to the Caribbean Development Bank (CDB) for funding, following damage from collapse of the Matthieu Dam in the Layou Valley in July.

Meanwhile, families on the west coast affected by flooding months ago, will get 60 percent of the damage they sustained, government has promised.

I hope road rehabilitation means a total redesign of areas that are prone to flooding. Because of our high annual rain fall some parts of our roads needs to be elevated off the ground. That’s the only way to build roads that are capable of sustaining heavy rains.

Like any other entity, government or otherwise, Dominica should be led by those who rule with a mind towards independence for those who pay the bills. Indebting Dominicans to others is a path to financial dependency, enriching only those in leadership. Living within ones means is a good thing.

This is great news, hopefully soon we’ll owe them as much as Jamaica and other larger countries do!

Before you know it, they’ll be telling us what to do with all the money they lend us and we’ll really have no choice but to depend on tourism and GMO’s.

    Yaaay.

I DO HOPE THAT WE LISTEN TO ALL WHAT THE BAWI MP HAS TO SAY ON NATIONAL EVELOPMENT ISSUES. HE HAS BRIGHT FRESH UN POLLUTED IDEAS AND HE MUST BE ENCOURAGED.

I AM ONE OF HIS KEY SUPPORTERS AND WE WILL BE AT THE DELEGATES CONFERENCE OF UWP IN FULL NUMBERS. ITS YOUTH POWER AS YOU SEE IN JAMAICA AND ALSO IN DOMINICA.

ITS EXPECTED THAT FROM TIME TO TIME ANY GOVERNMENT MUST GO TO THE IMF AND WORLD BANK AND ECCB FOR ASSISTANCE. BUT AM NOT TOO CONVINCED THAT THE MONIES ARE GOING TO PROPER USES. TAKE FOR EXAMPLE THE DSC AND STATE HOUSE PROJECT- COMPLETE NONSENSE AND OUR RODS FOR FARMERS ARE IN A BAD STATE.

I AM ALSO GRATIFIED TO HEAR THAT AMROSE GEORGE MAY WELL FOR A SECOND TIME BE MAKING PLANS TO CHALLENGE SKERRIT FOR THE LEADERSHIP OF THE DOMINICA LABOUT PARTY.ITS GREAT NEWS BECAUSE OUR REPUTATION HAS BEEN SLAPPED A SEVERE BLOW OVER THE PAST FEW YEARS.

I THINK LABOURITES WILL GO FOR AMBROSE GEORGE ONLY IF THEY ARE SERIOUS ABOUT DA DEVELOPMENT.

This present government has to learn to prioritise the state’s resources, and to channel them into areas where there will be the greatest good for the greatest number. This State malice for example is a classic case of our leaders short sightedness, and the people should never forgive them for them. It’s governance gone mad!
On the other hand, a country that cannot produce and grow its economy will drive the country into bankruptcy,as is evident in our country today. IT IS JUST POOR LEADERSHIP, THAT THE PEOPLE MUST ASK TO GO!

Indeed, the upgrading of the road network to provide safety for the people is a priority rather than the construction of a new residence for the President.

It has been explained by those in our government who presume to know how finance operates. The money loaned to us is for the express purpose of building this palace and no other. And I can presume the contractors have been imposed on this project by the lender as well. So $27,000,000 debt for the palace and we have to go looking for more money from the World Bank for fixing the roads. And to the Caribbean Development Bank for fixing the Matthieu Dam. And we are told by those in the Finance ministry that these loans do not have to be paid back. Really? So why are they not gifts? Why are there terms and interest?

      • Truth Seeker
        December 29, 2011

This too, is another idiotic statement. Who in the ministry of finance did you hear say “loans do not have to be paid back?”

On the very face of it, what you are saying is oxymoronic. If I were in your place, I would not even repeat this in public – that is if it was said, to start with – let alone fabricate and put this idiocy out there for consumption.

        Where are your brains?
