Dominica joined the rest of the world in observing the International Day for the Preservation of the Ozone Layer, on Tuesday, September 16, 2014, with a donation of over $50,000 worth of equipment to the Dominica State College (DSC) Faculty of Applied Arts and Technology Refrigeration and Air-conditioning Department.
The International Day for the Preservation of the Ozone layer has been celebrated each year since 1995 and is designated by the United Nations General Assembly resolution to honour the signing of the Montreal Protocol on Substances that Deplete the Ozone Layer.
This year it was observed under the theme “Ozone Layer Protection; The Mission Goes On”.
The donation of the equipment to the DSC was made through the Environmental Coordination Unit of the Ministry of the Environment, Natural Resources, Physical Planning and Fisheries.
“In Dominica, the main instrument for implementing the Montreal Protocol is our regulation on substances that deplete the ozone layer,” environment minister Dr. Kenneth Darroux stated. “To date, it has enabled Dominica to reduce the consumption of controlled ODS, but we still have work to do. The Regulation has recently been revised to take into account changes to the Montreal Protocol, including the accelerated HCFC phase-out, and to lock into progress made at national level.”
The revised regulation will strengthen measures on the use of Ozone Depleting Substances [ODS] in Dominica and introduces new measures to prevent illegal trade and dumping of ODS and of obsolete equipment which relies on these substances.
“With the revised legislation, Dominica will further contribute to securing the recovery of the ozone layer and also to combating climate change. We remain keen to see international action to control all ODS and other greenhouse gas inducing substances,” Darroux said.
President of the DSC, Dr Donald Peters, welcomed the donation and stated that the equipment will put to good use. He viewed the college as one of the avenues to promote the preservation of the Ozone Layer.
“Dominica is not a major contributor to depletion of the ozone layer,” he stated. “We do not have the kind of industries that could do that. But that does not mean to say on the International Day for the Preservation of the Ozone Layer we should not take part. We are the only national college in this country and it is our responsibility together with the ECU to ensure that there are programmes to educate the population and the people who work in refrigeration and air-conditioning about the dangers about the depletion of the Ozone Layer and the need to use substances that do not contribute to this.”
The equipment donated to the college includes portable refrigerant recovery machines, refrigerant refillable tanks, portable electronic weight scales and adapters, nitrogen tanks, portable refrigerant leak detector with adapters and vacuum pumps.

I cannot understand that, freedom party say they going to give scholarship to a Refrigeration and Airconditioning student in the name of Swanston Carbon. Now of all time Gov’t making donation to that faculty. Come on…DFP……..a dead party making DLP do majy

The donations are a few years to late Dr. Darroux and it’s not even the fault of Dominica or Dominicans but more the faults of the first world countries that are major producer who refuse to use renewable energy because of major co-operations . So, just like the depletion of the north pole due to the ignoring of climate change and a severely depleted ozone layer due to coal and other fossil fuels. Both the ozone and north pole are destroyed beyond repair in particular the North Pole.
