Open drains, limited parking and broken sidewalks in Roseau might be a thing of the past as government presents a master plan initiative to improve and enhance the city.

Concepts of the project were presented to the public on Tuesday at the State House and Minister of Energy, Public Works and Ports, Rayburn Blackmoore, said the improved city will create an environment to facilitate investment.

“We have a mandate to create the environment to entice people to invest and once you come to the point where you improve your physical structure you are actually setting the stage and the environment for the facilitation of commerce,” he said.

He explained that although the topography of the city cannot be changed, this improvement initiative will address many limitations.

“Roseau is small and over the years we have seen a significant increase in the traffic flow in Roseau that in itself would place added strain to the already very restricted space that we have. Second to that is the issue of development and the impact that it has on the environment around Roseau,” he noted.

Blackmoore noted that it is important to revitalize the city and make it what it ought to be.

The Roseau Master Plan will include the improvement of various features such as reconstruction of the West Bridge which will transform it into a two lane bridge, covered drains, underground electricity lines, upgrade of the cruise ship terminal and sea wall, well defined bus stations on the fringes of the city, improved sidewalks with handicap ramps and a Botanical Gardens bypass.

Ian Fields, of 3S-Bridges/NSG, explained that one of the core elements of the Master Plan is the upgrade of the cruise ship terminal and sea wall.

“We can get creative with the structure and ensure that the sea wall area will start to become more of a focal point for Roseau and I think that is important when you are trying to appeal for tourism and to bring people in, there are certain images that you are trying to portray,” he noted.

The improved terminal will be converted to a three-story colonial style building equipped with a restaurant, vendors’ stalls, meet and greet point, bathroom facilities, office space and a covered taxi terminal. In addition, a permanent stage would be built to replace the old fountain.

In the meantime, Chief Technical Officer of the Ministry of Public Works, Kendall Johnson, explained that the Roseau River Promenade project will complement the Roseau Master Plan.

“We have procured bids from local contractors for constructing a wall and for dredging the river from the shore line up to the EC Loblack bridge. We have forwarded our recommendations to the client ministry; the Ministry of Tourism who will now advise the Ministry of Finance of the process,” he said.

According to him, actual work on the first phase of the promenade should begin within the next four to six weeks, however no timeline was given for the actual implementation and completion of the Master Plan.

    I believe that all SDominicans should rule Dominica, because as far as I am concerned nothing is good enough, or done rightly for you.
    If God came down to rule DA allyou would challenge him.

    None of you have better ideas or could possibly come up with the capital but here we go, why dont they fix this dat and the other.
    Shub your hands in your pocket bring out the money, as far as I remember we do not have a mint factory in DA so if it is not borrowing where the money coming from. Rome was not built in a day if you guys can do better go ahead.
    Just a quick remider in the developed world the health system is dead let alone poor DA you lucky you getting paracetemol the surgerys are closed and it takes over a week to see a GP so my dear the other nations streets are not paved with gold.

Let me remind you that when we elect politicians to run the affairs of our country; there is no place for fancy foot (mouth) work on issues and projects on the way forward for the sustainable development of Dominica.     As a young person. I see that as a gimmick for the upcoming election. after 14 years now we going to get an international airport, now Roseau going to get a facelift.
    why not get assistance to fix the hospitals. Both hospitals are in deplorable conditions. I think that should be first priority.
    Secondly, where are the buses going to park? Look at the Grandbay bus stop. No space for parking?

It is very clear that the lobour party is now in desperation mode after failing the people of Roseau and Dominica by extension.

    Ok lets see how we going to do that: No parking zones and those streets that do have parking we going to put parking meters to off set thecost of doing some of this. We going to put a parking garage in Pong so Astaphan don’t have to charge us to park again. We are going to move the old Health center and put a central Bus Station and relocate All Saints to GrandBay. We are going to put our Roseau River Promenade with a 5 star Restaurant Call old Hong Kong. Now you have to get a listen to walk in Roseau after 9pm and so we willrelocate All Vagrants to St. Aroma near Tony Astaphan House. We will move Vibes Radio and internet Paper to Morne Bruce and put a NASA size telescope on the Roof so Lawrence can keep an eye on things below. We are going to remove DOMLEC office where it is extend Peebles Park and Call it Dmitri’s secret Play ground so he can be close to Daddy in the Palace. We will also upgrade the Library remove DBS and send them to Morne Bruce as well so Lennox can keep his thumb on Curtist while Green Browne giggle under the Desk and Mervin Paul runs DBS like his own little fantasy cricket league.
    um..um..anything we missed out on? Oh yes we will upgrade the GIS building making Mrs A the Manager and giving her her own private parking. We will also make all gambling outside of the Crazy Kokonuts illegal……

    Am into construction and this will not work @ all in Roseua,Skerrit stop fooling the poor people for votes,give a detailed description of the concept of the project first.It will take over 5 years just to get the electrical and plumbing work done to accomplish this project.My people stop being taking for fools,i support to government.

    I believe thats it just a plan for the labour party to fool Dominicans to vote for them and after elections that would be the end of that. But a plan like that would really be good for Roseau, I really wish that who ever party wins the next general election should really take that plan into serious consideration.

    where is the consultation ; where is the input from local architects and historians – where is Roseau City Council input wnere is the parliament debate on the issue- are there alternatives to Roseau ? emmmh but I guess all that does not matters now – no need for tranparency – n need for consultation ; no need for debate – unlike the 70’s when the likes of Parry, Charlo, Vanoulst, Sohraindo’s and others would threaten to shut the island down. The NAN Ducreay’s and Fossie Joseph’s and Austel Aselm know what we are taking about because they had to run from the wrath of those guys; I remembber NAN Ducreay jumping through a window blind at horsy willie house in Goodwill when stones were pelted at them during a public meeting by those they now salute in high office hahaha – life is funny see how Freedom work on Labour party – Freedom party was always a smarter party than Labour and it is manifesting itself now. The Freedomites that have resisted being involved in the new generation Freedom party flying a Labour Red flag is Justice Brian Alleyne; Sabie, Carbon, Bosto and a few others not that they have not been offered to join but they just rather stay out of that juboom – but Parry and the others could not resist – and now the stalwarts of Labour have to look up to those guys that vigorously oppose them and to salute to them – take that where the sun does not shine- mawaysa Labour powder – Freedom rule hahahaha.

    Roseau definitely needs a face lift, but these guys are dishing out plans for major projects after projects. Does government own land all the way up to the land owners front door? No roadway striping? No street lights? This project will take years, except they shut down Roseau for a while though, if it has to be done properly – covered drainage system, underground utilities – lots of streets closures. Mr. Blackmore, while a good looking place would be pleasing to the eyes, it is very difficult to attract business investment in Dominica with the exorbitant cost of living and production cost in Dominica – lower cost of production, and improve the economy – that is what will attract investors. Ultimately, people want to make profit on their goods and services.

    But hold up……why is Skerrit running about the place like a headless chicken, throwing out development ideas one after the other??????

    Ans: It appears that from information obtained and statistic provided that the DLP is losing ground. He strongly believe that if he can present these projects his supporter who have cross over will return to give him another chance to complete these projects like they did the last time (ref: the major road projects) some of which have not been competed.
    In addition he is desperate and NEEDS to win elections as failing to do so will result in the unveil of many things done in the dark that puts him and members of cabinet in hot water.
    Finally all of these project, how are they going to contribute to the economy of the country? He flaunts projects one after the other but have never made the connection as to how these projects will in turn boost the country’s economy. We do not have a thing being exported…a country cannot develop on loans, grants and imports.

    I suppose some of you will believe me now, when I told you all the aircraft they displayed on DNO claiming it has been in existence, for thirty or more years, and would be flying from Florida, to Dominica, nonstop, with party on board; they said some high class people in first class would be fed, while the second class people would fly on hungry belly.

    Remember, I told you all that no such airline existed in the United States, and shortly after that Wade came out with another Dominica lie, stating he not going to comment on it anymore.

    That’s the one I am talking about. The picture we saw of an aircraft, draped in the Dominica flag, is the same sort of graphics we are witnessing in the photographs displayed here, and now! If I was sick to a point of death, and needed blood to save my life, and a Dominica politician presents himself, or herself and told me they are the only one alive with my blood grope, and are here to save me by giving me his/her blood, I would not believe that sucker. I would simply say; yea right!

    These people are just too lie, and deceitful; I am surprised that some of the people here commenting on that crap, has believed this nonsense I can get a picture of any old building, and process it through my computer, and make the picture look as beautiful as I wish.

    Dominicans are so easily suckered, it pitiful! They had fifteen years to do all of that; they sat around doing nothing, and all of a sudden, they going to transform Roseau into something impossible, they are also going to get an International Airport built before election. I am going to ruffle some feathers right now,; and who do not like my opinions; assassinate me if you wish; but what is going to happen is this.

    When the delegation returns to Dominica, from China we can expect to hear; well we got the loan to build the International Airport, but we will build it after the election, when we are returned to power. I suspect the PRC is going to ask them, what has become of the money we gave to the former government, the UWP to invest in the Airport that the Labor Party government shut down while it was in the first phase of development. Somebody is going to stammer, and say “well: well, well well well well well, we we we we we we use-use-use-use ues it, it it to dig dig dig up de -de-de river bababababannnkkkk, atat Melvilleville HHHaaaal an an an inininstaaal landing lightslights oui!

    Hahahahahahahahahahahahahahahahahahahahahahahah; Oh, what a thing!

    I feel sorry for the people we elect in our country, these devious tactics may help them win, but after elections, they will be right back to square one. I know there are lots of old stupid people in Dominica. There is no fool like an old fool, nevertheless, the young fools are the worst of all fools.

    To all you Haterz and criticizers. You see the problem with most of you is that you all don’t read or listen to the news. It is only what this one and that one says. If you did, you would have known that there were always plans to develop Roseau. There is also the Riverside projects. The drawings have been done and discussed as well. Stop all the badmouthing of your country and see what way you can help your country become the best in the Caribbean and the best by extension in the World. You can probably do a small act like not littering. Those who speak the most are the ones who are littering and criticizing everyone and Government. A simply act like keeping your surrounding clean. Beatifying your surroundings. Those little acts definitely you are contributing to your country’s well being. Using mouth alone negatively, is not a contribution to your country.

    Down with the negative vibes and put all you hand to the plough. Contribute and when you speak let your speech, be something that one can learn something from. Another view that let the listener pick up some sense and see an alternative picture or can actually use some of your suggestions.

    Down with those negative criticism. Time to grow up!

    Okay, I am at it again; they accused me of not liking the Prime Minister, I say more power to them and their allegations, nevertheless, their opinions will not cramp my views. I will ask if improving the flow traffic means the installation of electrified street stop signs (lights), you know which consists of Red, Green Yellow, and also containing the green and red arrow, as they have in Barbados, Antigua, Trinidad, Puerto Rico, and the rest of the World.

    Are the streets, of Roseau going to be widened, and dividers, along with carefully marked with “turns Only?” What are the plans for the old rusted, dilapidated broken down hundreds of years old house which are nothing more than a swore eye? Is the government going to break them all down and have them rebuilt in time for election; or prior to election?

    I have seen strategies in my life designed to win elections, but never in my life experience anything like what we have in Dominica. You mean to tell me that our people are so dumb that they will fall for such silly ploy? And why have the task been given to a Barbadian, what happen to all the China educated architectural engineers, civil and all kinds of engineers, are they not capable enough to assist in this transformation, and how much will it cost?

    I am suspicious, that such projects are intended to benefit people with personal interest!

    I was at the presentation and believe me this is a sham. A Roseau Master Plan and no mention of garbage disposal, nothing about the derelict housing, the infill areas of Virgin Lane, Pound, River Street, no mention of the vendors and to make things worse the consultant confesses that he does not have a Terms of Reference, no budget, no contract, no idea of the timeline for the project.
    The consultant admits that it is a PHOTOSHOP project generated on the computer, the only preparation that was made is a traffic count of vehicles.
    The plan is to dig up the streets of Roseau, again, to place huge pipes in the middle of the road and then reconstruct the side walks.
    How can this be a Master Plan when it only deals with roads, drainage and sidewalk?
    There are still some intelligent people in Dominica and the government must not insult their intelligence.
    Where is the Roseau Development Plan that they paid so much money for?
    This one must be exposed for what it is.

    I just cannot understand that after 15 years this city has been plagued with so many problems from drainage, blocked sewage, disgraceful sidewalks and so many others. Instead this government use the 27 million dollars they spend on a state palace they should invested that money into Roseau to develop it and generate income by becoming a tourist attraction. They said that building this palace will generate revenue how is that possible. Shame on this Government. I personally believe that this is another ploy to fool Dominicans. This beautiful AutoCad drawing is just not real or cannot fit in our little Roseau. Mr. Blackmoore are you all going to demolish buildings to make way for this three lane road?

    not to be a critic or anything, the project looks good, but from studying the images, in particular…. drainage, there would have to be a serious underlying system in place to support this. in other words a 2’x1′ hidden drain will simply not cut it…..

When SHAPE tried to get the authorities to put in place legislation to keep Roseau’s historic look, no one agreed…..now all of a sudden. This has to be a detailed and proper plan with a theme in mind, not just a vikey vie election gimmic. Take the cobble stoned roads and sidewalks, these are treasured in Europe but we covering them up with concrete. Please get some folks with class and style and good planning sense to assist with any Roseau makeover……..cause just look at what you guys have allowed on the Bayfront, a slum of vendors.

    Did they mention the price tag? How much is this going to cost tax payers, or is this another “funded” project? If so, by whom? Will we just tack on the cost to the int’l airport expenses? How long will this take to complete? How many jobs will it create? Any lead contractors as yet?

    Which Dominican would not want to see an improved Roseau? We’ve all complained about it for years, but yet again, at the 11th hour here comes another “great” idea devoid of concrete steps as to how it will be achieved. The DLP has ridiculed the UWP for its overly ambitious goal of creating 5,000 jobs in 3 years. Its nigh impossible b/c we don’t have the resources, yet we have resources to completely transform Roseau?

      Does a government stop working because an election is in the air? Don’t forget elections are constitutionally due in more than 18 months away. That is a very long time.

      This government has work to do and they are continuing to work. The government is not the UWP or any other group in opposition of the government that keep calling for elections because they have nothing else to do for the country and the people.

      The City needs a face lift. Good initiative. We expect opposition, because that is what we have grown accustom too these past years. I love forward to see the new improved Roseau.

      Nor did I hear about Gabbage disposal. This is one of the biggest problems in Roseau; isnt that of interest to the planners? I also did not hear about the vegrants in and around Roseau. This plan has to be viewed in a wholistic way in order that it is maintained. With the vegrants lurking around the gabbage will be ravaged; and with uneducated litterers all over the island, the pretty city will still be a slum. Gabbage and littering is a problem on the island. We need to arrest those liter bugs or charge them huge fines. Its high time we have a city to boast about!!

    The same government rejected when UWP stated they were going to build an international airport. Today they pick up the project.
    1. What about the Trauma Hospital for Marigot?
    2. What about The Modern Library with parking?
    3. What about The Five star Hospital for Roseau?
    4. What about the University School for Layou?
    5. What about the money the government received to rebuild the bridge in Layou Park and to fix up the road?
    6.What about the pay off to the people who live around
    the stadium, so they can build apts. and more parking??
    7.What about the promises made to the community of Layou?
    8. What about the new laws about mothers and fathers who
    allowd their children to walk around town and their parents in bed sleeping.
    9. What about the roads in marigot the government promises to fix?
    10. What about the transform city/Roseau with upgraded river banks? What about the people living along the river bank? Where is the BIG CLOCK that they suppose to put up on the wall in the city?

      What about the New Town Primary School? Seriously how long do these kids have to wait for a new school. I’m not seeing any building going up…..Roseau can be done similar to St. Martins own… the Bay front is good how it is. just needs a little flavour.         Its the lack of critical thinkers that lets a gov’t think they can produce any half-@$$ projection and get support because “it looks nice”. Wanting this to happen doesn’t mean it will. Someone needs to ask the hard questions and a responsible gov’t should be prepared to answer them.

        If the gov’t simply said these are our signature projects for the next 5 years if elected, and for which we will seek funding, they could reduce some scrutiny. But to state that they are embarking on this plan, without speaking to how this plays into the current year’s budget, how it will be balanced against other projects, etc. is troubling, at least.

        We may not agree on who should lead the country. But I think every Dominican would like an improved Roseau, and we should be serious about it. I worry that those who simply clap their hands at “a good idea” are those who truly could care less at what happens. They take some vain comfort in knowing their “team” has scored even as the country loses :(
