Jerry Brisbane goes on campaign against “state malice”

Businessman Jerry Brisbane has officially launched a campaign against government’s decision to construct a $27-million statehouse and said that he is willing to take the necessary steps, even legally, to stop that process from happening.

Brisbane, who hosted a press conference to champion the cause this morning, said while he is not opposed to the statehouse being upgraded, he believes that borrowing $27 million “a significant sum” from the Chinese government for that particular purpose is not a viable choice for Dominica in its present economic state.

He argued that many Chinese-funded projects are most times done by Chinese contractors which minimize local employment.

He proposed that a Caribbean Development Bank  (CDB) loan would have been a better alternative to obtain the funds as it would have meant that locals would be able partake in the tendering process and possibly gain employment during construction.

He  questioned the government’s plan for the statehouse, or “state malice” as he referred to it, stating, “We just built an entire stadium for 32 million. I have spoken to people in many different quarters and they are at a loss as to what it is exactly they gonna build in that compound.”

Brisbane said that he was informed that the government will need additional funds after the Chinese construct the statehouse which will bring the cost over $30 million. These funds, according to Brisbane, are expected to go towards landscaping, furnishing and other final touches.

He claims that his actions are only attempts to “educate” people on the whole issue.

“$27 plus million for what? … At a time when there is so much need. Also too, there could have been alternatives sought out in terms of how do we finance or repair the state house. I want to make it fundamentally clear that at no time as a citizen, and I speak for myself, would I be in agreement with any government whatsoever borrowing this large sum of money to build state palace in a country like Dominica,” he stated.

“I can’t see why it would ever be necessary to do that,” he added.

He disclosed that up to yesterday he visited the Planning Division and asked if the plans for the statehouse were submitted to the division and was told that they were not. He further stated that plans for the new state college project or the 50 room hotel which will be built in Portsmouth were not at the Planning Division.

“We will wait to see whether the government is going to abide by the rule of law or going to continue defying the laws and turning around and calling it a mistake,” he pointed out. “It cannot be a mistake when you intentionally go out to do something the wrong way.”

Brisbane quoted a document which he claims is government’s general plan of the features which the statehouse would include – a ground floor plus a first and second floor.

He quoted the document as stating that the second floor would include a presidential private residential suite and master bedroom with living room, kitchen, study, powder and media rooms. He said that the outdoor grounds would have at least one water fountain and a lagoon-style swimming pool.

Brisbane compared the statehouse to that of an African palace.

“I have no difficulty with anyone enjoying excesses of life if it’s their own private money, if they have worked hard for or if they have earned through legal means.  But let us be clear here, these are politicians and leaders enjoying pleasures of life on the hard-earned dollars of citizens of this country and that is a big difference. As citizens of this country we must be willing to stand up.”

He argued that the president’s house doesn’t require a lagoon-style swimming pool

He mentioned alternatives worthy of the $27 investment: They include 270 affordable houses for low-income citizens, which he believes will bring employment and help the private sector in terms of materials; 2,700 greenhouses for farmers and the rehabilitation of 40-50 miles of farm access roads.

Other alternatives include; 10,000 computers for schools, 2,700 loans for new small bus owners, job training for 3,000 young people, 54 new tourism sites and receptions centers and three sports and athletic complexes for the youth.

Brisbane’s campaign will include billboards, banners, flyers, newspaper ads and bumper stickers.

He said that his aim is clearly to stop the building of the “state palace”.

“I am prepared to take every step legally to do what’s necessary to stop state palace,” he stated.

He said that he has already gotten legal advice on the matter.

    What brisbane, or skerrit or bobbles own don’t affect me once isno tax payers mone they thief to do it. what affects me is the high custom duty and taxes now when they build that crap for they alone to enjoy and some of their buddies who is going t pay for it. Tax payers like me and you and the tax going to sky high and we wont be able to live in Dominica so shut up and take my brisbanes advice we don’t need a state palace. build a dam marinor and anning factory or any one instead and create employment so you wont need red capit at election because you created employment. the canning factory will creat more employmet because 99% of people in dominica have a fruit tree in their yard so they can sell to the factory.

    Why does Dominica always have to be an island of extremes ? Why not find a middle ground that stops Dominicans fighting with each other and instead brings them together more ?

    If Dominica really needs a new state house, why not spend $7million on it ($27m is a ridiculous sum of money for a building, anywhere in the world) and spend $20million on social projects: low cost houses, schools, medical facilities, homelessness, drug rehab, farm feeder roads etc etc. Dominica needs many of these things.

    This money (the loan repayment) will be recovered via taxes, so Dominicans are paying for it; not the Chinese, not the banks. Think carefully about what you want to spend your money on and try to work together for a change.

Of course every citizen has a wright to disagree with any decision by the Government but go to that length to try and push your opinion down the throats of the population is very wrong and arogant.I am convinced, after making my own investigations, that Jerry is still upset that the Orginization that he has very close ties with did not get a particular Government Contract and he is determined to get back at the PM.Very unfortunate that he has sunk so low with his gutter tactics.

    I am not a Dominican, but I am from the caribbean so I think I am qualified to speak. I honestly think it is time for Dominicans to wake up and stop taking every action of self and ignorance from your present government. This is just a suggestion, why not put the money towards construction a new hospital which would afford more up to date facilities than the present one. Another thing are you guys just going to burry your heads in the sand, if you guys never believe anything or anyone,please believe and digest what Jerry Brisbane is saying, if you should get a loan from the chinese this would come with stipulations as to the employment, do you honestly think that it would create employment for Dominicans,then you would be very much illusion. Where as if the loan would come from CDB then the stipulation of employment would be very much open and have a more wider range so as to create jobs for Dominicans.     It hurts my heart when i cannot understand how the People in Dominica refuse to see further than their nose. There is no place for ignorance when people is seeing via television and internet what is going on in other countries where one set, especially politicians is living happily while their people suffer. Haiti had a giant palace while the people has been suffering for decades. They have resort to coming to Dominica for a better life and you all are blind, deaf and dumb.

    mr brisbane you make a lot of sense. you did not only say “no” to the project but you proposed acceptable alternatives. i do hope all dominican will come out in a bipartisan campaign and say “No” to this irrelevant project. yet again the govt of dominica is demonstrating a form of dictatorship. building without the approval of the planning board or in fact going through the legal means. i sincerely hope that all dominicans red, black,green or blue will for once deny the govt to proceed with this extravagant expense for their own private pleasures. the country needs sporting facilities, farmers are in dire need of farming roads, roads needs safety barriers, there should be a reserve account to assist people after a disaster, marigot hospital needs modern medical equipments in case of an airline disaster. remember a few yrs ago the lone survivor of a plane crash was transported in a open van covered by banana leaves, melville hall fire dept needs more firemen, roseau needs a few decent and modern restaurants and bars, police force needs a head on leader and up to date and better trained investigators, and the list can go on. no to state house. guess mr. skerrit saw first hand of the lavish and exclusive kingdoms in morroco, kenya and others. dominica, sir just cannot be levelled with these greedy financial crooks of africa.

    I just wan to repeat the facts on the matter as given by the Deacon with my own two cents.

    A three building Presidential complex is going to be constructed.

    1 State of the Art Conference Center to sit 200 persons with all the facillities. Dominica does not presently have such facillity.

    2. A new building to house the Offices of the various Commissions under the ambit of the President

    Police Service Commission and associated staff and facillities
    Public Service Commission and associated staff and facillities
    Integrity in Public Office Commission and associated staff and facillities
    Public Service Appeals Booard
    State of the art offices for the Electoral Commission and associated staff offices and facillities including a fully equiped archives room vault room and election control center

    3. New State house to house President Office, on Ground Floor, Presidential Ball room for state receptions, Guess suites for visiting dignitaries and other amenities on first floor.

    On the second floor will be the President Private quarters. to include PRESIDENTIAL SUITE and other rooms. Kitchen. bathrooms etc etc.

    Also a fully manicured grounds with fountain and state of the art swimming pool. We are in the 21st century. we nah tun back. This complex will serve generations to come.

    When our head of State visit other countries he is given the best of treatment and courtesies. He goes to Barbados he is welcomed at the Governors Mansion, He goes to Jamaica he is welcomed at the Governors Mansion. Hes goes to Antigua he is welcomed at the Spalling Goverment House.

    When these head of state visit Dominica, they have to be welcomed and entertained in the private dwelling house of Dr. Nicholas Liverpool in St. Aruma. Are we not ashamed Dominicans to be questioning the building of a proper State House to provide the dignity that the Office of Head of State deserves. Come on Dominicans let us stop this political madness and support the project.

    Bottom line, concerned Dominicans like Mr. Brisbane should raise questions about any government project or undertaking that do not make sense to them. It is not only patriotic, it is their duty as taxpayers to do so. To do otherwise would be scurrilous and a dereliction of one’s civic duty.

    Responsible citizenship requires Mr. Brisbane to engender genuine concern and dialogue by all Dominicans on the proposed project. These are rough economic times, after all.

    It does not help his – indeed, Dominica’s cause – for Mr. Brisbane to insinuate evil intentions on the part of government with its proposal for the complex, merely because he disagrees with it, however. Demonizing government by referencing its plan as the “State Malice” hurts, not help, his argument.

    Makes those of us sitting on the fence, with something valuable to add to the debate wonder, “What is this guy’s problem? Why is he so angry? Why should I take him seriously?”

    Furthermore, Mr. Brisbane injures the debate that is necessary to have on so significant an issue, when he trumpets his intentions to oppose it at all cost, with all the “legal” tools at his disposal. He comes off as obsessive compulsive. And we know Dominicans have little sympathy for anybody seeming to be demented.

    Mr. Brisbane should be mindful that the government enjoys widespread support with the masses, and his one-man crusade against their government will not be easily tolerated. While one wants to focus on the message, and not on the messenger, Mr. Brisbane’s recent approach to governance in this country (with his weekly, unrelenting bashing on Q, and his refusing to use “PM” in reference to “PM Skerrit,” for example) leaves some with little option but to wonder, “What really is Mr. Brisbane’s motives for opposing this venture?”

    When you think of the millions dumped on night landing, the proposed $27 Million on the state palace, and more millions we are about to dump on the so called hotel in Possy, I believe when added it would have brought us much closer to what is needed for an international airport which would greately complement Windsor park and help farmers, hoteliers and boose up tourism which the minister responsibe spoke of today. Mr. Skerrit has good opportunities to bring about meaningful change in Dominica but he is misusing them on things that will either fail or make a real difference.

    Jerry is a Dominican, and those who believe that he should have nothing to say about the ‘state malice’, “Sate Palace” or ‘State House’, must be hallucinating..I guess Jerry has weighed the pros and cons, of this buikding before coming to this conclusion.Jerry is a smart man..Those of you who believe that he is living in another Dominica, ask yourselves some questions..Unemployment for example. Even the terms and payment of the loan. We need to listen to Jerry, he has always impressed me for standing for what he believes, and Dominica can definitely be a better place if only we had more men like him..

    What Mr. Brisbane said makes a lot of sense. Any endeavour like that should benefit the citizens of the country. As he stated, these politicans want to enjoy the pleasures of life on the hard-earned dollars of the citizens and that’s very wrong.     You know, I’ve been reading the posts on this subject here and there are good arguments for and against the intended project. So I going to seat on the fence there for a while and see if additional arguments can push me on either side…

    Saying this, the part that I really have an issue is with that mansion within a mansion for the ‘President’. What president that? That is a set of guys that have been paid to do nothing from ever since in Dominica. That is just throwing away a good needed salary. When did a president ever intervene and did something life changing and very important for Dominica, apart from ribbon-cutting ceremonies?

    Since it seems we need to have one, why can’t government provide him with an office and let him sleep at his rascl#@#t home like everybody else? If they had said that instead of a president’s living quarters, it was a designated suite for when foreign digniteries and leaders come on official visits, then I could a swallow that better. Man this is not America with 300+ million people and trillion dollar economy, this is Dominica with less than a 100,000 people and an economy that not even worth mentioning. Furthermore, all these guys that they choose for president, already well-off in Dominica and have their own mansions.

    I say give this guy a back office somewhere and spend that portion of the dollars else where.

    We have prime minister, deputy prime minister, opposition leader, minister for this, minister for that, infact it seems we have minister for any position that Skerrit could have invented, permanent secretaries and still a damn ‘president’… and the Americans complaining about big government?….

    to jerry. where were you when your family’s businesses were thriving l don’t remember you being a voice in the dark under previous administrations. this is why I question your motives. having said all that I still think that 26 million dollars is an inordinately large sum of money to propose to spend on building a state house that for the most part would find its use in pomp and circumstance.

    Jerry like all of us have a right to express his views, beliefs, agreements, disagreements etc. He like me will not always be in agreement with the Government. We must however remember that the Govt. was elected by the people for the people.

    I think that this is a very important issue for debate in a civil manner. The Govt. who is working for the people has placed a plan out there reference the construction of a State House. The people who is not in agreement with the plan/project like Brisbane have a right to voice their opinion and reason why they are not in support. They must however do so in a civil and respectful manner which will generate discussion and debate among the populace.

    Having debated and discussed the issue, the Govt. will then be expected to listen to the populace who gave them a resounding 18/3 victory in the polls and do the right thing.

    Brisbane must understand that we are a democratic country for this is the only reason why he can so strongly oppose the Govt. without any consequence (thank God for that). His opinions and views and that of others, though strongly uphold, must never be held above that of the general populace. He must seek not to cause or encourage chaos but to encourage a healthy discussion and debate.

    The Govt. has a right to do what it is mandated to do by the people. To create economic growth, employment, infrastructural development and in general make DA a better place for us all. How they intend to do it we all may not always agree but what is important is that we all want DA to be a better place and we all intend to work to get there.

    dominicans lets be serious,,,, this isn’t about mr brisbane or any one individual,,, this isn’t about party politics,,, this is serious business,,,, i’d like to know how will the citizens of dominica benefit from this so-called palace,,,, the options that mr brisbane gave are good points which will help develop the populace,,,, i don’t see how having a palace makes the people better or improve our life,,, i read a blogger and he/she said a head of state should be able to enjoy all amenities which come with such position,,,, or something of that sort (i must re-start quoting others like i normally do) ,,,,, is this what it has come to,,,, vanity n lavish spending and living,,,, why dont we take this 27 mil n develop the agricultrual sector,,, build some manufacturing plants for farm and agricultural produce hhhmmmm we must know where our strengths and weaknesses are,,,, in this economic climate d/ca is not in position to take such a loan which has little or no returns,,, but yet we have to pay back from treasury,,,, i can’t say that mr brisbane has right to stop the project but i believe those in office should really think this through and look for alternatives to that,,, i believe the chinese would be more than willing to help with reviving our agricultural sector

      In the month where are suppose to celebrate black history month, you have a one man trying his best to maintain Mental Slavery on a nation who racial majority if Negro. It appears that it is acceptable to some persons like Mouth of the South to encourage to the same oppressive mentality like Brisbane. This is a quote from the article by Mr. Brisbane: “I speak for myself, would I be in agreement with any government whatsoever borrowing this large sum of money to build state palace in a country like Dominica,” he stated.”

      What we must take notice of here is the way in which Mr. Brisbane is down grading Dominica. He needs to explain what he means by saying “in a country like Dominica”. If he has no regard the country and her people he should probably reconsider his place of residence. The term he used to describe the possible water fountain is just unacceptable. The man is talking down to us Dominicans and some are supporting this type of degradation.

      We have to get out of the gutter mentality. There is nothing wrong in the government of Dominica raising the standard as to how the head of state receive dignitaries. My God it is the norm in how business is conducted around the world. Are we satisfied with mediocrity? Is it ok to be viewed upon as second class or no class at all?

      Rise up Dominicans and tell them old massers, the masser day is done.

      Most of what Mr. Brisbane is proposing that the Government do, is been done in conjunction with other projects. Is he in tune with what is really happening in Dominica.

    History has clearly demonstrated the wisdom in the old adage, “evil thrive, where good men remain silent”. For all the sensible, logical and economic arguments you have advanced, the construction of a State House at this time, when the poor people of Dominica have such dire needs, is reckless and ill-advised. Dominicans will understand in time, that every initiatives of the Prime Minister are part of Grand Design, cooked up long before he was Prime Minister with the Chinese to literally hand over Dominica and the freedom of its people to China and its Citizens. The first grand move was to dilute, if not elimination all opposition. There is none in China. Projects that are undertaken are all high visibility projects to mask the lack of vision and ineptitude of the government; but the education of our young people, the health services in the country, agriculture- still the back-bone of the economy, tourism which has so much potential, the peace and good order in our country, and the empowerment of our business sector that is the engine of growth in our economy are all suffering as a consequence of the politics of the day. Silence is being bought and principle has gone out the window in exchange for political favors.
    Dominicans seem to allow their patience to persuade them to see things late, but they will with the effort of good citizens like yourself. The Dominicans who are sucked in by the hand-outs, be careful of your “Sins of Omission/Silence”… the Catholic Church learned a painful lesson on the issue of slavery.

    You have our full support Jerry! Dominica cannot afford this luxury at this time. The time for the State House will come, but this is not that time.

      Conspiracy? Please enlighten me. I cannot understand how the building of a State House for about 10m US is a conspiracy to land us back in the days of slavery and in the hands of China. Yes China is a communist country but a close friend of the US Govt. The US Govt. has borrowed billions of dollars from China. China has now grown to be second to the USA as a Major economic Power in the World. Is the US Govt. conspiring to land USA to Communist China?

      You people must understand that we the young people of this country can no longer be fooled by these so call conspiracies or be placed in fear because our Govt. associate with communist countries. Grow up! The world have changed. Look around you, we are doctors, economists, lawyers, nurses, engineers, teachers and more. Communist Cuba has been a great help. They are our friend, but it doesn’t mean that we accept their ideology.

      We are a people who can think and make decisions for ourselves. It is insulting when a few of you all believe that your opinions are facts and if not taken on board this country will collapse. I say HELL NO. We are a better people than that. We are in the majority. It is our time. This country belongs to us, the young people.     All the people you are blindly supporting this project without thinking are missing the point. The project is a good idea. I honestly do thing this country needs a state building. but just because something is a good idea does not mean common sense don’t have to prevail. We need to stop borrowing our way into everything.I don’t have a problem with the government getting help from overseas but for once if any lets be real. The locals are not he one being employed. Remember the work project going on on the west cost? how many Dominican are employed on that, we even got to the point where instead of getting local truck drivers on the project we allowed the chines to bring in their own. so let make the country a better place but lets not go by pushing our own people to the back of the bus

    Oh my god !!!!!!! where and who are the opposition in Dominica!!! It took Jerry to point out all these salient points and he should be applauded for doing so. This is the type of debate we should have in this country; because the loan has to be repaid and it will be repaid by the tax payers of this country!!!!!!

    While it’s nice to have state of the art facilities we should ask ourselves can we afford these state of the art facilities and we should also remember that this is not an investment which will bring in revenues except for a few conferences here and there………. for the most part, all we are going to do for the next donkey years is spend moneys on utilities ……….. so i would like to add another 30 million to that figure.

    I am not against a nice fancy state house but can someone please bring the facts to the table and show the citizenry how we are going to benefit…….. how much money is going to be saved or made by this investment and my god if there are laws and procedures to be followed why the a*** are they not being followed….are we a lawless country!!!!! That’s the debate we should be having and may the best side win. The people can decide!! Id really like them to challenge Mr Brisbane cause from what he has presented it makes damn good economic sense in a country with a stagnated economy.

    But hey!!!!! let give a shout out to edo, spags, green and the rest of the dumb a*** bunch and inform you that you are a colossal waste of time !!!!! and i do hope for the preservation of the integrity of this argument that Mr Brisbane does not associate himself with you!!!!

    The Trini’s got their State Malice too. It was financed the Trinidad government and constructed by the Chinese.

    So this is how it happened; the Chinese gave the government some soft loans for the construction of the North and South National Academies of Performing Art (Port of Spain and San Fernando) and the University of Trinidad & Tobago. In return they we handed the contract for the construction of a $100M Prime Minister’s residence without any tenderding.     I think this is an investment worth taking at this time. I do not think any time would be a good time based on the reasons that Jerry gave. I believe that this facility could benefit the country in many ways. For example, wouldn’t it be nice if we had the facilities to host some kind of regional or international conference/summit where hundreds of people would be coming to our shores rather than 10 or 20 from the neighboring islands? Come on people, let’s think outside the box. This is not just a home for the president; it is a multi-purpose facility which will have the potential to generate some income for the country, if managed properly.

    I think Jerry is fighting the wrong battle. I would be happy to join him if he was fighting for our people to play a bigger role in the construction of the facility rather than trying to stop it.

      Ron, I think you are fighting for the wrong cause, maybe putting the cart before the horse. Would it not make more sense to clean up Roseau, cover the drains. provide for more public parking and sidewalks, and in general clean up the eyesore that is our capital before, as you say spending on “facilities to host some kind of regional or international conference/summit”. Roseau is quite unattractive and I cannot see how this facility in the mitts of Roseau, as it now is, could attract many conferences. People who decide where conferences are to held are attracted by the ambiance of the location and not solely by the facilities. We must build a foundation before we can build the roof.

    Elections have consequences. The winners decide on the direction of the country for the next term of Government.

    Labor won the election by the virtue of having a minimum of 11 of the 21 seats. They have 18, but some of you say it is fraud. I am sure we can all agree they got over 60% of the vote and at least 11 seats.

    As the duly elected government – they have decided on a new State House, to include renovations of the Old British built Governor’s mansion, the State House will accommodate all independent Commissions, house official guest of the state, a conference center, a banquet hall, the office of the President and an official residence for the President. The house will cost 27 million Eastern Caribbean dollars or about 10 million US dollars.

    Jerry, putting all politics aside – why is this a big deal? To me where I sit – it seems like a necessary project. Some folk seem to like your reasoning but who elected you to decide on what projects or priorities the government should decide on? Are you overturning the elections? Please explain. I am dumbfounded by your stance. Jerry, I say this kindly b/c we grew up together.

        My priorities include my family, a future for my 17 month daughter & 4 & 1/2 year old son – that their heritage home – Dominica will always be for them; other priorities include the development of D/ca so that I can build my dream resort some day soon and could live my life in the country, the home I heart resides.

        Now, yes, the government does work for the people. In their work, they have decided to build a new State House. The have made a decision on behalf of the people who elected them to office for a five year term. By all means question your government, but when you decided that your loan voice should block a project by any means necessary, that is no longer questioning your government. It is obstruction at least or well at worst …

        Now, you want to stimulate my ability to think independently … last week I was questioning the government’s decision to prosecute the 8 UWP leaders for a demonstration, I have also criticized the PM handling of Bird Island or the attempt to build an oil refinery.

        Now, to a “maleway” ???? A BMW? Good food on his table? The State House is a good investment which will benefit the country as a whole, it will not prevent from food being on the “maleway’s” table – in fact, the benefits of the investment in the State House will help bring more business to Dominica, thus specifically help the maleway, hopefully lifting his life out of his maleway status.

        I hope this dissertation will assist your knowledge base to help you get promoted to grade 6. Thank you.

          That was funny Esquire. I had a smirk on my face after reading your response. I must recognize your good sense of humor and your professionalism.
          It is great to know that your priorities lie with your family however I do apologize as I had no intensions of questioning your discipline and responsibility as a family person. I was hoping that you would have seen my question as strictly related to the political issue . I wish to rephrase my question – where is your priority country or political Party. I am not impressed by your reasoning or your support for the proposed mansion. You indicate that the mansion MAY be able to generate some revenue with conferences and gathering etc. Come on Esquire- how many conferences we are talking about . Do you think that this mansion will attract conferences like the convention centers – say Vegas or San Diego. You got to be Kidding. I need touch on air access. So we talking about a Caribbean conference once every so many years- is that what you are talking about? Esquire you will agree that this is really a weak argument.
          Esquire the government is yet to provide or prove the economic viability of this project. I am talking about revenue projections based on solid economic analysis and evaluation. The only thing that we have heard thus far is that minister Timothy claims that Tourists will pay to go look at the building- note there is no mention of a museum so one could presume some type of revenue flow.

          As I return in humility to the Grade 5 level it is my wish that you eat the humble pie and voice your genuine concern. Your decision to chastise the government over their decision to charge the UWP demonstrators is irrelevant and is just politics at it’s best. I implore you to discard the political cloak and to see this despicable Malice Mansion as the true grinds of life in Dominica- Are we really ready to spend that money on such a project when unemployment is sky high and there is a dire need to create sustainable jobs in Dominica.

          I still wonder where is your priority – is it Dominica or Partisanship? I am sure that you will teach your 17 month old the meaning of fiscal responsibility , honesty and integrity.

    It is very evident that Jerry Brisbane does not Know what he is talking about. He is just mischievous

    Firstly, the Caribbean Development Bank will not give a loan for that purpose. Jerry must understand that Dominica is a Sovereign State and therefore the head of State must be granted with the status and all the amenities of life that goes with a Sovereign State.

    Secondly a loan from the CDB would so commit generations of Dominicans to repay that loan even in hard times. On the other hand, this is a Government to Government bilateral soft loan. It is highly possible as friendly countries normally do, that the Government of China may in the medium to long term write off all of Dominica’s Debt to China hence reducing the burden on generations while Dominican have as their own a state of the art Presidential complex.

    Jerry Brisbane has a right to his opinion but he has no right to prevent the government to function.

    The Government should and must forge ahead at full steam with the project.

    Government gone mad, so mad, that they care less about the poor taxpayers of the land. How on earth can the people on the island stay silent on such madness? When will they learn? Besides Jerry and a handful who are concern about the mounting debt, it seems that the majority is happy with the actions of their leaders. Cheers to Mr. Brisbane for doing a great job in educating the public on how their tax money is spent. Don’t get me wrong. The nation does need a presentable State House, but not the elaborate structure as planned. The people of Dominica deserves accountability, transparency and responsible representation when they are asked to spend their hard earned dollars.

    Jerry Brisbane has a point to make. After all, he is a tax paying Dominican. mr. Brisbane can also have his own ideas about what type, size and design a State House for the President can be. He can even question the expense to be incurred in this particular project. But disagreeing to the size, scope and cost of a particular project cannot make the project illegitimate as Mr. Brisbane is now seeking to do. His and others disagreement with the project is absolutley no reason why gopvernment should abandon the present project. Let Mr. Brisbane canvass the Dominican people. let him take his case to the towns and crannies of Dominica. Let him join with the opposition to disagree with every and everything government has done. Nothing wrong with that. What will be wrong is if government decide to make of Jerry what he is not and then hold the project back just because it does not comply with Jerry’s agenda.

    What government has to be minded about is the crass inferences to “violence” and “revolution ala Egypt” that keep coming from the lips of individuals like Jerry et all. This morning Jerry said that he is prepared to die for this country. Eh las! Jerry is the only Dominican who is prepared to die for Dominica. Skerrit and his multitude of supporter s will just fold and run away from Jerry. He lie. he will receive a political punch for political punch, thump for thump and word for word. To be retired at fifty in a Dominica they say that is so H —-A —- R —– D says alot about Jerryy’s social status. He cannot speak fro poor people. he is speaking for himself and those of his ilk. Now I understand why Mamo (deceased) chose not to build a stae House for the Prime Minister. She was s…o….oo comfortable in Wall House and then in Roseau.

    Jerry and his friends are looking for a situation where government will over react to some lame protests and soget an excuse for chaos.

    A three building Presidential complex is going to be constructed.

    1 State of the Art Conference Center to sit 200 persons with all the facillities. Dominica does not presently have such facillity.

    2. A new building to house the Offices of the various Commissions under the ambit of the President

    Police Service Commission and associated staff and facillities
    Public Service Commission and associated staff and facillities
    Integrity in Public Office Commission and associated staff and facillities
    Public Service Appeals Booard

    3. New State house to house President Office, on Ground Floor, Presidential Ball room for state receptions, Guess suites for visiting dignitaries and other amenities on first floor.

    On the second floor will be the President Private quarters. to include PRESIDENTIAL SUITE and other rooms. Kitchen. bathrooms etc etc.

    Also a fully manicured grounds with fountain and state of the art swimming pool. We are in the 21st century. we nah tun back

      Obviously no one has seen what the Deacon has posted! Jerry needs attention and he is being disruptive and hindering the progress in Dominica. and who says the Chinese is lending the money ? and who says local ppl wont get jobs? Please everyone before commenting get THE FACTS STRAIGHT. Our government and People are not dumb. We are an intelligent people. lets stop agreeing with and condoning the negativity this man is spreading. It only makes us collectively look stupid to the outside world -not just the government; and that will prevent any and all aide from coming to us from others!

      Deacon most importantly the Office of the Electoral Commission ans all associated staff and facillities. Government wiill save about Ec$12,000.00 per month on rent for the Electoral Office and the IPO office

It is disappointing when persons like Mr. Brisbane claims to be so concern about welfare of Dominicans tax payers by fabricating the truth.     His points are reall good. For once I agree with him but I still wonder about his motives. However, we would need to look at the interest rates on both the loans from the bank and china to decide which one would have been cheaper. But for once I understand where Brisbane coming from.

      the interest on the loans is one thing….but in CDB case locals get to makes some money through employment!!!….the chinese way however..they gets back the money through employing their chinese ppl….think about it, dominica is taking the loan from china but china is the one receiving back the money through chinese employment..

      had to run but back now mr pm dominica has 365 rivers lets start investing in a water park.Theres miniture golf,that could be added then a small fee to the locals for the tourists a little more,so u kill two bird with one stone.schools could have adventure days there so on and so forth.I say up keep the one u have already thats one way of getting work for the kids just an idea.Oh and the pool go’s
      pretty well there to not just for one man,then there’s lifeguards that will be needed see more work for the local’s.

      Yes, it can be restored and updated.It is part of our history, no less than Fort Shirley and It sickens and embarrasses me to see an eminent historian, poking his fingers into holes in an attempt to justify the construction of a new state palace, which only goes to demonstrate how much we have neglected our heritage. We are a poor, but proud country of hardly 70,000 souls and it would be far more dignified, and respected if we are shown to live within our means. We do not have to compete with the likes of Venezuela, where mr. Chavez inherited a palace, so admired by mr. Skerrit.What message does this give to our donors, such as the E.U. when we go cap in hand asking for funds to develop our country and help pay current expenditure while at the same time we are splashing out on such an extravaganza. Please, let’s stop and think! Dominica is not just one man!

        Dominica will never be ready for a state house. However when our head of state travels he enjoys the best other countries have to offer. He goes to Barbados he is welcomed in the spalling Governors Mansion. He goes to Jamaica he is welcomed in the Governors Mansion.

        When any head of state visit Dominica they have to be ebtertained in the private house of Dr Nicholas Liverpool who happens to be the President at this juncture.

        Are we not ashamed Dominicans that our President as head of state has to be welcomining and entertaining other head of State in his private dwelling house?

          NO! We have the existing state house for that purpose and if we had spent money to maintain and update it, as we should, I would not be ashamed at all to receive & entertain visiting dignitaries there! We are neither Jamaica, nor Barbados. We are DOMINICA and don’t have to monkey anyone.

    Brisbane intentionally failed to mention that the facility will house offices for the Public Service Commission, the Police Service Commission, the Integrity in Public Office Commission. It will also cover the cost of renovation of the existing State House to make it a tourist site where visitors will pay which will go towards the upkeep of the building.

    Brisbane instead suggests that the government takes a loan from the CDB at 6%!!!! instead of the very concessionary 3% that China offered us! Jerry you have money to waste but the average Dominicans not foolish! People calculate the interest at 6% on $27 million vs at 3% and see for yourself if Jerry not really Madddd!!!

    i applaude you sir for this most important stance which u have taken for and on behlf of Dominca. the government has obtained a Loan from China, which has to be repaid from the public purse. A loan, not a Grant.for a statehouse for the president.how can i a tax payer of Dominica agree to such reckless decision. i am of he school of though however that the statehouse must be refurbished and land scaped. a powder room, for the president,media room, for the state, or for the press confrences which will occur by the president?. i must add to be balanced the other components like the I,P,O,ELECTORIAL BUILDING is justified, however i am amazed how irresponsible a government which has this big heart for the poor would make this project a pioritey and not uplifting the standard of living of the poor. as jerry has indicated there are many other ways which this loan can be used to obtain value for money.
