A project which was to be completed in 2013 will be be finished in about four months time, according to Minister for Planning, Economic Development and Investment. Dr. Collin McIntyre.

The much touted Venezuela-funded Layou Park Abattoir was originally set to be completed by October 2013 but the deadline was never met.

Speaking on state-owned DBS Radio’s Talking Point on Monday Dr. McIntyre admitted there was a standstill in construction at the facility but it was not the fault of the government.

He said there were “a few correctional type things to do at the abattior” and “we have arrived at that.”

He stated that “covering” will be placed “over the containers” at the facility since Layou Park is a high rainfall area.

McIntyre stated the “little lull period in terms of the abattior is well worth a little wait.”

“I am not saying that we justify having to wait because of course we spoke about the completion of the abattoir, but we are working feverishly to make sure that this abattior is completed within … I would like the abattior to be completed within the next four months for sure,” he said.

He said the facility is “definitely state of the art.”

“And I think is something that is a major plus for Dominica,” he said, adding that the island will be “way ahead” of the rest of the region when the abattoir is fully functional.

Authorities say the abattior, which costs about $10-million, is being funded by Venezuela. They say upon completion it will have a capacity output of 1,000 birds per hour and 50 pigs per day. They say it was being built to ensure food security, reduce the import bill and to provide employment in Dominica.

Various deadlines were given for its completion including January 2014 and March 2014.

    what a joke, the abattoir is built of containers which are steadily rusting. The place is built on the water table to the whole of the Layou Valley. It is built in totally the wrong place, the roads to the place are unbelievable. There are not enough animals in Dominica for this abattoir. What a really stupid idea! Who thought of it someone completely ignorant for selfish means!!! :mrgreen: :mrgreen: :mrgreen: :mrgreen: Enough said!

    I suppose the will finish that slaughterhouse when they finish that little road from Rosalie to Petit Soufriere the have been trying to build for more than five years now. Maybe they will put cover over that too?
    Anyway, why is mr. MacIntyre addressing this when we have a minister for agriculture and a new new one, Mirium Blanchard,specifically for overseeing completion of projects? I’ve never heard from this lady since she was parachuted in by Skerrit as a minister after the election. By all accounts she is sitting in an office, twiddling her thumbs and wondering what she is doing there.

    Mr. Minister ….. What are the correctional things you spoke about. How do you boast that a project two years late is a little late and well worth the wait. Mr minister…. Do you know that a project overrun leads to cost overruns. What are the cost overruns..
    Dno… The minister said he wanted the Abbatoir to finish in 4 months…. Where in that statement saying that the Abbatoir will finish in four months. He want it to finish but nothing saying that it will be completed… Nothing.. Please don’t report as such

    I think the headline should be changed to: “Minister ‘would LIKE the abattior to be completed within the next four months”” since this is the word he used in his quoted statement.

    I just don’t understand how these guys can face the public after consistently failing to deliver by the dates promised.

    – Who will supply the livestock?
    – Who will set the prices?
    – Will there be a ban on imports of meat?
    – Who will provide the feedstock for the animals?
    – Who will arrange transport of animals, under humane conditions, to the abattoir?
    – Will govt. ban or curb imports of frozen meat in order to promote local, fresh meat?
    – How will govt. replace any loss of income from import duties?
    – Who will ensure international,standards of hygiene and health?
    – Will it be compulsory for livestock producers to sell to govt. or it’s agents only.
    – Will govt. have a monopoly on the use of the abattoir and the sale of it’s output?
    – Who will run/operate the abattoir.Will people be professionally trained?
    – Will the abattoir have its own independent power supply in case of outages?
    – How /where will they dispose of the waste?

    We really need a thorough debate, in the public arena, please!

      The man talking about “state of the art” facility and it appears they just realized the place needs to be covered.

      BTW, what the hell does he mean by ““a few correctional type things to do at the abattoir”. Were these guys flying by the seat of their pants? And he has the gall to talk about state of the art?

      You guys can fool Dominicans on island, but you are not fooling anybody else. I wonder if the minister has ever visited a real state of the art slaughter facility where they process thousands of animals a day, where they package all types of cuts of meat?

      These are all relevant questions and a public discourse could provide answers.
      Clearly, if a country is able to produce this level of food, it will reduce its import bill, provide employment, and raise its citizens’ standard of living. So let’s all pray that this venture comes to fruition.

    Farmers of Dominica who are into Animal Husbandry, your time is near at hand. When the PM got the funding to build this, it was not for “Labourites” ONLY, it’s for us all. Get on board and bring in your produce. Let’s make this work and forget the Politics.

How then could you make such a foolish statement?

    “Covering will be placed over the containers, as Layou Park is a high rainfall area.” I’m I to infer from this statement that covering of the containers was not a part of the original project design? Did the Hon. Minister recently learn about Dominica’s high annual rainfall?

    This is long overdue. I guess “The Chicken Man” fell out of favor. Many Dominicans tried to venture into this business during Eugenia Charles’s reign of terror and her government would not grant the required licenses underneath any circumstances whatsoever.

    The Chicken Man maintained his stranglehold on things and fortified his personal wealth in the process as he was the sole individual who held the importation license. Back then, Dominica was spending upwards of fifteen million Eastern Caribbean dollars on the importation of “Meat and meat by products.”

    Am I to understand that this “covering” is one of the things that was unexpected and not the fault of the government? Did they just discover Layou Park to be a high rainfall area?
