Ministry of Lands launches ULIS

The Ministry of Lands, Housing, Settlements and Water Resource Management unveiled its latest and perhaps most powerful resource, earlier this morning, called the Unified Land Information System, aimed at streamlining land management processes within the Ministry and its various divisions and agencies.

Speaking at the launch, Minister of Lands Reginald Austrie spoke of the benefits of the implementation of the system, acknowledging the important of land to the Dominican economy as it is the primary source of collateral for business investment and the fact that we are still significantly dependent on agriculture, as a society.

“ULIS is expected to improve the clarity, transparency and efficiency of operating a land market through effective land management and regulation purposes. The project is a major e-government initiative for Dominica, which seeks to modernize the land administrative process of state [and private] lands, by carrying out interactive, inter-organizational processes by electronic means. This represents a fundamental shift in the way our government operates and proposes to change the tradition organizational models, business processes and relationships that have dominated the public sector for decades,” Austrie remarked.

The system will seek to achieve this by integrating the information available from and to the Registry, Lands and Surveys Division and other concerned sections of the Ministry.

The project, which was developed over three years, was funded and supported by the European Union, to the tune of $3-million.
