PM Skerrit hints at relocating Douglas Charles Airport

Prime Minister Roosevelt Skerrit has hinted the government’s intention to relocate the Douglas-Charles Airport to a safer location.

The airport, located in Melville Hall, has suffered from flood waters in recent times.

“Clearly, we have to address the issue of the airport and the location of the airport because while we will build the retainer walls, where we will mitigate against any potential hazards, we have to look at a new and safer site for our airport,” Skerrit said on Kairi’s Heng Program recently. “And, this is a firm commitment on the government’s behalf.”

During the passage of Tropical Storm Erika, last year, the airport was flooded by the Melville Hall River, causing every piece of equipment at the facility to be destroyed. The fencing, runway, taxiway, apron, and access roads were also damaged.

The government said the airport suffered damages in excess of $41-million.

On March 15, the airport was again flooded due to heavy rains.

Meantime, the Prime Minister pledged the government’s support for the construction of a much talked-about international airport on the island.

However, he stated that the government is incapable of funding the venture by itself.

“We’ve never been opposed to an international airport,” he said. “We’ve always articulated our support for the international airport; but, we’ve always put a caveat on our support for the international airport by saying that it would be impossible for the government, on its own, to finance the airport.”

Skerrit hinted that the government has been exploring different avenues to achieve the venture.

“And, this is why we’ve been looking at different mechanisms towards the realization of the international airport; and, we are pursuing those opportunities,” he explained. “And once we are in a position to report to you firmly, then we will report back to you firmly.”

At a Dominica Labour Party rally, on May 5, 2014, Skerrit announced that his government was actively pursuing several project including the construction of an international airport through the Build, Own, Operate and Transfer (BOOT) option, with a team of private developers from China.

On May 13, 2014, it was announced that the Prime Minister was heading a three-member delegation to the People’s Republic of China, to advance discussions on the construction of an international airport and other development projects.

On June 4, 2014, Skerrit told reporters that talks on the airport were progressing and a document will soon be made available to the public concerning details of the project.

On Wednesday, December 4, 2013, the Prime Minister said on Kairi’s Heng Program that Chinese engineers were in Dominica to visit the proposed construction site of an international airport, in Compton Point near Calibishie, and to offer advice to the government. He said the government has already engaged ‘benefactors,’ partners and countries for financing for the project.

In November 2013, it was revealed that the government had signed a $300-million deal with Chinese company ASCG for a number of projects in Dominica including “reconstruction of an international airport.”

    We need an International Airport. No tourism will ever come to Dominica. Its time to move to the next level and get with the times and get things done. All this talking talking . I can not understand why this government is not assisting to built a decent airport. Looking at Melville Hall, it looks like a pair of dirty pants that need a good clean!!

    The PM stated the airport will have to be relocated due to consistent flooding. Obviously he cannot guarantee if the present location of the airport will not continue to be flooded during a rainstorm or hurricane weather.
    My understanding is, he did not state that a new airport will be constructed. It is a relocation. If a new airport is to be constructed (whatever type) it will take some years to complete. In the interim Dominica will still need the use of an airport.

    Mr. PM, YOU ARE LETTING ME DOWN. Commonsense would tell that if you can’t find $50 million dollars to repair and bring up to international standard the Douglas-Charles airport including minimizing all risks and dangers in the event of another hurricane or a rainstorm, where are you going to find over $200 million dollars to relocate the Melville Hall Airport? Your best bet would be to find $50 million dollars in grant money to repair and bring up to international standard the Douglas-Charles Airport. Then after, you can think of bringing in investors to negotiate about building the international airport at Compton Point. Use good judgement and always surround yourself by the right people. Leave the Melville Hall airport just where it is. It has been there since before you were born.

      Winston Warrington: The Chines government told Skerrit emphatically “the only way Dominica will begin to make some progress is when he builds an International Airport,” he did not listen to the Chines, he took Ralph Gonzalez advise and refurbish the dilapidated terminal, dug up the river bed which has cause flooding, and installed landing lights, which serves no useful purpose to this day!

      I jus wondering if there is anyway ”The Dominican People” can recover all, or most of the monies wasted on fruitless projects , all what has been wasted at that airport, what has been given to LIAT, what has been back handed into pockets , what has been salted away in undeserving accounts , when all added up, WOULD SURLY BE CLOSE TO THE ACTUAL COST OF A DECENT JET ACCOMODATING AIRPORT .
      Somebody start figuring out how to recover all that dosh nah, lets freeze accounts , seize houses , vehicles , lands, just take them before these guys run away, SOME’S got to be held accountable . :-x :oops: :twisted:

    International diplomacy is not charity,when you support nations or individuals to acquire their objectives ,there must be a reward for your support.this is not arm twisting or holding any one hostage.that how the the process goes.
    I would be supprised if p.m skerrit did not asked Baron Scotland to assist Dominica in mobilizing commonwealth support for the construction of an international airport,since Dominica is the only country in the commonwealth caribbean without an international airport. You think the other caricom leaders were not aware of that possibility why they opposed her so vehemently,when they knew she was the best candidate.

    Even the Prime Minister continue to mention this misnomer. We do not have domestic flights, there are no flights leaving Melville Hall going to other airports in Dominica. The airport in Melville Hall is an international airport. There are places in the United States that are serviced by planes the likes of LIAT because of their size and volume of passengers. Dominica reliable and punctual air service period.

That is not true Dominica does not have an International, and never had one!

      Now if the Melville Airport Runway is between 8,000, and 12,000 feet long then perhaps the FAA should declare it an International Airport, other than that you and Finn and all those who say Dominica has an International Airport simply do not know the difference, and by the way there might well be more International Airports than I stated, since around Los Angeles along in about a hundred fifty mile radius alone there are six operating International Airports that I know. And that includes one in San Diego, and one in Palm Springs!

    You people, in your haste to criticise do not even attempt to sort out the PM’s thought process from his intentions. An airport is not a school or hospital which facilities can be translifted to another location. You can’t relocate an existing airstrip. Douglas-Charles can’t be saved by a river wall for as the silted river bed rises after each flood there will be need to increase the height of the walls. When do you stop! A new airport is needed in a different location. The lands bought by the last UWP government on which no subsoil exploration was conducted by Trinidadian Winston Rilley, required so much cut and fill that $300 million would only dent the cost. So the soil testing must be done for suitability at Compton Point and all the preliminary analysis completed in this infernal quest. I do not like any of the locations, they are all to far from popular destinations.

    Our political bias continues to make us blind. How can we be talking about relocating the DCA and at the same time talk about international airport. The only way this can make sense is if the airport is going to be relocated to a similar site with the same exciting approach minus the river. When we talk about relocating the airport we are simple talking about the construction of a new airport. There are not many locations in Dominica to place an airport so one would have to assume that the relocation site would be on one of the site already identified for the international airport. If the DCA is located to a site that can accommodate a 9000 foot runway, how can we be talking about relocating DCA and construction of a international airport? Are we working to be the most airported country in the world? After all is said and done Dominica will have four airports……..what a laugh. And by the way Dominica already has an international airport, all we need is an extended runway.

    Ok politics aside, I have an idea. Using the dirty by excavating the Tarou cliffs under Warner Village (between the Layou River and the Tarou River)…build an airport similar to the one at Genoa, Italy (www.google.com/maps/place/Genoa). The runway will be out at see and will run from the Layou river to the Mahaut bay area, around the Belfast River. It will touch land from the Layou River mouth to Tarou River mouth, where the terminal, parking, ect will be located. This location will provide jobs for, and boost the economy from Mahaut to st. Joseph. Plus it will solve the problem about an International Airport and suitable location. Funding is another issue, but it shouldn’t cost more than some previous proposals I have heard in the past, but I will leave that to the politicians and many pundits out there.

    PM please stop the pussy footing around. the airport really need to be relocated and whilst this is being done the opportunity should be taken to build an international airport in this day and age because it would be an asset in every aspect for the country.It does not matter now who had plan to build it or came close to building it. the important fact is the country needs it and when it is built it will be for Dominicans.

    Wait a minute! I thought Skerrit announced that he had SECURED $300 million to build a Hospital and an international Airport, and now he is saying that he Government is incapable of funding the project?
    Also in November of 2013, Skerrit said that “Dominica does not need an international airport” and then after Linton proposed a plan to build an international Airport if UWP wins the election, then 3 weeks later Skerrit came up with his $300 million project. Today in his statement, he is saying that “we’ve never been opposed to an international airport”.
    Doesn’t he think that we are taking stock of what he says? If your RED CLINIC recipients are not paying attention, then we are.

    Relocating the airport is election talk. Expect two bye elections very soon. One in the Point Michel Constituency and one in the Roseau South Constituency. For the last twelve years, the man has spent millions of dollars to win elections, Erika came, Erika gone, the man told us we need over one billion dollars to resurrect Dominica, he spent millions of dollars on night landing, he recently mentioned approximately thirty million dollars to repair the airport, relocating airport has never been mentioned. Where is he going to relocate it. It cannot be in the same area where the UWP had planned to build the airport. The reasons are, one, he has never been pleased that every time Dominicans talk about an airport, they remind him that the UWP had bought land in order to build an airport and he caibouch it. Second, every manifesto that has been produced by the UWP, mention is made about building of an airport, while he has been saying we don’t need a new airport now.

    As long as Dominicans in the majority have no problem in being classified as the most backward country in the OECS/Eastern Caribbean, then the idea of having an International airport will always be an illusive one for the more progressive Dominicans who unfortunately have been in the minority for the past decade and a half.
    As a frequent traveler, whenever I land at Melville hall, a “warge” always runs through me considering what exists in St. Martin, St.Kitts, Antigua, St. Lucia, Barbados, Grenada and now St. Vincent!!!

    TS Erika must have been a Supernatural event to touch some of the projects such as the Chinese Friendship bridge that had Sh++t flowing all over the place. The Venezuelan refurbished airport which is in a river bed. The South and South east, strong holds of the Government which got most impacted. Where all the world bank funds was going to be spent.

    Once there is talk of an election,and/or by election,Skerrit always has an airport to build.We should have had 3 International Airports already. ONE in 2005,2009 and 2014..He will even assemble his fools at Lagon soon to show them a computer image…Instead of a Prime Minister, Dominica has Lie Minister.

    Only on the Plantations have we seen more divide and conquer tactics. This Gov\’t cannot even build a bridge on a main road , they cannot fix the streets of Roseau and its the crumbling buildings in the city, MPH do not have the basic medicines and equipment to treat simple illnesses , everyone injured has to be flown over seas. So with all this said, I want Dominicans to tell me how in the world they can believe this Ducktor Skerro when he makes these wild and empty promises.
    Skerro, we are the worst off as far as infrastructure is concerned , so start building a foundation of reputable designs before you open your mouth.
    Dominica does not even have galvanize to cover our houses! Go to St.Lucia and see progress.

    Skerrit is simply lying to the ignorant people of Dominica. This government has no damn plan to construct an international airport. All the stories cited above about construction of a serious airport is meant only to fool the fools of Dominica, the labourites!!!
    This government has absolutely no intention to relieve Dominica of her unenviable accolade of the most backward country in the Eastern Caribbean.
    As someone living in nearby St. Kitts, the only thing that I see growing when I come to visit my relatives is bush!!!

    Thanks to DNOs chronology we have found out yet again that the Doctor has been lying to us. Skerrit said in Nov. 2013 that a 300 million contract (which included an int. Airport) was signed with a Chinese firm. Now he is telling us the government is still looking to built an int. Airport. This guy is telling us BS on a daily basis and he is still here? This man needs to go! The only thing he is good at is story telling but we can not afford to have a story teller as our leader. We need much more than that. There is at least one by-election coming up and we need to show him that we are serious and we can do that in NOT voting for the DLP.

    So why did the DLP cancel the planned new international airport construction several years ago, (immediately following the election of the new PM and the DLP majority; and being fully-funded by overseas governments)?

    All landowners of the planned new airport site in the northeast were paid millions of dollars for their land, by the previous government.

    This entire discussion by the PM does not make common or business sense!

    If I had promised that an international airport MOU was signed and in progress I wouldn’t be telling people about the airport and location.

    Build new international airport in Portsmouth. With air strip extending from borough square to one mile. Will have to move some homes but is best spot for international Airport anywhere in Dominica . If keeping Melvillehall just build a new terminal on the north side/other side of runway. There is already empty land and enough space for parking.
