Members of the public will on Tuesday receive a first hand look at a project the government says will transform the face of Roseau.

On Monday parliamentarians were given the opportunity to view a presentation of the design concept of the project at the State House.

Ian Fields, of 3S Bridges/NSG of Barbados, told state-owned DBS Radio that the project will include improved traffic flow, upgrading of streets and storm water drainage system, some physical infrastructural upgrades, new bypass roads, replacement of the West Bridge, a sea wall, among others.

He said the project will make Roseau, “more of an appeal, to say, visitors.”

“So it’s a broad approach … let’s just say that they are part of an all-encompassing upgrade and improvement to Roseau and I think that will make it very attractive for the visitor and for the business person and the resident,” he said.

Fields said the feedback from the parliamentarians was encouraging.

“The people were able to see, by virtue of the presentations that we gave, some images so they could see the full potential of Roseau … I think it is exciting,” he stated.

He described the capital as “a beautiful city hidden behind a few obstacles” but there is the potential of bringing it “back into the fore again” as a beautiful place to live and a place where visitors “[want] to visit and then return.”

The project was one of many revealed by prime minister, Roosevelt Skerrit, at a Dominica Labour Party rally in St. Joseph.

This is not the first time the government has spoken of transforming Dominica’s main town. In the 2009 general election campaign it was promised that Roseau would be transformed into the “premier city” of the Caribbean.

In 2012, Skerrit told parliament that ALBA was funding to the tune of $4-million what was described as the ‘Roseau River Promenade.’ According to the government this would transform Roseau and give it a more beautiful look. Construction was to begin in April or May 2013.

In January 2014, tourism and legal affairs minister, Ian Douglas, said heavy rainfall and flooding on Christmas Eve had forced designers of the Promenade back to the drawing board.

It is unclear how the Promenade will fit into this new project now being discussed.

The presentation to the public will take place at the State House at 11:00 am.

    @ Old city one of your wants I would not invest in that is elevated parking DA being the volcanic place that it is I think grading a big piece of land rite outside town would be great with shuttle buses to take you into town and back or since the geo project on the way have a mini train shuttle in and out of town so we would be using power instead of fuel. While am talking about needs with you I would like to ask the PM again when MAMO said we should diversify it should not have ended at farming but every thing we have great relations with all these Spanish countries am asking again since you said we are going to have indoor sporting facility please we could start building baseball fields cause look how hard it is to get Dominicans into west indies team look what Shillo have to go through it will start by DA kids playing against the Spanish countries then we will get those big contracts to play in the States, I hope someone reading this will mention this to the PM, would also like to see more people backing me on this even if you don’t like some of my views but who knows it might just be your kids that benefit from my idea.

    Roseau central should be made a walking city – with access to only commercial vehicles, emergency vehicles, and city residents and a proper mass transit system that would move visitors in and out of the city from 3 proper parking garages located north, south and east of the city. This would help make Roseau a much pleasant place to navigate and do business and would reduce pollution.

    When I note the ungodly, inhumane pressure they have been putting to bear on the PM all through the years, then I look at the some of his achievements for Roseau – the lovely new State House, and the two modern additional bridges accommodating traffic in and out of Roseau, and the proud international sports stadium, and the two modern back roads – one at the top of Goodwill and one at the side going towards Bath Road, and the improvements in colour made on some of the pavements; I am bound to know that the PM is serious and the only thing that might stop him is certain naysayers writing or going to the project funders with negative talk as usual.

    So the state house alone cost 27 million and its going to take 4 million to develop roseau. You talking new sewer system, road restructuring, bridge construction and soo on. What i would like to know is how much was paid to bajans to put this together and why was the resources of the planning department not used. It seems like dominica have no talent, no engineers, no planners, no professionals to do anything, or is it simply the leadership do not trust its staff abd people.
    secondly i would like to hear bout funding source. Ooops i forget part loans part grant from chinese. You cannot fool people all the time with your political gimmicks. Everytime there is some plan by the labour party i see a disrespect for civil servants and established gov. Departments. How can you guys sit idle and let this happen. Our welfare department nor good enough, public works not good enough, city planning not good enough, the hospital staff not good enough to deliver your baby, domimican lawyers not good enough, dominican advisers are not good enough, dominican construction is not good enough, breezy mart not good enough. How you people sit and take such disrespect is besides me.

        That was deliberate so people would think of what this would cost if the promenade alone was $4 million estimate and state house 27 million. First of all grants are based on need so i want to know where money coming from and who pays the bills.
        Roseau definetly needs improvement but i think it should be gradual long term and not an economic burden.
        Seems like PM just wake up in the morning and wonders what he gonna do today. Then comes up with these things the goes to china and other places see where he can get loans to complete overnight. That is irresponsibility.

    But i can do that on photoshop.
    That’s just a concept design. There’s nothing concrete about that. If, however they had some engineering detail……….shop drawing detail or plans. Its very easy to fool people with space age pictures but we must be realistic. there are engineers, architects, construction engineers etc amongst us…we know better.
    dem ting dere will fool somebody like mammy or vado anytime.
    DOMLEC has to get on board in a huge way, DOWASCO as well
    what will be the minimum frontage for businesses…..we have to allow for parking and traffic flow…i heard something of two-way traffic to lead out of town

    alas. every election dem man have a new plan that cannot seem to materialize yet
    i waiting ti put all u out…….we need competent people to take care of that………go build another palace.

    Okay i would just like to say this but can they come to Marigot after they are done with Roseau cause the airport needs improvement and on the way to Roseau the people pass through Marigot so can you develop Marigot so people can see that the place looks good i mean no one ones to come here on there approach to Roseau seeing a poor village.

    I am all for projects and the development of Dominica. If the government has a project proposal for roseau thumbs up. I have been hearing about projects but cannot see any proposal being put forward. shouldn’t there be a report or proposal where everyone can have access to. An outline of the project should be put forward for the knowledge of the people The Project Tittle, Project Summary, Total cost of the project, Funds requested from the sponsor/loan, Details of PI Details of authorised administrative official.
    If the government is mentioning about a project for roseau shouldn’t there be specific project information, project purpose which is the overall goal and specific objectives, project design or work plan, evaluation plan and the budget summary. why is there always mention of projects but nothing for the people to see in writing. if there is such a great project for roseau shouldn’t be there a meeting explaining to the people and asking their views or ideas.well at least thats how i know its done in the real world.

      I wholeheartedly disagree…..There is barely any economic growth in Dominica. The country is stagnant. Debt is sky high..Infrastructure is only one aspect of Economic Development which is a transformation of an economy at the economic level, socially, institutionally, legally, culturally, politically, it includes the level of employment and access to education, health care all these things.. Simply put…LABOUR PA KA TWAVAY! And a lot of Dominicans are too narrow minded to realize it….

    Is the same same talk we hear in 2009, then we hear riverside promenade in 2012, and now because elections must be called by law in less than 11 months we hear it again only this time with pretty manifesto pictures and a big fat pay check for a Barbadian brought to our land by Hartley Henry no doubt. It seems that Skerrit is nervous about the elections and is making promises one after the other. I am sure if he wins again we will hear that same talk in 2020 with more pretty pictures.

    I really share this particular objective. Roseau is a really beautiful and beautifully situated city. It needs a comprehensive facelift that will set great standards for Dominicans and a great destination for visitors.
    However, this is more than just ‘a project’. This will require several phases for a meaningful transformation.

    Politicians are really a bunch of wicked people. To sit in an office for lets say four years, knowing why you were voted in, what the people expect and what they need and do nothing to address it and at the end of your term you show your face asking them to vote you in. Its like someone seeing a hungry child, know that the child is hungry and homeless, promise that child that you will give them a year’s supply of kfc (you see to a child kfc seems like the best food in the world), a roof over his head with TV in his room. That child gets so happy and excited, you tell him there is only one thing you want him to do and that is to go in your land and pick all the oranges, bag them and sell them for you. The poor child could eat an orange but is afraid of what you will do so instead he obeys you and on an empty stomach does your bidding only for you at the end of the day tell him you do not have money for even one kids meal. Adding insult to injury next orange season you go to the same child promising the same thing.
    What sea wall they talking about for Roseau? And the stupidness of the christmas eve storm, 2 years after the project was to commence cannot justify why it was not done. These guys should be jailed if at the end of their term they did not deliver at least 30% of what they claimed.

    This is all a scam with a lil Photoshop and CAD to assist.

    The issue of the overhead lines is HUGE. Domlec indicated it would take years upon years and millions of dollars to even begin this project.

    Whenever these guys want to fool the usual Labour wash your foot and come ppl they just bring in a couple white people with beads and all the natives start dancing.

    Its so sad.

      Both Domlec and LIME(Cable and Wireless at the time) agreed years ago (around 2005) to submerge their lines in conjunction with the Roseau development project.

    Don’t get me wrong now. I am for real change in the out-look of our city and country. The problem is, the promises you are hearing will not happen under these greedy politicians who are focused on enriching themselves. It’s the old election ploy and bait to keep them in office, while poverty, unemployment, victimization, marginalization of our people are the daily way of life. Why are they not talking about the debt of our country? Can we sustain the current state affairs and expect to pay the debt? But, for how long?

    When Papa Chavez and Gaddafi were alive we did not see transformation; is now they dead Skerrit going to transform Dominica? With what? When they were alive, Skerrit said we could not afford international airport but now Dominica is hard as hell and election coming, in one week the man has promised to: Build international airport, Build two new schools in Thibaud and Calibishi, completely transform Roseau and Portsmouth, build in door sporting facilities, want to turn Canefield Airport into a buzzing cruise ship port, will build Pont Case road going through to Castle Bruce, Petite Soufriere and Kalinago Territory , we getting a coffee plant, an abbatoir, a joint venture with the Chinese in a Dominica/China Modern Agricultural Center, a diversification program and a packing house, where “farmers will be able to sell more.” WINFRESH has agreed to invest millions of dollars in the agro processing subsector of this country. We getting state of the art hospital, Marigot hospital to become trauma Center and promises on top of promises. Boy with these promises I even start to dream of Dominica as a 1st world country. But with all these promises, sadly enough, a young Matthew Walter retiring, Gloria is all but out, Graneau is out, Ian just has no shame why he is in, Reggie was supposed to be replaced, Ambrose not sure but they afraid of him, Soufriere is out. Why are all these candidates not encouraged to stick around so they could all rejoice?

    My people please tell me. So there are no Dominican architects, building contractors, civil engineers, construction firms, that could design a simple rehab of Roseau streets, drains and so? What is so grand about that project? Sky scrapers, 30 storey buildings, nuh to be built?

    It is boasted that Dominica now has more trained skilled people, but the jobs are going to foreign construction Cos. Jobs that locals could certainly do. Total lack of trust in the ability of our people to engage in meaningful work.

    Where the $64 million from the Petro Caribe operations? At least Venezuela would not be so upset. if part of that debt was used for the Roseau Upgrade project.

    Govt’s priority was to build a $27 million State Palace and create jobs for the Chinese construction firm and workers. The loan from China, Dominicans have to pay back, while local construction workers remain unemployed. What next?

    People don’t be fooled…This is just an election gimmick…Detailed Plans for the Roseau Road Re-instatement Project have been sitting in the Ministry of Public Works for years…It had to be funded by the Kuwait Government as part of Sewage Development Project…But of course the money was diverted elsewhere. Plans for the Roseau Historic District were never taken on board.

    …. Ian Fields has been paid a big sum of money to re-create existing plans using computer software….Designers here could have done this for free or at a lesser cost…This is all aimed to blow your mind and win votes….Any development plan for Roseau must originate from the people and not Barbados…We .Dominicans most of all know what we want…
    Just because the UWP started talking about turning Roseau into a Green City….Skerrit suddenly realizes that he has abandoned Roseau for 14 long years……But we will not fall for that …..

Then again in 2005 it had to be done it was in an independence address of Piere Charles and Budget Address of Roosevelt Skerrit.     All I can say to my people is BE CAREFUL with Skerrit. I would like to use a name that really describes him but knowing DNO, it will never get posted. My people, please do not allow yourselves to be fooled by this government that has failed us. The simple question is, where is money coming from? Folks, Chavez is dead and his political successor in Venezuela is under serious financial and political struggles to the point that the people are on the streets protesting everyday. So quite certainly, they cannot help us. In fact they trying to get our government to pay what we owe them. Like Chavez who use to support Skerrit, Gaddafi is also dead . It cannot be sponsored by the USA, France, Canada, Britain or any country whatsoever. So don’t by in one bit into this political Gimmick of Skerrit and Hartley Henry. They sense they are about to be rejected by the people of Dominica so they are just fabricating new tricks everyday. BUT LIE THAT!

    I belive it is important to have vision and grand ideas, strategy. We have to think about the betterment of our society. We have to think even beyond the current regime. But lets face it. It aint gonna happen. And if it were to be given priority I would question other vital, even crucial things too, and why its been taking so long. For example: the long awaited hospital we have been hearing about for 10 years, reliable pipe borne water supply for the entire country. Alas, even Roseau does not have a reliable supply particularly when it rains. What about a better garbage disposal system. A new prison and a better reform system for young offenders. Equipping all fire stations with fire fighting equipment. Equipping all ambulances with relevant equipment and manpower, Reinforcement of our roads and drainage system and adequate maintenance to mitigate effects of storms and hurricanes. How about strengthening or disaster preparedness capabilities. Assistance to the homeless. Youth empowerment. There are so many more doable activities of high priority which will not see the light of day. Oh there are so many things we can do better and we should demand more attention to. I am not saying that we demand to get it all at once though. Yet. I am however happy that we have foresight. That we can dream to be a better city. At what cost though, and at what priority?

    The city of Roseau will not be able to transformed without demolish those old houses especially when you leave fond cole to the city,theres some old houses when just cross the bridge I guess when entering independence street, these houses have our city looks like abandon city.these houses need to demolish.

      Wish you luck Dahman there’s a lady I heard on the radio for years now with a tree that needs to be cut down to this day that tree pose a threat to the people lives and they can legally go in there and cut the tree down, that’s what gets me those property u talk about that needs to be demolished is not owned by the government they are privately own so if you can see it I can see it how is it they cant see it? and these are the same people and their that come on DNO and say how ugly the city looks, why does the government have to do every thing?

    Who is going to pay for this? where is the coming coming from? How are we going to pay it back? I think we need to focus on the fundamentals of our society such as helathcare, education , housing and most importantly, jobs. All else will fall in place.

    Since the DLP seems incapable of comprehending this then maybe it is time that they fall out of place.

      you coming in here as Anonymous because we all know you never asked Lenox where the money will come from for the new airport or the boat or the plane but if you are a true Dominican you would never ask that question cause like or don’t like the PM one thing he always do is tell you is here he is getting the money to do any projects it might not finish on time but it do go a long way but you can tell one day it will be done.

        I believe for change to occur sacrifices must be made….if the old building are too old beyond repair they shud be taken down…we need to upgrade and life made easier and comfortable to live…ppl will bash the pm and some will be against but at the end of the day who is going to suffer….Dominica…when the visitors become fewer and the economy sinks deeper we shud look in the mirror and not the pm

    There are a few other things I am looking forward to see included in this Capital City Upgrade: elevated car parking facilities , an expanded Roseau Market to included a craft market, a much improved meat market with meat cutting and refrigerated facilities, business incubator space for 100 small businesses, traffic lights, overhead pedestrian walk-ways, a new public library, proper and accessible sidewalks for the whole of Cork Street, upper Independence Street, Bath Road, covered centralized bus terminals with washroom and seating facilities and a relocation/redesign of all the unsightly cemeteries that make Roseau looks backward.

      @ Old city one of your wants I would not invest in that is elevated parking DA being the volcanic place that it is I think grading a big piece of land rite outside town would be great with shuttle buses to take you into town and back or since the geo project on the way have a mini train shuttle in and out of town so we would be using power instead of fuel. While am talking about needs with you I would like to ask the PM again when MAMO said we should diversify it should not have ended at farming but every thing we have great relations with all these Spanish countries am asking again since you said we are going to have indoor sporting facility please we could start building baseball fields cause look how hard it is to get Dominicans into west indies team look what Shillo have to go through it will start by DA kids playing against the Spanish countries then we will get those big contracts to play in the States, I hope someone reading this will mention this to the PM, would also like to see more people backing me on this even if you don’t like some of my views but who knows it might just be your kids that benefit from my idea.

        The writer made an excellent point. It shows you have not traveled and notice what obtains in our sister Island of St. Lucia with the benefits of overhead pedestrian walkways. Take a trip and carry some motion sickness tablets . It will all worth the money.
