Less than a week after the government announced it had signed a Memorandum of Understanding (MOU) for the construction of a high-end hotel in the north, the United Workers Party has reiterated to a forum for returning and visiting Dominican a proposal for a five-star eco resort in the Kalinago Territory if it is voted into power.

This is not the first time the UWP has brought up this proposal, having mentioned it in the Kalinago Territory and its growth forum last year.

UWP Candidate for the Roseau Central, Joseph Isaac, told the forum on Tuesday morning that the resort and the construction of an international airport “are some examples of the way you can really make meaningful change in terms of economic development and the alleviation of poverty.”

Additionally a modern fruit juice and root crops factory and the development of an essential oil industry specifically in the Petite Savanne/Delices area are some of the ideas being proposed by the UWP.

He said the assistance of those in the diaspora is going be needed in the party’s plan to develop island.

“In essence what we are trying to do with our diaspora is to build Dominica one-hundred dollar at a time,” he told the gathering.

He said a UWP government will facilitate resettlement in Dominica for those in the diaspora who wish to return.

“We will help you in business development and we also place on the platform for national development an investment strategy which is crucial in the role of the diaspora,” Isaac stated. “Without the diaspora, this component of development will not happen, so we definitely need the diaspora people.”

Recently, the government announced it has signed an MOU with Dubai-based, Range Developments Limited, for the construction of a 75 to 125-room, high-end luxury brand hotel in the north of the island.

The MOU was the first to be signed under the investment arm of the Economic Citizenship Programme.

The prime minister also said negotiations have already began for the construction of a 75-room hotel, also in the north.

A 65-room Morocco-funded hotel has already been constructed in Portsmouth, which according to Skerrit has a conference room which can sit about 200 people comfortably.

    If you build a resort, you’ll be helping your country and it’s economy. You’ll provide jobs for your people. The people you love so much, you even want to serve them. The country you love so much, you want to represent it. It’s not what your country can do for you, it’s what you can do for your country. Go ahead and build your resort. You don’t have to be the Prime Minister to do that.
    I smell a rat. I think you first have to be the Prime Minister because you want to dip your hand in the money, and push your finger in the citizens eyes just like all the others. The country’s money have to pay for your resort, mansion, palace, tout bageye.

    Funny though this idea is being proclaimed by Joseph Isaac, and not the deputy political leader, recently a young kalinago individual ask his parliamentary representative hopeful, what plans does he have for development in the territory, and no such thing as a 5 star hotel was mentioned, rather; a Chiefs house, a new councils office, upgrade of the Kalinago Barana Aute’, handicraft development, and cassava planting was what he mentioned.
    In my mind these plans of Claudius Sanford are all passive tasteless and disappointing,
    we are talking of the Constituency of Dominicas’ first people, and i just cannot believe one among them who is so boastful of his qualification, is the deputy political leader of the party aspiring to be in office, do not have the foresight to lead his people from the oppression they have been suffering for the last 500 years.
    just recently Tiani Behanzyn, had on his programme the idea of autonomy for the kalinago people, this brought to mind reparation, and extension of the territory, and this to my mind should be the main focus for any leader wishing to serve this nations first people.
    That does not mean they do not need other projects in between such as mentioned by Sanford himself, but that most certainly cannot be the partys’ priority for our first people.

    Lol, I laugh sometimes regarding politics in my Country.The Government just recently announced that they have signed a MOU to construct a hotel in the North and there was such a negative reaction to such announcement.Now you have the UWP making an announcement for development in The Kalinago Territory if they win the next election promising to build a Hotel.I wonder what the comments would be and which one of the two Projects seems more likely to be the most feasible.

    When Politicians hold conferences and making statements quote “Additionally a modern fruit juice and root crop developing plant and a central oil industry specifically in the Petite
    Savanne/Delices area are some of the ideas being proposed by the UWP.”I wonder if they really think they can win an election on ideas and promises.Mr.Issac sounds to me as a naive Politician, is this how the UWP expects to win the next election,by pitching ideas.What is this about a central oil Industry. Mr Issac needs more explaining to do,is it Petroleum oil or is it oil from Bay leaf and other Plant base essential oils.

    Regarding the promise to build an International Airport that is all good,it is an essential infrastructure needed right now in our development, especially economically, saying that such infrastructure would help the alleviation of poverty is such foolishness.It irritates me when I hear Politicians make such statement regarding poverty.

    What is all that pandering to the people in the diaspora,all this is lip service.Political power and economic power goes hand in hand, you cannot have one without the other,asking people in the diaspora to provide economic help and not empowering them politically is useless, by political empowerment,I mean having the right to run for Political office or having the right to partake in the political process.The electorate in this election have to be more astute,it is one of the most fiercely elections to be contested in our history,it is also an election that has changed the landscape of Politics in The Country.

    I sometime wonder if i will be alive to see de first Kalinago President or Prime Minister……
    Kalinago Territory should be de biggest Tourism earner and attractor de island.
    A five star resort in one of the most attractive tourism area in close proximity to an international airport…..model village and everything.
    that idea can be fine tuned to create pure magic…..i think any venture of that nature having roots in Kalinago Territory and involving our official first peoples on this island can be a wonderful blessing for Dominica

    ok…no beach front but it can work and would greatly help put that area. Now keeping in mind that there is no beach front i hope that there will be some compensation and include services which will attract visitors.

    A hotel can be constructed anywhere but is what it offers besides just visiting lovely Dominica that will make people say i want to go there, it was a good stay, i need to tell my friends about Dominica and that particular hotel.

    We lack in services in Dominica which i would love to see improve and it says something that no investors are coming and Government has to build.

    We want long term jobs and not short term construction jobs.

    Honestly i am not even going to read all these comments to see if somenelse has already said what i am about to say . I am for change , i believe that change is a must , but come on UWP more hotels, we have so many small guest houses that we cannot even full on a a regular . We don’t have proper air nor sea transportation to our country ,so how we going to full those hotel room ? seasonal ? Try something else like a multipurpose center so they can exhibit their culture or fix the tourist sites etc and i also am tired of hearing about all these promise to build this and build that , make the most solid promise and only one for now , the one to fix our economy and bring us back to producing so we all can get back to work to take care of our self instead of going to RED clinic on Wednesdays.Too many promise ok. What if you all get to government and stay there for (8) years and because things are so bad economic wise you all can’t deliver, do you all think the people will vote you all back in ,take it one step at a time and let the people know that’s all you intention to take it one step at a time .

    Every hotel announcement anymore is for a 5 Star Hotel to be built. How many high end hotels are sustainable competing against each other? Why not a 3 star hotel announcement that is actually affordable? Most people who vacation go on a budget. You need infrastructure for a 5 Star clientele, like gambling, entertainment, 1st class amenities locally. Is this the image Dominica wants to project?

    I am trying not to get involved in this sort of things–where politics is concerned–but I love Dominica too much to remain quiet when the things of “senselessness or nonentity” like that one above is spoken through a microphone by desperate men and women to the people of my Dominica.

    What exactly is this man saying to us, Dominicans, through his expression with that
    “$100.00” at a time to build Dominica?

    The projects, which he is suggesting, need the financial resource of hundreds of millions of dollars, when on earth will they accumulate that financial resource through $100 at a time, and what is that time frame that he speaks about?

    Whom do these men think they are speaking to? Even if there was a flow of monetary donations every minute of the hour, every hour of the day, every day of the week and of course every week of the year–how many years would it take to have the financial resource to fulfill those promises as spoken to the people?

    Why do these men speak the thoughts or ideas of their minds, before they decide its nature, and so to not reveal futility to their listeners?

    Why the Kalinago territory? Is it designed to provide employment for our native people?

    That in itself I’d not a good reason to build a hotel in that area.

    Firstly the government should not be in the business of doing any business.

    Secondly, a business case has to be made before they embark on any such venture. The government should not spend any money for political expediency. That is a recipe for disaster.

    I have lived outside Dominica and over the years I have done very well for myself. I am considering moving back, but I could never invest my money into anything the smells of politics. It has to make sense on its own merit.

    There is nothing wrong in building a resort in the Kalinago Community. The question is, why wait til election? Lennox and his team will be the owners, that will bring in employment and revenue for the Community.

    Let me see if I understand that, helo me if it makes sense to you.

    So a UWP Government would build a hotel but a DLP Government should stay out of the Hotel Business. Is that so? Come on UWP, you can do better than that, no?

    A Uwp Government would build an international Airport. But when Dame Eugenia and the DFP was negotiating for an international airport. The UWP said No to the Americans. Is that so?

    Is the UWP willing to admit to the truth, that because of them, we do nor have an international airport? They’ve fooled us once, we will not be fooled again.

    The UWP has had nothing good to say about our international partners and benefactors – who and where are they going to get financing from? Not from any of the contacts Prime Minister Skeritt and the Labour Administration has made, for sure. They would need new partners, will they tell us where their partners would come from?

    Show Us The Money!!

    We are not doing away with what we know for what we do not know; Dominica is too important to us to risk it with the unknown.

    I want a sky crapper to heaven – will the UWP build one for us? I mean they must have some initiatives of their own; they cannot look at what the Government is doing diss it from kingdom come and the next day say, I will build one too.

    Show us something the government is not doing or has not done that you will do, which would be beneficial to Dominica and Dominicans. Isn’t that what we would all like to hear?

    Up to know they have not shown us one reason, why they would be a better government for Dominica. I mean change can be good, but change for the sake of change is very, very bad.

      What you have forgotten to say is that Eugenia Charles made an effort to build an International Airport, they only talked as usual, even when she had a chance to talk with Ronald Regan face to face and seek his help she was busy asking Regan to send the tropes, the Marines to Grenada, to declare war, hence killing more than three hundred mentality ill patients in a mental asylum.

      You also forgot to say the UWP, had an international Airport in its first stage of development, which the Labor Party shut down, remember the contractors from Trinidad was already in Dominica when a combined Labor Party, and Freedom Party chased them from the country, stating “we doh want it!

      No my dear, the Commonwealth of Dominica has established diplomatic relations with several countries as did the United Workers Party on behalf of the people of Dominica – its not a political party that establishes those relationships.

      Should the current PM loose the next election – he will not be able to call on Morocco and say lets negotiate for a hotel – he may however, if he has the cell number or email address of any of the current ministers or representatives – be able to call them and say ‘how are you’? ‘how is it going’?

      In the same breath- the next party will be able to go to Morocco and say, lets discuss or negotiate for a hotel on behalf of Dominica. If Mr Skerrit was not the Prime Minister of Dominica he would not be able to negotiate any of the diplomatic relations he has now and which will remain (should the next government so feel).

      How is DNO misleading. Joseph Isaac only spoke to visitors this week ,not several months ago. DNO was accurately reporting “The who ,what and when”. I think that is a great report. DNO is doing a great job reporting the facts.

    Wait a second people are complaining because the UWP is suggesting building a hotel and an Int’l airport? Where exactly is the trick here? How are they fooling people by laying out their plan for the future? What should they do as a party, just sit silent and have you guess what their intentions are?

    You may not agree with the ideas put forth, but to say they are empty promises, pie in the sky, etc. suggests that no candidate should offer any ideas, since they are all promises until they take office. As for working with Dominicans around the globe to help develop the country, if we feel that is laughable then we have really lost belief in ourselves and our capability to help ourselves.

    I guess the only reasonable path to Development in Dominica is via handouts by wealthy foreigners and governance by secrecy. Just check the int’l press to see all the mileage Dominica is getting by doing business in secret.

      I have a couple problems with that. Uwp and its supporters ( at least on dno ) nave been saying that the government should not get involved in the hotel business. That should be left for the private sector. Have they changed their minds? Well the DLP are already way advanced in the hotel building business.

      Secondly, the business of the fruit processing plant. This is questionable and might not be sustainable. We had Domfruit, in the past, which did not survive and now we have Bello, which have been struggling for many, many years. You all might want to give this just a little thought.

      The trick is this. The UWP cannot build a hotel in the Kalinago territory because of the land ownership and the uwp is not a company but a loose political party.

    So long, Mr Stanford and team Dominica mentioned about the hotel in Kalinago Country. This is not new. This was mentioned long before the PM came with his bogus hotel story again. Don’t you see who he is signing MOU with? A company that is broke and has a poor success record. All this company wants to do is to get our passport money and run away with it just like those of the Layou River Hotel. Shame,shame. Change is a must! Dominicans let us vote in a set of people who has record of success in management,etc and not put back a set of people who never managed any business. All they use they power to do is to enrich themselves, family and friends and made all Dominicans poorer than they were before. We need a better team. Join the people’s revolution to get out these corrupt men in Government. They do not deserve to be their. They are liars, cheaters, dictator, and do not care about us. Check the present state of our hospital. When these men are sick, they are flown overseas but we are left to die at the hospital. Lord, please rescue us, Dominicans from this corrupt government, in Jesus’s name, Amen.

This is just another set of people who will run off with our millions of dollars received from the citizens program. Go and read up about these Dubai people. This is just another of Skerrit’s desperation. Some have escaped with our money for the Layou River Hotel and no hotel. These men are just coming to see if they can get some millions to pay their lawsuits. Some of you, labourites are so blind that you cannot even see what is happening.     A little bid of advice to the leadership of the UWP from someone that will definitely not vote for the corrupt DLP: stick to your own agenda, do not make the mistake to copy what Skerrit is practising on a daily basis – promises without substance, that are never kept.
    Dominica does not need any Mega Hotels or Mega Resorts, what is needed however are small, individual, luxury Eco-Resorts which also concentrate on Wellness and Spa tourism. It’s a niche market which huge growth potential for years to come and it’s sustainable for our beautiful Nature Island. We can not and do not want to compete with the likes of Barbados on mass tourism.

    Get over building hotels , there are enough , you need tourist to fill the rooms .Come up with some packages to entice people to come. For the locals you need better hospitals with staff we are trained to deal with emergencies, and schools which cater for all the needs of the child , better sporting facilities , trained coaches provide opportunities for children to learn a trade .The list goes on and on .

    Dominica will not be able to move forward without an international airport, this is not a joke, I served the puplic in the U S when ever they asked me where am from,My answer to them Dominica first thing they ask is there a direct flight to Dominica,everyday I transport passenger’s to the airport in Atlanta most of these passengers travel to St .       Did Mr. Isaac say the hotel would be a gov’t run/funded endeavor? Placing the idea on their agenda doesn’t mean it cannot be built and operated by a private entity. The same way we attract private firms like Clear Harbour, we can do the same for private hoteliers. This is VERY different from handing over Dominican funds to a foreign firm (with a shoddy background, btw) to build and operate for us.

      Right here JB! I didn’t read that Isaac said a hotel would come before the airport. I DID clearly see the hotel as one of several plans INCLUDING an int’l airport. That is an important distinction!

      Furthermore, Team Dominica has stated its focus on attracting private investment for new developments and using Dominican funds to support existing Dominican businesses.

      I can’t believe the number of normally straight-thinking Dominicans who call a 6 a 9 just for politics. They all know darn well that we needed an int’l airport 20-30 years ago, but make all sorts of excuses until “their party” launches it.

Why is a 5 star hotel such a priority for any party. you cannot even fill half of the rooms of the ones you already have. How are you going to get the tourist into the island. Sort out your travel links first, offer something to the tourist other than eco tourism and hikes. What makes you think that mass tourism is suddenly going to come to Dominica because you put up a white elephant 5 star hotel. Where do they pick up all these jokers!

    Isaac, nobody can say I am going to build a Five Star Hotel, I mean you can say it but there are people who understands the concept will laugh at you, another thing when you speak of echo hotel, you are talking off base, because that could entail plenty that yo perhaps are not aware of what you are talking about.

    Do not get trapped into sweet sounding words, which may cause your defeat! Do as much research on the subject before you start talking!

    Five star hotels are not built, nonetheless after the hotel is up and running, based on the service it provides, and the amenities within, there is an organization which do the rating, hence based on the afore mentioned, they will rate it a Five Star, 4, 2, or zero, star, and mind you the size of the hotel does not matter, because there are hotels which I have been into consisting of more than four thousand rooms, which are not rated!

    There is a small hotel on the island of Nevis which is rated a Five Star okay, you have never heard of it I am sure, your rhetoric here is the same as Dominicans who like to talk about “Jet Port, or Jet Airport.”

    There is no such thing as a Jet Port, nor an Jet Airport.

    Internationally there are International Airports which accommodated Jet Propulsion aircrafts such as the 747’s and others in that category, and the what qualifies an Airport as an International Airport, is the length, and width of the Runway.

    DNO you are making some major misrepresentation in your reporting. I am not a member of UWP, in fact I’m a Labourite who will be voting for TEAM Dominica next election.
    To state as a headline caption “Less than a week after the government announced it had signed a Memorandum of Understanding (MOU) for the construction of a high-end hotel in the north, the United Workers Party has said it will construct a five-star eco resort in the Kalinago Territory if it is voted into power.” is erroneous and misleading. The UWP stated this project plan months ago, it was said by Joseph Isaac and Sanford, so to give the impression that these guys are reacting to the Skerrit announcement last week gives a bad taste of the journalism you practice.
    If the reporter does not know, then it’s their responsibility to find out before reporting.
    I guess UWP can take care of themselves but I just find this headline to be misleading. I hope it’s a genuine mistake and not deliberate.

      like you did not see what skerrit did to come from marigot to roseau its a highway go down to the north another highway international sports stadium, hotel developments increased tourist arrivals, job creation, college for the youth education scholarship opportunities cheaper fuel prices to farmers and fishermen through petro caribe and more open your eyes

      u taking loan to come down Dominica once every 5 years and when u go back u have big loan to pay and u coming and talk about the capital Roseau my London friend you will leave my capital how it is cause tourism is our mainstay and is rustic cities like this ( not over developed ) that they like to see. when u stop taking loan to come down Dominica and actually do something to help out ur country then u can open your mouth and talk

        couldnt have said it better. they well hungry overseas and come down playing fresh running away and talking about “THEIR COUNTRY” while they there paying taxes in other people place and when they out of job or retire want to come and swim in milk and honey. stupessssssssssssssssss. come home with all the bullow ally saving and life will be sweet.         I am a tourist and YES- I like it rustic and original! Thats why I come to Dominica! But I don`t like the garbage and the smell in Roseau! Maybe LONDON dislikes that too?! So please don`t leave it like it is-garbage wise…
