Dominican student in BVI faces challenges

She may be one of the top performing students in her high school in the British Virgin Islands but Dominican, Joyel London, faces a tremendous challenge.

The 16-year-old has been living in the BVI for only three years and because of that she is unable to get a scholarship from that country’s government to pursue her dreams of becoming a forensic accountant.

London, originally from Portsmouth, graduated from high school with a GPA of 8.009 of a possible 9, which included 6 distinctions and 3 credits. She attained 11 subjects at the Caribbean Examination Council (CXC/Caribbean Secondary Examination Certificate (CSEC) level. She had already received 7 grade ones and two 2s and sat two other subjects privately, the results of which were only released last week.

But despite her incredible achievements, her dreams were dashed when she learnt she could not receive a government scholarship to pursue studies at the H. Lavity Stoutt Community College (HLSCC) at Paraquita Bay on Tortola because she is not a citizen of the BVI. To make matters worse, if she attends the college, she will have to do so as a foreign student since she has been living in the BVI for only three years.

This means her family will have to come up with US$1,725 per semester to attend HLSCC or a total of US$7,000 excluding books.

“Due to the fact  that I am not a B.V.I citizen, I did not get a scholarship to attend college in spite of my good grades. In addition because I have been here for only three years, I have to attend college here in the B.V.I. as a foreign student. This means the higher tuition fees,” London said on gofundme.com, a website she resorted to in order to raise funds for her studies.

Her mother, Keturah London, has expressed disappointment that her daughter has not received the credit she deserves but express satisfaction that she is attending the college due to the goodwill of others. But the monetary challenges just won’t go away.

“It is really hard because it was not a budget that we were ready for. It has been difficult just to reach her travel expenses of four days a week from Virgin Gorda to Tortola and return plus her meals,” she told online news source VINO.

    For all the people that criticize and being “ugly”, what you accomplished in life? So what, the young lady wants to get any education else where other than DA, it that a crime? Also, does the college offer the course that she is interested in? Why do we still live like crabs in a barrel. We always try to tear down womeone when they are trying to get ahead. I AM A PROUD DOMINICAN but Dominica does not always hold the answers to life problems… Hold you head up child and be proud of all the hard work that you have done.

    Girl, honestly u created great embarrassment for yourself. Either your parents make the sacrifice to invest in you or go work hard and save to school yourself, like I did. The world owes u noting, but it is your stage, explore other opportunities and tell BVI you can find better more affordable schools elsewhere.

    the purpose of the article was to highlight her need for funds – at least that’s what i want to believe…but it seems that everyone has taken it unto them to bash her request.

    it takes a very strong determined young woman to put herself out there and ask for assistance. She’s humble and did not let pride keep her from seeking out assistance in her quest to obtain an education.

    I say more power to her … i do hope that you get some help, every $1 counts. It shows that you have taken at least one step in trying to achieve your dreams.

    Mrs London when I Migrated to the United States I had nothing and this was in the early 2000, would you believe me today 11/18/12 I have the Authority to question anyone about his or her immigration status anywhere in the United states and if needs be either have them deported, removed or jailed if found to be in violation of any immigration laws. But this didn’t come over night.
    In short though matter how tough it may seem during your journeys all can be accomplished. stay focus but returning to Dominica is last resort./

    Congratulations on your achievement young lady. But let us put things in perspective here. Your dad works in Tortola for Lime, your mother works as a qualified teacher. They get paid in US dollars. So forget about the conversion to EC dollars; if they are prepared to invest in you they can make the sacrifice of $1750 per semester. After all, they work for US, not EC dollars. Its not like they get paid in EC and have to convert it to US to pay for your schooling. Elvis, stop being a cheapskate and invest in your daughter.

    Sweetheart do you know how many other people who are in your situation or worse? With all those good grades you can get St. Georges’ university in Grenada on a scholarship that pays for your education you would need a 3.5 gpa out of a 4 to qualify. You would even get opportunities to do your practicals in the US. You would just have to pay for your meals and living arrangements… So why don’t you try researching other universities with other opportunities? Go to college fairs BVI is not the only place to study u can stay in the caribbean and get good deals. I would not recommend you come back to Dominica because there are already so many people looking for assistance to get to university. So do some research try your luck elsewhere

    So why couldn’t you attend the DSC and get your associate degree and then work for a year save your money try to secure a loan or get a scholarship from the Government.You have Monroe in St. Lucia or UWI both alot cheaper. Moral of the story, think things through. Nothing wrong in asking for assistance but you have to weigh your options before making big decisions like these.

    If this young lady has been in the BVI for 3 years this means she did not even start high school in the BVI. She is most likely there on her parents time. Meaning, she does not have residency status. How in the world does anyone (and I am Dominican) expect the government to grant a college scholarship to a person in such circumstances. If Dominica government did that under the same circumstances, we probably would all get upset. A government scholarship is given to citizens of a country who show great potential and are expected to work with the government or at least in the country for a number of years. They have to sign a bond. Fair is fair. She did not meet all of the criteria, particularly that of being a BVI citizen. Had she lived in the BVI from infantcy then perhaps one would have a reason to complain but under such circumstances there really could not have been any other outcome.

    Please accept the fact that you are a non-national. If you have to pay, u should not go to their school, you should try other universities. there is a college in Trinidad University of the Southern Caribbean, spend your money outside of Tortola, you are not a national. Or come back home, you would attend the state college with your grades and a scholarship anyway. So i really don’t see your point. You are spending your money where you are being deprived. JOKE THAT

    Well BVI is not Dominica where everybody wash their food and come in. You come today and tomorrow you are a citizen of Dominica. Can you believe that a child born in the BVI with a foreign father is not a citizen automatically? This is a way of deterring all kinds of cockroaches and cakadores from entering the country to do as they please. All countries have rules , if this young lady was schooled there I am sure she and her parents are aware of these rules. I guess the objective of putting this story out is so the young later gets some aid. Good luck with that and I hope you return to Dominica to help develop it.

    People, find out about countries before moving there and see if you can achieve your goals there! This is a known policy in BVI and Barbados and I do not blaim them. Why should their tax payers educate a foreigner who has only been there 3 years? The Dominican government should learn from this and put policies in place to protect OUR tax payers. Miss. London should not see BVI as the end all. She can go to Dominica State College or UWI or anywhere! The sky is the limit!

    1) how many semesters does this course go for?
    2) do you have any means to sustain yourself (board + lodge)?
    3) do you have any funds at all?
    4) if yes to n°3 how much are you lacking?
    5) Do you want a loan or a handout?
    6) Do you plan on returning to Dominica to serve the country? for the value of monies received(at least)
    7) What guarantee, the people helping will have of your sincerity and that your ARE really attending classes and have great marks?
    I am awaiting some answers.

    Why is this even a story on DNO?? Give me a break honey take a student loan like the rest of us. Seriously??? What are you looking for? Sympathy? Donations? A scholarship from Dominica? I graduated with 7 ones also and guess what?? I had to take my big loan to go to school. Stop playing the victim and take action. I worked for almost 3 years, saved money, surveyed and registered land which cost me thousands of dollars and I got a loan to go to school because that was my dream. I never complained to the governement or any news site because it is my responsibility to get things done for myself and not anybody else’s problem. Grow the hell up and stop playing the victim.

    ay ay.. plea for educational financial assistants?? LOL My mom died when I was 11, my father walked away. I almost did not have the money to pay for my CXC, I had to borrow it from my own uncle and repay a few months after. I am now going on 42years old and will be graduating from college next year. I wish I could have done like you all and beg for assistants. Where is Elvis and Keturah? Don’t they have a job and a bank account? My daughter is 8 and she has an account ready for university and mark you, I am unemployed at this time until I get my certificate. duh..what’s wrong with some people? Education is not cheap or free…face the bank or do like me, wait until you can afford. You are in a better situation that me, you have a working mom and dad, I have NONE. Anyway, you have the brains and it is easy to get a job or a scholarship elsewhere

    Congratulations on your success. As I see it you have two options. First Option your parents borrow money to educate you like most people. Option 2.     Nothing comes easy. I did not take a loan, but borrowed money from friends n while at college I cleaned privste homes. Yes for four years I cleaned peoples toilets! Today 3 years after graduating, and having a job I owe no one.

    Sometimes we have to bend low. See how you can help yourself, those days nobody have to give. Eneryone needs.

    I am a BVI Islander but my parents are from Dominica, and believe me I had to go through a lot of misery in this place. Stereotype and Discriminate is what they do best in the BVI. “Down Islander” is what “we ” are being called and yes i consider myself a Dominican even though i was not born there. And even though u are a BVI Islander its all about who you are and who you know. Its all about the connections and last name (rich/popular)

    You think this situation is bad???? Think about having the BVI being your place of birth and because you parents are foreign nationals you are denied passport until the age of 18. How does that sound? As is the case for MANY young people living in the BVI. Worst Part, some parents have to request permission for the children to remain on the island and to attend school which if granted comes at a price.$$$$$

    Having said this I dont know why this should have come as a surprise to Ms.London and her family. Folks this shit has been happening for years now and it will NOT Change, as the matter of fact the BVI is getting worst by the second.Selfish ways and heartless acts. I Had friends who came to the BVI as toddlers and did just as great as you and were told the very same thing. So my friend you are to look somewhere else because if you are depending on the BVI government you won’t get any help. They are more looking to stump you down than push you up. As the matter of fact, these people are so bad minded am pretty sure if they find out about this news article they’ll try Deport you and your family or some craziness like that. See it happen ever so often.

    I am not trying to be negative, I am telling you what “my people” are all about. Best advice try attend school abroad, seek help elsewhere.

    Congrats on your grades!!! However, when it is time for you to go to University then you can ask for assistance or do like most people take a loan. What is good for the goose is good for the gander. Maybe everybody that is having financial difficulty with school should write an article to ask for assistance. Dominica has a good college and based on your grades you should get a scholarship to go there. It is ridiculous to ask for assistance to go to a community college in a foreign country when the same or maybe better services is offered in your country at a lower price. This article is pointless!! That money is needed elsewhere.

    US$7000 is not much, you can easily get a loan and pay it off. I think the dominican government should help for her achievements, but the amount of money she is looking at is very little compared to many of us studying over seas and dealing with a US$30,000 a YEAR tuition

    Darling I am a US citizen and have to pay back $80,000 in student loans and now pursuing my masters degree and paying from my pocket. If the Government won’t pay mine off will they pay yours? I did attend some of my studies for free but still have all that debt left. The amount is not that bad. Your family should take a loan to finance your school. Good Luck!!

    There is nothing wrong with this 16 year old asking for help to pay her tuition, because many others did not have the guts to ask does not mean that she is a begger. She did ask because only she knows the situation in her family. Many people have reached out and ask for help and did get it. I pray that someone will bless her in pursuing her education, and all of your criticism will be a laugh in your faces. EVEN THE BIBLE TELLS US TO ASK AND WE SHALL RECEIVE, God knows the sincerity of her heart and he will send someone who can help her.

    This is her dream, and she felt like asking, that’s all. Don’t dog her like that. She is only 16. She does not have the citizenship of this country.

    Congrats to you young lady. I am very proud of you. However, BVI is doing what all countries do. If you are not a citizen of that country, you will not receive a scholorship from any school in that country. I know when I was going to school in the US, I got grants based on my grades (which I had to apply for). Parents, let us prepare for our kids education when they are young. It is sad when we have such bright kids and their parents are totally unprepared financially to assist them with tuition. $20 – $50 per month will add up if you start when your child is a baby/toddler, until he/she is ready to go to college.

    1. I’m sure she never asked her parents to uproot her and move her to high school in Tortola.
    2. No one ever explained to her the implications of what it means to be a foreigner in someone’s elses land
    3. Perhaps her parents do not have assets to take a student loan – mine didn’t.

    So young lady, keep working hard. You have not even begun to scratch the tip of your potential. If it works best to come home and attend DSC, do so. Come up with a plan – understanding to that God have a way of sometimes changing our plans. Stay blessed! Stay focused!

    Very interesting. There are many lessons to be learnt from this article, many already highlighted in comments.

    Among these, it has raised the issue of the value of DSC education, and the consequences of the choices we make in life. Choice always leave us out of something – we decide which we want to have and which to do without. Eating our cake and having it is not an option.

    However, I would like to remind parents and potential parents that financing of your children’s education should start when you are buying layette. Set aside a mandatory saving (no matter how small) towards this. Plant commercial trees (eg mahogany) at birth which can be converted to cash when needed. Consider taking an insurance if necessary that will mature at age of college. Speak to your financial people to tell you what investment options suit your circumstances.

    Whatever you do, do not place the future of your children’s education on others – government or otherwise.

      All countries care for their citizens first. You cannot live in a country for three years and expect to receive government scholarships. It does not happen here in DA. I have heard too many people boasting about the BVI and bringing down their country. You must live their to REALLY note the difference.     Every country is governed by rules. So really we cannot blame the BVI. The family has taken the decision to have Ms London migrate to the BVI. In hinds sight, Ms London should have stayed in Dominica and benifit from our excellent education system. Her academic performance could have secured her a schorlarship in Dominica. After all we can achieve our dreams in Dominica. So I say to the family to return Ms London to Dominica. Let herfulfill her dreams through our system. The government has demonstrated the ability to secure schorlarship to every deserving student. The opportunity is wide open in the Dominica.

    Congrats first off to you young lady on your achievements.

    Now I’m still looking for the issue.OK so she is not a national of BVI therefore she can’t get a scholarship, PARENTS step in and do what you must. Heck US and British born citizens still have to take out student loans even with scholarships. It is an investment in your future!!! If it were to buy a car or take a trip they would not be gripping, everytime people have to pay their way through self investment it’s an issue. Trust me young lady you will be even more determined to excel because you know what you are up against. College is not a free ride, but a well deserving one.

    AS for those of you telling her to come back to Dominica and get scholarship to Cuba and Venezuela etc, do you all realise how limited these scholarships are? the hurdles professionals still have to jump to be accepted after attending these schools? that even with those scholarships our students still have to dig deep to pay part of their way?       If there is a school that will facilitate this young lady in continuing her education free of charge, she do not have to stay in Tortola. She should go back home and make the necessary arrangements to pursue her dream. These benefits do not apply to students who are not citizens of any country regardless of how good you are. She should have been in America, with such a high GPA it is possible that any school would accept her. I think the Government of Dominica should contribute to her continous education even if she is not living at home. I think if the Government can send students to other countries, as she is already in another country for a short period of time (3yrs) she should still be qualified for assistance from her country.

    Congratulations to you young lady. I understand your predicament and sometimes its not as easy as others make it sound. However you are a citizen of Dominica and we have a community college also. The fees will, as a national be more manageable. I live on one of these Islands and my child is going right back home to pursue the nursing programme. Take it one step at a time. You are very young and your dream should not be dashed away so easily. There are much greater challenges in life. Stay focused and take one step at a time.

      I think her parents should petition the school. They accepted her, she acquired the grades, they should be proud. I bet when the accomplishes her goal that is where she will stay to work and bring in revenue to the Island. They are too selfish.

      Lisad, some children that were born in America are going to school in Dominica, not because of lack of funds but because of the type of education they get. I do understand why this lady should go back home to pursue her dream.

    I thought is someone dat do de chile something we. Papa oye. Ok, where did she attend High School? I think it was a privilege to be in Tortola, since to attend college there you have to have a bank statement of sponsor to show that you are able. There are many students who are unable to attend college because there is no one to help them, others have taken out loans. SO her dream is not dashed at all. This is not even a news article, but more a plea for assistance, which is OK. With such good grades, she can try several organization to assist with scholarships and tuition, it is not the responsibility of any govt to provide scholarships just because whether it is in Tortola or DOminica.

    I think it is unlikely that people will send money for her to attend college, since everyone has a relative who is in similar predicament. But at this moment taking out a student loan would be a more viable option. If she is so bright, then surely, she will be able to attain a position to repay the loan.

    Without the education, she wont get a good job, without the loan she wont get an education.

        I seriously did not see why this individual thinks that she stands alone with brains yet unable to pay for college. If she has only been there for three years that shows she came from some where else. She started high school somewhere else. Commonsense should have told them she would not qualify for any scholarship and she would not be considered in state. It is the same anywhere you go.

If yes, they should have been exploring other means to help pay for her college. Also have her work part-time and go to school part-time.       I believe that with two parents she can bet a $7,000 loan what is all the hoopla about. I am a single parent and I can qualify for a loan in that range for education. If your child wanted braces or something material you would find the money so cough it up and stop looking for a handout.

    wat i find alot of people in the caribbean do not have a dream for their children. so they do not start a saving account for their college. I had that same problem with my parents. now i had to take loan, grants and anything i could get to pay my tuition. get a job girl. work until u have saved enough for ur school. it s all about sacrifice.

      Some students do that. They quit school for a few years and work to save money for their tuition. Then return to school. I have heard this from some of them. If she is not landed will she be allowed to work? She may have to obtain a permit. Will it be granted? I do not know about this situation in BVI.

    I really do not understand this young lady’s point. She and her family has to decide the best way forward to continue her education. They are the ones responsible.     I went to university and I financed my education myself. When I was low on funds, I borrowed from family and I repaid them.

      My child was born in the USVI and had to reside in the US Mainland for one year before qualifying for any financial aid or grants. The first year had to come out of pocket and it was more than 1700. What is it worth to you. Go get your dream.

    Whilst it is painful to this bright girl, rules are rules. all countries must protect their borders otherwise chaos will ensue.

    It is only in Dominica foreigners can come in and get the same benefits as locals without citizenship.
    Hundreds of Haitian come to d/ca illegally and use the health system(especially maternity ward) freely or subsidized, and also get their children into the education system freely too.

    The defenders of this legality always claim that there are Dominicans living in other lands too. But this case proves that when Dominican immigrants are in other lands they go according to the regulations of the land.

      When Dominicans are abroad we have to comply tan. I had to get health insurance through my university when I attended school in the US. I couldn’t recupperate a dime back in taxes when I did the little 20 hours work allowed. I had to tie my waist, baby sit here and there, even laundry I did for some well off students to earn a little something. I’m still paying off my student loans. Dominica alone that is free port. Not even Haiti, Haitians can get water for free,and they more up and out of place. Some days I question the logic of our leaders. You have to put things in place to protect your citizens. In the US foreign students and even those on green-cards who have not yet established long residency can’t get any financial assistance or even in state tuition.

      I’m not seeing the big deal if they so want her to go to the college there, cough up the money. This is why I tell Dominicans everyday start a college fund for your kids from birth. You can open an account in Credit Union, by the time that child gets of age they will have a start but no we rather buy nice dan dan, travel, and use big words then worry about who cheap and have degree but not buying car.

      You do not know what is occurring in the U.S. and in Canada. Once landed, they could get help especially social assistance. If they are 60 or 65 years old they receive old age pension and supplement. They do not have to work in Canada to obtain it. A few rules have changed since but they also receive medical and hospital care. Those who are born in this country, those who are hardworking and those who have worked and are receiving pension do not get better treatment than they do. We do find this is unfair since these contributed to the revenue of the country/province.
      Many from all countries have taken advantage of the government’s generosity. They never give this a thought that it is through the hard earned money of taxpayers. They think that Canada owes them something and by not contributing a cent to the country’s revenue. This is the reason why some of them migrated here in the first place. Some were not landed and they applied for landed status. It is for this reason why the government is clamping down on immigrants and has cut certain services. It has spent exorbitant sums of money on those people. We do have a problem here in Canada.

    My daughter attended primary school, and high school in the BVI, attained top grades and students who performed at a lower level got scholarships, just because they were born here, that’s the back to front system they have here.I refused to pay that kind of money here. She is attending college in the land of her birth. Let them go on with their misguided ignorance.

It’s like the Mexicans in the U.S crossing the border illegally and expecting benefits that they aren’t entitled to because they’re NOT citizens. The perks of being a Citizen or resident comes after you’ve legally obtained citizenship. You need to pay taxes into the system or will need a away to do so in the future. I just think this whole fiasco is ridiculous!       I’ll have to agree with you. I’m a CUNY graduate both undergrad and grad, and their tuition is much more than HLSCC. I had to obtain loans since the government of Dominica did not want to assist. In addition being an international student I could not work to help myself.

      In short if other students can do it. It’s not impossible. Just aim for what you want and forget about the worries.

      You have any idea how many super intelligent people Dominica produce year after year? Right now all jack & jill want to go to university as they live high school, times have change, people need their money for their family members. If you are so inclined help her but I find you rude to want to tell people what to do.

    AA…I find people bold eh. Girl, no matter what…YOU HAVE TO BE A CITIZEN TO GET A SCHOLARSHIP…just apply for citizenship and stop complaining. Yes, the best you can do now is ask for assistanceto help you with tuition. No country is going to give you scholarship to attend their colleges if you are not a citizen.

      Residence in the BVi is not as easy as DA. Most times people reside here for twenty to twenty five years some even longer before they could become a resident after receiving residence you then have to apply to the British Governor for citizenship,the only solution would be for her Mom to get a schorlarship loan for her to pursue her studies, or in my opinion I would suggest she try getting into Dominica State College.

      It depends where she is residing and studying. Since she is such a brilliant student and excelled, she could apply for and receive a grant. It is too bad BVI has such a regulation. It is not encouraging for those who are not citizens in BVI.

    I would suggest you go back to Dominica and attend the College there. The standard is certainly much higher than the BVI depite its limitations. The BVI system is what it is and you should have known since you have been there for 3 years. News about ‘who born here ..blah blah blah, makes the news everyday. That is the policy in the BVI and running to the news media will not change it. I have lived there for 7 years and I know what I am talking about.

    Another alternative, is to seek scholarships from private firms.

      Tell me about it. They won’t even give passports to children who are born there plus people have to live here for 20 years before being able to apply for a work permit exemption. Much less to become a citizen. I am clocking 10 years, it’s either you make do or you are gonna become bitter. Me? I make my money and send it HOME. No time for BS.

    Do worry Skerro have plenty bucks dishing out..election close so u know money dishing out. don’t u worry skerro paying that for u flush..if u know people that know people. well skerro is the leader so u can go to him he will assist he is a kind man full of money. put an extra for me ok so i can pay my college fee. i cannot go to skerro cuz is kool wosh i will get by those arrogant supporters in his office.

    One advice to Ms. London and her family, Dominica offers her a better deal. Come back home. She would not have this “challenge” in Dominica.

    Keturah send the child back home, our College offers great courses and is cheap, only $250 EC per term… she do her two years and achieve an Associate Degree…

    Be proud of what we have achieved in our homeland, and with the new state of the art building you cannot go wrong!!!

      i kno i agree with you 200%. her 7 ones was already a scholaship to Dominica State College. what happen all u to high class for dominica. well get a student loan and go pay your how much thousand us. girl come back home that will do u better. everyday have scholarship offering in dominica. you can go morrocco and china and uk even grambling university. why stress urself over tortola community college. stuppsse

    We see that these countries have pride in their nationality but here anything goes. Just wash your foot and get a passport and if u Chinese you don’t even heed to wash feet
