Take advantage of educational opportunities – PM Skerrit to youth

Prime Minister and Minister for Finance, Roosevelt Skerrit, has called on young people in Dominica to take advantage of opportunities government has made available in education.

The Prime Minister, who is also the MP for the Vieille Case Constituency which includes the village of Thibaud, made the call while addressing the 18th Inaugural Meeting of the Thibaud Village Council on Friday October 4, 2013 at the Thibaud Playing Field.

He is of the firm view that children have the responsibility to study, stating that there is no other place for children other than in the classroom and there must be no excuse for children not to attend school.

He called on the newly sworn-in members of the Thibaud Village Council to support government’s drive to show children and young people that education is the key to success.

The Prime Minister also presented a cheque to Catherine Francois the teacher of the Thibaud Preschool for salary payments for the months of October, November and December 2013. He also gave government’s commitment to meeting the cost of rent for the preschool.

The Government of Dominica will also meet the tuition cost for all students from Thibaud attending the Dominica State College, according to the prime minister.

However PM Skerrit urged students to take their courses at the DSC seriously, as government will only continue to provide funding for them to attend the college if they maintain good grades and conduct themselves in a disciplined manner.

Over the years government has provided and will continue to provide assistance to students from Thibaud in the areas of transportation, uniforms, textbooks and school supplies.

    Mr Prime Minister,

    Let me first commend you on your efforts in trying to get every Dominican household a college or university graduate. Sometimes I feel that your words are just words and not words in actions. You say that the youths must take advantage of the financial aid that is available to them, well guess what I am one of those youths. I requested financial support to attend university after graduating from DSC sometime this year. Your office promise both my mom and I that you would have helped. Mr Prime Minister people have faith in what comes out from your mouth!!!. I went to pursue my studies on the notion that the Government of Dominica was helping to fund my educational goals. Two months now and up till present my mom, my family and I have become beggars of the state….some of your officials are tired of our calls, they don’t even take our calls anymore..shame shame shame…too much begging to have your tuition paid…my mother is a farmer of 6 children…things are rough PM….just tell me when will my tuition be paid? why do you give these EMPTY promises???????

      PM do you remember those days on Bath Road renting that upstairs house with your room mates while attending college. It may have been fun while talking to ladies and hard trying to excel. You became accomplished and even helped some of us to get degrees in Cuba. I commend you for this. But why don’t you help those of us to get degrees in other countries like you did for my cousin in America. Why some and not others. PM remember that god has favored you so please favor us without any preference. thank you

    Yes Mr. P,M and when they go to scholl and get all that education as they were told, and then you have no plans in place to employ them!! So you are just saying what all kids want to hear but your DLP has failed Dominican kids over and over agian.
    But I want to tell those kids and their parents that they should Fear No More! Becasue change is coming to Dominica.

    The Prime Minister should RE-VISIT his statement and SUPPORT the MOST NEEDY STUDENT(S)from “EVERY VILLAGE” INTERESTED in continuing their “EDUCATION” and ASSIST in every way possible to make that interest a reality.

    This statement is telling students from other Villages that if their parents are unable to afford to further their education, that is TOO BAD. This is what happened to “me”.

    When Government provide ALL OF THE ABOVE to the students from “THIBAUD” how is Government supposed to ASSIST STUDENTS FROM OTHER VILLAGES? There is an outcry of POVERTY on the Island. I beg to deffer.

    COME ON ROOSIE, I GUESS IT IS TRUE THAT YOU DO NOT CARE WHAT OTHERS FEEL OR THINK.

    In that case, since the students from THIBAUD are your priority for education, and the people from THIBAUD are the beneficiaries for INDOOR PLUMBING, maybe the ONLY VOTES you should get are from the residents of THIBAUD. Would that not be something? HOW WOULD YOU FEEL?

    Your government has baltantly selected a few to get richer in this country, and are hand picking those who are getting cheques of amounts which baffles me whilst some parents keep their kids at home because they cannot afford to give them snacks.

    Please Mr. PM stop and think of what this level of powere has done to you and your selected few in cabinet. Bring policies that can be spread across the board and felt by all, like the free text book scheme, duty free on building materials. Why should it take me 30 years of being enslaved to pay a mortgage whilst some get their houses for free, and some are able to build how many without approaching the bank.

    Does it make any sense to pay the tuition of Thibaud students when the government is already owing the state college so much for unpaid tuition.
    This tuition is not paid, its promised to the state college and this non payment is causing the destruction of the college. 80% of the fees are not paid. The governmnet can’t afford this, just leave it alone.

Another party can never do better than what this present Government is doing right now cause the whole world is in crisis we need to be thankful the we can still get help from our present Government.I may not get anything but some one else will get that help.

Pm you blowing hot and cold saying do as I say and stay blind to what I do…Yes I agree encourage the youth to go to school but when they look at your action if they have already crossed that bridge all they want to do is get rich quick. Now when they are done with school where is the jobs? And answer me this why then do you all promise us scholarships and when we do not fly your kites stop funding our education. I am a victim of this UWI shut down how many of us working paying taxes and going to school on island and working for a foreign country and your education being paid by the government which one warrants more respect?

    DNO, as a leading media house on the island and more importantly transmitting information to the world, I believe you owe it to the public understand and identify corrupt practices so that all your readers could understand what is happening.
    DNO, it is important for people to understand the following so they could understand the game plan: Why is there a village council election in Thibaud? Who is Cathrine Francois (not ma cato)? why she was paid three month salaries from tax payers money? and why he paid rent for the pre school?
    1.Since Skerrit became parl rep Thibaud has had at list 10 chair-persons, hand picked by Skerrit and his labour team. Sadly the majority of them ran and the coffers are missing money that cannot be accounted for. No one has been arrested or questioned.
    2. To those of you wondering, Cathrine Francois is the wife of former Pappy’s candidate that contested the 2009 election. Since he is a public figure by running for national office, it is safe to call him by his name, Paul Francois. Paul is Skerrit’s key man in Thibaud as he does not work unless he is given a government project and yet owns a white van that is always busy on Skerrit’s mission.
    3.FYI, his wife is also sister of another friend of Hon. Austrie, who benefited from a government house built by the minister, directly above the airport. Sounds familiar? So when we hear Skerrit gave her 3 months of salary, we should know by now the connection.
    4. Why pay pre-school rent? The preschool was housed downstairs of the Thibaud Government School which was closed by Skerrit 5 yrs ago. Skerrit announced on national radio that he received US$ 1 million from Gadafie, to construct a new school in Thibaud. As is public knowledge, he later took the money and built a new school in San Sovere because he realized he could win the Vielle-Case seat without Thibaud. Since then he housed THibausd children in a goat cage and never paid them any mind. All of a sudden he coming back handing out checks and salaries before people even work. So Mr. Skerrit, should Ms. Cathrine Francois die say this month end, what will becaome of the advance payments of November and December you paid to her? You think we stupid nou?

      You should gather parents and students from other villages, the MOST NEEDY, and go to the steps of the Government House and protest that decision.

      I believe there are several students that do not attend college because their parents are unable to afford tuition, books, and uniforms. I totally agree with you, Thibaud is NOT the only NEEDY Village in Dominica. I also agree that the PM has ULTERIOR MOTIVES for taking this step.

      It is like saying to one child because you misbehaved you will not get a gift, whereas, the other child will get a gift because he/she behaved. If I was unable to give ALL of my children a gift I was NOT giving any of them gifts.

      It is very sad that the PM only wants to pay for students from Thibaud. I am so vex that I ever say I was a labourite because PM, only gives to who he wants. I am no begger and I will excel without your help. God gives us high position and then he takes it from us if we loose track of what is right. I do hope that you are right with Dominicans. Too much empty promises. Some us/parents have worked for the Government and we still cannot get the PM to help with school. PM I say enjoy the money while you can because not every day your cup will be filled.

      The consistent criticism and negativity must cease. There is a lot of work to be done, much more than that, which will benefit Dominica and nationals.
      You comment about the next five years. Does anyone know what will occur in the next five years, if we will live to see the next five years and if the world for that matter will be around for the next five years? Only God and God alone knows.
      In the meantime pray for a good government (whichever Party wins), pray for your country, for nationals, for politicians, for yourself and your family.

    But getting people to attend, to study should be the priority here. A college degree is not necessary the job of one’s choice but having it is the best thing we can do for our youngsters. We must support our Prime Minister here. To those that want a college education, let us support. Society wins no matter what. Those that prefer to go on to work well, all the best to them.

      I am not oppose to the Prime Minister assisting College students. Why is only Thibaud , Tragalar , Fond , Marigot students all need assistance. This is totally wrong. The prime minister must make a survey all over the island and see who really and truly need the help. Tourism is down , agriculture is down. The entire island is suffering . Please Mr. Prime Minister Help every one who is need and not only those who you think are party supporters.

        Concerned, l am in total agreement with you. But the fact is, how many people are going to be selected should include those that are willing, the less fortunate, and the many that are excluded from most of society’s selections. Yes, we cannot escape the PM’s list but it is what it is, and we have to live by it. Politics is never fair even in D/ca. But l should be honest when l say let us do what we can to be fair to all even if it is meant to include the less fortunate. Who decides who or what is, is a problem and as much as politicians make selections we should expect even the questionable.

      Attending school, getting educated, and preparing for the workplace should always be a priority. True, a college degree is not necessarily required to land one the job of their choice, but having one is best to land you both the job and higher pay. Did you know some wealthy people do not have a college degree? Not discouraging but these people started early and most of them had help. In today’s world, EVERY ONE should be EDUCATED.

      THE QUESTION IS NOT THAT THE CHILDREN FROM THIBAUD NEEDS HELP, THE QUESTION IS, WHY “ONLY” THE CHILDREN FROM THIBAUD? ARE THE CHILDREN FROM THIBAUD THE MOST NEEDY?

      I also agree that “we must support our Prime Minister”, but in this case NO.

    I took advantage of the scholarship programme went off to study. Came back with my degree, and thankfully I got a job. However after 9 years in the government service I am still not appointed ! That’s 9 years of my life wasted! Every day is a different excuse from a different head of department singing for their supper. At least as an engineer I can find employment in another country. I returned home wanting to develope my country, now 9 years later I’m ready to throw in the towel and move. I have no job security, no gratuity!
    So please young people DO take advantage and pray God you fair out better than a few of us did.

        Dude it was obviously a typo, and even you got it wrong. The term is ‘fare out’ . Still the point is taken. We have quite a few university grads, working in the government service, who can’t get a loan at Fast Cash because they have no job security. They are employed contractually. Quite a few want to do post grad studies but are unable to leave because if you are not appointed then you cannot be granted study leave. Which means if you have a family then your only option is to leave them without any steady form of income and return to school. And yet still when you return with your Masters etc, you may not even get employed. If you get a job at NBD within 6 months you get to wear the uniform after your probationary period s up. And most of them only have college degrees. You mean to tell me we can’t appoint our university grads?

      This is strange. I can visualize your frustration and disappointment. Surely you should be recognized for your achievement and for the number of years you have been employed in the service. In bygone years this was the norm. I state “norm”; not fairness.
      Those years, there was a lot of preferential treatment. I knew that. Preference was given to their friends and family.
      This is the twenty-first century and the year 2013. This system must be changed. What are they waiting for to change it?
      The PM should look into this and make the necessary changes. Otherwise D/ca will lose some educated and conscientious workers. It will be another set of brain-drain leaving Dominica.

      well my friend i graduated from university 10 years ago this past July and had to leave Dominica in order to get employment, and i know of many friends and family who had to do the same.this is a travesty on more than one level; firstly, monies were exported by our country to pay tuition,stipends, lviing and other expenses, however the return on that investment is low to nil as many of us have to migrate therefore our participation in the local economy is low, even though we may send back something its nothing compared to what we spend where we live. secondly, the impact of our training is not felt as we are not given a chance to use our expertise here in Dominica, so our innovative thinking and whatever competitive advantage we possess is used to improve other states… what about the small businesses we could have been opening or the new approaches in the areas of Agriculture, forestry management, medicine, finance that we could have been impacting on the local economy? however i think this political regime is happy to see our backs as they are not really interested in development, if they were, the colour you support should not count when applying for a job or trying to get confirmed in a post. i am yet to see any steps taken to welcome Dominican regardless of their views to participate and help develop what we have. Last elections i stayed away and showed no interest cause i could have foretold the results, however this time around, once i have life and proper health i will be in Dominica fighting to see the backs of this prime minister and his band of pilferers…

      Well clearly I can see you are among one of those receiving special attention from the government, can be a job, enveloupes, or some kind of benefit and it do not take much to identify you, bad roads in every community in Dominica even in Roseau the main city, every feeder road bad, agriculture down to zero, tourism we are in the top 25 least visited, with endless corruption, that I dare not to mention , if you are so sure of what you are writing just identify yourself for the sake of truth and justice.

      Do you know of any country other than the Islamic ones wager women are not allowed to be educated, which dies not seek to educate their young people? Now after they get what ever academic qualification where are the jobs for them? Don’t start telling me this rubbish about then creating opportunities for themselves because we are tired with this nonsensical rhetoric. Do you see any opportunity for 10 engineers to each set up their own businesses? Or for six persons with degrees in English and psychology opening up the individual business. While obtaining an academic qualification is a desirable thing, this obsession by skerritt with obtaining qualifications with no focus on jobs or life skills, is to say the least pathetic.

      Take a close look at the Public Service for example. As soon as a Permanent Secretary reaches retirement age … bam!!!! they back on contract.

    Skerrit needs to come clean. How can you on one hand close the Thibaud School and cage their children in a goat pen and on the other hand calling on their young people to take advantage of education?
    Who is Cathrine Francois? FYI she is the wife of Skerrit’s key man in the village of Thibaud, who resigned from her job in Paix Bouche pre- school, to enjoy her piece of cake that Skerrit is raining down on her husband. Why did he not pay the salary of the former pre-school teacher that taught those pre schoolers for donkey years? This is just politics

    Thumbs up PM for remembering the pre-school.. but let me throw something to u enpasse.. time to get Early Childhood Education into the entire teaching profession that means TAKE OVER THE PRESCHOOLS they r the youth also, too long preschool teachers suffering, high rent, salaries, materials, utilities, its time they get an ease up, but thanks for remembering the youth

      Pre school should be treated as a business in Dominica.
      Pre school teachers/ owners need a business / entrepreneurship course. NOt ask Govt to take over everything…

      That , Instead of opening preschool why not assist the those in existence who have been struggling for year and still produces bankers, lawyers, business men and women.

      The government open a preschool in Trafalgar , just for show the parents cannot pay the school. Since is goverment that open the preschool the school should be free.

    What happens when that same govt decides to help you go abroad to study and out of the blue just stops providing any help to you? Now, I have to work illegally in another country in order to have something to eat and a place to rest my head. Is this the same govt we are talking about?

      If you get a scholarship to go study, can’t your family try to send you something to buy food and pay rent? After all the Government must give you the scholarship for free and still give you food and pay rent? Have a heart.

    It was heart breaking to hear mr. Skerrit talk about irradecating ‘pit latrine and pledged for government to give 20 toilets to 20 villagers. Folks, Skerrit is very concerned about winning the next election and based on what is known through out the constituency, he does not know what to expect from Vielle-case and Penville voters simply because of crooked deals and therefore he is trying to pay as many UWPites as possible to cross over, so he using 20 toilets as his legal way of getting governmet money to finance his once again corrupt election bid. The question to ask is what has Skerrit done in Thibaud? Absolutely nothing to show!. Yes he has paid large sums of money to individuals just as he is about to do again but nothing to improve the village.
    The other questions are: who will be getting those so called toilets? Who will estimate them? Where will they buy them? Who will be paid to do the job.
    Folks, Skerrit has a bunch of puppers in Thibaud, who will put an estimate of $15,000 on each toilet, as minister of finance, it will be or has been approved with no questions asked, and M & R will present a bill of sale just like he did during the bin babaul. At the end of the day, he will approve checks of $3000,000 in the name of ‘New flushing toilets for Thibaud,’ and his agents on the ground will start to distribute large checks to villagers just as he did in 2005 and 2009 elections. But again, no auditor, no treasury, no cabinet official, no media investigate such corrupt practice. How sad! DNO please for the sake of justice, do not discard my comments because people need to know the truth

      20 toilets? Only 20 people need INDOOR PLUMBING on the ENTIRE Island, or are those 20 toilets for the residents of THIBAUD? There are not many people living in THIBAUD, are there enough VOTES to give Roosevelt a win. It is true that every vote counts.

      DOMINICA REALLY DO NOT HAVE A CHOICE. ROOSEVELT or LENNOX. May the best GIVER win.

    PM is NOT a role model to offer any motivational speech or advice to our youth….he has done nothing but give the talk of “wishful thinking”…he talks a lot with no idea of how or what should be done apart from giving out handouts…and LPO`s to poor people. This is fraud and dangerous for the health of our young people. This man is good at giving out speeches that makes no sense..
    Young people , listen to your parents, your priests, pastors, youth leaders and stay focus on learning…..and study the politics that has hurt Dominica for the past 15 years…

      get your education. once you have at least a bachelors degree, you are a citizen of the world. meaning you can find opportunities anywhere.

      Get your degree and figure out the rest on your own. So you want govt to get you everything? where is your contribution? get an education and become an employer. Set the high salary standard.

      why you not asking your PM and by extension your government to create the enabling environment for them to employ themselves and others. cause Dominicans are not asking to be spoon fed or given handouts however when you destroy an economy and people has lost the ability to do it for themselves, when you have also created a culture of handouts i.e red clinic etc what do you expect?? so if youare truly genuine then you would ask your PM to give us the chance to enrich ourselves as he and his cabal has done.

      Of course, the PM has to figure ways to educate and put young Dominicans to work, but EDUCATION and ROADS or even INTERNATIONAL AIRPORT DO NOT go hand in hand. He is NOT talking about YOUNG “DOMINICANS” he is talking about “THIBAUD” students.

    yes, I agree I need to feed my mind with learning, and then what?? and at 21 years I hate to have to ask my mother and father to finance my education when I could be working, feeding and educating myself

    I learn better on a full stomach… I need food on my table too… and to pay the tuition which, according to Mr. Peters… Have gone up…

    I would pay my tuition and stay hungry…but nahhhhhhh

    Going to school is a must but what happens after the student finsishes what or where do they go how many of them can go to college/university and that’s what PM cannot comprehend right now I believe the GOVT should have some type of structure in place so those who are finished or even those that drop out to find employment
    The PM knows that not all children will go to the end of their schooling instead some would rather go and find work to do and the sooner he accept that then he can come up with a plan .

      @namby-So what is your point. Because school is not for everyone as you put it, the PM should not encourage the Youth to take education seriously? I agree that we need to tweak the system a bit, but for crying out loud, what is wrong with encouraging the Youth.

        I agree, because not only back home but in the US and elsewhere, some students prefer to skip college entirely and go to work. Why go to school and cannot get a job to pay back the school loan? I have a school loan to pay back and NO JOB to manage that payment.

        STAY IN SCHOOL KIDS BECAUSE AT LEAST YOU WILL HAVE THAT EDUCATION FOR IN THE LONG RUN YOU WONT BE FOOLED.

      If they choose to go to work, so be it. As you stated and everyone knows not all will complete college. This is nothing knew. What they should do is to give it a try and be diligent in their studies. During that time it would not be time lost. They would have learned something educational.

      The PM should really find ways to create JOBS. The students can do BOTH, go to work to fund their education. I applaud ALL who decide to finish school because an EDUCATION is important. Maybe the smarter person with that “DEGREE” could be the NEXT PRIME MINISTER.
