Electoral Office statement on list of electors in circulation

It has been brought to the attention of the Electoral Office that there is, in circulation, an online publication of a document purporting to be a list of electors which has neither been authorized nor issued by this Office.

The Electoral Office of Dominica reminds the public that the physical copies of the Register of Electors, produced by the Electoral Office for publication or for sale are the only legitimate source of elector information available in the Commonwealth of Dominica.

The Electoral Office does not publish, sell or release for any reason, digital copies of the Register of Electors. Only physical copies of the lists are ever released, as required by law. The Electoral Office also advises against the replication of lists purchased from or issued by the Office.

“We want to make it exceedingly clear that our systems have not been compromised and any elector information released digitally in the public domain did not come from the Voter Management System used by the Electoral Office. As required by law, Electors Lists are published and posted in all polling districts and the public asked to scrutinize the lists and bring any areas of concern to the attention of the Electoral Office,” said Chief Electoral Officer Ian-Michael Anthony.

Registered electors are urged to refer to the published Register of Electors and any subsequent supplementary lists in their respective polling districts or speak with the Assistant Registering Officers in their communities and constituencies to ensure that they have any queries addressed with the most up to date information regarding their status as duly registered.

The Electoral Office of Dominica, under the direction of the Chief Registering Officer (Chief Elections Officer) is the only entity empowered by the Registration Of Electors Act (Chap 2:03) to collect, guard and produce elector information and the production and publishing of these lists are done multiple times per year.

On the September 30th of each year, the Electoral Office is required to publish, in each polling district, the preliminary Register of Electors. The office is also tasked with publishing the final Register of Electors on the November 30th of the same year, inclusive of all additions to and removals from, the preliminary list. Additionally, supplementary lists are produced each quarter that features any newly registered persons duly registered in the preceding three months.

Mr. Anthony continues, “The digital reproduction of the list is something that the Electoral Commission and the Electoral Office have given consideration to from time to time, however there is recognition that one key factor is the security of any list produced or any online publication of the list. But it is not something that has been dismissed outright. We continue to look at implementing this, once we have the appropriate legal framework and technologies in place.”

    These puppet wannabe electoral officials are so quick to jump on the back of patriots who are trying their best to assist in rectifying the corrupt electoral process. However they are prepared to seat idly bye and allow the horrific wholesale abuse of the electoral process by their fraudulent ‘masters’.

    Ian,
    With the advent of technologies to allow the Electoral Commission to securely publish the electoral list online and assist with the verification and/or reconfirmation process should be explored.
    I think this is where the monies that were given for the National ID (which the Electoral Commission has no legal jurisdiction to provide) should be spent.
    An electronic Electoral System does have many advantages over the manual one and would definitely speed up the process of electoral reform and issuing of a Voting ID Cards.
    The linking of this system with the Immigration Department for ensuring that the residency criteria are met and the Registry to notify the Electoral Commission of the death of persons above the age of 18 years is possible. The technologies are available and have matured and proven to work. In this case, the required amendment of the regulations could enable this to take place.
    We already have the Income Taxes online, so it can be done. Just do It!!

    We heard the Cabinet Secretary lament about the lack of productivity within the public sector and then we read the rubbish statement from the Electoral Office about why they are unable to publish the voting list on line and make updates to it as needed, and herein lies the crux of the matter. There is a hardline refusal to update and change with time. Only those in charge know why.

    i think that you guys are unhappy that dis list forced ALL DOMINICANS to see de list …….even when they normally would not even care to cast a glance at it.
    de way it was done it came out like de Panama Papers…….like hot bread ….that was brilliant!!!!!

    Stop with “That list is fake story”, it might not be you all that post the list online, but that doesn’t mean someone couldnt have done it. It may not be up to date, but it is accurate to a degree. There are several people I know that have never registered to vote and their names are not there, and people who i know for sure vote and I find their names. So i’m pretty sure that there is some truth to that list.
    where else those names would be gotten from?

    The Electoral Office should have taken this initiative many moons ago. Everything happens at snail pace in Dominica. The country is moving in reverse. Anything to enhance our democracy is soundly rejected by this corrupt regime. Any announcements of developments is only given lip service. Hence, the underdeveloped, backward state of the country. The powers that be are obdurately refusing to steer the country into modernity. Their thinking is, make the people poor, keep the country backward so they, the government, can play God/Saviour. They see this as an easy road to re-election. Not this time as the majority of citizens have become disillusioned with the Skerrit’s-led DLP government’s disastrous rule.

    Well, I don’t think that Paul would shake your hands with glee, for calling him “holy”, as he cautioned some people of one the places where he was preaching, who tried to make him a saint. He said to those people “I am human just like you all”

    Could it be possible that your judgment against those whom you mentioned above are as flawed as your knowledge of the apostle Paul?

    As recent as 29 March of this year the chairman of the electoral commission appealed to the public for assistane in cleaning up the voters’ list. This is at variance and conflicts with this notification by the chief electoral officer because by not making this list available on line hampers such co-operation and questions who is really in charge of our electoral office. Surely it can not be deemed to be independent.

    The Electoral Office of Dominica is manned and managed by Skerrit’s most sheep-like sycophants. The over bloated voter’s list is of no concern to these supremely shady characters. There are in for the shock of their life next election. These enablers are mostly responsible for the DLP’s grip on power. They do the dirty work and are handsomely rewarded with the positions they hold in the public service.

    I keep hearing this list is “fake” because the electoral office does not publish the list.
    So someone couldn’t get a copy, scan it and put it on the internet?

    The Electoral Office may not have digitally published the electors list but it does not preclude someone or entity from obtaining and scanning a hard copy of the list and publishing it online. While it may not be the most up to date, it provides a fairly good representation of the list and will allow for a more rapid clean up of the list as people see and report the names of voters who are known to be dead on the list. At least, we shall have a more sanitized list even if there are no voter ID cards prior to the next election. By the way, I hope there is no sale of the list since this is public information which should be free. If the office does not want to incur the printing costs, put the list online so who wants to print it can do so.

    I cannot believe my good friend Ian, is part of the Evil group that plotting Evil against our election. I am a nobody and can do nothing to stop these evil gangsters. But since the Bishop of Roseau told us to pray for this election, let me start praying all the curses of Deuteronomy 28:15-64 upon and over all the enemies of our democracy, particularly over those that are hell bent on helping Roosevelt Skerrit to still the next election. Not only that but like the Holy Apostle Paul, in Galatians 5:12 “I would they were even cut off which trouble you.” I too pray that these Evil people would even be cut off.

    Here is what you should have said that would return confidence to our voting system: The Electoral Office will do everything within its scope and powers to clean up the voting list and return integrity to our electoral process, before the 2020 election.

    And herein lies the reason why we are so backward in Dominica. They continue to do things the same way they have done it since the beginning of time, using all kinds of excuses why they cannot improve and become more efficient.

    When I file my income tax return, there is a box that I check to authorize the tax authorities to update the voters list with the latest information. They are still using pencil and paper in Dominica in 2019.

      You and I both know that we can implement a similar system in Dominica. They refuse to engage in any system that is transparent, because transparency will remove the ability to Jimmy the numbers and continue with their cheating ways.
