Fond Cole man and Kings Hill woman to be charged for breach of COVID protocol

A Fond Cole man who escaped isolation for a few hours and a Covid-19 positive woman who breached home isolation protocol and entered a local pharmacy, are among a list of people who will be charged and brought before appear before the court for their action.

Dominica News Online (DNO) has received confirmation from the Police that a 44-year-old Fond Cole man who was reported as having escaped isolation on August 18, 2021, did return to the facility the same evening.

The police say that Tadious Pierre was in quarantine at the Hibiscus Inn in Concord after returning to Dominica from travel abroad. A report was made to the police that Pierre was not in his room and officers attached to the Marigot Police Station commenced their search for him.

Pierre returned to the inn some time later that evening.

The police say a charge will be brought against him.

A Kings Hill woman is also expected to face the court for breach of Covid-19 protocol. The Covid-19 positive woman who was admitted to home quarantine and given a red wristband, left her home earlier this week and entered a local pharmacy. The police were contacted and they say she will later be charged.

Meanwhile, Acting Deputy Chief of Police, Davidson Valerie says the full brunt of the law will be enforced on those charged. The penalty for this offence, on summary conviction, is $10,000.00 and 6 months imprisonment.

He further revealed that 30 people have been charged for breach of protocol and violation of the curfew order within the course of two weeks.

According the Deputy Chief, the charges included: not wearing a mask in a public place, being out in a public place during the curfew hours without being exempted and keeping a business establishment open during the prohibited hours of curfew, among others.

Valerie advised that the curfew must be obeyed during the day and not only at nights.

“The order clearly defines the purpose for which a person can be allowed to be on the streets during the day, from 5:00 a.m to 6:00 p.m, Monday to Friday, and that is to provide or access an essential service, accessing COVID-19 testing, engaging in construction and manufacturing, caring for family member, pet or livestock, for the purpose of traveling to and from an airport or seaport and a lawyer accessing his law office but not to provide service to the public,” he explained.

He stressed that people who do not satisfy those reasons for being out, must remain indoors as the police are charging those found loitering on the streets during the day. Valerie warned that masks should be worn at all times in a public place, properly.

“We are reminding everyone that the wearing of masks in a public place is mandatory and people who are found not wearing mask or nose and mouth coverings will be prosecuted. The police officers will take your name and address and you will receive a summons to appear before the court. We are asking you to wear your mask. SRO 26 of 2020 is instructive.”

The senior officer also revealed that the police are continuing “aggressive” patrols of the borders by land and by sea and thanked the many people who report illegal entry of persons into Dominica.

“We urge you to please continue with this effort of assisting with the fight against illegal entry in Dominica. We are appealing to those persons involved in these criminal activities to stop and  to desist from this practice,” Valerie said.

He added, “I therefore wish to appeal to all please wear your masks. Stay indoors if you have no purpose to be out. If you are issued a red wristband please remain indoors and to those engaged in the criminal enterprise of illegal migration in Dominica, stop it and stop it now.”

    Look, sometimes we allow ourselves to attack the messenger needlessly while the real message get lost. Therefore, on this one occasion I agree with Deputy Valarie 1000000%

    When it comes to covid and people breaking protocols UNLESS its a collaborative effort demonstrating against something :twisted: :twisted: , I say JAIL their behind. Matter of fact the sentence should have been stiffer. They too damn selfish. What they should be breaking the SRO for is collective demonstration for a STIMULUS. Even the said PSU want stiulus but afraid of taking action. Its not gonna work with every man doing his own thing. I guarantee you these are all laborats that start feeling the pinch of their gouvelmah. Chou yoe just coumahsay paytay!

    Wow. I was contemplating a trip to Dominica sometime this year but now I’m having serious second thoughts. While I understand the need to aggressively fight the virus, the situation sounds very unwelcoming!

    I can’t bring myself to refer to this organization as a Police Force. Here is why.

    Innocent civilians have died or severely brutalized in their custody. They stubbornly refused to criminally charge mercenaries who illegally trespassed on the home of the leader of the parliamentary opposition and tried to falsely frame him of taking bribes. Viciously beat an innocent civilian unconscious then dragged him before the corrupt court to face bogus charges. I could proceed ad infinitum.

    These officers (thugs) are like a hungry gang of mongooses looking for live chickens for a meal. They have not earned the respect nor the endearment of law abiding citizens. The entire organization should be revamped and decent, intelligent and honest people should be recruited. These mindless, blood thirsty hooligans should be sent into eternal oblivion.

      You are so right. I wonder what will become of them under PM Linton. We are faced with a very unpredictable and dangerous situation in Dominica. How do we change Dogs into Doves? It’s not looking good for Dominica and it’s very frightening. People should always have sufficient food in their house to last at least three weeks. Some crucial times could be brewing. We may take it for joke, but we shall see. Good leaders should, and must be given extremely tight security and personnel that’s trust worthy. We cannot trust this present police gang to secure the safety of the next prime minister.

    I don’t understand why Dominicans have made this so hard for themselves.

    First of all, if they did not listen to foolish reports against vaccination for this deadly virus, they would not be in this awful situation.

    Imagine that a city like Toronto, where I now live, with 3 million people, are opening their doors to everything and everyone, why? Because people have obeyed the rules, especially to be vaccinated.

    I go on the train; on the buses, and everyone who enters is wearing a mask; the laws are intact to not sit close to each other unless it is a family or friends travelling together and it is followed.

    I spoke about the freedom of entering our Shopping Malls to feel free to do our shopping and relax with a cup of coffee or a bite to eat together–even if we still have rules to follow.

    But there, in Dominica with just a few thousand people, we have a curfew keeping us miserable, just because we are too stubborn a people–what a shame!

    While i am all for the wearing of masks and strict adherence to curfews orders etc, it sickens me to read pronouncements from Valarie. Valarie do you carry out your functions as a senior police officer impartially? Valarie were you alive when for myriad weeks, the river side in Roseau was bustling with fete? Valarie where were you when Skerrit returned from Venezuela, and then attended a funeral soon after, and then went to Dominica’s broken parliament to jeer at opposition parliamentarians when this was brought to his attention? Valarie wasn’t it a DLP politician who advertised to people that they could enter Dominica via the back door? What did you do then? Valarie why do you always talk in a condescending manner to the citizenry? Were you so badly trained, or you picked up this bad attitude from 2004?
    Finally i foresee a growing prison population, since Skerrit has made most people beggars, therefore, naturally they cant pay a court fine!!

      preison population will not grow… Dominicans too docile and scared. They making an example on a national level to scare away the rest. They know if people in D A decide to stand up like they did in Guyana, Barbados, Grenada, Vincy, Martinique, Guadeloupe etc – the government might fall, so they doing this extreme 10000 + 6 months ting to scare people from standing up. If everybody stand up and say f*** that, the government will have no choice but to back down, just like what happened in Guyana.

      When you watch the bigger picture, Dominica is the weakest link, easily controlled by the government compared to everybody else.
