Housing minister, Reginald Austrie, has said that a team will be conducting a site visit to assess five Chinese-constructed low income houses in Bellevue Rawle which homeowners say are rapidly deteriorating, less than five years after they were constructed.

“The roof is a mess, my floors are coming up,” one homeowner, who preferred to remain anonymous, told Dominica News Online. “The houses were built four or five years ago but I’m here two years now and the porch ceiling is leaking, rats are coming in…”

DNO caught up with Austrie on Wednesday who said that his ministry has received reports on the situation and it will be examined.

“We are going to look at the situation and based on what we see, then we will put plans and measures in place to address the situation,” he said. “I cannot comment much on it since I have not seen it myself.”

He said a team of housing staff along with the Permanent Secretary will later this week, to early next week, visit the area to see first hand the problems that are being encountered.

The homeowner described the entire matter as “terrible and unfair treatment” and is demanding value for money.

“First of all we got these five houses the Chinese built for low income, single mothers,” she stated. “They said it was going to be EC$70,000 but they put it for EC$160,000. This was an increase of EC$90,000.”

When questioned about the price increase, Austrie said cabinet set the prices for houses in Dominica, “and if cabinet sets a price for a house then it cannot be changed.”

“So there has to be some miss-communication and some miss-understanding,” he noted. “If it was EC$70,000 then it cannot be EC$160,000 or it was never EC$ 70,000 and it was always EC$160, 000.”

Matters get even more complicated as the homeowner alleges that lots in the area were sold to different people at different prices.

She said lots opposite her property were being sold for EC$9 per square foot but some owners bought them for as low as EC$1, while others paid EC$7.

But Austrie said he cannot confirm whether this is true. “I have to find out and we can speak to that issue a little later. I need to investigate that,” he said.

He did point out that the government has a policy on squatting where lots are sold for EC$1 per square foot.

The homeowner also complained of a pile up of garbage and DOMLEC turning off the power on street lights in the area.

    Key Words “Chinese Built”

    Have we ever had something built by the Chinese that as durable? Or, are the Chinese known for producing durable work?

    If you are going to pay US$70,000 or EC$160, 000, use local well reputed contractors. I am sorry that the single mothers ended up with such a sore deal.

    General rule: Always, always research before investing your hard earned money.

    Actually, the price for each house was and has always been $70,000 (USD). Some people failed to read correctly and assumed the price was quoted in EC dollars. In view of this fact, we The Authorities decided to give them a slight discount as each house would cost EXD $183,251.60. The exchange rate then was 2.61788 XCD for 1.0 USD.

    This $23,251.60 discount was supposed to be used by each house owner for preventative maintenance and routine repairs, but the advice fell on deaf ears.

    Hmmmmmm,the Minister’s inability to answer the question as to the differences in prices for houses built and sold under his watch suggests that the story with that is in fact true! he seems to have been caught off guard and is afraid to make a statement which he may later have to defend or retract! I am not at all surprised that this has happened as the Chinese are well known for using inferior material as well as dangerous products in their manufacturing processes! I only hope that our government is not knowingly importing material which will be dangerous for our people long term while pretending not to know this! I also hope that they are not attempting to take people ‘for a ride’ knowing that the houses are very inferior but selling them to those persons who wish to buy at a much higher price than that which they are actually worth! Open your eyes my people……….NOT ALL THAT SHINES IS GOLD!!!!

    Even the thatched-roof houses built long, long ago by the kalinagos were stronger and safer.

    Remember our forefathers built houses with wood, from our forests, that withstood hurricanes for years. Many of the locally-built houses are still much safer and stronger than those Chinese- built ones in Bellevue.

    Is that the level a people has been brought to? Beggars are no choosers?

    Where is our dignity, pride? what has happened to our moral and ethical values?

    Once the Nation is being seen as Beggars by others outside, your dignity, sovereignty is lost. You are slowly losing your land of birth, my people !!! Open your eyes, nuh !!!!!!

    Construction works for Chinese Co. and its workers, while local workers are left without jobs. Several big National projects that our locals have the capabilities to do are awarded by Skerrit’s DLP Govt. to the Chinese. State Palace, State College, drains, bus stands etc. etc. etc. Chinese building them. The MOU at play?

    PWC area for Chinese hotel. Chinese business swamp Roseau. Locals in big trouble, being displaced and closing shop one-by-one. Open market for cheap, inferior Chinese goods. MOU in action?

    Where all those $$$$$$$$$$ gone nuh for that Housing degradation?

    Is that our people are worth? Fooling the poor people with poorly-built, unsafe houses? See what a DLP Govt. is doing to its people, while they build $million mansions, villas, houses here, there, quick enrichment, laughing all the way to the bank. When will my people learn?

    Did the institution who financed the purchase request a valuation? Even if the defects were not visible then, the price would have been exposed. How about the insurance company, did they request a valuation? Who among the selected few “Qualified” valuers examined those buildings? It seems like there are a lot more people involved in this fraud. That should be a matter for Police investigation.

    Mr. Minister your policy on squatting is unreasonable. You are encouraging squatting. When you sold the first set of lands at $1.00/square foot you should have set an ultimatum.. “anyone squatting after a certain date…will be removed”. By continuing to sell at $1.00 to new squatters you are being unfair to those, sometimes next door, who have to pay the full price and see the value of their property lowered.

    The houses were funded by the Chinese Government and built by local contractors…not Chinese. The materials were not imported like in the case of the Venezuelan houses but were bought from local hardware companies. If they were given sub standard houses it was by their fellowmen and not the Chinese.

    BTW why is she concerned with the price that the neighbour paid for their property? They could have gotten it free, that is no concern of yours. This is the reason we always have problem cause we too like to compare ourselves with our neighbours like life is a competition…it is not.

    Try to get your roof fixed (by whatever means necessary) and stop mind your neighbour business.

But are you trying to tell me that the Chinese govt. gives money to the government and they (the Government) find a contractor to build but just let them build mediocre houses for the money paid and never bothered to supervise the job being done? Hmmmmm, well hey, they are equally responsible as they should ensure that the government and people get value for money!! They should be held to account! And as to the neighbours??       The houses were not built by dominicans and the materials were imported from china. I know that for a fact. The Electrical word had to be redone by dominicans because it was not done correctly by the chinese.

    This is just another name for Corruption and malpractice! If that’s not corruption and racketeering somebody will have to try to convince. The minister should have launched an immediate investigation into this corrupt practice and then make sure those who are involved go to jail or pay back the people and the state some money.
    Thats why UWP should be given an opportunity to deal with all those involved in corruption and take back whatever they have taken from the state…. Its high time some folks go to jail for corruption and bad practice! I suspect when, Lenn, Dr Fontaine and Co… will come and investigate such issues, some folks might have to pay for that… So if they are playing heavy now, every long coil of rope has an end………….

    I appauld the government for trying to provide houses for people, i think that is a very good idea and the should continue on that path but I do not think at $160,00.00ec they are lo income houses. You can build a very good 3 bedroom house with that money. I recently built a 40×30 house with 3 bedrooms for under $140,000.00ec. If there houses are furnised with everything from washing machine to spoons I can understand the 160,000.00 but just a bare house at that price is not low income house, it’s a bit steep. I would like them to continue providing house but at a better price.

    So I understand about the housing issue. But domlec and garbage is the govt too? The govt has to make the house safe and homely end of, period. In relation to the garbage, speak to your neighbours or report them to environmental health. In respect of domlec, how is that the govt fault? Domlec don’t respect no one on the island. They cut electric anytime. The price quote sounds like a U.S quote maybe, then converted to EC. Either way, how can you put pen to paper? People does but house without contract? You got to read! You cannot just enter an agreement blind and blame the govt. but they have to fix the homes, that’s ridiculous

      Don’t waste your time with the Environmental Health Department. They are going to advise you, like they did to me, to take your neighbour to court. Why not just take the matter to court, then pay your taxes so their salaries can be paid. Isn’t that what a job is about- the salary? what work?

    after some time houses are going to deteriorate. you cannot expect then to last forever. have the owners been maintaining them, now that’s a question. I’m not saying they were given perfect homes, but come on, got to be somewhat realistic.
    As for the pricing, I strongly believe someone is not telling the truth.

    I feel sorry for you home owners who thought that your house was well-built and would stand up to the weather, hot, rainy or not.
    Poor material was used coupled with poor workmanship. Some contractors try to cut corners and save money as they overcharge for those houses.
    Take heart, this occasionally occur in progressive countries. The result will be sooner or later those houses will crumble, a disaster waiting to occur.
    I do hope there will be a swift solution to your dilemma and your houses will be restored to government-expected and accepted standard conditions. This is in addition to new houses that will be built in the future. God bless!

    The term housing revolution is just a vote buying slogan that is all it is. There is no genuine concern for the disadvantaged people nor have this government taken advantage of the much needed growth opportunities that a real housing revolution can present.
    How many builders, trades men, truck driver, Material suppliers can really truly attest to a period of prosperity that is related to the housing revolution.

The minister who is responsible for the housing program cant even tell the cost of the houses so much so that he has to go do an investigation. The same minister who is /was in charge of the Petro Caribe program cannot say what answer questions regarding the finances of the program.

    By the looks of it that house was not maintained. Look at all the dirt on the floor. No furniture, no signs that someone was living there. What do they expect. If a house is abandoned then it will rot and rats will take over. You get it for free maintain it and keep it clean. Show us a photo of your former dwelling.

    That house looks terrible. Is that mateeial shown drywall? If so drywall and water don’t agree. That looks like a poor choice of material coupled with poor workmanship. If that’s drywall on a porch in Dominica which is subjecte to so much rain is poor choice to me. And if no one was in the house for three years and that deterioration go unchecked, I could easily see this happening. However from the report the problem does not seem to be isolated. But my biggest problem with this administration is why couldn’t Dominicans be given the contract to build these homes with the extensive unemployment in DA?

    I have always maintained that the ”housing revolution” is not a revolution. The govt abused the term revolution. We are now seeing the so-called revolution is substandard houses and price discrimination based on one’s relationship with the Parl Rep. Skerrit and his government are gaudy-appearing to be glittering and worldly but lacking substance. The government is led by a showman.

      A warranty on roofing materials is FIVE YEARS, NOT FOREVER. With all the rain Dominica has been getting, do you not think eventually there would be a leak here and there. When you noticed your roof was leaking why did you wait to do the repair?

      Here is a chance for the UWP to offer Dominicans something better. Give the DLP a run for their money. Maybe a 4 or 5 bedroom wall house, 3 1/2 bathrooms, large kitchen, with all appliances and a 2 car garage. One that require no maintenance from the owner.

      Show us you can do better than the DLP before we give you our vote.

    Govt must let local engineers look at dose houses does Chinese building. Arung d same 5 houses, they put a nother low income house, dat person get it at 1.00 a sqft. But guess who dat living dare, a employ of . Is it a worker or a friend of d min of health. Papamet wat he really doing nuh? He didn’t say d govrment had to put 5 more opposite.

    It is unfair that these set of people got the bad end of the deal. Imagine houses built after those,in the same area,the homeowners only paying for land! the price would not be much of an issue if the houses were built in concrete. the houses are steel frame with sheet rock inside. It was not tiled, there were no cupboards. there were no separation between toilet and bath.I mean where is the justification in price?

    well… look under the house bottom… should say ‘made in china’… in other words $5.00 for 5 days for a shoe in most cases 5 mins.. apply that to homes which should have a lifespan of at least 7 years, given that its wood and they got them for free – a matter of months before they go kaput!!

      There is very little supervision (sometimes none) supervision of construction (especially residential)in Dominica. The Planning Department will run you to the grave to get approval then you can build what you want. Most houses do not look like the approved plans. When you report your neighbour nothing happens. You have to put up with the nuisance or go to court no help from the planning department.Luckily for some of us property values only go up in Dominica.Even then the quality of life is seriously affected. This is the situation with all law enforcement in Dominica largely with the exception of drugs in which case the police and/or Customs officers get a cut from what the court charges. Well w\should the planning officers get a cut too?

    And like I said before they must stop with that single mothers business….there are lots of poor homes where the father is present….he may or may not be the only bread winner….the fact is that they are poor and need as much help,as the single mothers…………..this system is what caused a lit of black families in the inner cities in the US to break up…destroyed many families…the father needed to leave for his family to recieve Assistance….

      With the men in the home…..the famiky did not qualify for public Assistance because they were sometimes just a bit above the required salary…….neverthe less they needed Assistance…….you need to prove that u are dirt poor , if you make 50 above their qualifying number then too bad……we need to take a good look at these families need and not just give a qualitying figure or situation……

    The lots wete sold seperately from the houses?…I thought it was one package for those who bought the houses………and how much are they paying a month for these houses which cost 160000….they are low income houses so……but these people do not need this stress in their lives…looks like the house need to be bulldozed……even though I’m paying a low rate I would not want a to live in a brand new house that is falling apart

    the floor looks like “parkay” which can’t take lost of water. Dominican like to scrub their floors.

      You give a man a house and five years after he can’t even buy a gallon of paint nor a gypsum board is tragic.

      There is nothing wrong in helping the less fortunate with housing but when you create poverty along with the housing

        and at Thiny – if the house was vacant for 3 yrs then she moved in – it’s pretty safe to assume that when she moved in the house was fine, but after 2 yrs – with her in the house – that much damaged occured?

        You’d think that an abandoned neglected house would have been infested …. maybe paros would have moved in – vandalised…

He masks it by saying that God sent him to help poor people.The Red Clinic is administered by a Prime Minister who patterns himself after leftist dictators who saturate the airwaves with propaganda. They look to own all the means of propaganda. Look at how GIS is used as a propaganda machine for the Prime Minister. It campaigns 24/7 for the Prime Minister bring pictures of the Yes We Care program. But behind that is the bin bobol, the villas, the land transfer of Isidore, the G.O.N. Emmanuel arson and attempted murder, the $400,000 house in Vielle Case; in fact massive corruption. Every Minister has to repeat “thanks to Prime Minister Skerrit” when they deliver a speech, building a personality around the Prime Minister just like Kim il Jong, Mao Tse Tung, Muamar Ghaddafi. It is indeed pathetic that a man elected to so high a position can use his intelligence to fool people and say is God that send him. One wonders and he himself should begin to think what his fate will be. And I don’t mean his political fate, but the fate of a man entrusted with the welfare of a nation, using a little bit of good to cover massive borbol and say that God sent him.
