Daniel Carbon new acting police commissioner

A police official who has acted in the post before is for the moment taking over from outgoing Commissioner of Police Cyril Carrette.

Dominica News Online can confirm that a decision has been taken as to who will be in charge of the Police Force from mid night tonight.

A source close to the matter has confirmed that Superintendent Daniel Carbon will be sitting in the commissioner’s chair, while a more permanent replacement is being considered.

DNO’s been told that outgoing police chief Carette received a directive from the prime minister on the matter.

“All I can tell you is that the prime minister called the chief and told him to hand over the duties of chief to Daniel Carbon from 4pm today (July 6 2012),” the source told DNO.

Some within the police force had expected Deputy Commissioner  Hobbes Jno Baptiste to be the man in charge in the interim.

Superintendent Carbon has acted in the post of deputy chief and chief.

    seriously,when someone has served your country for a number of years they deserve a good send off and if that’s how Mr.Carette was sent off that’s a shame on my PM’s part.
    However,congrats the Mr.Daniel,he is from my village and if they decide to keep him then to God be the Glory.I just wish them well.
    Mr.carette sons are my friends and I have had a few encounters with him at his house but when it comes to doing his job ,I have never been please by the way he delivers a police report on the news.But maybe he has been a great cop otherwise.

    I really want to know the real reason why Mr.Carette was fired from his position

    Whether Mr. Carbon is the right choise for the position of Commissioner of Police as not for me to judge.
    Far more important is that we are now waking up to the reality, if we did not do so already, that we have an M.P., who is de facto ruling this little country as a President by edict.
    The oppostion, though hardly effectual, is a mere irritant to him and Parliament irrelevant.
    We may have taken his declaration in 2009 that no law, no constitution would prevent him from standing as a candidate in the general elections simply as the petulant utterings of an inexperienced young man but those of us we did not take this serious are mistaken.
    Today, Dominica has no claim to be a true democracy and maybe the current leader took the majority he garnered at the last election as an endorsement for a mandate to rule as he sees fit, without consultation. Indeed, why bother to observe the constitution, when you believe to be on a divine mission? let those, who object challenge you and simply ignore them.
    We may be an island but we do not live in isolation and the rest of the world is watching and judging us, based on the words and actions of an imperious chief representative. We are but a miniscule irritant that can be squashed, like a fly or mosquito if it becomes too much of a nuisance, without fuss and few mourning its demise.

    I think since Carette spoke about weeding out the police officers that are in bed with the drug dealers he overstepped his boundary.

But we have to put that nonesense to a stop. You are much more qualified than d man. I suspect a war will break out headquarters, but i just doh want to be there. Once d PM has control off thhe police force, what can anybody do with him. he learn from Chavez an dem. Chavez and dem man always advice that the frist thing to get control of is the military organization in the country. Have them on your side. A word to the wise!

    Gone are the days when one had to be in his 70’s to hold high office in DA.
    Our country is moving forward with young policy makers and it is still one of the safest countries in the Caribbean/World. No one person or group can attempt to interfere with the security of the state or the comfort of its citizens without getting their rear ends busted.

    It is so unjust that the man who is most qualified and capable and the appointed second in command has twice been slighted and the position given to one of lower rank, qualification and experience. But you know what Mr. Hobbs Jno Baptiste take a bow, this tells me that there are still men of honour and integrity in the police force and in Dominica for that matter who cannot be bought, who will STAND UP for what is right and just and will not be a puppet to politicians. Continue to serve with pride and dignity and let the Lord give you your reward!!!!!

    DNO, please allow me the opportunity to echo the sentiments of Mr. Lennon Linton and many callers to his program, “Between you Me” of Saturday, 8 July 2012. The acting appointment of Superintendent Daniel Carbon may be unconstitutional, except that Superintendent Carbon is only the “Officer-in-Charge” of the Dominica Police Force while the permanent replacement of the Commissioner is considered in accordance with the proper procedure as outlined in Section (92.1) of the Constitution of Dominica.

    A few days ago, after learning of the pending retirement of Commissioner Carette in a DNO story entitled, “Carette bowing out, ROSEAU VALLEY blogged, in part, the following;
    “Mr. Carette, like anyone who has served the public for 40 + years deserves our collective gratitude and best wishes. Probably, Mr. Carette was handed the position as top cop by the political directorate, who wanted him to do their bidding and yes, he may have done his best –which by all accounts, was way below the level integrity, professionalism and competence expected of a Commissioner.”

    At the time, ROSEAU VALLEY refrained from commenting on the pending retirement until it was made official. ROSEAU VALLEY have since said adieu to Mr. Carette and wished him well as he enjoys the sunset of his retirement to join Mr. Gregoire (the one who behind the scenes together with the disappoint who is the President of Dominica responsible for the unlawful appointment of the Commissioner without proper and effective consultation with the duly elected/nominated Leader of Opposition.)

    ROSEAU VALLEY made these comments in light of the fiasco we experienced in March 2011 when Carette himself was appointed Commissioner. At the time the Opposition Leader, Hector John said he would not recognize then Inspector Carette as the new Police Chief since he regarded the appointment illegal and unconstitutional. The matter was referred to the “incident” whose heart, lungs and liver is in a pool of whisky and brandy but nothing came out of this exercise.
    Just about a year later, His Excellency, His Highness, King, the Honourable, the Almighty unlawful Prime Minister Skerrit has done it again in accordance with his signature phrase, no law, no constitution can stop him from doing anything in Dominica. He simply called the Chief and advised him to hand over the duties of Commissioner to Daniel Carbon from 4.00 PM Friday.
    This, yet again, exposes the arrogance of the administration and its continued disrespect and disregard for the Constitution, laws, the Leader of Opposition and people of Dominica.
    Let’s understand that Section 92 (1) of the Constitution invests the power in the President to appoint a person to hold or act in the office of Commissioner and /or Deputy Commissioner on the advice of the Prime Minister, only AFTER CONSULTATION with the Leader of the Opposition and the Police Service Commission.
    Consultation in the context of the constitution is rather loose and it does not mean that there has to be an agreement etc. Nevertheless, such consultation must take place before any such appointment is made. This is not the same as to “inform” post facto as Mr. Skerrit has done over and over again.

    The Leader of the Opposition has always been disrespected by the current administration and it appears that no law or constitution other than another 1979 “Constitutional coolwarwash brigade” will stop Mr. Skerrit and the Labour Party.

    Tell me something, is there a (PSC) Police Service Commision in Dominica, is there an Opposition in Dominica, if there is, is there a leader of that opposition, under what authority the prime minister has the sole responsibility to appoint an AG police cheif, is this a police force or a scout troupe, what the hell is going on in this country man, so everybody just seatback and let this man do what the hell he want, is this man skerrit some kind of monarch or something.     First to begin with, the rank of Commissioner has always been, is and will be a political appointment. Who else would the Prime Minister have appointed other than the Superintendent closest to him?

    I would not have been surprised if Lando was promoted to Deputy and Inspector Moses elevated to Superintendent. It is what it is. Let us move on to the next chapter.

    my husband used to be police in dominica and he has worked with mr carbon on several occasions, and his opinion of the man is that he has no balls, to stand up in the best intrest of the police force.
    he belives it should be time that a cheif is elected to that role for his qualifications and experiance with in the police force, and not on what colour he wears

    That type of behavior is very demoralizing. How can workers be encouraged to develop themselves education wise, be efficient on the job and all it takes is alignment to a political party to get ahead.

    This is not just police commissioner, it’s from Cabinet secretary all the way down.

    I have a word of advice to the graduating high school students. When you got to the bank to take out the student loan, know how you going to pay it back, choose your majors carefully, and think of yourself first to develop as young person, country will come after, because you make a mistake and be foolish about it, if u’re not willing to be a political boom boom fly, u will suck salt for toffee in Dominica. Qualified, competent, it doesn’t matter.

    You need to think of self first young people, no country because country is kind to one man and one man only Roosevelt Skerrit.

    No disrespect to Mr. Carbon but if he wasn’t best suited for the Deputy Commissioner position how can he be the best person for the position of Commissioner?

    It appears that there is no need for the office of Deputy Commissioner. I always thought that the person who is practically doing the job as Deputy would be the best for the Chief position. Have I been taught wrongly?

      One may not like the man’s politics but my god, the man has served the country for a long time. The problem is not with Carette per se, it is with the people who violate the letter and spirit of our Constitution and laws according to their whims and fancy and in total contempt for the people of Dominica. The least that one could do guided by his human good conscience and sense of patriotism is to wish the gentleman well. By the way, in one word – Happy 60th birthday Mr. Carette. Enjoy.     One must wonder why people like me always criticise the Skerrit Labor Party Government.     THis appointment by the prime minister carries some troubling implications.
    Coming in the midst of an ongoing investigation of the attempted murder of a retired magistrate that remains unresolved and credible allegations tying that crime to associates of an attorney with close ties to the prime minister, the sudden appointment of a new acting chief should gives us pause.
    What are the qualifications of the new acting chief? Does he have any overt political affiliations? What are his likely strengths and weaknesses and is he likely to be a commissioner who can protect the integrity and the assumed independence of the police?
    The proof of this pudding will be in the eating.

    If these developments are true then we are in real trouble. Why didn’t the Police Service Commission which was created under a Dominica constitutional order and has the power to appoint persons to hold or act in offices in the Force hold an emergency meeting to appoint an interim chief? Does the PM have theses powers to just call or use his BB rom overseas and say put this man there and not that one? The lawyers in the house please weigh in. The chairman, and vice chairman and all the members of the Commission should resign because they are nothing but ‘zou-zou’. With Skerrit we are heading down a very slippery slope. Some say strong leader I say dictator!!!!!!

    Thats not fair at all, although Mr Carbon has held the seat for a while, during his performance we all know it was not up to spar. The best two people that would have done a great job and we all know is Dep. Hobbs Jno Baptiste and Sup. Yvonne Alexander because we all know they have the experience and are both equally qualified, but then again…….. see who runs the country, there’s no way any of them would ever seat on that chair in the office……

    It is no surprise the PM will like any other elect another of his own kin and folk to be chief of police acting or appointed.Tt’s done that way the world over whether we want to believe it or not, what is wrong is his outright manipulation and heavy handidness with no decorum that taints the man’s tenure before he has even warmed the chair. Skerrit must learn the tact of diplomacy!

    I know nothing about the gentleman so I will not cast wild aspersions but only hope he can tidy up some of the mess in the way and at least bring some semblance of morale to the police force. Good luck sir on your appointment and do your best to work with all and bring justice to bear for rich and poor.

      The same can be said for Carrette as well. Let me wish MR CARBON all the best on his reappointment as AG: Commissioner Of Police as I always say the police force is not going anywhere and all those who are or were associated with the Police Force knows that it is not for eternity and there will always be a police Force weather we like who is Commissioner or not Law and Order has to be maintained. But the way of life in our Dominica these days is to complain and idle talk and some persons think the are entitled but is who in the kitchen feels the heat. And the same thing different days goes on untill hell break loose. My good friend and former partner in crime good luck to you and may the good Lord direct your path at all times thou you are now in the acting position the burdern and responsibilities remain the same.       Interesting comment, but it can be turned around as well. Regardless of who was appointed you would still be OK. So.. live and let live. NO one can pleased at all times. While one side finding fault with everything, the other side not finding faults with anything. LIfe is good!!

      I really want that GON case to be actively investigated and those responsible brought to justice. 1. Because it is the right thing to do; and 2. because then you all will not nothing to talk about.
      What happened to Mr. Emmanuel is truly unfortunate and should not happen in any civilized country. But I just don’t get what this is the ONLY crime that concerns you! Armed robberies, murders, rapes, etc., etc. should be equally revolting.

      It’a a question DOMINICANS have to wonder about dont we have a constitution and it have to be the guiding force that hold us together and as a Nation we have to respect it. I wonder did Skerrit discuss his decision with the opposition party can he do one thing that shows his is working together to put the people of D’ICA before his ego I just how that this man is not going to be a ” YES MAN ” I agree the first thingd he should do is open up Mr. Emanuel case. I guess we just have to wait and see what’s going to happen.
