Dominican truckers left out again

PRESS RELEASE: On Wednesday Government announced the ground breaking for the $100,000,000.00 West Coast Road project to take place on Friday, and not one executive member of the Tipper Truckers Association of Dominica has been invited to the function.

Association President Earl Laudat has confirmed this as well as treasurer Arthur Shillingford. Up to late [Tuesday] night association members including executive officers were frantically seeking to contact their parliamentary representatives. A majority of the association’s members supported the Labour Party at the recent general elections. Many members have invested in trucks and other equipment with the intention of participating in this the biggest project to be undertaken in Dominica.

At this point in time the association is able to provide all trucking haulage backhoe bulldozer and excavator work for the project, but it has learnt that the Chinese are coming with everything they need; and in fact they are not willing to even buy colas from PWD, so they are bringing their own plant.

Association efforts to link with the Chinese are frustrating and groups of despondent truckers have been agitating and pressing the executive to “do something.”

What are you all fighting about?

and how come a road project becoming so negative?

we do need a road…a good high way from Portsmouth to Roseau is a Necessity!!!! It is CRITICAL!! on that not, we have gotten Grant from the Chinese to assist us…it is a GRANT…meaning we do not have to pay back anything…so of course the Chinese will bring down their labourites…who are accustomed of working 24/7…dedicated hardworking men…good for us…the truckers will get jobs but not at the rate that they’d like…..is their fault….people spoiling things for others…see the Stadium…the Chinese gave a few Dominicans to put up blocks…they asked then to full every block with cement..so as to make it sturdier…you not what them Foollll workers did? they stuffed every 4th block…when the Chinese engineers come and knocking the blocks to ensure that they are as sturdy…they could hear some of them sounding hollow…them Chinese had to bread down the whole thing and rebuild it back…and we talking about leaving them Dominicans out and how you dough like that…well I say leave the majority out and employ only a few dedicated servants…so that the work can be done with no roro!!

I was just in Dominica for the carnival season and i travelled that route allot going back and forth from Portsmouth to Roseau, it is not an easy ride when you are accustom to smoother roads, it is time that we get better driving conditions in Dominica, On the Matter at hand, we are getting this road as a gift from the people of china, these people know what they are doing they work faster with thier own people and they always bring there people even in the USA to do thier own jobs, they work faster and they understand what is to be done, Dominicans need to stop being greedy and start appriciating what other people are doing for us, for without these people we would not have our beautiful prized stadium and now when they are done a road we can finally call a highway, the truckers will get work but we need to stop and thank God for our good givings.

  3. February 28, 2010

If the Chinesse don’t pay taxes,is not Dominica tax payers money this road will bring tourism in this Island,I met alot of guys abroad and they said too me they are not coming back to Dominica because of the roads condition, when this project completed it will courage visittors to come back to our Island.

I am happy this blog allows us to express our views – whether we disagree or agree. However, on the sustainable well-being and economic health of our beautiful Dominica, we should not play politics, because doing so is like cutting our nose to spite our face. We should not be so short-sighted. Let us think of the long-term effects of things done today.

As I said before, I am happy that our PM has brokered this deal. However, we need to understand that since we do not have the means to presently sustain ourselves, we need to extract a little bit from everyone who gives us something. By having incremental transfer of knowledge over a period of time, we can build a solid knowledge base that will allow us to undertake future projects with little assistance from foreigners. That is why we need our engineers and other workers to strategically partner with our benefactors. Although we do not have the resources nor the expertise to carry out many of the large scale projects, we should not deny ourselves the opportunity to gain some field experience. Are we going to continually call on the Chinese if we need maintenance on the roads years from now? Would not it be better to have the knowledge to maintain them ourselves?

I am very well aware that the Chinese have stated their terms and conditions in this agreement. However, I hope the agreement is not lopsided. Even when a grant is given, the grantee must have his terms as well. As a matter of fact, even before he request for a grant, he must present a proposal.

To the people saying that Dominicans will stagnate the process if we are involved: Are we saying that we do not trust ourselves to carry our basic work functions? YOU NEED TO STOP TALKING LIKE THIS ONLY AFFECTS YOUR NEIGHBOR.

Do you really believe that we will continue to get hand-outs indefinitely?

Remember the old saying, ” teach a man how to fish……………………………………..”

I am absolutely sure that this project will employ many Dominicans. The PM must have made sure of that in his planning. The Chinese are also aware that the workers are the backbone of any society and they want the PM to succeed, no doubt. But employment begins with a job application; not a ground-breaking ceremony. So chill out and work through the propper channels. Any taxi, school bus, tour bus, passenger bus, banana truck or delivery truck that travels that roadway (I’m not sure if it’s highway) will benefit directly, long after the Chinese technicians leave. The roads are only part of the infrastructure necessary for development. They are only a means to an end. The hotels small businesses and housing projects should follow. Donors have always sent their technicians and engineers with some heavy equipment to work on the projects they finance. Rush and Tompkins did the Grand Bay road while other American and British companies did the Laplaine and other road projects. Ask the former Freedom Party ministers (Hons. Carbon, Alexander, Maynard). The Chinese also like the made in China label. They won’t spend all the millions on trucks made by their rivals in South Korea, Japan, England and USA. Dominica does not manufacture dump trucks, backhoes, rollers and graders. So the Chinese are economically savy. Having said this, I do believe that they will employ many Dominicans. So stop the Chinese bashing and the “I told you so” political crap. The “who you voted for” bull shit is equally obnoxious. DLP moved from 12 seats in 2005 to 18 in 2009. The government represents all the people. So please folks, chill out. China is not obligated to give us a highway. Our government is obligated to take care of all its people. Even those with US made caterpillar. PEACE !!

  6. Thoughtful
    February 28, 2010

After the highway is completed everyone is going to benefit whether you worked on it or not: there will be a quicker movement of people between the two towns, less wear and tear on vehicles and so on.

Plus it is free. Its not going to cost a single red cent from the Dominican taxpayer. That alone we should be thankful for. Can you imagine the amount of tax Dominicans would have to pay if the government were to sponsor that project on its own?

A100 million is a big chunk of change and yet some people complaining!

Is best the Chinese give me the 100 million and leave Dominica in the pit.

Where all you get that logic from papa God? Anyway, Dubiqois put a nice simple explanation on how things work in a country and how EVERYBODY wins at the end of the day regardless of who voted for who when EVERBODY can get a job. Not becasue I have a job, degree and all I will settle for this. There are people who need jobs in the country. everyone cannot be a teacher, working are the ministry – I these are the people who are saying that people are whinning.
    \
People are not whinning it is simply – those among us without jobs see this as an opportunity to earn and it not happening.

    SO WHAT!!!
Seems everybody who gives Dominica money will bring in their people to do the job and no locals employed.

WE ARE GOING TO HAVE ALL FROM AND WE CANNOT AFFORD TO USE IT-

Dominicans stop this. Biasness is taking over here. Only in Dominica this will happen. work is being done and locals are not employed. Hello!!

This is what happens when we put politics before everything we settle for crap like this. There should have been employment for a certain number of locals in this project this is ridiculous.

Remember I posted it – it is starting to show. When these people have obtained or can obtain the number of employees(their people) they need for their businesses in Dominica, Dominicans will no longer be employees. Mark my word.

Tipper Truckers are no supporters of the Dominica Labour Party. They know who they voted for at the last elections. They are wolves in sheep clothing and always trying to create problems for the Government. But time will tell. Tom drunk, but Tom no fool.

P.M. do what you have to do for Dominica, beg, borrow but just don’t steal. God is guiding you despite all the stumbling blocks and the detractors that want to see your government fail.

  15. Anthony Ismael
    February 27, 2010

In hindsight, it would be economically beneficial if the local truckers could secure employment from this project. However, things have changed significantly. We live in a world where financiers are interested in efficiency, productivity, professionalism and timely project completion.

Furthermore, I’m somewhat pleased that Dominicans are not involved in this project. If they were, the funds would evaporate and the project would never be completed on time. This is a great opportunity for them to watch and learn.

I’ve witnessed contractors deliberately taking advantage of persons who are constructing their homes, not realizing that they are damaging their reputations while cheating hardworking Dominicans. This project is much more important and bigger than anyone individual or group in Dominica.

Gone are the days of old. Those who are fair minded, work hard and build solid reputations will survive. Those who believe that they can charge exorbitant prices and take advantage of others will fail. This is a prime example of market economics at work in a capitalist society.

Conducting business in Dominica is too costly for the average citizen to survive. One truck load of sand from Paris Williams to Roseau was $500.00 a few years ago. I wonder how much that same load cost today.

To all who are whining about this project,

If each and every one of you could contribute to Dominica going forward as far as development that would be tremendous. Why all the fault-finding when you can’t contribute a dime? I agree with Dominican lover. Instead of eating all the fast and imported foods why don’t we come together and better our country by planting, selling and exporting our own? We can be self-employed easily with all the land that’s availabe. There’s a lot of resources at our disposal and we need to unite as a nation to get things done at home.

We need to get together like the Chinese people and work together for the betterment of our country. We are not helping each other by talking so negative and uneducated via the internet. Do some of you realize that the whole world is reading some of the unintelligent comments that you post?

    February 26, 2010

There is a problem in dominica we do not know how to reject things that are not in our best interest. The stadium was built but what about the problems. There was no increase in the circulation of money in the country during that time because locals were not employed. What is wrong with public work they could not build the road with additional technical help there increasing employment.

Dominicans things so small. They do not see further than their nose. That means they think of only NOW and not about the FUTURE.

Who else is going to benefit financially from this project the road will be built and will look very pretty at the next election it will be talked about. What about the people who needs work. Does the government of Dominica know how to negeociate, don’t they demand any stipulation in anything.

HELP ME, PLEASE. I THINK I AM CAUGHT IN A VORTEX OF PERPETUAL STUPIDITY AND IGNORANCE.

Someone, please tell me that many of the comments here have been posted by 8-year old students conducting a research project on how political affiliation and mudslinging degrades the adult brain. Please tell me that these comments were not written by my fellow Dominicans.

Does anyone understand how cyclical economics work? I will break it down to its simplest form so that people like FANCYME and Young woman in D/ca will understand. Here it goes: The guy who buys the bread (whether he is UWP or Labourite) will help contribute to some goods or service you will eventually receive. If that same guy does not have a job to earn money to buy goods and services in Dominica’s economy, Dominica will have less money to put in basic services such as education and healthcare; and your bread and butter will be more expensive tomorrow. Also, the money the guy earns is taxed. That taxation is put back into the economy via goods and services for all Dominicans. Is that clear? Can you cerveau comprehend that?

So, if the money that is generated by the Chinese contractors and workers is not recycled back in Dominica’s economy, we will receive good roads, but the long-term effect on our economy will be inconsequential.

Keep in mind that it is not the Chinese government that will build this project. The project will be built by Chinese contractors. The Chinese government only facilitated the deal.

I SUPPORT THE PROJECT. I ALSO NEED OUR PEOPLE TO WORK .

Let us learn, this is not about the chinese or about the Labour Party, it is about market economy and reliability. the chinese have decided our workers will not eliver the goods they have a schedule to keep too. If our ruckers can prove to be as efficient and more cost effective than the chinese then we will be in business. This is not dominica tax -payer money. This is the chinese money, they are chosing how to spend it.
Dominicans learn. Instead of buying Kentucky fried chicken, buy your chicken from the local vendo, instead of buying cheap furniture from Courts, buy from the local carpenter or cabinet maker, instead of buying rice, grow banana and eat banana, keep our money at home, support one another, let the chinese build us the road,.
Then the tour buses can have a better ride. Learn Dominicans learn, dont sabotage for sabotage sake.

Dominicans put politics in everything. You hear them on public transport everyday discussing their department’s confidential activities. They plan all kinds of sabotage by sending and dealing with correspondences late; they report to work late and leave early; among other matters and then they say that the country isn’t going anywhere. You are not hurting Roosevelt Skeritt or the DLP when you do these things; you are hurting your country.

The campaign has been dismantled. The election has been won. It is time to take a breather, and reconnect your cerveau. Remember the saying, ” when the rain falls, it does not only fall on one man’s house.

I am so floored by the comments herein. I need to compose myself in order to write a commentary that borders on some semblance of intelligence.

You actually stated that ” they cryin for our money”. The election is over. The campaign has been dismantled. I did not know that money is being divided into sectors as a result of who is ruling the country. I would hate to be your neighbour.

Let us not get involved in political mudslinging, because when you throw mud, your hands also get dirty.

Whoa!!! I cannot believe the political venom that some of you are spewing against your fellow Dominicans. This is not about political alignment. It is about the continued health of our island – which is supposed to lead to prosperity for all.

I am saddened by many of the comments herein. Take a breather, people. Let us remind ourselves that we are adults who want prosperity to be sprinkled on ourselves and our fellow Dominicans.

Remember the old saying, ” when the rain falls, it does not only fall on one man’s house.”

Do not ring the alarm unless there is an actual fire. Do not create unnecessary fear and propaganda.

I looked at the government’s website, and I could not find anything to substantiate what is being reported. I also could not find anything in the annual report. There has to be a level of transparency of the terms of this agreement.

What is the significance of saying ‘A majority of the association’s members supported the Labour Party at the recent general elections’

What is the association saying the reason they supported labour was for them to get work on this project? or for the overall development of the country?

“Many members have invested in trucks and other equipment with the intention of participating in this the biggest project to be undertaken in Dominica”. Why would they do that? Did they get written confirmation from the Contractors that their services would be needed? OR THEY WOULD BE sUB-CONTRACTED? This is RIDICULOUS!!!

“not one executive member of the Tipper Truckers Association of Dominica has been invited to the function”. THIS CEREMONY WAS A PUBLIC ONE ALL WAS INVITED!!! WHAT SPECIAL INVITE THEY NEEDED AND WHAT DIFFERENCE WOULD THAT HAVE MADE? WOULD AN INVITE INDICATE THAT THEY WILL BE CONTRACTED?

“At this point in time the association is able to provide all trucking haulage backhoe bulldozer and excavator work for the project, but it has learnt that the Chinese are coming with everything they need; and in fact they are not willing to even buy colas from PWD, so they are bringing their own plant”. HAVE THE ASSOCIATION EVER CONSIDERED THEIR RATES MAY BE TOO HIGH? OR THEIR WORK ETHICS NEEDS WORKING ON OR THE FACT THAT THE WORK POLICY OF THE CHINESE DO NOT COINCIDE WITH THAT OF THE TRUCKERS, EXAMPLE THEY WILL WORK 7 DAYS WEEKLY TO GET THE WORK COMPLETED ON SCHEDULE, BUT DOMINICANS DO NOT WORK ON SUNDAYS WITHOUT BEING PAID DOUBLE DAY!!! CAN PWD SUPPLY ALL THE COLAS (BITHUMINE) NEEDED FOR THIS MAMOTH PROJECT? I DON’T HEAR THEM COMPLAINING!!!

FINALLY -” Association efforts to link with the Chinese are frustrating and groups of despondent truckers have been agitating and pressing the executive to “do something.” THIS IS PUTTING THE CART BEFORE THE HOUSE DON’T YOU THINK? IF YOU PURCHASED TRUCKS AND EQUIPMENTS FOR THIS PROJECT WHY DIDN’T YOU CONTACT THEM BEFORE? WHY NOW? According to Hunter ‘ You too late for the Party’

I BELIEVE WE SHOULD ACCEPT THE GIFT THERE IS OTHER WORK FOR THE TRUCKERS WHO MUST DO THEIR INTROSPECTION BECAUSE THE PROBLEM MAY WELL BE LYING FROM WITHIN!!!

I WANT TO ADD MY SHARE OF JOY FOR THIS ROAD PROJECT THAT IS ABOUT TO START AND GIVES IT ALL MY BLESSINGS WHETHER DCANS WORK ON IT OR NOT!!!! THE WORK CULTURE OF THE CHINESE IS NOT OUR STYLE WE ARE TOO WELL RELAX!!!

When the Chinese give a grant – they do all their work and use all the equipment – because they have plenty people and plenty equipment. But I know what the truckers saying though but then again when you get a gift you cant make too much noise.
If a man giving a house, you should not go making noise with him about giving your uncle a job on the project or else. You would be biting your big toe and more so… let’s just appreciate. Anything – nee is rehab or fix up or full highway – is better than nothing.

    Dear rosy,
No need to get personal. However even a retard will realise that you are totally missing my & subsequent writers points. Sure everyone would love the local associations/workers to get the jobs however if they are not capable of making the standards or be competative in their pricing the companies will not use them. These companies are not here to give charity just as the Truckers aren’t a charity organisation. Until the Truckers make the necessary adjustments to their status quo they will continue to be snubbed. Nothing personal just buisness.
Oh & by the way NOT ALL THE COMPANIES THAT WANT NOTHING TO DO WITH THE TRUCKERS ARE FOREIGNERS. Believe me I know what I’m talking about. Ever heard the saying “If you make your bed you should sleep in it”?

I read some of the comments on this blog and this is so sad. The truckers are Dominicans who pay taxes as well. Why should they not get jobs in their country? whether they are blue, green, red, yellow or whatever colour, thats what democracy is about. Isn’t it? I hope Dominicans can raise their thinking to the next level just like our PM says.

    @ experienced

u sound like a retard, all the companies u hear that dont wanna hire local truckers are forigners. Emile Garradakan, the japanese and the chinese.

labourites or not, if these truckers dont get jobs in this project then its more likel;y this road will bring negative growth in the country. Cuz these truckers have loans to pay and if bank sieze their truck who gonna buy it from the bank?

geez, people gotta understand truckers are the most likely to directly transfer the funds from this project into the econmoy in order to foster econmic growth. when they get psid they’ll buy gas, gorceries and the like, thus directly injecting the money into the economy. if they dont get jobs u’ll just have a ton of unemployed people who tired… and when they turn to crime people like u will coment and say why they couldnt find something ‘constructive’ to do.

This is a broad statement and I am not accusing all, but there are people who need to hear this. I apologise in advance to those hard working fair minded workers, who have to carry this reputation on behalf of those who don’t care.

It says something about the reputation truck drivers have in Dominica. Fortunately for the diplomats that bring foreign investment and development, they can afford to sauce machines and labour outside Dominica. Unfortunately we in Dominica can not do the same. We are left at the mercy of these greedy people, who like to do what they want when they want, especially when we are paying their unjustified fees. When will a government start to protect consumer rights?

For those who did not leave this country, so never worked in an environment of efficiency and accountability watch and learn. For those people who left sheep and came back goat, remember. This is how you drive through change and development. Investors do not have the time to be held ransom by people playing important, These people are investing in more than one county and need to work quickly and efficiency so they can move on to the next county and project. Their reputation means something to them, unlike some so they like to get the job done right the first time.

When people in Dominica make derogatory remarks about other nationalities and countries, this is how these nationals take their revenge. If you respect people they will respect you and you will be included in things. Hopefully the ignorant people who make insulting remarks about the Chinese and Japanese people will feel this boycott, but I think unfortunately they will not, as all they can do is talk and work is a word they are not familiar with.

Does anyone find it strange that none of the big construction entities doing major infrastructural work in Dominica want anything to do with the Truckers Association? Surely this must tell us something. Could it be that the association is totally unproffesional & that their standards just don’t fit in with those of these large companies? When will people wake up & lealise that the standards accepted in Dominica are way below those expected internationally & even regionally?
Believe me I know what I’m talking about. Why should companies be forced to use this association if it is way cheaper & manageable to bring in their own equipment. We are living in a very competative world. The Truckers need to wake up & realise that their standards need to be raised if they are to be taken seriously. The old fasion Mafia style a’int cutting it no more fellows.

oh my gosh….will you people get it. The Chinese don’t need you or your equipment or labour force, they will bring everything, they are even building a small village for the workforce and transportation to transport the workers to and from.
They built a Stadium, locals have difficulty using it but Chinese living there and playing football whenever they want.
Please understand when your PM makes deals which the people are unaware of, do the people know what Dominica is giving in exchange????Is it another 1000 Chinese nationals to be allowed to work, live, open business and do what theY want, pay no tax, social security, vat????? PEOPLE!!!!!! WAKE UP!!!!!!
Do the Chinese integrate? NO, they are r.. and are here to help themselves, help Dominica my………toes. We are giving our souls, heritage and country in return.

In true Chinese fashion. This is how they operate. If they have a chicken shop, their aunty killing chicken their mother frying, their father boiling chicken, the child will sell the chicken. If you catch my drift. This is how the Chinese do business. Chariy begins at home for them! Instead of sulking maybe we Dominicans can take a page of their book and learn!
Government has nohing to do with it. Well not if they want the project completed. All they had to do is sign on the dotted line, and smile, and say thank you, or nihao.

While I sympathise with the truckers. Every investment is risky. When you went to the bank and took a loan otot purchase a truck of 3 or 4 hundred thousand dollars inthe name of the west coast project you were taking a huge risk, especialy if you did not know the contractual terms and conditions of the parties involved. Then too maybe you were hood winked.

You were promised work, on a contract that they knowingly did not cater for your employment. I am sorry. But I belieeive some crumbs will fall man. The project is HUGE. Some crumbs will fall. You wont enjoy the feast as thought, but the crumbs will have to suffice the loans officer.
