Dominica’s Citizenship by Investment Program ranks last in world in Henley & Partners report

passportDominica’s Citizenship by Investment Program has taken the last spot in a report compiled by Henley & Partners, a residence and citizenship planning company.

Henley & Partners launched its Global Residence and Citizenship Programs 2016 report, which ranks the 19 most relevant residence-by-investment programs as well as the top eight citizenship-by-investment programs available throughout the world today.

Dominica’s program was at the bottom of the heap with St. Lucia second to last.

Malta was ranked as first for the second year in a row with a score of 73 out of 100. This was followed by Cyprus in second place with a score of 71 and Antigua and Barbuda in third place with a score of 62.

    I am not moved and turned on by this type of news. Dominica is Dominica and will always be Dominica, nature island, land of beauty and rivers.
    When the fox could not reach the grapes it said it is sour. Is this not typical? I would not get excited by this news.
    They should be asked to prove their point, in whatever manner Dominica ranks last.
    They are promoting their enterprise and to make more money for themselves.
    The PM should disregard them.
    Someone or some people are envious and want to tarnish Dominica’s reputation. One way or the other it does not affect Dominica.

    Dominicans were against the Citizenship by Investment program and now they’re so much concerned about it. I smell a UWP RAT defaming the name of Dominica internationally because some spoil Mongul is not in power to reap the benefits.

    Dominica in the last place of this program says that we are transparent in our business because every terrorist and ill doer looking to hide in corrupt countries. That’s a GOOD thing to be last in this atleast we don’t let any and anybody in our country.

    In fact there are many different things a nation can be judged for or evaluated on. And how they rate is always changing.

    It depends what you look at.

    It depends who you listen to.

    There are companies that charge a fee for an individual or organization to be listed on their who-is-who list. These lists change every few years.

    Anyway, where you are on HENLEY & PARTNERS list will not make Dominica any better or worse.

    I have friends who have visited Dominica and spent considerable money on the island. They said “It is
    paradise.” (Their exact words.) And know something? They never heard of HENLEY & PARTNERS!

    sometimes you guys contradicts yourself….the same ones that cry about the citizenship program are the same ones lamenting about its ranking…just to educate a few because I believe most of you have a little bit of sense….being last is not necessarily a bad thing…maybe if Dominica was giving out their passports to any Tom Dick and Harry, the program would be ranked first…some people just don’t know what is good or what is bad for them.

    Can one group of people be so brain washed that the truth continues to elude them? When an elected government is listed as a shareholder of a shell company, it speaks to the lack of integrity of that government and its officers. This also signals to investors that they should not invest their fortunes in Dominica because of lack of transparency. We’re ranked “Last” in Foreign Direct Investment relative to our Caribbean neighbors. Open sores like the Panama Papers will continue to cement our race to the bottom of nothing.
    We take everything for a joke because of a few sheets of plywood, galvanize and handouts from the Red Clinic. Our reputation is at stake here and all concerned Dominicans should take the Panama Papers very seriously. Our good name and standing in the World is the key to our present and future success as a nation.

The headline is not necessarily incorrect but it is miss leading to some. The countries that are on the report, which Dominica is part of, are those regarded as having passed Henley & Partners’ country due diligence.

    Those who have done it have sent the message to others after they paid a hefty sum of money ,the cannot see any tangible improvement in the country.except the political state building which was not necessary that was built ..nurses and police officers are employed each year , how many of them take their pension each year? crime is on the rise,very poor health facilities all over the place infested by bugs and rodents,who would like to invest in a country where the most important issues are binned while politicians are picking on each other ?

      Dominica’s programme has been running since 1994. St.Lucia introduced its programme this year and yet its programme is rated above ours. You find nothing wrong. Instead, you say give the PM a break. Dominica has been giving him a break since 2001 (starting with his unauthorised trip to the Embassy in China at a time when the country had diplomatic relations with Taiwan and he was a junior minister). Antigua introduced its programm 2 years ago and it is rated third.

    Lets look at the facts and leave emotion and pride aside for a minute. The Henley & Partners 2016 Visa Restrictions index ranks countries according to how many other countries their passport holders can visit visa-free. These facts are verifiable and not the figment of anybody’s imagination. It turns out that, even within our little OECS, with identical Caricom passports, not all countries are equal. Top of the list comes Antigua & Barbuda , ranked 30 ( with134 countries|), second is St. Kitts & Nevis (132 countries), St. Lucia and St. Vincent & Grenadines, joint third (125 countries each), followed by Grenada, ranked 39 (121 countries) and Dominica closes the ranks on last in 41st. place (119 countries). Clearly, we are judged as an individual country on our own merits and I suggest that our Foreign Minister give a public explanation for these discrepancies.

      TitiwI I have not seen the criteria upon which the conclusion is presented however what you are saying seem unreasonable to me. How do you judge a CBI program based on the ability of ALL passport holders visa free travel. Does it mean without the CBI we would still be judged under the CBI performance category.
      The fundamental question to me is whether or not the CBI is meeting g it’s objectives. So far zero investment yet thousands of passports sold.

        Well of cause an investor looking into The CBI would like to know how many countries he can travel visa free, it is an advantage for him, that’s why it is used as criteria to judge the CBI.       Yes, even without the CBI program our passport would be less attractive than those from the other OECS countries and therefore less valuable. It is this criterion, amongst others, that negatively impacts the Henley & Partners evaluation. Passports of countries that provide most visa-free access to other countries are most highly prized and therefore most valuable, such as EU countries like Germany and the Netherlands and the U.S.A. and Canada in N. America for example.

    This ranking is a misnomer. Although Dominica ranks last in the Citizen by Investment Program, …………………………………. In concluding, the Passport Selling Business has not profited the country itself, but its cronies are living “High on Hog.”
    We’ve yet to see a detailed account of income and expenditures by these cronies. Don’t worry, when the Feds start sinking their teeth into this report, heads will roll. Remember “Julian” did his time for money laundering after years of living the good life. All good things must come to an end.

    This report is complied by Henley & Partners and it only promotes the countries whose governments pay Henley & Partners to promote their Economic Citizenship Programmes. The countries, Dominica included, who are deemed by H&P as ‘bottom of the heap’ as so delicately reported, are those governments who choose not to pay Henley & Partners. They choose to not pay because their programmes are already known in the market place and are extremely popular. Therefore, this report should be viewed with the proverbial ‘pinch of salt’ and no worth should be placed on it. Rest assured, Dominica is definitely not bottom of the list in reality.

    I feel so bad for my country. My heart aches and the citizens seems to not care. Hope is already lost. In a hopless society thugs, criminals, thieves, and deception reign supreme and fools convince themselves they are wise. The reason a drowning man will grab on to a twig is because there is nothing to loose when he is already facing certain death, but there is this one hope/chance that this twig is part of a larger floating branch.     Not even Skerrit’s bread basket gets trustworthiness. If what he is depending on as his number one bread earner is poorly ranked, what does that say to our future? He killed agriculture, killed tourism, killed local government, killed sports, killed everything, yet what he gave birth to is of very poor quality and can ONLY attract crooks and criminals

      Kingman, H& P is marketing the St. Kitts and Nevis programme yet they rate them number 6 out of the 8 countries. So, the argument you are making does not stand. Wheel and come again

      Why does the name Henley and Partners sound familiar? Wasn’t that the organisation which was interested in working with our opposition (as the prospective government) with the Economic citizenship programme during the election campaign?

      Sorry DNO choir for always singing a different tune from yours but I hope I am wrong in my recollection of the name because if I am right then the question which arises is “would their report ever be complimentary or objective”? I am not saying the report is not, but I am just allowing for another perspective and looking beyond the surface.

      It would have been good to know how many countries overall have that programme because the article above says it was the top 19 most relevant residence by investment programs and the top 8 CBIP’s in the world being ranked. Do I understand that Dominica’s was being ranked among the world’s top 8 and top 19? Was Dominica at the bottom of the top 8 or top 19? Or was it say at 56 out of 56 of those…

        Thanks for thinking that I am sensible. Yes I will take your advice and go read for myself but I was just trying to encourage some others on this site to sometimes raise questions.

        No, it is not always wise to just focus on the message and ignore the messenger. If Donald Trump is reporting on an incident involving Hilary Clinton I expect his report to differ whether subtly or overtly from one written by a CNN reporter on the same incident. Makes sense?

    Why? Why? Why? Must we ALWAYS be last in all that we do??? Did I not hear several people, including Vince Henderson, say that Dominica’s CBI Program is one of the best and most respected in the world? Now this report comes out and places our CBI Program at the very bottom of the list? Are we going to hear that this is an Opposition report and it’s part of their “bringing down the Country” agenda?? Only in Dominica…where our leaders point fingers and cast blame instead of take serious and meaningful actions to improve on our shortcomings! In any event, I doubt this means much to those who already have their millions safely stashed away in that “special account” that Vince Henderson spoke about not too long ago. Did I hear someone say “PANAMA”??? Oh oh, let me make myself scarce huh, before my house gets firebombed in the wee hours of the morning!
