Gov’t pays 96 grand to public relations consultant

The government of Dominica is paying some $96,000 for a one-year contract to a consultant who will be rendering ‘Public Relations and Information Management Services’, a document obtained by Dominica News Online has revealed.

The agreement between Charles Jong and the government of Dominica is in effect from November 1, 2013 to October 31, 2014.

According to the document Jong is “to coordinate the activities leading to the implementation of an Information Management System of which the Consultant has represented that he has the requisite professional skills and competencies and the technical resources to render efficiently the services required on the terms set out in this Agreement.”

“The Government agrees to pay the Consultant the total contract price of Eastern Caribbean dollars $96,000.00 payable in twelve (12) monthly payments in arrears at the rate of $8,000,” the document reads.

The contract was signed by Steve Ferrol, secretary of the cabinet, on behalf of the government and Jong.

The document put to rest the question of who actually pays Jong and who he was working for.

Recently Jong was the center of drama in parliament between MP for Marigot, Edison James and speaker of the house, Alix Boyd-Knights, after he was described as a “stranger in the house.”

James demanded to know who he was and eventually Boyd-Knights stated he worked with GIS and ruled that the matter be put to rest.

When James asked for more information, the speaker said her ruling was final.

When contacted Jong said he was not prepared to comment on parliamentary proceedings since he is not a member of the house.

A public profile on website, Linkedin.com, describes him as a Communications Consultant for Government of Dominica, a Marketing and Communications Consultant for the Barbados Labour Party, a Committee Member at St. Kitts Music Festival Marketing Committee and a Communications Consultant at Office of the Prime Minister of St. Kitts and Nevis.

The site also said he “has worked and continues to work in a significant number of election campaigns in the English speaking Caribbean (St. Kitts, Nevis, Dominica, Grenada, St. Vincent, Barbados, Cayman Islands).”

    96k is not a lot of money. Considering the qualification, job and requirements, it’s probably slightly below or about the going rate. I cannot speak for all of Dominica but I currently earn more than that amount. People do not understand the hard work it takes prior to being qualified to do certain jobs. We need to travel more, make sure our kids go to school and increase their chances of higher level education. Then you will understand that 96k ec is definitely not unachievable. Dominica is very far behind in terms of professionalism and structure in terms of qualifications and companies with financial muscle. But even in dominica I have many friends who earn more than that amount (and please don’t come to me with politics because these people, including myself have studied for over 13years, and worked since we were 16). All I am saying is, stop looking at everything everyone is doing and get that “go get it” attitude and you can do it. We can build a great country regardless of the government. We just have to come together and work hard. Politicians will do what they do. But in terms of this salary it seems fair. I guess my criticism is, why not a qualified Dominican? But then again, if a Dominican had that role, we would criticise from a different angle. It is just what we do in Dominica. We talk a lot of talk, but we do not really know how to walk. We do not work hard. 930-530 if the employer is lucky. No Sundays and no evenings. Maybe if we worked harder and took slightly more risk in terms of business ideas we would all earn >96k. You think any if these politicians really care about every single individual on this island? If they love us so much, why don’t they come together and unite for the greater good of our country? We just exchange bad for worse. We have to build our country. Capitalism

Teachers are not being paid, vendors are crying, civil servants not getting an increase, yet we are paying this man 96 000.     It is standard procedure that before tax payers money is spent,or before government enters into contract with individuals and organizations, that the government’s intentions are presented to the public.For example, before DEXIA imports rice or sugar the information is placed in the local newspapers and also the government gazette.
    Note that the government does not have to select the lowest bidder,but the process is open and above board.So how can the Skerrit led administration hire a communications consultant to do work for the government and the country,yet the people,the opposition,the speaker of the house,not even the president knew of it before hand?.Boy I tell you the country is run like these lawless African nations.PM sketritt has instituted his new level,his new order of doing things.Just look at some of the countries he is in bed with in the international community and you have an idea of what kind of governance we have.Tell me who your friends are and I’ll tell you who you are.
    I know most law abiding Dominicans yearn for a return to honest governance,that’s why change is a must.We are fed up with this corrupted government which loves to opperate in the dark.

People make sensible statements..think before you write and make meaningful contributions- whether you for or against. Departmental Managers make $8,000 and more a month in Dominica…General Managers make up to $25,000 and alot more a month for their professional expertise… and not in the private sector only. Some of you all just sound plain ridiculous. Stupes!!

    I am not sure how much good he is doing but if he is doing his job and a good job, then he deserves his salary. There are times we need help and the point of view of an outside source.

    Also keep in mind that the salary is that of a consultant and not a regular paying job.

    I live in London and was listening to QFM last night and a woman by the name of Joan called to talk about the state of some bridge in Wotton Waven area, I think.

    Her plea brought tears to my eye. On the other end of the scale we have the government paying this Jong man $8000 a month for consultancy work.

    These two stories are at the extreme opposite ends and I think it gives a great snap shot of what Dominica is all about right now.

    The minority haves and the majority have nothing.

    While I believe every person is entitled to their opinions, some people should really think about the contributions they make. I mean really.

    I am not very much political but what I have seen in Dominica is this: Everyone minds every other person’s business but their own.

    Charles Jong was hired to do a specific job, who cares how much he makes for a job he is capable of doing…

    I have to question the person’s motive for making his contract public. Why? What does it benefit you?

    People get a life already and stop with all the propaganda! Most people in Dominica would love a salary of 90K but how about motivating yourselves to do a job!

    Well Well Well, last night a woman from Laudat brought tears to my eyes when she called QFM about not being able to make a little money because the area has not gotten help.

    Now this guy Jong is getting paid as a consultant. Just for those who don’t know, that is a lot of money for someone who does not work 9-5.

    Here’s the thing, we can all be sure that the elections wool only be called after this guy contact is up. That’s a certainty.

    I feel sorry for my country and it’s people. I hope you guys take a god look at life and effect change.I want to come back home to contribute but only will do so with change . Let’s make it happen

    This whole thing strikes me as extremely shady and desperate. Skerritt should be held accountable for this deal, plus this is a another nail on the coffin of the DLP. Should UWP win, and I see no reason unless D/a slides into dictatorial tyranny, the government should file suit against Jong to retrieve those funds. The contract would have been seen as illegal, since it is tantamount to theft of public funds – The job was not advertised to local/other Caribbean consultants, some of whom I know to be just as qualified as Mr. Jong, but most of all (BLOOD BOILING), IT CAME OUT THE PUBLIC PURSE!!! Not OUT OF ONE OF THE CHINESE ESTABLISHED TRUST FUNDS FOR TOP LABOR PARTY ECHELON WHEN TIME FOR FLIGHT COMES!!!

    Hard working civil servants cannot get a decent salary increase…The last decent salary increase was under the UWP. From the time this labour administration came into power salary was first cut by 5% and since then is 0%, 0%, 1% 1% 0%. Yet the PM can find money in these hard time to employ this guy. He already has Daryl Titre, the Ambassador,GIS,DBS, Kairi, The Chronicle and even Marpin. But we are looking on …. because all these together cannot revert the swing of the UWP.       The Civil Servants get more than they deserve. Has anyone ever had a civil servant return a call. Most times you ring for an individual the answer you get is ‘they have just stepped out’. They are so incompetent and unwilling to change or improve, thinking they have a job for life, so therefore all they have to do is turn up for work, and then dissappear and refuse to produce an honest days work for an honest day’s pay. So I really do not have much sympathy for civil servant.

    So, in reality, this guy is collecting eight ($8,000.00) thousand taxpayers dollars per month, for some crap that is not necessary; such are the nature of the beasts in our country, anything to facilitate, and accommodate all those who have selected Dominica to provide them with an free lunch knows how to get in touch with some poppet and rip us off, and take off with their pocket filled.

    Funny; we have Dominicans living in Europe, Canada, and the United States, and I am sure some residing on some Caribbean island, who can do precisely what these people are getting paid for, and who have offered their services to our country, and never got a response from the government.

    I know a Dominican living in England, he is from a village in the South of Dominica, this man has been an Scotland Yard Detective for years, I believe he is retired at the moment, he was willing to contribute his knowledge of investigating crimes, and consulting and perhaps training the incompetent police force we have in Dominica, on how to solve crimes.

    They did not even have the courtesy to give the man a try, say even a year contract to see if he could bring some change within the ranks of our police department.

    I even wrote a letter to my very own cousin Gloria Dods Shillingford, in regards of that gentleman, I neither heard from her on that matter; and though I gave her an E-mail address of the gentleman, she did not even drop the man a line thanking him for his interest in his country, and perhaps letting him know that she has no power to deal with such matters, nothing!

    I would that since she is big government minister, she has a government computer in her office, and has access to the Internet, unless we are so backwards, and communications are transmitted via drums, and smoke in Dominica in the twenty-first century!

    What a place!

    I am well aware that there are people at senior level position in government who would like to speak out or even call the bluff but are really concerned about victimization. Now I aso believe that there are times when these people must do a better job communicating with the Publc so much so that they protect themselves from being labeled as totally dishonest and even more so called Religous hypocrites.
    Steve Ferrol had the opportunity to at least get off this filthy avenue by telling John Baptist the truth. He was the one who signed the contract yet he pretended that he knew nothing and referred the matter to Titre knowing that Titre knew nothing.

    What we all seem to be missing is that he is not a full time employee and he gets paid monthly. So he could sit in St Kitts working for the government of Denzel Douglas, he works for the festival committee in St Kitts and works for other election campaign elsewhere.

    That salary doesn’t seem so large to me… you can’t compare a qualified and experienced person with the average public servant. By the this is really low payment, the salary he’s used to could be 2 or 3 times as large. 8000 a month for one year, so what? What about next year? Contract and freelance workers don’t know where the next dollar coming from.

    Parry, I would take issue with the appointment of Charlie Jong. I would tell the Prime Minister that Mrs Tania Green, Mr. Mervin Paul and Mr. Darrel Titre are all Dominicans and should be considered before anyone else. In fact, Mr. Titre has a University Degree in Communication. I would also tell him that I, Parry, has years of experience as a Consultant and Communicator.

    I am not a supporter of the DLP, I hope BogoRoy might not tell me to keep my feelings to myself. Nevertheless, I feel for Tania Green and Mervin Paul. These two individuals have really worked hard over the years. I believe they were not treated right by the Skeritt led Labor Party Government.     The contract was signed by Steve Ferrol, secretary of the cabinet, on behalf of the government and Jong.

    The document put to rest the question of who actually pays Jong and who he was working for.

    How much more can we take? Here is a government that cannot create employment for nationals, yet Skerrit is able to pay another foreigner $96,000.00 for service, plus housing accommodation, transportation, and other incentives. I wonder if Steve Ferrol himself is making that much money? Skerrit is taking our money to pay these foreigners while most Dominicans have to depend on the Red Clinic to eat a piece of dry bread and all he can talk about is our pit latrine? OMG! Fellow Dominicans, this is not about DLP , DFP or UWP. It is about our bread and butter. Let’s open our eyes before it is too late

      In short he is a propagandist hired to do damage limitation for skerritt but the tax payers of Dominica are picking up the tab. All I’ll say to you and others is that Trinidad didn’t get to where it is crime wise over night, it was a gradual process, a process which started with tolerating little episodes of malfeasance.
