The Citizens Forum for Good Governance is expressing concerns over what it said is the barring of a journalist from attending parliament by House Speaker, Alix Boyd-Knights.
The First Session of the Ninth Parliament convenes on Friday and Carlisle Jno Baptiste was invited to attend as a guest of incoming Senator Thomson Fontaine.
However, Fontaine told DNO on Thursday that he was informed via telephone by the Clerk of the House on Wednesday that Boyd-Knights had said Jno Baptiste will not be allowed to attend the proceedings.
This has not gone down well with Citizens Forum for Good Governance.
“The alleged decision by Alix Boyd-Knight is considered a flagrant violation of the constitutional right of a Dominican citizen and an abuse of her powers and privileges of the position that she has occupied for the last fifteen years,” the group said on Thursday. “The Citizens Forum for Good Governance is appealing to Prime Minister Roosevelt Skerrit to intervene and withdraw the name of Alix Boyd Knight as the government’s nominee for the Speaker of the House of Parliament for the new term and identify a more suitable person who is less cantankerous than Alix Boyd Knight, a woman who has denigrated the office of Speaker for the last fifteen years.”
The group said it finds “it inconceivable that the Dominica Labour Party and the government of Dominica are unable to identify a competent person within their ranks to occupy the Speakers chair other than that woman who has proven to be an embarrassment to the government and people of Dominica for her lack of decorum.”
In the spirit of unity, peace, tranquillity and the good will of the Dominican people, The Citizens Forum for Good Governance prays that commonsense will prevail and that Prime Minister Skerrit will dispatch Alix Boyd Knight into the dustbin of history,” the group said.
Meanwhile, Fontaine has described the matter as “Very unfortunate.”
In 2009 Jno Baptiste was thrown out of parliament for the second time for allegedly carrying electronic devices during the proceedings of the House.
The Speaker and/or Mr Jno Baptiste needs to remind us why a ban against Mr Jno Baptiste is in force.
How long will it be enforced?

In a democracy the speaker of the house does not have that power to determine who comes to the house. She is over reaching. As a reporter Mr. Carlisle has to present his credentials and as a citizen of Dominica he has a right to be present to report. Mr. Charles Saverind and Mrs. Knight should remember they brought down a popularly elected government down on these same grounds freedom of speech of the Press. They incited the school childrenfrom the Academyand used their positions to get the nurses and teachers and their freind Zabocca to close the ports to destroy Dominica.. DNO, please help me understand. Parliament was dissolved last November in preparation for the general election, therefore there has been no parliament since. It stands to reason, therefore, that since there’s no parliament, there’s no speaker. The speaker is elected at the first meeting of the new parliament. It also stands to reason that, until the election, Alix-Boyd-Knights is not the speaker. How, then, can she bar anyone from parliament if she is not the speaker? Please help.

A sort of provocation for a reaction. Both incidents remind me of a school policy that says black shoes must be worn with the school uniform at all times. Young Billy wanting a day off school to watch a basket ball game, went to school wearing white running shoes with his school uniform instead of black shoes, knowing very well that he will be suspended for not being in complete uniform.
Knowing how irate his parents will get, he calls them at work to tell them in a sweet innocent voice that the bus had some difficulty and because he was only 5 minutes late he was sent home. It hurts my heart when i listen to q95 and the way they describe my beautiful Dominica. Im on vaccation in Dominica presently and its the first time ive seen my beautiful Dominica that far, the island has IMPROVED for what i can see, i will continue to pray for the present Govt’ for Dominica is geting better every year i visit.. Charlie Jong, a foreigner, was permitted to be in our Parliament during a House sitting. He was there with a video camera to take video footage of Parliamentary proceedings. Why? Dominicans know who he was working for.
But only when Edison James expressed concern that a stranger was in the House and tried to find out the reason, the Speaker claimed Jong was representing GIS. But strangely, the real GIS staff remained, while Jong quickly took his camera and hussled out of Parliament. Guilty of what?

Dominica has three (3) major problems that MUST be taken care of expeditiously if Dominica is going to turn the page around. 1. That same old speaker not only needs a new heart but needs to be out of the house forthwith. 2. The President of Dominica needs to put Dominica first and stop playing politics. He ought to be the referee, the umpire and judge of Dominica, to protect our democracy. He needs to tell Skerrit that enough is enough and it’s time to treat this honorable house with respect. 3 Skerrit needs to understand that he is not the Prime Minister of the DLP but rather, the entire nation. The question that one should still ask, is whether or not Mr. Jno’ Baptiste violated the laws or policy of parliament and whether or not certain actions should not have been taken. I sincerely believe that as a journalist from 2008 to now, he should have redeemed himself and any problem between himself and the speaker should have been ironed out over the years. Had common sense prevailed, we would not have to deal with issues like locking out a prolific journalist from covering parliamentary proceedings of any sort. That’s his job and denying this previledge looks vindictive.

Recent machinations by the Opposition and its affiliates, those posing under guise of con earned citizens, is enough to put this Labour Party government that the next five years of go ernance is going to be testy, at least; at worst significantly more divisive, combative and volatile. Fraugt with polical minefields concocted by the UWP and its operatives.
If UWP is not careful, they will fall and sooner than they expect. In the eyes of God, wickedness does not prevail – not for long.
They must keep in mind that DLP has supporters near, far and wide. Those people are not hypocrites and pretenders. They are also educated people who can think beyond,and who are genuine people. They can read through types as Linton.

It’s difficult to understand why any government and people would tolerate someone who’s very disconnected, vindictive and divisive as the Speaker.
