House Speaker makes police report because of Facebook ‘threat’

An official police report has been made by the Speaker of the House of Assembly, Alix Boyd-Knights, because of what she calls a “threat” based on a post on social media giant Facebook by someone who uses the name ‘Roseau Valley.’

She said the person behind the alias is a “member of the house.”

“I was sent a photocopy of something taken off the Facebook page of a Member of the House, where somebody named Roseau Valley wrote: ‘Now Ma Knights, free up our parliament please. Please allow our parliamentarians to debate. Let the Opposition questions be asked as submitted barring violation of the standing orders and if there is any violation, please point out, where, what, how the rules and orders are violated…free up the parliament please let freedom reign. Failure to do so… this will necessitate protest action too.’”

According to her the post was made on the 11th of May 2015 at about 12.41 pm, the same day a massive protest engulfed the community of Salisbury.

“So the two is significant,” she said.

The House Speaker pointed out that in Standing Order 23.2, the provision is if the Speaker is of the opinion that any question of which a member has given notice to reply, infringes the provision from any Standing Order or is in any way an abuse of the right to question him, he may direct that the member concerned to be informed that a question is out of order.

“So here it is, you have somebody called Roseau Valley, telling me that if there is any violation, that is to say the question is out of order, please point out where, what, how the rules and orders are violated otherwise we will protest,” she remarked.

She said “Roseau Valley” is putting ‘himself’ above the Standing Order of the House “and demanding of me to do things that the Standing Orders won’t ask me to do and if I don’t do them he will protest.”

“So therefore I have no choice but to bring this matter to the police,” she said pointing out that at the time of the Facebook posting the Salisbury protest had escalated.

She said she considers the matter a threat and she has the experience of how threats work.

The Speaker said everyone knows who “Roseau Valley” is.

“I leave it to him, if he thinks he is so right to put his name and money where his mouth went,” she stated.

Boyd-Knights was addressing the 2nd meeting of the First Session of the Ninth Parliament on Wednesday 27th May, 2015.

    Facts, define the word Protest; tell me what part of the entire word, which imply violence, you are so quick to jump, and support the wrong that you are trying to give your personal definition to protest. Let me help you in addition to the way I defined it, learn this:

    Protest = to execute, or have executed a formal protest something such as a bill or note.
    Protest = to make a statement or gesture in objection to something even a law. Here is another: a sworn declaration that payment of a note, or bill has been refused, and that all responsible signers, or debtors are liable for resulting loss, or damage.

    A declaration made especially before, or while paying that a tax is illegal, that payment is not voluntary. That constitute the meaning of the word protest also. So, fools like LaborOfLove can attack me now.

      In this case, you lack broadmindedness. You must state what which will benefit all D/cans. You know Dominicans are not one and the same in heart and mind. They do not all share your personal opinions. Therefore, do not expect the same response and all to agree with you.
      State what could be helpful to change the situation. Know that some of them are quite happy and pleased with it. This does not mean they are wrong.
      Cease criticizing. Learn to respect the opinion of others.
      Have respect for your leader(s) and obey authority. You will achieve nothing by being obstinate and disobedient. Furthermore, some of your comments are a waste of time. They produce nothing. Do something good for D/ca which could benefit, at least the majority.
      If you want to change certain situations in Dominica, do something concrete that will help them. Know that you are not always correct or cannot please them all.

    Mrs. Knight come on! You are trained attorney at law so please don’t make a fool of yourself. Further, the police is NOT the Dominica Labor Party Police Squad but rather the CDPF. We may argue that is now the Carbon Daniel Police Force but Cest lavie. Now go get acquainted Cap. 53 of the DRL of 1961 (further amended), and apprise yourself with the definition of “threat”. The blogger Gabriel St. Jean gave a damn good definition of the word under our laws.

    It is unfortunate that an attorney at law has to be schooled on the meaning of the word “threat” by bloggers. I am convinced that you are loosing it madam.

      For your information we have two companies in Dominica engaged in the bottling of water:
      Dominica Brewery & Beverages Ltd. with their “Loubiere” sring water and Josephine Gabriel & Co. Ltd with their “Trois Pitons” brand.
      Yet, the imported water from Trinidad, current sponsor of our international cricket matches, is able to undercut both local products on price. The simple fact is that we are not competitive with our bottled water on the world market. The packaging (plastic bottle), which we dispose of so easily costs more than than the contents.

      All of the above mentioned are sold in Los Angeles, in major Supermarkets, and other small establishments; and if The Facts, get on a buss or walk to certain areas on Daws, in Toronto she will find the products mentioned are soled there. What is essential is marketing connection. However we lack the will to train people in that skills to scout the world and find markets for such products. All mentioned above are grown in Dominica.

      Here you go again, talking a lot and not saying much. Two outlet pipes were constructed in the Roseau Valley area and they lead to the port in town. Both outlets were supplying water in bulk to storage ships more than twenty years ago. I’m not sure if the operation is still in existence, but Dominica has been selling water for decades now. The issue is, no one can present a budget to the people to show income and expenditure from this project.

      Like most things in Dominica, accountability is always wanting.

      For your information, Dominica has never been poor, as poverty is relative. Read the annual Eastern Caribbean Central Bank’s Economic Report and go back 20 years. Cable and Wireless in Dominica was one the most profitable branches for the old company, with an annual return of some 20% return on investment.

      Dominica by definition and in practice is one of the most “Corrupt” island-nations in the English speaking Caribbean. When a tiny island nation of 70,000 people spends twenty million dollars annually on the importation of “Meat and Meat By-Products,” and the “Chicken-Man” was the only one granted such an importation license, then you understand how the island functions.

      Eugenia Charles had her boys, Edison had his and now Skerrit has his. The island is anti-business from A-Z. They do not want businesses and low unemployment. They fear smart people, because their corrupt practices will be exposed.

There’s literature in our local government archives, detailing the scope of the project, funding for the project and its purpose.

      Facts, get off that person back : I do not know Roseau Valley personally, but I can tell you the person who uses the alias Roseau Valley is surely not an idiot! Man or woman, that person seems to be highly academically educated.

      Unless, I am mistaken I read, that person almost twenty years ago, when he/she wrote something in which something about the agricultural lands at the back bushes of Wesley, the person captured my attention then; I can tell you I do not believe that person is interested in perpetrating violence on anyone: the Speaker of the house, nor any member of the parliament, nor on the nation Dominica.

      Besides, I am certain the speaker perhaps by now realized she made a mistake when she suggests she was at risks to some threat. I like the lady, nevertheless, I cannot support her theory, because suggesting protest is not a threat!

      BEB, you claimed to be a former police officer, my late brother was a police inspector on the island of Antigua, where he was gun down, by criminals, while standing in a candy shop talking to his friend.

      One thing I can tell you I know many police officers who know as much law as some trained lawyers, my brother was one of them, now I know two Dominica trained lawyers, who left Dominica and went to Antigua, and enlisted as ordinary police officers. Now if you were a police man; you perhaps know, no crime has been committed, so there is no need for the taught of white color crime and tools.

      My brother was the late Almoor Robin (same mother). Antigua government spent plenty of money on him training in England, Canada, and America. He was even trained in solving crimes which involved arisen, hence, he was also chief fire inspector on the island, and I tell what he knew the law as well as some trained lawyers.

    where is the threat ? is it because I am not as smart as the speaker or I am a more a reasonable person. It shows what a heavy hand can do. The speaker has not been impartial and now she wants to burden the police with such nonsense which will make them impartial as she is. What a clever way to use the police to her advantage. A smart speaker would respond to Roseau Valley by saying, “I follow standing order 23.2 in my deliberation and let the public judge me” but she is so one-sided that she fails to see her flaws.     Madame Speaker the last i remember the definition of {THREAT}; ”an attempt or offer by force or violence to do bodily injury to another”; it is clear that the behavior of this lady is one laced with senility. It was in that same House in 1979 that the people unleashed their anger and protest action which Senior Council Tony Astaphans so proudly refers to as the Constitutional KOOL-WASH- BRIGADE. Madame if the constitutional right of the people to protest has become a THREAT to you then do the honorable thing and leave this Honorable House; you don’t belong there in the first place; AMEN!

    A threat to protest is an intention to lawfully stand against public/ social order. Being concurrent in salisbury is fact that dominicans will generally protest on matters of their public interest or dislike, in an effort to further solve some of our public issues. It is a normal legal social order instituted in democratic societies as a means to an end. Whether they get what they want is now subject to public debate, which now sheds a bigger light on a once silent or insufficiently addressed issue. That is how laws are sometimes amended.

I mean you are a lawyer by profession, you should be able to define threat. People have the right to protest. Protest can be defined as “make a solemn declaration, or affirmation of one’s innocence; or simply protesting the abuse of human life, or any other matter.

    That is not a threat, not even in legal terms! Threat, or threatened, implies an expression of intention to inflict evil, injury, or damage, here we are indicating some impending violence. I think you are overreacting!

You most-likely worked a minimum-wage janitor job for most of your years abroad, living in a filthy studio apartment with your stinking cat and its feces under your torn-up sofa where you sleep. You’ve always been a nasty, ugly and lonely man as no woman could stand to be around you for too long listening to your constant ramblings about where you’ve been and whom you know.         Been following your comments for a while now….it is my humble opinion and a fellow reader and commentator, that you at least try to act civilized, try to be humble and stop making a fool of yourself in public.         Facts, I doubt people express their opinions on DNO simply to get thumbs up down okay. One time I wrote something on DNO, and got a pile of thumbs down, I could not understand why, so I questioned why.

      Well; do not attack her age, because we all do get older, as long as we are alive aging is mandatory, since that is also part of life. Now if she has shown sings of ( becoming senile) and unable to function, if she recognized it perhaps she should voluntarily step down.

      Or the people in her circles should advised her it is time to retire.

      The lady is just about seventy-one years old, and her mind could still function efficiently, after all there are Judges on the Supreme Court of the United States, who are appointed for life, some are in their eighties, going on ninety, they are still able write great opinions, and render appropriate judgments, based on the law’s of this country!

        @ The Facts . . . your really need to look up the word, ‘threat’. it is obvious you are a DLP benefactor. No where in the world (except Dominica, of course, where the police force is the military arm of the government) would any police officer accept a complaint of a ‘perceived threat’. If that were the case, many more sensitive people would be filing complaints with the police, putting even you and I at risk of being arrested. The law deals with real threats. There is no legislation for ‘reading between the lines’ as you put it. Stop singing for your supper and learn something before you start calling others dumb!

    How can the FB statement be regarded as a personal threat to Alix Boyd-Knight? The Police should dismiss that threat. And if, as she claims the writer is a Member of the House, why does she not mention his name and report him in particular to the Police? Is Alix herself intimidating people from freely expressing dissent? The people of Dominica better open their eyes and ears to the trend of anti-democratic behaviour by the ruling party and its supporters and agents in high places.
