Indignity: The story of Curtley Joseph

Curtley Joseph

Curtley Joseph of Portsmouth is 26 years old, the son of Gilford Joseph and Patsy George. He lives in Portsmouth but not many residents know him. Many more know of him but, through no fault of his, he is not a popular person or subject.

His mother Patsy left her son in the care of his grandmother Betsy Peters from age two when Betsy lived in a two bedroom wooden house in lower Glanvillia. Lacking the wherewithall to care for a developmentally disabled child, Betsy sectioned off part of her verandah and kept him there until a fire destroyed the house some time later. Betsy has since built a modern concrete house where she lives.

That Curtley’s life has been a difficult one, is an understatement. He has never been to school, has a solitary friend, eats his own feces and is kept in a cage, something akin to a pigsty in his grandmother’s back yard; There he has survived for the last 10 years with the full knowledge of the authorities.  Yes, the welfare division is well aware of the case, to the point that it has taken Betsy Peter, Curtley’s grandmother to court where she was fined in connection with Curtley’s case.

Being severely mentally challenged, Curtley has never spoken. He started walking at a very late stage and on learning to walk became a bit disruptive, pulling items within his reach to the floor and destroying some of them in the process. He developed the habit of eating objects and materials which are supposed to be inedible.  This literally landed Curtley in the dog house. A very filthy dog house!

In 2007, in response to Betsy, who has received a stipend of $300.00 per month towards the care of Curtley refusing to continue her role as caretaker, Mr. Martin Anthony of the welfare division arranged for Ms. Mary Laville to take care of Curtley.  Now Mary feeds Curtley three times per day, bathes him, cleans his cage, and makes his bed. For that she receives payment of $300.00 from the Welfare Division and $300.00 from Curtley’s father. A grand total of $600.00

Years of living in a cage and being treated as an animal has taken its toll on Curtley and his caretaker believes that he has developed the habit of eating from the floor and eating his feces from the treatment received in his early years when his food was placed at his feet , much like a dog or a pig. Now Mary ensures that she feeds him his entire meal. The penchant for eating his mattress and bed sheets may be explained by years of neglect and hunger.

The image of Curtley’s malnourished frame, distended abdomen, fingers and mouth soiled with feces, behind the bars of his cage are nauseating and simultaneously depressing. His eyes are haunting, peering  through the soul, forcing one to question how it is that our society could so easily allow one of its own to be robbed of all human dignity in this manner.

Being severely challenged mentally, and having not received the type of care which would have helped him overcome any bit of the challenge that he faces, He has adopted the habit of barking and prancing like the dogs which are tethered nearby.  With the improvement in care he now identifies, relates to and displays obvious emotion towards his new caretaker. He seems happy when she is around.

Two months ago on the advice of Mr. Anthony of the welfare division, the health authorities visited Curtley and taking note of the condition in which he was kept arranged for him to be taken to the Portsmouth Hospital where he was examined and given some medical attention.

In all this Curtley’s mother Patsy has been absent and has broken contact with her mother and her son’s caretaker. His father, Gilford (Peanuts) regularly frequents the area in which he is kept seemingly oblivious to his son’s plight.  His grandmother Betsy has been taken to court by the Welfare Division and fined in connection with her guardianship of Curtley.

Moves are on the way to have Curtley removed to a more hospitable location however this is being delayed by among other things, clearance from the health authorities. Given that Curtley is severely mentally challenged, he will definitely need very specialized care at whatever institution which he is relocated to.

Answers must be found to the very profound questions that the case of Curtley Joseph puts to us as a community and a nation.  In recent times the Government of Dominica has voiced intention to build a respite centre in the Chance community in Portsmouth. The writer sincerely hopes that the needs of individuals such as Curtley are well catered for.

I have been a bit reluctant to publish this item without some due diligence.  That concern quickly went out the window. I forego diligence as I believe that his story must be told immediately if there is the slimmest chance that it may speed relief to Curtley and other forgotten people like him.

    This is shocking to me. I can’t understand how his family could be so heartless! I also can’t understand why the Welfare dept couldn’t do do better for him and feel pain in my heart that our society will allow this abuse to go on for 26 years! God have mercy on him.

    Sadly, this is not the only case in Dominica. There is a child living in a similar situation in Mahaut. He lives with his mom, stepfather, grandmother, and other siblings, however he is confined to a locked room in the house, where he eats his mattress/bedclothes/feces. The authorities no doubt know about this case, but nothing has ever been done.

    For God is my witness i shivered when i read this story,that is a situation that no human being or even animal should be in,we as domininicans should be more loving and not be heartless,we have been through so much struggles,i would think that we would be more loving and caring,I am appaulled by this,i thing that the immediate family the neighbours who seen and know about this sittuation and not do anything about it,they all are to be blamed about it,where is our representaive,this is where the politicians should show their concern for the youths of our country,and not throwing away money out the window,supporting stuff that makes no sense to dominicans,leaders make the right move that will profit our people and most off all our children,because they are the future,and dominicans should learn to come together and stand up for what is right,EVERYTHING IS NOT ALWAYS OK.WHAT A SHAME.

    My heart breaks. Do not blame the family, it is obvious they dont know better. But the system shame shame shame! A nation full of god fearing people what the hell. You can’t see a boy living like a dog in your own back yard? We will all pass judgement and this poor child will have the most jewels in his crown in heaven.

    :twisted: i am not happy about that story at all but i know for sure that every person with a heart and a good mind would never treat thier own blood like this. but they must remember that there is q od above and i am asking that the laws of dominica judge these people as they deserve. and the ,other of that boy needs to be deported from where ever she is and that grandmother needs too finish her days eating shit POO POO. Another thing men please be careful with zhat women you all make kids and women be careful be fore you make kids whatch the qualities of the men you go with because kids dont ask too come in this world. when they come we are responsible of thier lives. thank you

      There is, I can attest to that fact. The child shares a home with his mother, stepfather, grandmother, and siblings and other members of his extended family. He is being kept in a locked room, where he eats his feces, mattress and bedclothes.

    Tiny (and anyone else without depth)…if Curtley was exposed to love and proper care there is NO WAY he would have resorted to eating feces!!! Look at him (or should I ignore the photos and wait for a book to be written with all the details) he is MALNORISHED…why dey arse wouldn’t he eat shit!! He’s hungry! Nobody’s stomach protudes in such a fashion and not be malnorished (God forbid!…he hasn’t grown a tumor…which too, was ignored). There is absolutely no excuse for treating ANYONE in that way…onless you’re INSANE!

    Lets see the bigger picture here…Dominicans needs to be trained to deal with children with special needs!! I haven’t read the entire thread but if “ET” can speak of a mother with two disabled daughters – who lived in outhouses (like and with dogs) – and “Sad” speaks of a similar case that he knew of, I am convinced that their are other cases in Dominica, besides Curtley’s. Parents (and ladies of childbearing age)need to be educated! I am from another Windward Island and I have NEVER heard of anyone with a disability being treated in such an inhumane manner. I was so appalled/saddened by this article that I subsequently did research and asked many a question to determine whether I was just ignorant of what was (or had been) happening in my Country. So far, no one (old or middle aged) could attest to any child being subjected to such treatment. This just does not happen in a humane society…where people breath and have hearts!!!! This is beyond words! Forget his immediate family (cause he had NONE)…but how can neighbours or members of his community (whether church-going or not) live peacefully with this knowledge? This speaks clearly to the fact that Curtley’s situation is not isolated and the people of Dominica need to STOP this barbaric behaviour. If a child is born with a disability, understand that there is nothing to be asshamed of. “Justice to be served” asked what the writer is doing or has done to help…(DUH) he/she posted this article thereby attracting the attention of BBC & CNN and everyone else…isn’t that enough for one person (or group of people…who I’m sure aren’t related to Curtley). That’s more than an entire COMMUNITY or his “family” have done for him!!!!! I must say that I agree with “Cyrique”, as I too believe that there are issues of mental health in his family. I also agree with “Ron” who wanted to know what good derived from the State charging the grandmother…CURTLEY WAS STILL LEFT TO EAT FECES IN HIS CAGE! Come on Dominican’s, I’m sure you can do better than that!!! Congratuations (and I should have said this first) to the people responsible for the release this article! May God richly bless you and your families! Dear Jesus, please release Curtley from his anguish.

    That is so sad. I cannot believe we are stil living in ignorants. The mother, father, and grandmother should be placed in jail. This is child abuse. Not even a dog we would treat like this. There are no laws in Dominica. This story relly touch my heart because I have children off my own. No matter how they are born you have to love them. God created everyone fairfully and wonderful made. This is shameful…..

    instead of judging the family i think everyone should try to picture themselves or their family being in that situation. atleast he is alive at the age of 26 thats means he is being taken care of one way or the next. its sad how dominicans are so small minded and act so uneducated. all im saying is find out the truth and then post a story. dont believe the hype anybody can take a few pics and make something seem bigger than it really is. how would you feel if someone did this to your family.

      Snookie shut the hell up!!!! there is no excuse for such inhumane behaviour. we dont need no more story. a pic is worth a thousand words. You should be ashame of yourself to even put such a comment. Not even people dog they treat like that. At least the dog get out go such for food. the little man had no where to go and his only contact was the dogs that pass by so doh make me vex. Thank God he is alive or they would have buried him in the backyard and no one knows. All the granny had to do is bomb a ride and drop him off at the welfare office at night, so when they come in the morning they will see him there. thats all.As i said before they should put her the cage to eat poo poo and bark so she can get a taste of it. Boy i VEX!!!!!

    First and formost, if the Welfare Division knew about Curtley situation as stated in the above article, they should be held accountable. At times in society we tend to blame persons and categorized them as “wicked, criminal acts” but one may be surprise to know that ignorance:lack of not knowing at time is the culprit of not doing the right thing…I hope he gets the help that he needs and the family receive knowledge about his disability and how to cope and care for him

    TINY IS JUST IGNORANT as she sound hope u are barren i cud only imagine what misery ur kids wud be. this is no justification as to how someone shud leave. He is deprived of education, social life & health. But u know what the sad thing is? this things will occur n will continue to occur because the law in dominica is waaaaaaaaaaaaaaaaaay too weak. they are just gonna give her a sentence of few yrs, one charge and or set a bail. she is lucky as hell she is not in the Virgin islands or the united states everything that she owned will be taken away from her.

    She would be slapped with Child endandgerment under which the following circumstances are based on:
    a. Knowingly acts in a manner that creates a substantial risk to a child or minor’s
    physical, mental or emotional health or safety.
    b. By an intentional act or series of intentional acts, uses unreasonable force, torture or cruelty that results in bodily injury, or that is intended to cause serious injury.
    c. By an intentional act or series of intentional acts, evidences unreasonable force, torture or cruelty which causes substantial mental or emotional harm to a child or minor.
    d. Willfully deprives a child or minor of necessary food, clothing, shelter, health care or supervision appropriate to the child or minor’s age, when the person is reasonably able to make the necessary provisions and which deprivation substantially harms the child or minor’s physical, mental or emotional health.

THEY PAY THESE PEOPLE TO SIT ON THEIR BACKSIDES IN OFFICE PEDDLING PAPER WORK AND TRYING TO LOOK PROFESSIONAL, THERE IS NO LAW LAID DOWN AS TO WHAT THE OUTCOME WILL BE IF THESE PEOPLE DO NOT CARRY OUT THEIR DUTIES IN A STRICT PROFESSIONAL MANNER.     i agree with lcm this is a horrific story which we can sit and discuss or disguss for the total lack of respect for a living soul…but what does that do? we all who are here and concerned should lend our voices to ensure this changes.we need to call the radio programes and our representatives and find out what can be done….we should never let up….

      It is very sad to say that there are many more like Curtley. I personally know of someone in my area; we have informed the authorities and yet nothing has been done.       There needs to be a serious investigation into the Welfare Department.Were they just giving money and not finding out about the welfare of the child. The whole Welfare dept should be fired. Those who are innocent should be re-hired. This is rediculous. How can this go on for so many years in such a small community.

    Curtley’s story can be considered a tip of the iceberg here in Dominica, and it really exposes our very deep deficiencies in child protection/welfare services on the island. It shows an even greater lack in the health system generally.

    Curtley story is gross, it’s hard to digest, it is heart wrenching, but I can assure you that he is not alone out there. Many vulnerable and special needs children are going through similar experiences in Dominica.

    The underlying problem is, alot of these health/mental issues can be detected very early in pregnancy. By the time that child is born, there have to be some sign idicating that all is not well with that child. We have become very sophisticated, alot of breakthroughs in medicine makes early detection of alot of these problems possible. I think our system should be designed in such a way, that follow ups become mandatory, and the specialized services should be available to assist parents when they unfortunately give birth to a special needs child.

    Some parents handle it well, some can manage financially, some are intelligent enough to seek help, but what about those that do not fit into the category of any of the above. The parents are not the ones who suffer most, the children do.

    Therefore I think the system has to be organized in such a way to ensure that the interest of children are ALWAYS protected.

    Of course this is going to take some serious injection of cash, people need to be trained, and facilities need to be built and the system needs to be put in place, but isn’t it worth it? Are we going to stand a aside as a christian country and allow our less fortunates to fall among the cracks like these.

    Children with special needs have rights and they too deserve to be cared for and loved, and caring and loving for them should not entirely depend on whether a parent is willing or is able to. Government has a moral responsibility to ensure that every citizen is treated humanely and that medical care is given to all who are in need, this is the greater good my friends that we talk about all the time.

    I am sure Curtley can be made to function as human being do, by disposing of his faeces, finding ways to communicate and doing things he would enjoy. In 2011, where are our occupation therapist and psychologist, and physchiatrist and physical therapist, and counsellors….etc……where are they?

    Have they skipped country and gone on to greener pasturues after maybe sending in several application for employment only to be told that there is none. A friend of mine returned from studies with a degree in psychology, she was offered a job as a typist in the ministry. She has since left and is taking care of vulnerable kids in another Caribbean country.

    Something she was looking forward to doing in her own country.

    My friends, we sit and talk and politicize and protect and defend, but the writing is on the wall. If Curtley story doesn’t tell us that something is terribly wrong in our country what else will?

    I wish at this time to really request that DNO keeps us updated of this young man’s situation.

    I am awaiting some type of positive news in that regard, and it better be sooner than later.

    God help Dominica!!!

      Let me just make my post abit clearer, the same way that government have a responsibility to provide for the poorest among the poor, and to ensure every child goes to school whether the parent can afford or not, its responsibility doesn’t stop there.

      Government must also ensure that sick, mentally ill, vulnerable, special needs, as you wish to categorize it, these children must be provided for, irrespective of whether the parents cannot afford or the parents do not want to do it.

      Based on the story, the welfare division is well aware of the situation….so government is not in the oblivion of that child’s situation.

      Government again I will say has a responsibility to care for the vulnerable, the abuse children that continue to be placed in the same abusive situations with no way of escape, we do not do enough as a people to help those who are unable to help themselves.

      I hope that by Curtley’s story, the government and policy makers realize that caring for vulnerable children doesn’t begin nor stop in Jimmit. Alot of work has to be done and we need to really start moving quickly because this is hurting our socieity, hurting the future of our country and the publicity for our country is shameful.

      I am not saying that Ma Betsy, Patsy or whoever is not guilty of evading their responsibility, they cannot and should not be cleared of that charge, but taking a person to court for abusing a child does not stop the abuse, which means that this child has to be removed from those persons care. And that child future safe haven should not depend on the good conscience of the next door neighbor, government has a responsibility to provide a safe, caring home for that child.

      He is 26, if he maybe could make a cross, politicians would have found him, so why forget him now?

    I just realized that most of you INTELIGENT? people on here actually believe that this boy has been living in this hut for all his life….come on people think …..I think this lady loves her grandson and she made the painful decision to put him out In that hut when she realized that she no longer had what it took….She no longer had the PHYSICAL strength to take care of him..…. she probably was no longer able to keep the house clean and odourless….I believe he lived in the house with her for most of his life

      I am a mother and had that child been mine I would have the patience to look after him. No one said life is easy. If that child had even been left in my care without relations I would look after the child better than that. that is a basic human compassion that is required. Where is your heart to realise that it is a person that you look after? You train the child up young wven children who are mentally challenged learn certain things that in inhumane and inexcusable and to even make an excuse that it is not easy is worse. I would inprison all in there for gross neglect and torture. The mother needs to be held questionable so does the father and grandmother and all living in the house.     In such circumstances that boy/man should be removed for m that cage immediately. Whats the point of paying $300 for his upkeep, only for him to remain in that cage. Its like treating someone with Tubercolosis and sending thme back to the same damp environment. The main aim here is to improve his health/ living conditions on what basis was the descision taken and what was the welfare division hoping to achieve?

      I agree 100%..that’s exactly what I thought, other than the 3 meals a day…there isn’t much improvement from how his grandmother tried to cope with his disability…he’s still in a shack and from the looks of it there is no wash room…it look like the floor is just plain dirt..let me tell you I’m in tears …this is just painful man…

    How does a human being become as low as a dog? Whatever curtley did was through no fault of his own. I can understand that the grandmother, alone, had a very difficult responsibility to raise this child. However, to subject a child to such despicable and degraded conditions for so long is never an option. Regardless of whether or not there are facilities to accomodate children of his mental state, this certainly should not have happened. Our welfare system is a DISGRACE! The guardians and parents of this child are a DISGRACE! Any other persons who kept silent whilst aware of the state of this child, you are a DISGRACE! If a concerted effort had been made to help curtley through proper medical care and treatment, when he was yet a little boy, his mental capacity would have progressed onto levels atleast closer to that of normal behaviour. Thus, the animalistic image observed today would never be. There is no excuse for the offensive actions taken by curtley’s family. Should a man be condemned to a life of misery because of his disabilities? Should he be lowered so much that he could be comparable to worthless beasts? Must a man be forgotten and left to live in deplorable conditions because society, through no fault of his own, has failed to uphold his humanity? Where are our human rights activists? Humanitarians? Health care providers? Professionals? Is this the best that Dominica can do?! A filfthy cage?! MAGWEH SAH!

      Nennen (Betsy) has a part to play as it is her daughter Patsy child. I am stating two wrongs donot equal to any form of rights.

    We really need and institution in DA for people like Curtley who are so physically and mentally challenged that they cannot be easily handled by their parents. We need people who are trained in these areas also who will be able to take care of them. How could the welfare department know about this child and still allow him to live in a cage? That is dusgusting shame on all involved.

    The family and caretaker of Curtly operated in ignorance. They probably thought that since the government authorities accepted the situation and conditions then things must be ok.

    The Welfare Division who are supposed to be the PROFESSIONALS in such situations just threw $300 dollars in the direction of the family and turned their backs. The Welfare division management team must be held accountable and Curtley must be removed from this situation immediately and placed in proper care that the family and caretaker are unable to give.

      Well I am from Glanvillia, I am in no way responsible for this situation. For you information, there are people living in the same area that knows nothing about the condition the young man was living in. The lady yard is fence all around. Some people may have known of the disabled child but not in my wildess dreams would I think or imagine that was the condition he was living in. People like myself thought the child was inside the lady house like any normal person would have done. Stop putting blame where it not supose to be. Blame Betsy, patsy, welfare division and all who had knowledge of this situation and did nothing but don’t generalise and assume all glanvillia people know because as i said, this story was a surprise to us like it was to you.

    i know this child from a baby and i held this child.He was a vey very handsome child and i can tell you patsy never never ever love that child.All she cared about about was going after peanuts and tessa evry night she would hunt him down..Her mother tried for a little while but she gave up and all involved should be arrested.They knew exactly what the child was going through..why oh why she did not take him to the hospital years ago and leave him there,someone would have adopted him.She have more kids they should be taken from her to..Granvilla people you shhould be ashame..when he visited the hospital didn’t the doctors notice?..it is all about thier money…some heads needs to roll and some needs to get fired.those in authority who allowed this to happen for so long need to be sent up in stockfarm to…dam disgrace,shame shame shame on all of you.I hope someone can set up a fund raising drive in some bank or something for this child,he need attention an needs it fast…i want to donate.

They were not the ones responsible for the child, they had no knowledge of the child’s living condition, maybe you should blame yourself because you said you are very familiar with the child and his situation, up to the point where you actually use to hold him in your arms.     I knew about the boy long time ago, but I left DA and never heard anything about him again, all I knew was he could not walk so they had him on the veranda. But what I find when you have a child that can not walk, it is possible that they pull objects down, just as an infant learning to walk, but if you put them in a cage and then they start to walk and not out in the open they will always become like the movie George of the jungle, especially when they lack cognitive reasoning. All they should have done was put him out when he start to walk, now and then so he will be exposed to a little sunlight, be able to stretch his limbs, so all now he would not be like a dog maybe he use to be hungry (we doh know) because these type of children consume a lot, so being empathetic, when you are being deprived of food you will consume what ever in reach in order to saticefy yourself. And again he should also be dressed and released from the cage daily to get a little physical exercise. All the other people living in the house should also be jailed for involvement of negligent-abuse because I sure they use to eat when they want and dress up to go sewo

    “So very sad to hear about this story! I did a workshop not to long ago with a doctor and author who worked on reabilitation with a young boy who was raised like a dog in a cage as well. The boy was severely mentally deprived. Doctors had kept records over a period of years and noted his brain actually shrunk, but were unsure of the cause. The doctors nor social workers knew he was being kept in deplorable conditions, his caretaker would clean up all traces before they would make visits. Because this young boy didn’t have an environment in which he was able to grow developmentally it caused brain retardation ( shrinkage). However today he is functioning at a higher level than anyone ever thought possible! The book is called the boy who was raised as a dog. “

    Guess what Dominicans….there are many more Curtleys in D.A. Lets not act shocked..I can right now think of at least one in canefield, and one in Fond Cole, one in Grandbay. I will never condone cruelty by any means…but the problem lies much deeper than Curtley. What to do with those people so severely mentally challenged..that they lack even the most basic trainability and und understanding? I’m sure we are all more upset about the situation than Curtley himself..who more than likely doesn’t KNOW he’s being illtreated, and unlike a baby…will never GROW to understand it. What to do with the severely and chronically schizophrenic? Those problems are best PREVENTED and not REALLY treated. If someone is severely retarded(this is no longer politically correct), or severely and chronically psychotic..the management starts BEFORE they get to this stage, before they become violent. You see the violence isn’t necessarily a symptom of being abused..but really stems from the fact that the person lacks understanding of their surroundings, cannot communicate, maybe sees/hears things and basically does not process thoughts like you and me. So maybe granny could have tried to do better..but did she have the resources? Did she have the trained psychologists/ psychotherapists/speech therapists/ behavioural therapists/ medications/ recreational centers and HELP that is needed to deal with such a person. Did she have the MONEY to pay off people whenever the young man destroyed people’s property or became violent. Did she have the wherewithall to answer in court in case he ended up raping somebody(as the mentally challenged tend to do…the hormones still work though the mind can’t understand “no”). Should she have let him roam free in order for some angry person to kill him? Again..not condoning the conditions of the young man..but really in an institution he would be in a similar room but with concrete walls and a stronger lock! She feeds him or he wouldnt be living. He eats feces because thats what severely retarded people do! Those who dont know..wont understand..and those who know understand all to well…. None of like it ..and all of us wish there was a solution for it. STOP the blame and let’s put our heads together to come up with SOMETHING!

      The treatment of this young man – and somewhere else someone posts that they know of several throughout the country/island – it’s laughable and disgusting in equal proportions.

      Actions speaks louder than words, get the man out of the cage and ‘treat him’. He has a health issue that requires both care and treatment.

    Responsibility and accountablity lie sqarely on the Welfare Department who is fully aware of the grandmother’s predicament and the difficulty in providing 24/7(round-the-clock) care to her grandson.

    The responsibility of the Welfare Department is to provide care to the destitute and the less fortunate, especially children and disabled persons in our community.

    Heart breaking story. Eveyone who was aware of the severity of the situation surrounding this young man life should be accountable in one way or another. There is no excuse for putting a human being in a cage regardless of their circumstances. Everyone is saying to crucify the grandmother and blamimg the people that live with him. But everybody have a story. The lady has to work to take care of six or maybe or more children. $300 dollars a month cannot do nothing for a mentally challenged kid who cannot do nothing for him self. Most of the kids living the were born into the situation. Theyre propably young adults now so should have been able to get this boy out of the situation but not until recently. Even so; Its a psychological thing. When youre born into something its difficult to break away and do smthing diff than what youre accustom to.

    The bottom line is. This story will bring up the raw emotions in everyone. But please dont judge his family. There a three sides to every situation.

    ALL mental illnesses can be IMPROVED with love, care and attention. (And obviously the behavioural patterns resulting from that affliction) Please note, I did not say “cured”. That is actually a medical FACT.

    Leaving a child to sit in and eat his own bodily waste for years because you think there is no hope for that child is inhuman. You can never, ever convince me otherwise.

    Nobody knows the true extent of Curtley’s handicap. If he is capable of imitating dogs, then why can he not imitate some basic human behaviour? It is not too late to find out. Of course it will be difficult, he has had so many years of neglect. In other countries, you could go to jail for treating a dog this way – never mind a human being.

      On the other hand if the child is a system was contaminated by the use of some illegal substance such as crack cocaine, that could be detected in his blood, and treated, by the same token if he was born with natural chemical imbalances in his brain, that also could be detected within the first thirty months of his life, and treated, we just exist the twentieth century, and into the twenty-first century, we are not all that backwards in Dominica.

      if a person is born mentally ill, it will affect that person by the time they get to the age of eighteen years old, if one becomes mentally ill after they turn twenty, and beyond, such mental illness can be cured, so the crap you are talking makes no sense whatsoever, if you need an education about mental illness, treatments, and cure I can give it to you.

    This is barbaric. I feel there should be two demomstrations. One outside the home of this poor lad and one by the welfare office headed by Mr Anthony. This is not DA. can’t believe it. I had heard of a story some years back where a young girl was eating from a dustbin and sleeping rough but this takes the biscuit. All envolved in this case should face prosecution. God help them.

        Dear Writer and DNO,

        I would like to thank you very much for publishing this young man plight. Betsy is my godmother, and she had three children with my uncle nicknamed Radio. They are Mary, Roslyn and Albert. I read this article and I cried and cried because I never knew nen nen was like that. I knew she was fiery,but not to behave in that manner to a young disabled man. I will be communicating with Roslyn today, today, As it is very sad and shameful on us as a family.

        Patsy should not be punished, as we also donot know the full circumstances why she left her son with the grandmoher. We ourselves were left with our aunt in Zicack,(Roslyn and Albert were included my mother were their aunt. Their dad’s sister) whilst our parents were in the UK fending for themselves and for us, however, we were cared for with love all the way through until I came here to join my parents.

        I just donot understand why nennen behaved like this why? why? there are so many questions left unanswered and she needs to answerd them lawyers or not.

        My fellow men and women, yes the law is right to protect this young man, and also Nennen need to be held accountable as the young man was left in her care. Family or family not if she could not cope she should have said, because Mary is there, and there are several members of the family who could have helped her.

        Personally I came home to visit on may occassions, I went to her stall by Rosss University, I also spoke to Mary, met up with her on several occassions and also to Roslyn in St. Thomas, no one stated anything about this young man and his disabilitiies to me.

        My heart is broken as no one , absolutely no one should be treated in this type of manner. We are all humans, do we know what the future holds for us? no we donot, we should treat one as we would like to be tretaed. The public please donot condemned too much as the saying goes we donot know what happens behind closed doors. let us all help in the way that we can through prayers or whatever their maybe. I am in total shock after reading this.

      You could also assist in some way. THERE IS NO EXCUSE. That poor child should not have lived in such a manner. It is a scandal and for Dominica. I never expected to hear of and read about this. People who do this to a child are unloving and ignorant. Put yourself in his position.
      The reason why he would throw things around it was because of his impediment and frustration. Did you not consider it or are you without basic common sense?
      Who knows what was going on in his little mind? He wanted to be normal. He wanted to be hugged and loved. He could not understand his situation and why he was incarcerated in such a manner? If he were loved (knew that he is loved) I am certain that he would not have such a temper tandrum.
      He saw people and no one reached out to him. He could not reach out to anyone and touch them. Not even a smile for him? Obviously, he did not learn to talk and to smile due to parental neglect.
      A loving and compassionate person would cry over how that child was treated. One does not have to have a degree to know this. Just basic common sense. Sometimes I wonder how much those types of degrees are worth as children are neglected.
      The parents failed him. I am not referring to the grandmother although she could have played a part in his nurturing and asked for help for him if the parents failed to do so. They brought him into the world. He is under their care and it is their duty to ensure that, no matter what, he is well-taken care of. God loves him just as he is and no less than he loves us who are have all our faculties.
      If they cannot take care of him, who can? You are talking a lot of nonsense. Were they not intelligent enough to seek help for him? Are people so stupid that they were not able to seek help for this child? The mother collected $300 monthly from the government; taxpayers money. So what did she do with that money? The child was in his feces and ate his feces. Oh! This is so upsetting!She should be asked to return the money and yes, arrested, charged and imprisoned. THIS IS A HEINOUS CRIME TO A CHILD AND HER OWN CHILD AT THAT!
      There is the government, its agency as social service and pharmacists of all whom they could have resorted to and asked for help.
      What about the political representative in the riding where they reside? How instrumental was this elected politician in providing advice to the parents?
      Something definitely has to be done to assist those vulnerable children. A home should be built for them.
      Dominica has a retirement home and funeral parlour. Oh! Those make big bucks for their owners and they get rich over that. This was their intention when they considered building those homes/parlours. Do you think it is because they love people so much?
      How about a home for those children as he? This is a priority – for the vulnerable children. The government should ensure that this is a priority. It would also be a relief for the parents and other members of the family knowing that their loved one is being cared for in such a home and they could visit him.
      IT IS HIGH TIME THAT THE GOVERNMENT DOES SOMETHING!
      It always takes accidents, incidents, injuries and death for the government to do something and improve certain conditions as this one. I am not only blaming the DA government. All governments in general.
      If the DA government and residents want to be progressive and love to considered progressive, then, this is a good start or continuation to build a home to assist those vulnerable children. God will richly bless them for it.
      Probably the Chinese could help them in this respect since roads, etc. are being built.
      It is three o’clock in Toronto. Our clocks were changed back one hour for winter. Today is a relatively mild day for November. No snow yet. I hope it remains that way throughout winter but this is wishful thinking. :) The early evenings are dark from approximately 5 – 5:30 pm. We have to put up with it until the end of March 2013. Such is life here. We will benefit with additional daylight when the time will be changed then.
      My Catholic Radio is on. It is three o’clock. The Chaplet (Rosary) of the Divine Mercy is being broadcasted on the Radio.
      The prayer: “Eternal Father, I offer you the Body and Blood, Soul and Divinity of your dearly beloved Son, Our Lord Jesus Christ. In atonement for our sins and those of the whole world. For the sake of His Sorrowful Passion have mercy on us and on the whole world… Jesus I trust in You!”
      Now the hymn is being played: “Jesus my Lord, my God, my All. How can I love Thee as I ought? … Sweet Sacrament we Thee adore. O make us love Thee more and more…”
      Our Lord asked a saintly nun, now departed, Sister Faustina Kowalska of Poland (St. Faustina) to inform the world and teach it to the world. Genuine practicing Catholics who make it their business to know about it are familiar with it and pray it daily.
      I ask the Lord to have mercy on the vulnerable who are neglected as this child. I pray that the government does something about him to make his life a better and happy one even though he has this impediment. Who knows? If he receives proper care from now, he may improve and get better. Only God knows but he must be helped. As a human being, a child, he is owed that much.
      If the government does not do something better for him, God will hold “the government” responsible for failing in at least, one of it’s responsibilities to DA’s citizens and vulnerable children of all as in this case.
      Those who love and worship God should know that they are to love every one, speak and write the truth and do what is good; to love their children and to take care of the vulnerable in their midst.
      The thought is running through my mind, hopefully through godly inspiration: “We are obligated to do what God has commanded us to do with no exception.”
      Therefore, learn from this and make no excuse for anyone. God will not make excuses for anyone, for those who fail to do their duty, first to God and to others, as and, I reiterate the vulnerable children as this poor child. It is a sad case of child neglect.
      Are his parents not Christians and Catholics at that? If they go to Church and pray how could they ever do this to their child? Figure it out.

    I am a community service worker and work daily with people suffering from mental illness,homelss, addicts and many more, I have just returned from a trip to dominica, and i love my country and vow that on my return I plan on voluteering and helping those who are less fortunate. I am sitting here just reading this story and i could not stop the tears from falling. This is inhumane and laws needs to be improved so that people like his family pay for their crime. And its a crime to treat anyone like this,especially when there was assisstance in place to help him, be it $300.00 or $3000.00 it is wrong. It is upsetting. It does not take much to help another human. Not much at all.

    I am reading this and the more I read the more I get angered.. but anger is not going to help Curtley! How can the welfare division pay someone to take care of him?? they need to take this young man out of that environment.. not fining the grandmother.. what is fining her going to do for this young man? yes she needs some lesson on humane treatment but Curtley is who the primary focus should be on.
    On another note: it is finely good to see most Dominicans come together for the sake of society! most times the feature with the most posts is about religion or politics and although I have seen some comments that bring politics into play, this is not the place for it!! A young man is caged and treated like a dog, I am do not know if the facility for such cases is full but from the comments I have seen some people tend to note that. We need to come together as a community and get more facilities like this available to the families that need it.. and get more case workers to investigate every home that has children.. we may be surprised at what we find. I live in the US and as developed as it is.. cases like this appear all the time. Its about time we stop worrying about war,politics, and religion and start building from within!

    oh my God look comments………well Da is a small place and from what i heard this boy’s grandmother did the best that she could…she did much better than a whole lot of you hypocrites on her would have done.

    i was told that this young boy had difficulty walking and she would carry him when he was much younger to the bay….dug two holes in the sand…. put him to stand in them…fill them up with sand to strengthen his legs…..she is much older now…she does not have the energy it takes to care for someone like him…imagine trying to take care of a 26 year old baby in your old age…it is very difficult for a young person much less for an old woman

    and for those of you who come on here and say that this family did not try to get him in an institution….you all need to shut up….have you ever been in the situation….my friend have been trying to get her daughter in one for years…….she tried and tried and tried and tried and would not give up….there isn’t enough space….by reading this story can’t you see that welfare knows abut his situation?

    yes and there are more like him and my friends daughter who are severely mentally challenged and the most that welfare department does is give a stipend of 300 per month

I understand that the grand mother may have seek assistance and did not get it, I also understand how much it takes to care for a person of that nature but I also know that inspite of all the challenges, no mother, grand mother, father or anyone related to this young man who has just a little bit of love and concern for him, would not have treated him like an animal. And yes, the grand mother is older now but she is still able to love, she is still able to show concern to her own flesh and blood. she lives in a house all by herself, doesnt it bother her at nights when she is in the comfort of a warm bed that just outside her window is her own grand son, all alone in the dark cold night? come on my people there is no excuse for that kind of treatment to another human being yet alone your own child.         OF COURSE, THE WELFARE DEPARTMENT FAILED THIS CHILD AS MUCH AS HIS FAMILY DID. That is why we have a welfare dept. to look out for the less fortunate. ADDIDIONALLY, THE WHOLE COMMUNITY IS RESPONSIBLE FOR THE BOY’S SITUATION, BECAUSE THEY KNEW ABOUT IT AND DID NOTHING!!. I understand that his grandmother may be old and frail but that did not happen over night. How could she sleep in a warm bed and have her very own grandchild sleeping outside in a cage? This is outrageous, and someone MUST be held accountabile. And they all call themselves christians. Dominica is suppose to be a a christian nation. But it seems to me that in Dominica if it does not affect a person directly, they do not care. SECONDLY, I also know how difficult it is to care for someone who is mentally challenged, let alone someone who is so severely mentally challenged. It is difficult for any family to do this alone, especially with no formal training in this field. Social work is concerned with taking care of the person psychologiclly and providing an avenue to take care of the person physically. When a person is so severely challenged mentally, the situation becomes outside of the bounds of the family. It now become the concern of the community and eventually the country. Because no family can carry this burden alone. Therefore, since we all know about Curtley’s case, we as a country owes him the courtesy of a better life.

Let me ask you this: Why did the Welfare dept. take the grand mother to court?     The $600 should go to the home for the disabled ,where he will have a warm bed, good shelter and receive his food on a table or be fed.Also he will have 24 hours attention with medical care.

    I am angered by this. And before emotions get the better of me maybe this will be my last post… I want to say this however the parents have not lived up the $300 given to the caretaker by his father is something but this is not even a mere drop in the ocean, and the grandma all it reminds me of is of witchcraft and Caliban in the tales from Shakespeare. Often grandparents step in and make better the wrongs of their children but this time hmmm is it that grandma was overwhelmed?

    And the siblings who were raised in that house how do they live with themselves, KNOWING that their brother and cousin lived there first on the porch separated by a sheet of plywood and then placed in this wooden shanty shed? HOW DO YOU LIVE WITH YOURSELVES?!

    And those siblings who were not in the home the wooden one or the PINK one now? Do you even know that YOUR BROTHER EXIST? And to think that you all behave in the way that you do? He is human just as you and that handsome face could have been better kept.

    Evil. Evil. Evil. And then we wonder why things happen to certain people. Curtley’s pain you will feel. That boy is surely going to be an angel he has wronged no one.

    Those SIBLINGS who are alive and CAN help their brother SHOULD. It is better to give than to receive.

    The Noble Quran states that anyone who does an atom’s weight of good will see it and whoever does an atom’s weight of evil will see it.

    Firstly, I want to commend the efforts of author of this article for informing the public that this deplorable situation exists in lower Glanvilla. I pass there all the time but never in my wildest imagination would I think that a human being lives like this.

    Secondly, I commend the public for speaking against this evil. I am not even going to comment about the family because these people have already gotten their public pressure. For a surety, their guilt will consume them. By the way I wanted to see who is Patsy George but it seems she disabled her facebook account.

    Thirdly, I recommend a thorough investigation by the international community into these issues that occur in Dominica. This is not the first time we have heard of mentally challenged individuals living in these deplorable conditions. Our institutions have failed us big time! I think if this investigation is launched this will put serious pressure on our institutions here. It seems that they only respond with a whip on their backs. Also, this situation needs much more media attention.

    In conclusion, some of our Dominican parents are heartless. Second, our institutions have failed us. Thirdly, an thorough investigation needs to be launched by an outside body because the red tape in this country stinks. Fourthly, Curtley and others like him needs to be re-located and rehabilitated in a special facility cared by specialists. There is a lot of money in Dominica however, there is a serious lack of prioritization.

    yes we care programm is working were good we have managed to help ever one that we could how ever you cannot blame the government for this you should blame the child services department, the court, the police in portsmouth, and the palimentary representive. all these departments are operated by themself and do not recieve any money to operate for the government of Dominica. our PM has been very busy consentration on other issues that are more important and these agencies should take their responsibility more serious. our Pm have over the past 12 years have been very busy. while this recently reported distraction by the opposition and the members of the media. our pm over the past 12 years have built his house purchased land, built villers, made fertilize and gabbage bin moneys avaible to a minister brother, and lease but not last sold passpot to everone who has a bad reputatin or is on the run from the law in the middle east. so tell the oppositon ge work to do. our pm busy helping his self. accding to lennox honechurch when you want the pm to do these things the man is a young man. give the man a brake. now i wonder if the child that sits in that cage is not a human being as well.

    Answers must be found to the very profound questions that the case of Curtley Joseph puts to us as a community and a nation. In recent times the Government of Dominica has voiced intention to build a respite centre in the Chance community in Portsmouth. The writer sincerely hopes that the needs of individuals such as Curtley are well catered for.
    Isn’t Dominica in need of one big respite? There are thousands of Curtleys around on a more functioning level who don’t comport like dogs or pigs but not far.lacking the wherewithall to borrow your expression wouldn’t the receipts of the passport sales be utilised to solve problems like Curtley’s by the thousands instead of enrching some pathetic party loyalist and obese formerly poverty stricken lawyers,etc?

    This is truly heart-breaking. I would like to applaud the author and DNO for bringing this matter to our attention. Something needs to be done urgently. 26 years living in a cage like a dog is beyond belief. All mental disabilities can be improved with care and attention. All those who knew about this boy’s plight and turned their heads should be ASHAMED.
    Even if no help was available from the authorities (and Financial aid was received, I gather), then decent facilities could have been made for this boy when that block house was built.
    I would like to plead for regular updates to this story, and if the kind-hearted people of Dominica can help in any way (for example raising money to give him a decent standard of care and living), then we should be made aware of it.

    In the story I read that they said that patsy has lost contact with her parents that’s a big lie. Cuz they call one another very often. If the boy said that his mother is the best she is becuz she only check him and her last son. She dnt knw bout the other children of hers.     OMG!!!!!!!!!!!!!!!!! I cant believe that is happening in Dominica. Mr.PM please comission an inquiry into this horrendous, shameful and dispicable situation. At the minimum we expect to see heads roll in the welfare department. I beg all the other communities in Dominica to come forward if such a situation exist in your area.     This situation overall is very saddening, I live in Orlando and my mother ( who by the way is from Dominica) brought this to my attention and she is deeply overwhelmed by the picture of this young man. My question is, why hasn’t the government address this issue a long time ago, isn’t there a law against children not attending school, as this young man has never been to school. The unethical treatment given to this young man by the governtment and guardians is undeserving and by all means should be addressed in a drastic manner. Where is our moral character (as a people) to address and prevent this type of inhumane treatment. Only God knows!!!

    I have heard of this non-profit organsiation called RWE (Ready Willing Enable) which has held workshops and other activities for the disabled in Dominica. Pics on their of such activities on their website and facebook page give hope.

    this breaks my heart on soooo many levels. I feel for Curtely but also feel for the people responsible for caring for him. Until one has the responsibility for caring for a severely developmentally disabled person they have no idea of the stress involved and how overwhelming it can be. is it fair that they have neglected him in this way? no but i cannot say that any of you throwing stones right would have or can do any better. whats needed is either training and support for care providers from social workers trained in this area or a structured setting for Curley to go to. large institutions are never the answer but Curley could do great in a small family residential setting with two or three other developmentally challenged individuals and staff members trained to have the patience to deal with his behavior. Especially his PICA behavior which is the reason hes is eating things he shouldnt be. Instead of just getting angry and throwing stones at the family the community and government must come together to solve this problem. I guarantee Curley is not the only developmentally disabled individual living like this in DA

      Now that you know what will you as well as the other peoples in PORTSMOUTH as well as in other parts of DOMINICA going to do about it it’s a dam shame that a child was living in that condition all these years and no one give a d–m How can people didnt know the pictures show the back yard to be open what happen to the folks who live around didnt they see any thing out of place it is very hard for me to believe.
      As for the child Mother, Father and Caretaker should all be taken to COURT and charged to the full brun of the LAW because they all fell sort of being a human the Mother haven got a human soul after you brought the child in this world and then for her to turn her back is just so inhume and to allow her son to be fed like a dog or pig I am very passionate about this I hope that this woman never get to have or bring any more children in the world I will never forgive either one of them.
      As for the Welfare department they should charge all three of them it’s now their responsibility to seek out from east to the west of the ISLAND to see if their are other children or adults living in similar condition and take control start doing the job they are hired to do stop dropping the ball try and stop any red tapes that is preventing the young boy from getting the aid he needs he needs help immediately not delays and he also needs continued visits to make sure he is not or will not be confronted with the same treatment again dont allow this matter to be covered up.

    My first reaction as I read the details of Curtley Joseph’s Life is to ask: “Where is Love in the heart of human beings” Certainly no where to be found, unless those persons are born of God, growing in knowledge of Him and His ways of Life.

    If Curtley’s parents and anyone else who were responsible for his welfare, as a child, knew God and His Love, such as the apostle John has pleaded to us to know, would they have treated him with the suffering he has endured in Life? No! They couldn’t!

    When I lived at home–in Dominica–we had a dog that became so attached to me, I was forced to treat him like a person; much more for a helpless child that I brought into this world. Why is it that the heart and mind of human beings are so evil and wicked?

    But I know for sure that God’s justice will prevail for Curtley Joseph. His entry into this world, with his condition, was a plan of God–that He would demonstrate His power of healing in Curtley, through those He chose to be responsible for his welfare.

    It is obvious that those people failed to allow God to work through them for the sake of Curtley Joseph’s Life; even his own parents–they will have their rewards; but I do not envy them.

    Curtley Joseph will be healed, by the Power of God’s Holy Spirit, both in spirit and in flesh–before his days in this world come to an end. That is reason this has come out in the open. God wants to hear the call for healing on behalf of Curtley from His faithful ones–even myself! May His Will be done.

    Meanwhile, I hope that the rest of us will see Curtley’s example as a reason for us to desire from day to day, to allow God to flourish our hearts and mind with His ways–the attitude and conducts of Love–that through our trust, humility, and obedience, He will love people through us, but for His glory!

      What should happen at this time, is that the Police should intervene, arrest and charged his biological parents, and grandmother with neglect; cruel, and unusual punishment, and inhumane treatment to a mentally challenged human.

      As far as I am concerned the sick man is demented ( and I wish that when I say demented) that word is not misinterpreted, it is used in terms of mental illness.

      I thought there was a political slogan in Dominica, which goes like this ” Yes We Care!”

      What has happened to yes we care in the case of this unfortunate man?

      In the event they did not want to feed the man the food they cook in their side of the pen, they could have thrown some ripe, or green bananas, or breadfruits in the cage to him so that he could eat and not be hungry, thus causing him to feed on his own feces!

      His family as well as their immediate neighbors are heartless people, they have no conscience; they have treated that poor soul worst than an animal, worst than a dog; dogs does not even eat their own feces.

      It seems as if our entire population has forgoten what it is like to be human!

      Attention Ian Douglas, that is happening in your village of Portsmouth, under your very nose, at your front door, are you going to allow the tourrist to stumble on this man in a cage eating his feces for food, and drinking his excreta for wine, and water in order to survive, while you collect a pay cheque at the end of each month?

      How does it feel to know that while you are in your house, living high on the hog, probably throwing away what you cannot eat in one meal, while there is a human living in your town eating and sleeping in his feces?

      His vote does not count I suppose, since there is no one to let him out of his cage on election day!

    I don’t only know of him I remember him being brought to the Portsmouth hospital as a student nurse and was making reference to him in a very recent conversation. I am so very gratefull for this article because i always wondered where he was and wether he was cared for. He was a little boy then but terribly debilitated and malnorished, I guess his condition and life just grew dimer. My heart is so very overwhelmed to hear of his demise, I do feel for the grandmother as well because way back then she expressed her inability to care for him, and had very little love or affection for him. I believe that spending time blaming will only take away from whatever time he has left and we should be the village that raises the child. I for one am greatfull very gratefull for this report, I can’t begin to imagine how much of a turmoil and heartbreaking it was to adress. I sure will be doing my part.

    This is absolutely heartless! I live in the community and never would have thought that something like that could be going on. It makes me feel so ashamed. It bring tears to my eyes. I can think of a boy in Paix Bouche of similar disabilities whose treatment is in sharp contrast. Positive cases like this one should also be highlighted. May God give us the love, patience, and courage to take care for our own.

    I am so sadden by the pictures especially the second one my hurt aches when I look at this handsome little boy. No one has the right to live like an animal, these people don’t have a conscience or either they are heartless. There is a God above and Curtly will get better and be in good health soon.

    Patsy was a very young mother, when she had her son about 13years and Peanut not much older. From the inseption the health department should have been more involve in teaching and training the whole family how to care for the child. We are to bare some shame in Granvilla because we were well aware of the conditioned he leaved in and only spoke of it privately. No one am aware off spoke up or did anything to help. We all wish it away. I am ashame yet happy that someone took a stand for him. Never knew what he looked like because he was alway kept out of public sight even as a baby. He is a hansome guy.

    These stories of abuse and neglect really get to me. It pisses me off that in a society like Dominica, Curtley is treated like this, especially to the knowledge of the government, the courts and Dominicans as a whole.

    Where is the justice for Curtley? Where is his protection of human rights.. to life, dignity, well being of a person?

    Why has society failed him so?

    Times like these, i wish that Dominica had companies like the one i work for, where, we can sue the government, the responsible agencies, and go after all responsible for violating Curtley’s human rights.

    Where are the social activist in Dominica – the fighters for the rights of the poor, disabled and those which society has stigmatised and left at the side of the road?

    Where is the justice which the justice system has failed to uphold.

    In a cage; by God; this is inhumane, this is wrong, this is unjust!

    Dominica needs persons who would rally for people like Curtley.
    For once, instead of policitcs…issues like these should rise a cry out of all Dominicans – both at home and aboard.

    I’m ashamed, i’m very ashamed, i’m deeply ashamed right now to be Dominican and know that we try to preserve the human rights of others, yet in our own FILTHY backyard, Curtley has been abused, violated, abandoned and castrated by society.

        They do happen, shockingly so and in Canada and no doubt in Europe as we hear and read of through the Media. Throughout the world some children are maltreated. However, as soon as they come to light in the western world, the government, social services immediately will steps in and take the child or children out of the home. The parents or those who are responsible for them will be arrested, charged and imprisoned – those concerned with their welfare. Depending on the type of maltreatment, bail may or may not be set for them or they will remain in prison until the case is heard. Then of course a verdict will be brought against them, some with government paid legal fees to lawyers through taxpayers’ money. This is another reason why we should “kick hell” as the saying goes for especially maltreatment of children; in this case this poor child.
        The DA government should learn from this and pass a Law against maltreatment of every child in Dominica. I hope that there is a Law for abused children. Well, this case should fall under the category of “an abused child.”

    WAW. Surprised and shocked. I have been a resident of that area for years and never knew of the existence of this young man whose upbringing has shamefully been likened to that on a domestic animal.

    Shame on the mother for having neglected the fruit of her womb. She ought to have taken care of her responsibility. How on earth can she live at peace with herself, knowing very well that her child lives in such condition?

    Grandma, i would rather not allow my emotions to get ahold of me and as such, i will not speak of your beastly nature.

    To the Welfare Department ought to be dismantled over this. You have failed us.

    To the father. How can it be said that you have been a frequent visitor? Are you blind? Have you a Heart? How could you have allowed such to have continued for that long a period of time? You have failed your son.

    To all of you who knew of this young man’s situation and stood by without having done anything, you will surely be judged.

    I have had two disabled family members whose mothers never left the country, even to visit with friends and family abroad, as they feared that others would have abused and ill-treated their challenged children during their absence.

    How can such be allowed to happen in the community in which i live? Shame Shame Shame.

The article was written to make the government and Dominicans aware of the atrocity which was committed towards that vulnerable child and that it should not continue; that the government takes concrete steps to help that child and to rectify his situation. This is why it is written, thanks to the writer of the article and DNO. DNO is the Media and has every right to post it.
      Our positive views are also necessary and important in condemning this atrocity. Generally, government steps in to do something about it. I do hope the DA government does just that.
      We have not yet heard the politicians’ views especially the elected one in the riding where the child resides. We are awaiting his views or is it that they are too ashamed to say nothing? Ashamed or not they are obligated to speak up and condemn what was done to that child and what is the government plans to rectify it and give that child a better life.     The mother should be brought back to Dominisa and jailed. She has neglected her duties. She has no right to burden her mother with her responsibilities. A grandmother is only capable of taking care of her children, not grandchildren. Grandmothers never do a good job with such responsibilities. They either spoil the children, or neglect them because of failing health and strength.

    On another note I do hope that the authorities assist this young man immediately. He is God’s creation and he deserves to be treated as any other in this nation with respect and diginity.

      Oh! The mother is overseas? Who was taking care of that child? Whoever she left in charge to take care of her child should also be held accountable. If she is abroad and she has one bit of a loving mother’s heart, I hope she returns as soon as possible.

And then, the FATHER comes by every now and again. How do they sleep at night. I can’t imagine my ENEMY eating their own shit much less my relative. Many people told my mother to put her in a cage for her to starve to death but my mother did not listen to them Praise God! These children can be so loving and they are in our lives for a reason. When It was time, my sister when quickly and peacefully. People remember God is seeing everything and whatever we do to the least of his children, the same he will do to us.

    I looked at the photos again and i just had to comment one more time. Could someone tell me how these people could sleep at night in such a well painted house (at least the outside) with I hope all that they need and not think of this young man out there in the dark, cold, and hungry, with all sorts of insects especially mosquitoes biting him all over every night. And in the morning they would bring him some food.

    THEY KNOW HE IS THERE, THEY BLOODY WELL KNOW HE IS THERE. And they chose not to seek out help for him, by speaking to another person who could speak to someone else who knows someone who could help, and so on….

    It’s so so sad to know that such a situation has existed in blatant view of so many people,for so long.Shame on everyone who knew and failed to do something about it.Does his Dad have a wife?I read of other children.If so,shame on her even more.If your husband has his own kin living in such filth and you are aware of it you are no better than he,the mom or the granny.I have always questioned the way the welfare division deals with cases.I t seems the only abuse for Anthony and Ava and others concerned is rape and even then so little is done to help the victims.Welfare division personnel,step up and do the work you are charged with doing.It’s a heartbreaking to know that someone was paid to take care of the young man,while he still lived in such deplorable conditions….shame!shame!shame!on the welfare division personnel who knew and ignored.I would also hate to think that the parl rep had any knowledge of this and turned a blind eye….but again,that’s what he does best anyway.I do hope and pray that this young man can be placed in an environment where he will be given the love and attention ,he has been robbed of all the days that he has lived.

    I am not one to cry, but this breaks my heart. I am reading this, and as a parent, tears are streaming down my face. He is a child of our soil and bosom. He has a heart and soul like everyone else. Some of us have dark hours when things don’t work for us, but we can always uplift ourselves. He has had a lifetime of dark hours, but no one has been there to uplift him.

    Being born into this world with a disability should be even more reason to give him the special care and attention he needs.

    I commend the author of this article. You have shed a glimmer of light into a very dark part of the world.

    Now, someone must answer for allowing this atrocity.

    This is a lapse of the Welfare Department and a lapse on the part of the government agencies responsible. People will commit crimes, it is up to the necessary authorities to enforce the punishment. THEY KNEW, THEY KNEW, THEY KNEW!!! And they allowed it to continue for years!! You take the grandmother to court and what? What was the result? The boy has never been taken away from that environment. It did not take Welfare office two months to take Zang child away, yet they admit it is years the man is living in that condition. God will deal with the parents and grandparents but SHAME ON THE WELFARE DEPARTMENT!!! If the grandmother had a joint, the court would find a place in Stockfarm for her, why not for this?? This is a worse crime!! It is a crime against humanity like we have never seen!

    Ok now enough. This young man must be moved to the grotto home as a special case immediately. The head of the welfare department must receiving his walking papers ASAP. Also, the welfare officer charged with this case needs to go.

    Then the grandmother, aunt, mother and father must go to stockfarm and visit Charter’s Hotel for an extended vacation at the tax payers expense. I still cant believe in this modern day age in such a god fearing country like ours that we are streating a human being in such a shameful manner.     If we read the story carefully, we will understand that the welfare division is well aware of the situation, in fact they have taken the grand mother to court and she was charge for neglect. After this, why did they not find a proper home for him? they left him in the same delapidated condition and paying his aunt $3oo a month to bring food for him to bathe and clean him. After she brings the food, feed him and maybe give him a bath and she goes back to her home, what is left to happen to him? He is left on his own, in the same dirty pen, there is no toilet, so he deficate and urinate right there, and eat what he can from it because that is what he knows to do. Doesn’t the welfare division knows that? Of course they do! Do they even care? Absolutely not because they would have done something about it since it was brought to their attention. the $300 contribution they give to take care of him every month, I am pretty sure not even 5% of it is spent on the boy and the attention given to him by the care taker, certainly is not worth all that. If the care taker doesn’t have place to house him, why doesnt she maybe take him for a walk, take him to her home for a while, maybe to watch tv or for she herself to talk with him and show him some love? I think the personnel of the welfare division has brought the organzation to disrepute by the way they have dealt with this situation. It seems like they really don’t care just like the parents.

      I once heard through the Media of people or a couple in Ontario of all who either adopted or fostered many handicapped children. Of course, those who do need to have a big house. The government pays them monthly. The children were well-loved and taken care of. I do recognize it takes time and patience. People must have real love in their heart to do this. The only alternative is to build a home for them with appropriate employees as nurses and health care workers, etc. It can be done. The government should make this a priority.

      there are two side to every story but i think we can all agree that the way the situation was handled by the adults in charge are completely inhumane. there is no justification for such treatment. What ever he does, its not his fault because he doesn’t know any better….. I have a friend with a mentally disabled child he is now in his thirties. He can’t form sentences, bathe, clean up after himself and he can’t even eat without supervision. Yet with love for her son she literally does everything for him and may even continue to do so for the rest of her life. Even after death her son will be taken care of because she taught her children to love each other, each of them took part in the care of their brother at some point in life…. Its all about love… How Human can you be if you allow situations like this to occur.

    That story is really heart breaking. It really stirs our emotions and leaves many unanswered questions. It also sheds light on our ability to share our love and compassion.

    Some have called the grand mother “a pig” and have asked the authorities to “jail her”. I am reading about a granny who reached her breaking point. Caretakers need training along with financial and medical support. The child’s mother and father abandoned him because he was mentally challenged. In extreme cases, these kids are a handful. He became a danger to himself and other vulnerable ones around him. He definitely needed specialized care. He also needed speech and physical therapy. Some of them do need restraint but in a humane way. They definitely need to interact with normal human beings to develop their mental faculty.

    But we cannot insttutionalize every mentally challenged child.Loving and caring families are best for everyday interaction. Many homes for the aged and infirmed and the mentally challenged are also known for abusing those in their care.

    Finally, for those of us who would jail granny, you know someone who :
    -has abandoned the sick in the hospital;
    -has abandoned someone in the infirmary;
    -has abandoned an aging or even blind mother for your other sister to care for while you are in greener pastures;
    -has refused to give a hand out to the Iris Capula and “Daddy” type homeless;
    -has never given to charity although you think that government should house and feed all the mentally challenged, aged, infirmed and disabled!

    I challenge everyone to make a difference in an unfortunate person’s life. Enough talk already!!

      You have no idea about those who comment on this story; who they are and what their lifestyle is like nor should you as much as try to delve into their lives and whom they care for or not. This is their personal business whether they do or not do.
      A serious matter of neglect of a child was reported and this is what all of us should be concerned about and comment about.
      I would not call the grandmother a pig or an animal. It is not a nice thing to do. No one should call her such names. Our duty is solely to comment on the article and to condemn the treatment of a vulnerable child.
      She should be arrested though.
      It is a case for the Dominica authorities to handle and they better handle it and appropriately so. Otherwise it will be reported to those international agencies who handle child abuse cases of countries, if they have not yet heard about it.
      Then let the DA Government, the Police and the Court decide on the grandmother’s situation, capability and mentality.
      There are times the Court could be somewhat lenient based under the circumstances. However, there are some other people who should be held accountable as the Social Services, the boss and the employee who knew about his case and who were responsible for his case. They did fail him.
      The father, grandmother and his aunts should have done more for the child and this is to lobby the government to find a suitable home for him, be it in the Infirmary. They are all equally responsible.
      We cannot make excuses as well for those people who are employed in homes who abuse the vulnerable. There are ways of getting around that. When their actions were found out, they were fired.
      The government is well-versed about what is occurring in the outside world. They should train the workers appropriately and also place cameras in certain areas to monitor them or have the supervisor monitor them. Honest workers/employees are of absolute necessity.
      Yes they can be institutionalized so that they are well-cared for. This is the job of the government to take care of its specifically vulnerable citizens.
      I am always positive that something could be done for them as in the case of this child. To make excuses or use other situations as excuses to exonerate those who were responsible for the child is wrong and also irresponsible.
      Rest assured the many people who comment and were moved by this sad story of child neglect will not allow it to rest until they have heard what steps the government, social service have taken to assist him. They should keep this story afloat, at least for now.

Why would it be personal business for those who abandoned their aging parents, the sick and infirmed? Why do you want to limit my comment? That situation arose because many good people did nothing and said nothing. They probably thought that they were minding “their personal business”.

        Just like the many priests in your religion, the Roman Catholic Church, who raped and sodomized hundreds of little boys and were transfered by the bishops instead of being disciplined or prosecuted. The Pope is yet to discipline a single bishop for the cover up. One of the Cardinals from Boston now lives in the Vatican. Have you said anything on behalf of the victims?

      This article and the comments could prove instrumental in forcing the government to do something and to enact and/or enforce the Law to ensure that all DA’s vulnerable children as this child be given proper care.
      I am certain that the government’s administration heard of it and will read the comments. Let us hope that they do something about this child. I do believe after they have read them they will do so.
      If per chance the grandmother was unable to do anything or was shy to do so, is not intelligent enough to speak up or did not bother to do so, something will be done. Keep in mind the government was paying a monthly income of $300 to take care of the child. Therefore it is the government’s responsibility to investigate this matter and hold those who were responsible for this child and to ensure that in future the child will be properly cared for. It is only our business to comment and to condemn it.
      Nationals who have heard and read about this child have a duty to fulfill. The government has a duty to fulfill towards him.

    Indignity to a child, a human being indeed! This should never have happened. The children! The children! No knowledge of God, no church and no school? He was brought into the world through no fault of his. It was mandatory that his parents took proper care of him.
    How was this allowed to go on for 10 years when the Social Services was aware of it and gave the mother $300 for the care of the child? It is like a lifetime banishment and punishment for what he did not do. It is negligence also on the part of these authorities.
    The government should conduct an investigation about that. Where are the Human Rights/UN?
    Children are to be taken care of whether they are normal or handicapped. This is an order, a commandment of God and an obligation of parents.
    How the Most Sacred Heart of Our Lord Jesus Christ burns to see what occurred to this God-given precious child.
    My heart hurts, even at a distance, overseas, for this poor child.
    Fellow Dominican residents, Christians of all, all of you who feel compassion for this child should offer some concrete solution, even some financial help that he may be placed in a home to be properly cared for. He did not deserve this type of animal treatment.
    Most of all the government should find an immediate solution for this child and not allow him to remain in a cage as if he is an animal.
    Parents of this child, God will hold you accountable for what you have done to your child, denying him the basics of life.
    If they were in the U.S. or Canada of all, the child would have been immediately taken from their home. They would also be arrested, charged and imprisoned. I would think that this is the Law of all countries, to care of their children and the vulnerable.
    It is shocking and to know that the mother and father were not forced to take better care of their child and be IMPRISONED for failure to do so, by DA’s government authorities is beyond my comprehension.
    This situation is not one to be taken lightly. Those authorities are also equally responsible and for failing to perform their job adequately. They were incapable of doing so for allowing this child to continue to live under such conditions. They should be fired. Surely, they could have done better than that, than provide the mother with $300 as she continued to treat the child as if he was nobody, did not belong and worst than an animal. If she had a dog, she would have treated it better than her child. What a shame!
    The parents had no compassion for their child. They do not have a heart. They deserve imprisonment.
    Now that this has come to light, Government, please do not allow them to go unpunished for you too, God will hold you accountable. Seek better accommodation and better treatment for this child.
    For God’s sake, this is a human being, a child, why did they do this to their child, a vulnerable one who needed their care? If the mother of all was unable to take care of the child, she should have notified the authorities since the child was younger. He may have received proper care and be a normal child. Such a type of incarceration could have led to his mental incapacity.
    Those who knew about his dilemma and who did nothing about it are equally guilty. They turned a blind eye. They could have notified the authorities, incognito.
    We are not here for ourselves. We are to assist others, the vulnerable in our society in whatever manner they need help.
    Our Almighty Father, bless that child and help him in Jesus Name I pray.

    all forms of abuse is wrong…..it is challenging to take care of a physically and mentally challenged individual in Dominica…..he obviously needs round the clock supervision…so how is he going to receive that when his grandmother is working …SHE does not have the money to pay a caretaker…would you leave him in the house by himself to urinate and defaecate all over the house?(grant it that these people don’t have the income to purchase adult pads/pampers) a pamper may not even prevent him from messing up the house

    should he be left in the home to pull down and destroy every thing in sight? is a good thing he is not a girl because menstruating would be another problem and he would have been at a high risk of getting raped out in the cage….

    he should have been fed…his food should not have been put on the floor….but regarding him eating his feces…maybe there was no way of preventing it….what if he immediately does that as soon as he have a bowel movement….what if one need to be there at the exact time of his bowel movement to prevent him form eating it and smearing it all over the place .

    his current care taker is being paid 600.00 i think and i bet that some of that money is being used to buy him stuff such as food and soap.

    i know people with family members who are physically handicapped myself and it is HARD..i asked one of them why not take her to the institution in the area where she could receive constant care…. i got an angry look and i think i deserved that look…because it is obvious she had been trying to get her handicapped child in there but could not.. i mean who wouldn’t, i think the child was way too much work for her too handle….not enough space i guess…WE NEED SUCH FACILITIES IN DOMINICA

    Bringing the woman before the court and placing a fine on her does not AND DID NOT solve the problem. His father MUST be held responsible as well. I know that it’s not Dominicans alone whether in D/ca or not that read this news clippings, so with the help of God and a truly concerned person, this young man will soon get some well needed assistance and care.

    Are you all overwhelmed by this story? I’m not. Years ago I worked for a furniture company and a story was aired on Marpin TV featuring a woman who has now died and her two daughters who lived liked animals in LaPLaine. As marketing mgr I looked into this and discovered that these two girls were educationally challenge, mentally sick and with learning disabilities. they ate their faeces,lived like dogs because they had a dog who was their best friend. The council, the government all knew of the story and did nothing about it. I feel proud that the company I worked for provided decent washing machine, made repairs to their home and provided food for the family on a monthly basis.Water and basic living facilities were provided to them. What made me cry was when I gave one of the girls a packet of biscuit she grabbed it out of my hands, threw it on the floor, ate stones, biscuit, and the faeces that were on the floor together. The entire place stunk of urine. It was a heartbreaking moment to see that people lived like this in Dominica. I am very happy that I was able to help. I really hope that these girls are ok now that I’ve migrated abroad. hope the authorities do more now!

    Hon. Minister for Social Services, Permanent Secretary of that same Ministry u all need to do a serious shaking up at the welfare Division. After this story and many others that the Dominican public doesnt know about, the Division is asleep. Staff of this Division are just getting paid for sitting around, taking pride in other things and sleeping when there is soo much work for them to do. U have cases pending for years and all they do is repeat the same set of process. U call them or u go there, they fill out what they call an intake form and for years not a dam thing happens. Madam Minister and Madam PS do something fast. One of those days somebody will get fed up with that division and u all may not like what will happen.

    Of all the persons who were obviously touched by this story and felt that others should do something. What are you GOING to do about this?

    Too many of you always think about what others can and should so but not what you can do. We are all part of society, and we are all our brother’s keepers, so whether you are in DOminica or not surely you can play a part in helping this young man.

    Our society has helped breed caretakers such as this one. There are no accommodations for the mentally challenged and the disable. Children are treated as outcast and caretakers and guardians are not provided with any help. It is an overwhelming situation, with the mother and father absent, the poor granny was placed in a position and this is the result.

    In Dominica there are many more situations where mothers and fathers have placed their children in the care of the grandparents. The children are receiving love and care but they are becoming delinquent and while not mentally challenged are a menace to society. So parents need to step up and stop leaving their children for the grandparents to care for. If these parents are overseas, they should be sought for and be given subpoenas to return home on vacation.

      I am a parent who is living overseas and left my children with their grandparents. my children are neither delinquents or menace to society. i came home regularly and instead of being applauded many comments were ‘why dont you just move back home you here every minute’ i am proud of my children and the way they turned out. I am proud of my mother and family who helped me and I am happy of the move i made to leave the country at the time that I did. I sorted my life out and that of my kids. Being a single parent was hard i made a difficult decision and it worked. it isnt about leaving the country its about what you do as a paent when you have left. there are many parents who do worse jobs than those who leave their kids behind fathers who see their kids daily but do not check them those who deny their children. the mums who love the streets and dressing more than their kids. it isnt about where you are but about who you are and the love that you have for your kids. though we are continents apart i even help my kids with homework and look over their projects before they are handed in. its about individuals and the choices we make not about where you are as a parent. Do not generalise we are not all cut from the same cloth. I prefer to cut both my hands off than hurt my children or any child. I live for my children my very existence and my will to survive and become a positive influence is so that my children become strong, intelligent and influential black adults in the future. i understand your point but not all of us who have left have neglected our responsibility and not all our children are delinquents some of us do well and right by our kids and families and moving abroad was a benefit not a disadvantage.

    When people commit crimes and run away to other countries, the authorities of those countries work together in capturing those people, so lets see it be done in this case. his mother leaves in st. thomas, go find her and let her suffer the consequences of her action.

His poor mom, because of her inabilities to supply, thought it would be best to have her own mom assist and to her dismay, her son is being treated worst than an animal. My God!! I am really thankful that this article is being published so we know how heartless some people are. The grandmother should be punished severely. How heartless. It is going to take years to “try” to help this poor child. I am really sorry to hear of such distasteful behavior by an individual, matter of fact, by a “mother”.       What poor mum? Do you seriously call her a mother? Even if she left and went elsewhere, she should still be in contact with her child, not somewhere else enjoying life. She should be charged with child abandonment (I know she left Curtley with his Grandmother, but his Grandmother didn’t give birth to him). Since leaving, has she had more children, how is she treating them?

      Yes the Grandmother is heartless, she deserves to be punished, but let us leave her to suffer in her own guilt.

      All those aware of Curtley’s plight should be ashamed. The person playing Social Worker shoud be sacked (I’ve always said that Social Workers in Dominica are clueless). Now its out in the open, lets see what happens next.

    Maybe if we had a child like this we would have done something similar,
    He is not the only neglected child. Some leave healthy children in hospital much less …

    My hat goes off to the person who wrote this story and put it out there so the rest of the world could know… It is heartbreaking to read but hopefully this story is what was/is needed to get this child the attention and care that he so desperately need.     ADMIN: Thanks for casting due diligence to the winds in that case. The plight of that boy hurts to the core. There are others like Curtley, God bless his soul, and we must quietly and purposefully seek them out and assist. Government cannot do everything, and Government is already helping. We too, can help and we will help.
    I have got a question, ADMIN. Can you by answering this post find out the status of the proposed Drug Rehabilitation Centre that Government is supposed to be setting up? I ask this because of the many addicts on the streets who are in conditions almost like poor Curtley’s. We must help Government in helping those people before they reach crisis proportions like Curtley. My heart and prayers go out to the boy.

      Nemo, you said we must help the government..Do you know how many times we have readched out to the Government and they do nothing? Instead they busy building mansions that they DO NOT need, riding around in different expensive rides at the cost of our taxes and living foolishly and lavishly when that is uncalled for.
      On another note, a DRC (drug rehab center) is really needed. And like u said..the government proposed the center..so you see..they know but they just WICKED!

    The author of this story must be commended on her/his bravery to expose this injustice to a human being, a child. this is unbelievable that a handicapped or mentally challenge child would be kept in a cage like an animal. had this child given the opportunity to live in a normal surrounding he would learn to speak which his little brains are desperately in need of. shame on the government this case should be brought to the humanity organization the government of Dominica needs to be prosecuted for this case. someone on a higher level needs to be held accountable

    Really sad indeed, brought tears to my eyes. Both parents should be held responsible for this young man’s situation. If he was given the chnace to interact with people, he would have some what learn and develop better since he is able to mimic what the dogs do, means he has some level of understanding. It is really appaling to hear of those things right in your neighborhood. This child is a human being and needs love and attention and the authorities should find the mother, charge her, also the father and the grand mother who is treating him like some kind of alian. May God has mercy on his soul

    Shocking indeed, shocked to the core and sad… If you ask me these are the social issues the media in Dominica need to be putting their energies behind and not politicians.

    The media is supposed to help make change and bring matters like this to the public’s attention.

    They have the power to make a difference and I know that first hand because as a journalist I have have effected change to make people’s lives better when I worked in Dominica and believe me money can’t buy the gratification that comes with helping people. The Media in Dominica is too caught up in politics and partying when there are so many social stories out there to write about.

    It looks like the media people in DA have lost their responsibility to effect change.Instead they are busy fighting personal issues in the news and politicising every damn thing!

    The pen is powerful, as the saying goes it is mightier than the sword. For God’s sake use the power of the pen to effect change of simple things that are wrong and can be corrected.     I touching is this story I concur that the agencies involve are doing there best to address the situation. The state needs now to address this case and the many that are unknown or may not be in such severe conditions. PLEASE USE MY TAX DOLLARS TO BUILD A RESPITE CENTRE IN PORTSMOUTH.

    This is a severe case of neglect and abuse. This should not have gone on for 26 years. Shame on all involved, including the welfare office. This young man’s condition (the ingestion of his bed sheets, mattress and other indelible items) is called Pica and is often triggered by traumatic events. I cannot begin to understand what this youn man has been subjected to in all his years.

      I cried after reading this story and I pray that we as a people, Christians, Dominicans be more giving and compassion to people who need our help. This should never be happening in our country. I am sure there are other situations like this in other communities. We need to stop looking in the opposite direction when we see things like that and say it is not my problem. We need to show more love and be true Christians. This is really sad and brought tears to my eyes and I ask myself one question. “Would I have done the same thing, look away instead of trying to see what I could do to help this child?”

        I’ve just received this very sad news from the Dominica Overseas National Association in London. I am not going to judge any of the people responsible for this young man’s care as I believe that there is possible an issue of mental health in the family. It’s inconceivable that anyone, particularly in Dominica where we are such a caring and loving peoople that anyone sane can do this to their own. I am pleased that the Authorities are now involved and I am sure that our Prime Minister, a caring man that he is will ensure that this young man gets the care that he so desperately needs. Many of us in the UK and I’m sure elswhere would love to help in any way that we can. Let’s pray for the family, but most of all, let’s ensure that Curtley is taken care of.
