Chairman of the Band Selecting Committe of the World Creole Music Festival (WCMF) has spoken on a developing controversy which involves musical legend, Gordon Henderson, which could have an impact on this year’s event.
In an interview with privately-owned Q95 Charles insisted that in his role, he is not a decision-making person but only makes recommendations while cabinet has the final say on who performs or who is honored at the festival.
“And I want to repeat that, the body or the comittee that I chair is not a decision-making committee, in the past we have recommended bands and artistes and when it goes through the process it have been deffered to us, it is a normal thing,” he said.
The matter has its genesis when Charles revealed to The Sun Newspaper in April that Henderson will be honored this year during the staging of the festival.
“For the past four years we have identified the artistes we’d like to honor and this year we have decided to honor Gordon Henderson,” The Sun quoted Charles as saying.
But days before the line up was announced The Sun said sources had told it Henderson would not be invited because he “was being critical of the authorities.”
The newspaper reported that Henderson was disappointed since he had cancelled a planned appearance in the Seychelles and was looking forward to performing in Dominica.
In his interview on Q95, Charles said he is a founding member of the WCMF but left for several years since he did not like the direction the festival was going. About four or five years ago he was called back and given the responsbility of marketing and recruiting and was later told by Prime Minister, Roosevelt Skerrit, that he would be the Chairman of the Band Selecting Committee.
He stated that since he came back to the WCMF, the process was started during which musical icons were honored.
“We did that with Jeff Joseph (the late), Fitzroy Williams” he noted. “We did that with Chubby and Coe last year and we intended to do that with Gordon Henderson this year.”
He added, “This year we recommended Gordon Henderson and we had Ophelia because that was the alternative … we always try to make sure we have an alternative.”
Charles explained that two days before the initial launch of the WCMF he told Henderson of the intention to honor him at the festival.
“Mr Henderson told me if I am sure he will be accepted,” he stated. “I told him I do not know but then, you are the person that we have in mind to recommend for recognition this year. I subsequently told him in a conversation, whether Mr (Colin) Piper, (Chairman of the Discover Dominica Authority) which is the one that normally gets in touch with the various artistes and bands, got in touch with him. He told me yes, Mr Piper got in touch with him and gave him the relevant information.”
He again stressed his role and the role of the committee which he chairs.
“Now the committee that I chair is a recommendation committee, we don’t make decisions,” he remarked.
He said normally the committee makes a recommendation which goes to the board of the Dominica Festival Committee (DFC), which in turn sends it to the board of the Discover Dominica Authority (DDA), which in turn sends it to Cabinet for the final stamp of approval.
“As far as I Leroy Wadico Charles knows, Gordon Henderson was part of the recommended list to the DFC board and then to cabinet,” Charles stated.
He said two days before the launch of the festival, Piper told him that Gordon was officially off the list to be honored and Ophelia was on instead.
“I asked him why. He told me he doesn’t know; it is an authority that he got,” he explained.
Charles said he then decided to turn to Tourism Minister, Robert Tonge, since the tourism ministry directly deals with the WCMF.
“I outlined the various areas where Gordon has contributed, to Mr Tonge,” he remarked. “I told Mr Tonge that is something very important and I am just a phone call away, if needs be if I have to come to speak to cabinet.”
Charles said he went as far as going to the office of the Prime Minister but was told that he would have to return early the next day since the Prime Minister was busy with the budget debate.
He said he then went back to Tonge.
“I told the minister, look this thing is very serious and I cannot deal with it, this thing is frustrating me, this band has contributed and I know the contribution,” he said adding that he told Tonge to inform Skerrit since he had sent him messages and had not received any response.
“The minister subsequently told me he sent the messages and he himself is awaiting for a response,” Charles stated.
He said he then approached a Dominica Labour Party (DLP) affiliate, informed him of the situation and told him of his hurt and disappointment and that he wanted an audience with Skerrit to have the matter resolved.
“The affiliate told me in my face in no uncertain terms if that is the decision, he agrees with the decision,” Charles noted.
Charles then stressed again his role at the WCMF in selecting bands and genres.
“I recommend and whoever is on top, like I say there is a process, they have the power to defer and if they defer, my role is to go back to the alternative because we normally have a B and a C for all the genres that we select,” he noted. “We try to have many genres and also we have alternatives, so in the event, which has happened before, that any genre or any artiste in a particular genre needs to be deferred we already we already have a plan B and a plan C.
Meanwhile many have taken to social media to express their disappointment at the exclusion of Henderson and the failure to accept the recommendation to honor him. Some have even gone as far as saying they will boycott the festival.
DNO made several attempts to interview Piper on Tuesday but was unsuccessful.

Remember the launch was initially postponed to present time, reasons given was that some BANDS had not been confirmed and this year the launch wanted to make a bit of excitement. It seems to suggest that the decision to honour Gordon was known even then.. way back then..TWO DAYS BEFORE the launch of the WMCF cabinet sending message to Mr. Collin Piper informing him of the decision not to honour Gordon!!!!! Collin himself is baffled and bamboozled.. clueless but protocol will not allow him to publicly express that. 2 days before the launch Wadix is not wrong to tell Gordon of the intent. Wadix did the respectful thing 2 days before to mention to Gordon. Never in the life of the festival has a decision been taken 2 days before the launch. Event planners will tell you that 2 days before a launch of line-up and cabinet ministers disrupts that can spell mayhem!!! 2 days before the launch should signify task accomplish. 2 days before the launch, it was ONLY 2 days before the launch!
Dominicans should, by now understand Skerrit’s mind. He feels that he can disrespect and victimize people and get away with it because he has been doing it ever since he got into office. He understands that people may fuss but will have no choice but to live with his decision and still reelect him and his cabal every five years. This is the way it has been and this is the way it seems it will remain for as long as he holds power. So he will keep taking us for a ride and disrespect us because he knows he will win no matter how or what. Heaven help this Failed State!
So the committee recommends and cabinet makes the final decision using what criteria.. the band’s musical appeal, songlist, popularity.. or the decision is based on minimal $ost or what else. How can a cabinet of ministers make such a decision still blows my sky away! If the latter is used then the festival has been seriously compromised over the years as can be seen from the depth of artist who perform. Now Wadix the only thing you can do now is to … because the cabinet of ministers should not disapprove a band line up for the festival given there is a committee in place to address such concern.. that is not normal UNLESS matters of National Security comes into play. The committee that you chair should essentially be a decision making body.

This is how Roosevelt Skerrit behaves. He victimizes anyone that does not support Labour party. My cousin who is studying at Ross University requested a scholarship from the Government, but because her father was not a supporter of Labour, Skerrit did not approve it. A young person requesting a scholarship that the Government does not even have to pay anything for. All that is needed for the scholarship to be granted is a signed letter from the PM. However, Skerrit refused to sign the letter because her father does not support labour. So I’m not surprised. We’re currently living in a soft Tyranny, but one day Dominican’s will wake up to full blown Tyranny and by then it will be to late to do anything about it.
Why does Skeritt have to decide which bands can and cannot play in the WCMF. What the hell is wrong with this place. Pretty soon government will tell you what color underwear to wear. The government has just passed a law on what you can eat and everyone stays quiet. Using the increase in NCDs to justify their decision. We are so intellectually bankrupt it is not funny. Why why why why we keep taking such nonsense. Frankly I am sick of it. This place need political cleansing from the churches down to the latrines.

My suggestion is to Boycott this years festival, this is too much bureaucracy in selecting bands. What does cabinet have to do with selecting bands? The band selection committee should be empowered to make the final decision on the bands and the only way the government should be involved in anything to do with the WCMF is with funding, logistics and security (support). Gordon Henderson should perform and be honored because honoring him is long overdue. This politicization of everything in our country must stop. Another Icon of our culture WCK is being victimized at the WCMF for the same reason as Gordon.
Gordon Henderson should take comfort in this simple notion “We the Dominican citizenry, honor you daily by playing your music in our homes and on our electronic devises.” Skerrit is nothing more than a petulant child who will never grow up.
We also learned from this exchange that Leroy Charles is nothing more than a “Figure Head.” What’s the point of appointing someone to a position with no decision making authority? Logical thinking Dominicans should simply boycott the festival. Let Skerrit and his Cabal be the sole attendees this year. Maybe we can honor “Drigo” for his contribution to agriculture and “Roby” for the dirty drains in town and Dr. Darroux for insisting that we have the “Best Health Care System in the Caribbean.
Gordon would be well mad to think that these diaper politicians would not victimize him when these babies would prevent Kopel from delivering bottled water to the state Malice just like those racist in Carolina or Virginia that decided they don’t want a black man to deliver their order from Lowes. In the first place; government should not play any part in providing entertainment to the people of a country; that is the business of musicians, and entertainment promoters. All the government should look forward to is collecting a fee for issuing a permit, or license for the event.
As long as there is governmental intervention into everything in the country, problems such as in discussion here will be forever! When I lived in Antigua, Cool and the Gang came to perform, Cool the leader had to go to the treasury, where he paid a certain amount of money before a license was issued before one note of music was played that is where I met him. And that is how it should work!
PARRY, I would advise the Minister of Tourism, Hon Robert Tong to make a statement to the Dominican public as regards to whether the decision taken against Mr. Henderson was a cabinet decision or a one man Skeritt decision, and what part he played or he should immediately tender his resignation. It is Mr. Henderson now, who might it be later, which could be more embarrassing.

I agree completely. It is very unprofessional to inform someone that they have been nominated much less that they will be getting an award (if not confirmed). Shouldn’t the nomination be a confidential thing anyway? The start of the problem is clearly the unprofessional behaviour of Leroy who opened his mouth and now his foot is in it he’s complaining. If is one thing Gordon has proved himself to be a very big man; one who has the courage to face Skerrit, and speak his mind, at lease Skerrit now knows that he is not the god he believes, and not all Dominicans has him on a pedestal; there are plenty more like Henderson out there suffering in silence because of fear of Skerrit, and his system of victimization!
It might take years, but the nation will one day turn on Skerrit: nothing last forever; there comes a time when every dictator must fall and bite the dust! When people realize they deserve more than a handout, the riots will begin!

Next you are trying to blame anybody but Roosevelt Skerrit for this debacle when we know full well that the Cabinet is only Mr. Skerrit’s rubber stamp. I have had yet to hear of anyone dissenting and oppose him in these meetings. When there is positive development you all want to give him all the glory but when things go wrong it is somebody else’s fault. You guys are simply no longer credible.
Why would the PM and Cabinet have to be blamed in anything happening here. They did not cause the problem from what I\’ve seen and read. A recommendation is made that does not mean you accept it if the final decision is yours. It is only a recommendation and if Cabinet has the final say, then that is how it should be. You cannot tell Cabinet that they must accept your recommendation. Maybe there are times they will and there are times they will not.
If you are building a house and you get a recommendation for three different contractors will you employ all three because they all came highly recommended?
If you have one job posting and you have 200 applications for that one post will you hire all 200 hundred.
All this could have been avoided if people did what they were suppose to do, I wonder why is it so difficult for us to understand the way things work. Every body wants things done their own way and blames everyone else.

I read this article very carefully and at the start wadix said that sometimes artists are rejected or deffered and that is a normal thing. so if it such a normal thing why did he have to go up and down trying to get an explanation, emphasisizing the contribution of Gordon henderson. Wadix,, will and come again. i like to read carefully and read between the lines like i am trained to do, and wadix you are contradicting. you know jolly well what has been happening, like you expressed yourself on in the spotlight with ferdina frampton. I have been disappointed in the PM from time ememorial, But Wadix I am disappointed in you.
I think creole festival is a “Dominica thing” and we should not try to hurt it. Think about how much time it took to grow thus far even though the standard has dropped. This is a money pool for Dominica and it should be protected because of the impact of collateral damage.
What should not happen is the cabinet dictating the approval when we have invest Dominica right there. Based on the information that I read, I am beginning to realize that self emotions and feelings is standing in the way of progress. I want the Government to open up to every Dominican because there is always a “Labourite” who is related to a “uwpite” and not helping a non supporter may just reduce popularity.

Wadix made a harsh of the line up this year and he has placed Gordon at the center of the debacle to cover his circus.four bouyon artists ,four soca artist how many calypso artists and just one ophelia as a cadence artist.the governments have always been the executive producers of the festivals any recomendations for awards must be approved by the E .P .before the person is informed. Dfc cannot inform the individual and then seek approval from the executive producers.Gordon a icon in show business, would not have tolerated that behaviour from any of his employees.

Mistake #1 – No one should have informed Gordon that he was selected until a final confirmation on his selection was done. There should be a separation of friendship and position held as chair.
I’d recommend a modification to the process; rather than submitting person A as primary or person B as secondary, present both candidates equally. The selected person is honoured and the other goes back in the bucket for selection next year. A simple thing as this should not be made into a large controversy.

in Dominica there is NO primary and secondary candidate… who ever supports the Dominica Labour Party benefits in the selection process even if their names were not submitted. Whats all this about so many people who were nominated for awards and were not given any awards, a recognition which was received twie by the DFC why a third. I think Mr, Henderson deserves a higher award not a recognition. WHy those who are making political mileage with this did not nominate him for the 2nd highest award.
