There are conflicting statements concerning a meeting which was intended to solve an ongoing matter at the Lindo Park in Goodwill.
On Tuesday 23rd June 2015, Prime Minister Roosevelt Skerrit said only one person attended the meeting on the matter but MP for Roseau North, Daniel Lugay, said that only the Chairman of the Lindo Park Improvement Committee (LPIC), Justin Nibbs, was invited to attend.
Lugay is a member of the LPIC.
The meeting, between the Ministry of Sports and the LPIC, was to dialogue in relations to a project at the park which was halted by the Planning Division on the basis that it was being done without government’s permission or approval.
“The Ministry wrote to the Lindo Park Committee to a meeting which I believe was attended by the Minister herself and her officials, but only one person from the LPIC came to the meeting, that is Mr Nibbs,” the Prime Minister said at a press conference at the Ministry of Finance conference room.
He stated that the meeting was intended to keep everyone informed of what was happening, “because it is a government property, make sure we get the plans, and know what’s happening.”
“But only Mr. Nibbs showed up at the meeting …” the Prime Minister said.
Skerrit also noted that not even the Parliamentary Representative for the area, or the other members of the committee showed up for the meeting and no reason was given for their non-attendance.
However, Lugay told DNO that only Nibbs was invited to the meeting (see letter below).
“So at no time did our committee received correspondence inviting the whole committee,” he noted. “The invitation was to the Chairman, so I am not going to invite myself to a meeting where it says our Chairman was invited to the meeting.”
He said it is unfortunate that the Prime Minister gave the impression that the entire committee was invited.
“In no communication has there been any invitation to the whole of the committee,” he said.
Lugay did admit, however, that it has always been the chairman interfacing on the behalf of the LPIC.
Skerrit said the Ministry has indicated to Nibbs that that the government would like to see that project recommence and completed but there are certain things that must be put in place so that the process can move forward.
The government is proposing that a sports office from the Sports Divsion forms part of the LPIC so that the interest of the public is defended.
“So clearly if you are going to be fencing this thing, the access is going to be even further compromised,” Skerrit said. “So therefore to ensure that the public’s interest is protected, and this is not a private enterprise, the Sports Division should be on the Committee.”
He said if everything is in place, the project can “start tomorrow morning.”
Meanwhile Lugay is of the firm belief that the LPIC is being punished because of him.
“So they punishing LPIC because Danny Lugay is on the Committee for more than 20 years,” he said. “Do they want me do die first before that park is developed?”

To the foolish critics of His Holiness, The Divine One, Dominica’s High Priest, the great and wonderful Prime Minister, Dr. Roosevelt M. Skerrit, please bear in mind that your reading of a letter addressed to Mr. Nibbs is not proof of anything. There were several letters sent out to individual members of the committee by the Honourable Minister, Mrs. Mandra Fagan. Most of these letters were ignored and only Mr. Nibbs chose to appear at this important meeting. The fact is that members of the opposition, and in this case, Mr. Danny Lugay, will always find ways to oppose for opposing sake. Mr. Lugay, in his insolence, decided that it was appropriate to boycott this meeting and influenced the other members of the committee to do the same. His Holiness, our Supreme Leader, Dr. Roosevelt Skerrit, abhors disrespect and, as an outspoken and upright ordained Knight of the most holy Roman Catholic Church, did his duty to point out the lack of manners in Mr. Lugay and his followers.
What os also very intriguing is the Roosevelt os saying they can start tomorrow if the access concerns are clarified and resolved. Really !! You jold up progress because one talk show host was concerned anout taking her /his dog out to relief itself in the park. All the sports division needed was acces to the plans and to recommend unrestricted access ig not available.
And we think that we have advance in our mentality and behavior.
This project has been politicized to much by the PM. It was unreasonable for the Chairman to have assumed that he could bring along his Committee members. It would have been clearer if the letter had stated that you as chairman and two or three other members are invited, simple English. Is it that the Minister expected the Chairman and 15 members or what ever the number to come to the meeting? On the other hand the chairman could have assumed that and brought along Danny Lugay and others but given the politics the Minister may well say to the Chairman (in a bid to embarrass Danny), that the letter of invitation clearly states that you are the one invited and not all and sundry. The PM would have then said given his brand of politics, here it is the minister invited the chairman, but he bring Danny and his UWP arm…. either way they would have found a way to politicize it !! meanwhile the Goodwill people are being short changed.. what immaturity!! what a country!
The project was politicized by the UWP/Danny Lugay, when they imposed themselves on the project as if it was a UWP project.
That committee has been is existence long, long before the project. but I will not be surprise that just now you will also say that Danny and the UWP forced the Australian and Zeeland Government to support the project. Swallow thinker you are. But obviously you are not from Goodwill so poor you!!

Just in case you are not aware, there is such a thing as context. To people of common sense and goodwill there are some things which should not and do not need to be spelt out and can be inferred from the context in which a thing is said or occurs. I suggest that this is one such situation. In case you have not noticed, the letter refers in the second paragraph to no communication having been received from “the Lindo Park Committee” NOT solely the chairman. Further, it is clear that the communication referred in the letter concerns the “development plans for the Lindo Park”, and “[i]n that vein” the Minister was inviting “you” (being the Committee NOT merely the Chairperson) to a meeting to discuss details of the project which “you” (again being the Committee NOT merely the chairman).
Clearly the letter was not a personal to the chairman in the same way as if the letter had instead been addressed to the Secretary it would not have been a personal invitation to the secretary.

Our country would be in a very serious predicament if this opposition were to lead us and run the affairs of the country, when they cannot read and understand a simple correspondence.
What if they were to lead our country and had to interpret a very important message sent in a letter?
Did they really want an invitation letter sent to every member of the Committee to attend the meeting? Or that the Ministry should choose some members of the committee and not others, instead of the committee choosing who they, the committee would like to attend?
If that was done by the Ministry, can those opposing the government tell me what would you be saying differently?
The Ministry left it up to the committee and still there are complains. PM, I can truly say; no matter what is done or said expect the same results from the opposition. Oppose everything.

Suppose we were to give the committee the benefit of the doubt. Did anyone notice the phone number and the email address on the letter? What do you think they are there for. Call the number if you needed or wanted clarification. Was that done? By reading the article we can come the conclusion that was not done.
You want to know why the bible gas so many interpretation? It is because people reading in what context that please them and it is full of double speaking. In this day and age communication has to be clear and concise to avoid confusion and personal interpretation. What is so difficult in addressing to chairman and board. Simple as that. My reading the letter, it speaks about committee; the chairman heads the committee and “You” is also plural. I did not read anyway where it reads ‘you only’ in this letter.
You see you all have made it so political that you all must be very clear in your writings going forward. It is therefore unreasonable for the Chairman to have assumed that he could bring with him is entire Committee to a meeting called by the Minister. The Minister should indicate you and two or three other members are invited…..etc. simple english. Otherwise are we saying that if the Committee is a 16 man committee that the Minister expected the Chairman and 15 members to come to the meeting? Leaving it to the Chairman to interpret what the Minister meant is unfortunate. Another scenario is that the chairman could have well brought along Danny Lugay and others but you all having made it so political the Minister may say to the Chairman (in a bid to embarrass Danny), that the letter of invitation clearly states that you are the one invited and not anyone else much more your entire committee hahaha.

Why do we have to try to read what we want to think the guy should have said in the letter? The rest of the members were not invited, simple, clearly they were not, no letter should be written for us to read into it. Same old politics again and those trying to read other things in the letter just like those who wrote the letter. Danny on the Committee so the whole Committee was not invited. Look how long this thing dragging, they stopped the project so the Australians would not make mileage abroad. This project tells you everything that you need to know about Dominica. The Prime Minister is extremely petty and small-minded. You’re punishing an entire community because you dislike a political rival. As the P.M. of a small island nation, “Who will hold the keys?” is a grave stumbling block in your opinion. And you wonder why the people of a certain community were forced to take matters into their own hands because of poor farm access roads, which prohibited them from safely commuting to their farms.

Respectfully, Mr. Nibbs could have simply written back requesting to have members of his organisation present at the meeting. If he was denied then so be it. In that case he too would have proof that his request was denied. If you represent a group you should ask for what you believe is in their interest.

Granted politicians lie and we have seen them lie before but never have we seen someone like Roosevelt Skerrit so bold, non tactful and unsophisticated. Someone said that Roosevelt is still a boy but it is much more than this. I would also say a sociopath – sociopath constantly seek to manipulate people, situations strictly to make them appear perfect. But inside a sociopath is a person who lacks self esteem-someone who feels that he or she is not good enough. For instance, during the time of Prime Minister James, approximately $16 million were spent on the sports stadium in Roseau, the material was dumped into the sea, later, the DLP Government built the stadium. Had it not been for pressure from Dominicans and the Hotel Association, Savarin almost closed down the creole festival. Mr. Joseph Issac started work on a basket ball court close to the gardens, is was stopped indefinitely by the DLP Government. Mr. Prevost presented the DLP Government with a proposal for a mini shopping market at the old clinic in Roseau, instead, the Government allowed a University to occupy the area. As regards the building of the international airport, the Government has decided to change the site proposed by the UWP, they cannot locate another site.

Appoint Sports Officer-Thomas (TK) Kentish a Goodwill icon, to the Committee and let us get this project completed one and for all.
TK is the right man for that, he’ll represent all parties, but skerit have no intentions of wanting development for the area so he’ll never do that
In fact on completion of the project the park could be named after TK – seeing there is no space for him in the stadium- that would be so fitting; but if we want to keep the name Lindo Park it could be named The TK Lindo Park field or if not name the parvillion after TK. .

The power of presentation of evidence. If I was to adjudicate between the two, who was most likely telling the truth I would say Lugay won his case. They are both correct that only one person showed up so technically the PM is correct. For the young ones out there who are searching for a text book case of deception this is your example, which is typical of this prime minister. If you are not informed as in this case presented with the letter, you would be led to believe that the rest of the folks boycotted the meeting and not interested in working with the PM. The other day a lady was charged for deception. Here is a perfect example of deception. This is the mode at which your PM operates. Lies and deception about caring for the elderly, the poor, and everything else. If a man can be deceptive at something so simple what would he do if entrusted with your wallet.
