NEIGHBOR? Since when do we adopt American English? The word is NEIGHBOUR.
I’m afraid that would only stay as a pipe dream. Whilst Martinique, Guadeloupe and Marie Galante are visible from Dominica on a cloudless day, they are about 58 miles. Such a project would not be feasible.
