PM Skerrit explains gov’t efforts to include local contractors

Prime Minister, Roosevelt Skerrit, has sought to highlight the efforts of the Dominican government to include local contractors in the tendering process for the renovation of ten feeder roads in Dominica.

Four contracts, worth some $20-million, for the rehabilitation of feeder roads across the island, were signed on Friday. Only one Dominican company got a contract out of the four, with the rest going to companies based in St. Lucia and Martinique.

Speaking at the signing ceremony for the contracts Skerrit said that although two local companies did qualify, there was a major difference between the highest and lower figures presented.

“We requested of the EU to break the roads into lots. Instead of having one lot with all the roads, we broke it down into three lots, to allow local contractors to qualify,” Skerrit explained. “There are two companies in Dominica who met the requirements, based on their submission; and, unfortunately, none was successful in any of the lots because of the huge difference between the lowest tender and the highest tender.”

He revealed that “there was one contractor who tendered on a lot for €1.3-million and the closest local contractor tendered €2.7-million on that same lot. A €1.4-million difference.”

Skerrit stated that the government intends to host experts on quantity surveys to assist local contractors for better tendering on projects of this nature.

The only local company contracted under the project was Offshore Civil and Marine Inc., for the improvement of the access road to the Londonderry Tissue Culture Weaning and Hardening Facility, at a cost of EC$1.9-million.

Meantime, the Prime Minister expressed his belief in “fair trade,” describing himself as a “social democrat.”

He noted that if Dominica can tender for projects in other countries, Dominica must be allowed to do the same.

“The world is our marketplace and because of breaking down of barriers, our country also is a marketplace for others,” he said. “And, we cannot expect to go to St. Vincent to tender for a project and say that a St. Vincent company should not have the opportunity to tender for a project in Dominica… This is not how the new world works.”

His comments follow recent criticism on the tendering of local projects to foreign organizations.

    This is another example of the lack of foresight by this government. They have been dealing with the EU for a long time now,thus knowing what the requirements are for tendering for EU financed work.The fact that local firms do not now know the correct way to file a tender to satisfy the donors,so most of that money remains in Dominica, is a failure of major magnitude on the Skerritt led government. It demonstrates a clear lack of foresight and vision.Hindsight is not wisdom.Dominica has once again been failed by Roosevelt Skerritt and his government of incompetent stooges

    You cannot feed Dominicans with scraps.

    I don’t know if you read those blogs but they have a wealth of guidance and advice.

    When I read them, the very hairs on my skin lift. That tells me that there is pain in the people’s hearts. When you give away people’s livelihood what kind of representation is that. You continue to take bread out of people’s mouths. you are making the country poorer. more than $15M is going out of Dominica. What kind of thing is that. Who are your advisors? There must be a kick back under the heading of corruption.

    This is too vivid. This iis not right. Cant be right

    Can anyone and I mean anyone please answer my question. And I need an answer to that. Please.
    Because I cannot fathom the rationale.
    A few pointers first!

    TS Erica rummaged the island.
    Dominica received relief fund – that would include monies to rebuild infrastructure.
    If I recall, St. Lucia would have made a donation – not sure
    Never read any where that Martinique did, but I stand to be corrected.

    Now here is the question, and very brief?

    Why should the money be given back out?

    Skerit we want you as ou servant or maid to speak with us before you do anything,it is we who gave you the job . Charity begins at home. And your sly tricky speech about going to other islands and work and vice versa won’t fool us with this cheap talk of yours.     Jobs of this nature involve a number of critical elements: Finance, Design and Testing, Management and Supervision, Labour, Materials, Machinery and Equipment. The Finance is already addressed, so if the government were really serious about involving Dominicans, they could have easily structured the contracts along the lines of the critical elements and given Dominicans a fair chance. After all, even if Dominica is unable to satisfy all the elements to the standards of the financiers, Dominica can provide elements such as materials, labour, machinery, etc.

    These projects are enabled because of tax payers from DA . Therefore it would seem reasonable that a buklk of these contracts be given locally if they come within a reasonable amount of the lowest offers . PM should know that the local contractor probably cannot compete with the outsider . Does anyone know of any DA contractor doing work in the other islands . What about the Government putting up a fixed amount for a project and see if the locals can do it . With the present system the Locals have no chance . What we are doing right now is just exporting money ! :
