PWC General Manager resigns

General Manager of the Public Works Corporation (PWC), McDowell Paul, has resigned according to information reaching Dominica News Online.

Information indicates that his resignation took effect as of April 5, 2017.

A former employee of the National Cooperative Credit Union, Paul took over the cash-strapped organization on December 1st, 2015.

The reasons for his resignation are unknown at this time.

Information reaching DNO indicates the PWC, which is presently engaged in repairing the road to Stockfarm, has challenges in receiving funds for that project. The $3.17-million project was announced in February with the government saying the fund would come from the Citizenship by Investment (CBI) Program.

Information also reaching DNO indicates that PWC employees have not been paid for the past three fortnights and there are challenges in paying their Dominica Social Security Services (DSS)deductions.

DNO is following this developing story and will publish further information as it becomes available.

    Mr. Paul I’ve known you from our boyhood days at S.M.A. You are a good man, a conscious man but I don’t know why you joined this group to further impoverish the people.

    Is that!! What happen to all the CBI money? I thought it had plenty! I see it building toilet but it doh have for public works? I’ll keep watching from my little window.

    A vibrant Public Works Department should be the corner stone of out economy. But it cannot function in a complex of tumbled down sheds and a machine shop that is a museum piece. The workers are capable but it needs an experienced engineer, rather than an accountant, at the helm.

      Nine years ago I submitted a proposal for radically upgrading the Public Works Mechanical Engineering Department. The improvements included; refitting and rehousing the machine shop and setting up a comprehensive apprenticeship training scheme. In turn, this would have enabled the department to enter the sphere of manufacturing custom equipment, for which there is a regional demand.

      Needless to say, I’ve heard nothing since!

        You heard nothing because your proposal did not include the most important chapter of any project design in Dominica: How the project aims to line the pockets and maximize the wealth of the Cabal. Any seasoned proposal designer knows that you need to add this sweetener to get a response. Mr. Burnett, you are either naive or very principled. I believe it’s the latter.

        not just that, but it would have provided training for young adults interested in engineering and maintenance of heavy machinery. In turn, after the program if you dont remain at public works, you would have some skills to start your own busines or work somewhere else that requires your newly learned skills.

    I do not know why Paul took this job. This is the worse job in Dominica after the post of Prime Minister.

    For the first time I’m saying that the Government is Right for not paying. We accept too much Rubbish because of party politics.
    You should have stand in solidarity with you Ex-Coworkers, who never received their gratuity. GOOD FOR YOU ALL, PM DON’T PAY THEM. I HOPE LENNOX AND THE OPPOSITION SHUT THEIR MOUTHS ON THAT ISSUE

    Are any other projects funded by the CBI having problems receiving funds? I have heard of none so far. Is this just a PWC problem reflecting poor management? Just asking……..

    April Fools !!! hahaha. PWC awa wi it is time your whole set up, lay out, program, operation, modus operatum CHANGES! The problem is that the company never invested in technology. Public works has been working hard and NOT smart for decades. 6 -7 to fix one hole. Therefore your work has been less than the required standard for more than the value which you charge. not saying you the workers are not capable or doing the jobs. but the organisation and leadership and mentality of the company needs to change. First PWC needs to invest in the suitable and required machinery and and equipment. Instead of hiring three people to rake an area, invest in a leaf blower, instead of having 7 man laying bricks on a road, invest in a brick laying machine, instead of using 10 man to fix a littel stretch of road, invest on a road resurfacing machines like what the chinese used so we can have smooth even roads which ensures the longevity of our vehicles, reduces waste and saves only money

    I have been to many countries and I have never seen anything like that. I spoke to one PWC employee who have been struggling to meet the monthly financial commitments. Every so often Domlec pulls the switch and the person is left without electricity. Now 99% of the folks still left at public works are of the red choir and even as they struggle to maintain their dignity they see nothing wrong with the government policy. Some kf them are even blaming Edison James.

    DNO I wish you would allow me to say it bht i guess spoon will suffice -spoon these PWC employees. When the union ask for your support you will not show up. The government shafted fellow employees,people you have worked with for many years and just because of party you guys refuse to stand with your friends and coworkers.
    Take all you blows- watch them share and promise money all over the island while you guys get none.

      Political party isn’t he issue… it sounds like mismanagement.
      most of these people don’t have the skills to do the work the government needs done so they government has to then spend money to pay private companies on the island and abroad to do construction work that they expect to be completed on time on budget that will last.

      public works is a maintenance organization not a project based business unit.

      if they want to get in the construction game their managers should be pushing to have thee guys trained and improve their education so they understand the complexities of their work.

      that investment will last for generations because the senior members can train the young ones. problem is when the government invests in Dominica education, they take the free education and go and sell their knowledge abroad to already develop countries.

    Typical!!!! It would appear that CBI Money=Monopoly Money. What a timely opportunity for Boobla’s song about Air Dominica and the song sang about the disappearance of money. Mr. Paul your decision to leave now is an indication that government promises being made from village to village are false statements/Alternative Facts that monies is available through CBI. In summary the later acronym really stands for Monopoly Money. Shameful!!!!
