Gov’t declares war on pit latrines

pit latrinePrime Minister and Minister for Finance, Roosevelt Skerrit, has announced government’s intention to eradicate pit latrines in Dominica.

The Prime Minister, who is also Parliamentary Representative for the Vieille Case Constituency (which includes Thibaud), called for a “war on pit latrines” at the 18th Inaugural Meeting of the Thibaud Village Council held on Friday October 4, 2013 at the Thibaud Playing Field.

The “war on pit latrines” is a continuation of government’s Home Renovation and Sanitation Programme.

Government will make funds available for the construction of modern washroom facilities for over 20 homes in Thibaud.

Since the introduction of the Home Renovation and Sanitation Programme government has spent over $20-million dollars on home renovations directly impacting the lives of over two-thousand people.

The programme has been implemented in almost every community across Dominica.

Housing is one of the key platforms of this Dominica Labour Party administration.

    I have no program with these programs but I am surprise that budget was in July and none of these were mention ,or budgeted for.

    The timing of these are so suspect that the only thing I can say is the high school drop out getting the PM to work.

    Anyway Mr. pm hope this project will be done in a more effective and efficient manner than the housing non sense that going on. Make sure that does who cant afford is who receive and not party supporters. make sure that the entire project is cost properly and the source of financing identify. Ensure that the project follow the tendering process.
    Also most individual that has pit toilet don’t have water. this is an additional cost that the government has to undertake.
    Moreover ,most individual that has pit toilet is not able to afford better .that goes to person without water as well.
    Again , it comes back to jobs .and good paying jobs. at the end of the day if we had created good sustainable jobs the there would be less pit toilet in dominica. we can run but cannot hide away from the issue of jobs.

    Interesting when he built homes for people, without toilets when he first came into power. he just realize the need for sanitation, and Roseau the city have homes with absolutely no toilet facilities at all. Pit toilets at least are sanitary.

    Dominicans, do not be fooled by Prime Minister Roosevelt Skerrit. How could he declare war against his own self? During the 2000 elections, Mr. Skerrit distributed no less than $150K cash money to his supporters and group in Thibaud. In fact the then Thibaud Village Councilpresented him a list of persons in the community that desperately needed help for the so called ‘Housing Revolution’ and when the list was handed to the PM, he and a group of labourites, who are really haters of Thibaud as either they, their spouse or parent (s) are not from Thibaud, took their time to cross out every single person that was NOT A KNOWN DLP Supporter from the list, and added DLP sure voters even those who were financially stable on that list. That caused the then chairperson of the council who is a known laborite to resign immediately.
    The strange thing about this is, although cash was given to persons in the name of housing revolution, they all used their money to do whatever they wanted and on top of that, they were given government slips to get building materials from M&R, whose owner is Bubbles. There is one family in particular 9a very close friend and supporters of the Pm) that received a cheque of $8,000.00 cash, plus that same gentleman that is now declaring war on pit latrine, used government truck to leave Roseau to come and drop a pit toilet frame to that family. Up to this day, their pit hole is dug but its a disgrace as they continue to dump their kaka and pesa in the Thibaud ravine. In fact to prove my point, another ker Skerrit supporter who even testified on his behalf during the Citizenship court battle of Mr. Skerrit, called the ministry of health on that family. But Skerrit, 4 years later is fighting war against pit latrine? Nonsense! It is his clever way of using tax payers money to run his political campaign.

    Yes my people while Skerrit is talking about war on pit toilet which is not a bad thing , but my people consider the bills that come with it, including using water to flush the toilet and when people haven’t got a job to pay the water bill, buying the disinfectant to keep the inside toilet clean you tell me which one is better to have in a time like now under this Gov’t, so I want to tell him befor he do that to please create jobs for the people in this country so we can maintain our inside toilet and our home whenever anyone come’s to visit, because it is a pain to watch the same people that he is giving inside toilet carrying water all the time to flush these toilet, also when you visit some of them homes because they have no water in their home cannot afford to pay the water bill is a shame to enter the house with the order coming from their home, so for this I will prefer a pit toilet until this Gov’t is remove from office , I thank you.

Those people with the latrine toilets that the PM is talking about should be greateful that the PM is trying to improve their lives, did any other PM or party helped the nation to move forward with the times. the answer is no.

    Imagine that you all have internet, computers big screen, tv’s and no flush toilet, i mean to say get your priorities right put allyou house in order first. the Gov should not be responsible for upgrading people’s home. big countries whre the money flows could not does not refurbish people’s homes but the PM of DA should take on every povmalawee and better their lives.

    Tell me why some people can’t accept change? Why would people be more open to accepting IPHONE over public phone/landlines? but see no need to prevent stench in around the island…I am no politician, but tell me this, if this suggestion/idea was made by a priest, a pastor, teacher, or by the youth community/group would it be condemn to such a level?…some of us too sot..getting toilet does not mean we should vote for Skeritt…Mr or Mrs Jack or toilet is not written on the ballot slip/paper…

We do want toilets we want voters id card ,we want free speech, we want champagne around the island saying no to drugs and guns and crime, we want our old Dominica back when we all could walk the streets with no fear, where you can tell the police buzz off and he would not want to shoot you , but rather give you a warning, . We want less parrows in Roseau , we want all to receive social services not just red supporters, we want education for the yout hand a place for the young people to learn a skill , so after school there is a job for them. We want a hospital , like in the70s 80s and 90s.We want the hospital to be a secure heaven not a death trap with only paracitamol for the main medication ,for whatever the diagnosis of the illness , this is what we the people of Dominica want ,

      Where is the water to flush the toilet. People doh even have water in their homes. You mean people still have to go by the stand pipe to get the water to flush the toilet?       Each time we tell a lie, the lie exposes itself. Alaska is covered with ice almost eight months per year, in some places in Alaska, the ground has been covered with ice from creation, so tell us how can some in eight months or so of winter go our doors to sit or bend over in winter and defecate in the dead of winter!

      Have you ever spent a winter in Europe, or North America?

      And even though, if there are pit holes in Alaska, are you suggesting that the status quo should be the same in Dominica?

      You people are just miserable, and no matter what it is you are determine t live life under the worst of circumstance, well let me tell you in the dead of winter unless you have some heating element within your rectum, by the time the feces gets out of you, it would freeze rather than falling to the bottom of the pit hole.

      Most of the time when people die in winter, their body’s are stored until spring, or summer when the ground is soft so that a hole can be dug to bury the dead.

      Other than that the process is cremation!

      You obviously don’t know Roseau. There are public toilet facilities right on the bay front, next to the Museum (the old post office building). We could do with more though, properly manned and cleaned, charging a small fee for use.

      Living in a suburban environmnet you may not be aware of it but even the most powerful nation on this planet, the U.S.A. has issues with sanitation.
      The latest reort (26 Feb.,2013) on “Water & Poverty in the United States” (The Encyclopedia of the Earth), makes sobering reading;”the vast majority of poor households in the U.S. now have indoor plumbing but not 100%”. Particular communities higlighted in this report are “colonias”, migrant workers’ homes and reservations. On the globasl Water Poverty index the U.S.A. scores only 65 out of 100, putting it in 31st. position amongst 147 countries. There is a distinct link between poor szanitation and poverty and it is the latter we must address also. Providing indoor plumbing with flush toilets alone is not going to be the solution if at the same time we do not raise people’s overall standard of living.

      Antigua is a more develop place than Dominica, however, in the City of St. Johns, the night-soil men from CBH (central board of health) still pick up tubs of feces nightly from out door toilets. St. John’s is below sea level, thus it is almost impossible to dig at a depth of five feet, and deeper to facilitate septic tanks, without encountering see water.

      That is understandable, however, there is absolutely no reason why in the twenty-first century anybody in Dominica should be still bending over a pit-hole relieving their bowels. Tow things can be blamed for that, poverty, or a lack of ambition.

      I however, believe poverty is the cause, there are people who wish they could afford to utilized septic tank, but does not have the money to buy the necessary to facilitate such comfort. In the past, I have helped certain members of my family to buy the equipment to eliminate the pit-hole from their backyard.

      Another thing is in Dominica I understand a toilet bowl that people sit on in some cases cost more than a thousand dollars East Caribbean currency; that is approximately $370.37 U.S. I think that is too much money for a toilet bowl; considering that California is perhaps the most expensive State to living in, however; even a Kohler brand toilet, the best on the market can be purchased for less than a hundred dollars.

      Such necessities should be allowed to enter the country duty free so that they can be sold at a more reasonable price in order to maker them cheaper for everybody who wish to purchase one can do so. The importer should only be allowed to recover the CIF value on such items.

      Although there would be no profit made on such items, it would be good for the entire nation, because it would cause us to eliminate the pit-hole completely!

    The PM should start in his own backyard first. Growing up as a young child and visiting Vielle Case ,that’s the place i first saw pit toilets and not just one but almost every home had one.

    Ay, ay, what happening to Skerrit? Does he live in Dominica. He said that there was a housing revolution and that he would give people houses. The man give people sheds for houses – WITHOUT TOILET FACILITIES. Planning Division self worse.
    In order to build a house anybody else they make sure that the basics are there – yes, that includes flush toilets, yet Skerrit say he building houses for people WITHOUT FLUSH TOILET. Now he declaring ‘war on pit latrines’ !!!! Stop fooling people Skerrit. Compare those houses you built during the revolution (is it still on?) with those that UWP built for the people of Layou, those that Labour under Mr. Patrick John(our first Prime Minister) built at Bath Estate and elsewhere, and those built by the Freedom Party. The sheds that you call houses cannot come close to those comfortable houses – with flush toilets – that former Prime Ministers built.

    DOMINICA is a country that depends on AGRICULTURE.
    With AGRICULTURE on the down low, not jobs, I would like to know who is going to pay for all the labor, materials, water etc, that comes with getting rid of these pit toilets. I personally I’m for development and change in the 20th century, but we also have to be real. If someone have not income, or have little income, and to buy the basics in life like food, soap, clothes etc, how are they going to pay for all these mordern necessities.

    And is not just having things, what about maintainance. It is a lot to ask a poor person. I hope the government, if they really want these people to get these mordern necessities, I hope the government is going to help them. Not short term but long term. These people in Government have everthing made. Even though most of them were born poor, they forget what it is for those that cannot afford. The poor you will have always, so we have to not only talk about helping, but we want action. That is why the Bible said, it is easier for a carmel to go throug the eye of a needle, than a rich man to go to heaven. TALK, TALK, TALK, BUT PLEASE HELP THE MOST UNFORTUATE. FOR “GOD’S sake!.

    I think it’s a good idea but it will take a long time to complete and plenty money. For one you need sewer treatment facilities and a lot of underground pipes with our houses so far apart. But can you imagine you take a dump then try to flush and Dowesco take water

    Yes. I agree that there must be a change in this style of living. Pit Latrines should be a thing of the past. Its time for this change to happen. I commend the PM for seeing it fit for this change. Its just a pity that all through the housing revolution campaign it was never a need for persons to have this facility. However, it is a great observation. We cant always be critical about everything.

Thanks to the government , Prime minister Skerrit and others Leaders and citizens seeing the need for these crucial change in our communities and Dominica as a whole. No matter what time of the year this is taking place it should we welcome. A lot of people may want to pull down this move when themselves never even been close to a Pit Toilet in decades …Those people should just Shu… I mean Cross their lips like Preschoolers :mrgreen: :oops: :oops: :-D

    I sat down for many years upon years thinking real hard as to why we have a parrot on our flag. We Dominicans can talk and the truth is that’s all we do…talk, talk talk. I think during the slavery days they sent all the docile, no action but very talkative slaves to our beautiful green island and thus there we have it…..a very talkative no action lets expect results people. 90% of the people I talk to hate the Labour Party and Roosevelt Skerrit yet when election comes they win close to that percentage of the constituencies, my conclusion is that Dominicans say one thing and do another its high time that we stop fooling ourselves.

    Day by day, Skeritt really amazes me. The man has been Prime Minister for thirteen years and it is only now, because a man by the name of Lennox Linton has him on the ropes, he realizes that Pit Toilets should eradicated. No action as regards to the jobs he promised, geothermal is at a stand still, the next big move is to break ground for the new hospital or give public servants a huge increase of salaries. Believe me when I tell you the man wants to stay in power at all cost.

I am fully employed and own my own house here and am paying for my daughters university education. I do not need a free ticket to come to Dominica to cast votes. before u sit and criticise what u have no knowledge of, go earn a descent living and stop blaming the government for everything.     Roosevelt should have made much more improvements throughout VIEILLE CASE, his home, and ALL the neighboring Villages, including Thibaud from the very beginning of his tenure in office. Yes, he tried to share the pie everywhere, but I think he should have started in one end, the worst end wherever that is, and continue from there. I also think that MORE work would be done and the people would be MORE APPRECIATIVE.

    DNO, let us get a few things right here: First of all, it would make more sense to call this one “Skerrit’s final war on Thibaud people”. DNO, do you know that the playing field on which Mr. Skerrit is delivering his speech, no longer belongs to Thibaud? It was ours until 2008 when Skerrit, Matther Walter and the DLP, took it from Thibaus and now gave it to Paix-Bouche. FYI, under Skerrits eyes, Thibaud ends on the bridge he built which means, the field, health Center, School and Beach though named under Thibaud, somehow belongs to Paix Bouche.
    Another thing: Skerrit I gusess was taking the sent of poupou when delivering his speech and just concluded that in ‘pit latrine that was causing that. However, the truth is, the school Skerrit took from us got handed to some paros from Thibaud and Villecase and those boys poupouing on the step, in the yard, class room of the school so the scent was bothering Skerrit and he had to blame it on lack of toilet facility in Thibaud. Thibaud does not have 20 homes that have got toilet and if so, all of them are his supporters. So he must stop fighting Thibaud, the village he has destroyed.

    This is definitely a political strategy to buy votes. If this must be done it should be on a community level and not individually. The PM should construct a Community facility that houses bathrooms and laundry. The way it is currently planned is clearly in an effort to sway voters to the DLP.

      If you knew about the history of public conveniences in Dominica you would probably not want to make that suggestion.

      It is better to provide individual households with a facility than to build public conveniences that are subject to misuse and very costly when it comes to maintenance.
      Remember as well that septic tanks come with their share of problems. In order for pit ltreines to be eradicated, firstly all homes must be provided with running water to accommodate septic tanks.

      I think this is a good idea but before any action be taken, I would suggest a community (needs) assessment be conducted to determine which households can and cannot receive septic tanks, because we may have a situation where everybody has septic tanks but then there is not place for the septic effluents and then we end up witha “developed slum” like what exists in Picard- big houses but a sewage mess.

      Are you serious? Community bathroom? Are we living in the 60s? Who wants to use bathrooms that other people use? They had those in mahaut, the sea consumed one and another is still there and it is of absolutely no use. It’s just mash up and, from what I hear it was just a nasty mess. What is wrong with making toilets available for Dominicans? What is wrong with making housing available even? When you all go to French countries, you all are the same people who sit and have child after child to collect hard tax paying people money. Now I am not saying that dca should ever be like this, but if it is a good cause and to help citizens and bring them to the 21 century then I am for it. All public toilets should be demolished because no one will ever use them for long. I do not believe in sweetening people for votes either so I am all for an independent body to help impliment the distribution. However community toilet is a pathetic idea. Utter Rubbish

Instead run for election , win some votes and be a parliamentary rep for Thibaud and do better than Skerrit. Why is it that u are only coming out now.       What are you taking about? Thibaud! When last have you been to Thibaud to see the condition of the roads from Blenhiem to Thibaud and up Morne Savon. The Thibaud School was built in the 1970’s and we are in 2013, so do the math. We dont have to wait for a school, we need it now. Our children are as important just as the school children from Salybia, where he diverted the money to build their school. I guess Thibaud children can be used as a political football. Why would the person envy Thibaud people, they have not received any thing as a community from Skerrit. We have the best public park among the three villages he is representing but after 14 years, it cannot be lit so we can use it after sunset. Thibaud is like a ghost town now, no opportunity for employment and advancement for the youth. Only one set that is enjoying and benefiting from Skerrit representation. Let me give you one example, why is someone from Dos Dane cleaning the Credit Union building in Thibaud? Couldn’t they get someone from Thibaud to do it. Now that election is near, Skerrit will start some projects to fool the voters, that’s all. I dont see why anyone can and is jealous of Thibaud.

I took time to identified jobs done by the UWP in 4.5 yrs. In like manner, I asked and still begging anyone to identify at list one project Skerrit done in the village during his 13 year reign, and up to this time no one has been able to come forward. In fact he closed down the school 5 yrs ago and has the children in a cage up to this day. As a matter of fact, it is the closure of the school and the cage where the children are in that literally forced the former Principle, who is a very strong DLP supporter, and is from Vielle case like Skerrit, to resign. So tell Canada/ Dominica to be real and those that claim to be from Thibaud and even had the guts to say that Skerrit is the best parl rep we have had, is nothing but shame and disgraceful to say the list.

Yes he has rained down undocumented monies to his supporters and gave them Ham and Turkey, but what has he done for the village? After 13 years he is not ashamed to talk about your toilets. After all Thibaud people, when UWP was in power, your school was always mentained, you got a brand new health center, you got backwalls built on both sides of the river to protect the same playing field Skerrit now standing on; you also got walls on both side of the Back street Ravine, you got a brand new village council office/ post office, you now have a medical doctor who was sent to Cuba by Mr. James, your young people were all working, shops were making money and Thibaud was a united, developing village. Sine Skerrit came in power, please tell me his accomplishments? Let me give you a head start here and please add to the list: You lost your school building and community center, agriculture is gone, cricket is gone, unemployment is escalating by the seconds, the THibaud beach is gone as it is now claimed by a private person, the village is all but gone as they are now saying that your boundry ends by the bridge, the village is torn and divided; 9 out of 10 young boys (I am very generous here)there are either on drugs or introduced to homo… just to eat a piece of bread and drink a juicy; he continued on Bleheim Penville road started by the UWP, but skipped Thibaud and ended it is Vielle-case; he sent two of your young students to study in China, one had to run back home because of leaving conditions in China, while the other one fought until the end but is now sitting in Thibaud for 3 years now and cannot get a job; he sent two to study in three to study in the US but 2 of them will never return as they were so advised by the sender and the other one graduated and got her degree but could not get a job in 3 yrs until she was finally sent to teach at Grand Bay; shops are empty although some are sponsored by the man himself. You talk about political disgrace! It’s all in Thibaus after 13 years of Skerrit as parlrep and PM. So yes, Mr. Skerrit has successfully accomplished his assault on Thibaud and now is time for him to expose your untidiness.

    Yes, very good thought indeed; however, what’s the difference, in a pit-hole, and a storage tank for feces; better known as a septic tank in the ground of a backyard, and a soak-away to accommodate the polluted, infested water which is compelled to be deposited in the natural ground water on the island?

    The only way we can eradicate the effects of the pit-hole or (pit latrines toilets) in the country is to establish a sewer system throughout the entire island. No one should be allowed to build a residential property where there are no sewer system.

    When a house is built, the sewer lines should be in place; toilet, and bathroom lines from the house should be connected to the sewer system, thus eliminating the need for the septic tank, and the pit-hole! I hear the cry already “sewer will be too expensive, we doh have de money!”

    If we are to have a sewer system nation wide, we have to think of planed development, we have to be selective of where we build our houses, scattered, and random building of homes all over the place must become a thing of the past;if it means building new villages, and a new city simply to combat and eliminate the pit hole; so be it!

    Truly, this should be a concern for all, since the pit-holes, and septic’s without the knowledge of many is indeed a hazard to human health!

      Hello and good morning. Well yes Pit Toilets should be a thing of the pass but we can used a septic system. Many homes in St Thomas used the septic system and every six months they pump the feces. Dominica do not have a nation wide sewer system and its very difficult to build because the villages are scattered. Now even in many parts of Long Island New York they used septic system.

    I am happy I am not from Thibaud because only Thibaud people Skerrit can FOOL these days. In the 2005 elections the man close down the government school there and came on national Radio and announce he got $1 million for a brand new school in Thibaud. When he did his survey and realized he did not need them to win his seat, he took the said money and used it in SanSovere to win the Castle Bruce seat. Up to this day, he packed those Thibaud children in a little cage like goats without any room to breathe. The school was not only for education but also a hurricane shelter, community events like the meeting held on the field and things of this sort. No doubt, Skerrit would not have done this to people from Vielle-case or Penville. But because he knows his key supporters do not have children going to school he did that to them.

    In the 2009 elections the same PM spent $500,000 on the constituency of which he through his agents distributed $150K cash, not including the thousads dollars worth of material issued to be received at M & R, on his 55 supporters in Thibaud, under the name of “housing revolution. Up to this day 95% of villagers did not spent a dollar on toilet or house and some even sold the materials recied. Government never conducted an investigation.
    Now election is coming he talking about war on pit toilet. Shame on Skerrit and Thibaud people for letting a politician destroy there once beautiful and united village into nothing more than a politically devastated village.

    Very good initiative and I hope they do the same for Portsmouth, especially Lagon. That town badly needs a sewage disposal system because a lot of property is sitting so low that when they dig the septic tank or sewer is below sea level and there is not enough pressure for pipes to stay unblocked.
    Even in Picard one can often smell raw sewage. The people there need a pumping station and a big & long outfall line deep into the sea.

I also recall people who had no running water had huge water tanks and plumbing connected to it to flush their toilets and to bathe with the use of rain water and had no water bills to pay.
