PAHO Director recommends more taxes on unhealthy foods

inhealthy foodsWhile pointing out that governments are not obligated to increase taxes on foods high in salt, sugar and fat, Director of the Pan American Health Organization (PAHO) Dr. Carissa Etienne said she is strongly recommending that the powers that be make it more difficult for citizens to acquire unhealthy foods.

“I would recommend very highly that government considers taking measures, not to control people’s lives, but to make it harder for people to make the choices that are unhealthy,” she said earlier this week.

Etienne informed that the taxation and regulation recommendations were decided in 2007 at the United Nation’s General Assembly by heads of government that they would be included in the fight against Non Communicable Diseases (NCD’s).

“So it is not something that is coming out de nouveau,” she noted. “It’s not something that the government of Dominica is thinking out of its head, it is something that has certainly the backing at the UN level and at the regional level.”

When Dominica News Online asked whether all countries must comply bearing in mind their UN commitment, she responded that “every country is a sovereign country and if they committed to it, they then take action at the national level.”

“So it’s not an obligation but they committed and because they continue to have the problem,” she noted, adding that the commitment does not necessarily indicate the percentage in the increase of taxation.

“It is for the national government to make those decisions,” Dr. Etienne said. “But what we do know is there are many countries who have implemented these measures and it has led to many remarkable reduction in smoking, in the intake of salt and the importation of salt and sugar as well. So it works.”

Meantime Dominica’s Health Minister Dr. Kenneth Darroux said he is aware that the route of increased taxation on unhealthy foods is one many Caribbean countries are taking and the matter is being discussed “extensively” at cabinet level.

“We have had our sister island Barbados as an example to give us a little impetus in making certain decisions. But we will wait and see but it is certainly will be discussed highly, extensively at cabinet level,” he noted.

He added cabinet will discuss the matter in the next few weeks and he doesn’t want to preempt anything.

    Do you know that I have to be on some blood sort of blood thinning medication, and beta blockers for the rest of my natural life due arterial fibrillation of my heart? The same woman you want me to marry, she also was put on blood thinning medication a couple of months ago, after she suffered a stroke, she will be taking that for the res of her life also.

    Nevertheless, we eat Garlic each and every single day, we even have garlic bread for breakfast. When taking some blood thinners certain food are not recommended, some green vegetables are not allowed; but: I know but I doh talking eh!

      That’s butchered okay; Simply put it this way, I have to use blood thinners twice per day for the rest of my life due to arterial fibrillation, and if I want to prevent a stroke or heart attack.

      My America Mudam; the one you want me to married has to take some of the medication for the rest of her life also, after she suffered a stroke recently; and don’t worry, she overcome it without any paralysis! Thank God, and my medical knowledge which I did not goggle; I knew what action to take that may have prevented paralysis!

    I doubt higher taxes will be a deterrent from purchasing drinks and foods which are unhealthy. Some people never learn a lesson until it is too late for them.
    When did anyone take a detox to cleanse their body, their blood?
    I have stated this before. I heard a doctor state on a US TV program, WNED/PBS that prior to undergoing an operation patients should take a detox. This does not mean only at that time but during the year.
    Considering eating and drinking year round and they do not take a detox to rid the body of toxins.
    Some do not eat leafy green vegetables, lettuce, spinach, sweet peppers and tomatoes. Some do not eat fruits. Dominica has much of these.
    Ginger is also healthy. Folks, Google all these and you will read about their benefits.
    Know that we do not have to eat them as if they are going out of style. An ample amount daily is necessary to maintain good health.
    I also heard we should drink two glasses of milk daily; also some water.

    Thank you Dr Etienne. This is one of the roles of government, ie to be an enabler. People will still be free to consume these items if they wish,but they will have to pay more for it.Over time hopefully consumption will decrease leading to a healthier populace. The same has happened with the cigarette tax in the USA.
    Some morons like to use terms they hear without fully understanding what they are talking about when they bring up the notion of personal responsibility.For certain we are and will be responsible for whatsoever we do, we will pay the price or reap the rewards. However, responsible leadership has a role to play in helping to foster a healthier people for a healthier nation and making undesirable things more expensive is one option that has been shown to work.

    A little bit of help because none of them ministers and few of their subordinates can do the work for which they are paid.What about being creative and finding ways to reduce the cost of the right foods.Move away from this pre-occupation with always wanting to punish people even before they act. Remember she also indicated that the socio-economic environment plays a significant part in individual choices.
    So what we can do is to put mechanisms in place to enable those tasked with providing the foods to produce and sell cheaper. Automatically everyone benefits.
    I’m afraid that Medard, Darroux, Johnno and the gang wouldn’t even know where to start. This can’t do anything to help us government. Stupessss…….

      I see that you stated in 2013 that the Government had been worried “for some time”.

      I wonder what actions have been taken to improve the health of Dominicans over the past few years? A tax on sugar and unhealthy imported food would make sense, and for the increased revenue to be used in full to support local agriculture.

      Also, you must be the only author I have seen to personally reply to comments. I wish that happened more often.

      In our village, one of the children’s favourite drinks is banana, tinned milk and sugar. Or just sugar water when they are hungry. Very sad.

      I think our problem has more to do with our increased affluence and the accompanying lifestyle changes we have witnessed over the past 30 or more years.
      Mc marie do you agree about the affluence argument? It’s more the opposite in my view.
      people are to poor to select properly hence consume more Carbs/hysugar low cost food.The elasticity to consume bad /poor nutrition is greater in the less affluent which are the moajority. Are saying Hendricks the Neo -DLP people whoa re /have become affluent overnight from passport sales etc. are Diabtic, prediabetic hypertensive etc etc>The Elasticity is an increase propensensity o consume. Like more Blocko by the administration.

        I was a little disconcerted when you referred to Jimi Hendrix :) . His argument is that I could ascertain the increase in the amount of sugar that was being consumed before 2006 and after the introduction of the VAT. My point was not to say that before the Vat change the consumption of sugar was within healthy limits and it increased after the VAT because it was zero rated. In all likelihood the level of consumption pre-vat was already unhealthy, but making it zero rated signaled that it was ok to consume as much as we liked. As to the question of affluence on food choice it is not so much a question of increased incomes as much as the cultural domination we have been suffering from the US , particularly via cable TV which presents us a constant barrage of poor food as being what the elite consumes. These ads and TV shows have their intended effect; if you want to improve your status you should eat as much of this junk, from corn flakes to fast foods of all sorts.

    If one is to deduce anything from the thousands of comments posted on burning issues affecting the Nature isle, one trend is clear and ever present and that is the incompetence of our Government Ministers..It seems like Dominica has become a Joke under the current Administration..As granny used to say, no smoke without fire..that is as good as fact!!! This also tells on us as a people ’cause it seems we can’t help but keep selecting weak leaders..
    However in this case , what of each one of us taking personal responsibility for our own habits of consumption? Be temperate in what we eat/drink and feed our children..Exercise, walk, run, keep fit…what tax that again, just because ppl can’t discipline themselves? Dominicans can hardly breathe at month end much more to face another tax..Skerrit wiser than to put another nail in his coffin..

      Do not blame the government overall. There is a ministry of health. This section must do his part. If he does not, it makes the PM look incompetent. He is not always to blame. He has cabinet ministers with their different portfolios who must assist and also report to him. So what do they initiate in matters of health?
      People in general must take responsibility for their health. Those who cannot obtain health information through internet and the media must depend on their ministry of health such as (also) the district nurse.

    Sometimes a little commonsense takes precedence over academics you know! All of the fast food displayed in the photograph can be prepared at home! So, the only way to prevent people from eating less of these, are to ban the import of hamburger meat, potato, salt and every other type of seasoning.
    It is not what one eats!

    It is a matter of how much one consume. Prior to fast food, there was cancer, diabetes, asthma hypertension, and every other diseases including STD’s, hepatitis A, B, C, D, Mental illness, and every other until aids came along. One must remember until the late 1960’s most of the food we eat were all local, though our salt fish, red-hearing fish, were imported from Canada; the pig mouth (snout) came from England, pig fat lard, and butter. So the banning of it all will change anything!

      They can still be eaten, soaked or boiled prior with the salt removed.
      Some people cook with very little garlic and onion. Google the health benefits of garlic and onion. I did so. It was amazing how healthy they are. There are also recipes especially onion. I saved a few of them and have since made a few. They are tasty in meals.
      From time to time we receive email information about health matters which are circulated as each one reaches one.
      As a side dish – I am hooked on this simple onion recipe; making it frequently. :)

      Sliced or cubed onion, ground rosemary herb, fresh or not; a little olive or canola oil. Salt and black/white pepper – optional.
      Combine and place on a baking pan in oven at approximately 350 or 400 deg. and bake for 15 minutes.
      Do not leave it unattended; watch out that it does not burn.

      There are different ways of preparing and baking/cooking garlic and onions.
      Tonight I bought an 8-10 lb bag of onion on sale for $2.49 – good buy :)

        Facts, if all you read about Garlic, was true, there would be no disease on the face of the earth. Some of the largest garlic farms in the world are found here in Northern California. There is a annual garlic festival North of Sacramento, next to the City of Elk Grove, thousands of people gather there every year, and party.

        The things you read about garlic are exaggerated in order to boost the sale of garlic; made up by the producers of the product. The only benefit to garlic is an antibiotic fond in garlic, how many people you know had an aliment, who consumed garlic and was cured because of the antibiotic in garlic?

        I love garlic; yet, I am diabetic, and also have a problem with my heart. I hear bells chiming in my ears, I still get the common cold, and most of the time I feel miserable, though I’ve been eating garlic from a kid to this very day had some toasted…

        There may be other reasons why some people are not able to cook with it. Just as some people with diabetes and high blood pressure are advised by their doctor what they should not eat. There are always exceptions.
        Sometime ago I made garlic butter. It is delicious. The garlic can also be roasted. Some websites demonstrate how to roast garlic easily.
        A lady once told me that she takes the skin off and roast them and that they taste like nuts. I have not yet done this one.
        All in all, those who like garlic and onion and feel like cooking with them, do so. They do make casseroles and other meals delicious.
        I have noted not all recipes call for garlic and onion. It is left to the “home chef” :) to use them. They do make the meals tasty.
        So far, I eat anything I like.

    Ok, but she should have told the Goverment to make proper farm roads and implement legislatios for people to grow healthy foods to eat and to make a living on, especially organic foods. Introduce organic farming at schools from primary up . This will help save generations to come.. more time should be spend on health education. What become of “health for all by year 2000 ” we were very high in health today we are in the bottom. Yes, immunization is 100 percent and it has been so for the pass 30 years. Where is Primary Health Care , what of Health Policies. We must start at the grass root level. Remember poverty brings along ill health.

    The government also need to ramp up taxes on alcohol. Rum shops are popping up like weeds in Dominica. Recently it was mentioned that we have some of the highest per capita consumption of alcohol in the world. We have children drinking at an earlier age.

    Jack up the price of alcohol and we will see an immediate drop in consumption.

      We must address the causes. If they are drinking at an earlier age, it is because they have too much freedom. Today, they are allowed out at nights and too late, some, in the early hours of the morning.
      In those days, did some young people not have parents who drank and they never drank as children/students to adulthood?
      I am not referring to my parents for they never drank. There was hardly any liquor in our home; if none at all.
      If as children we visited homes and adults drank, they never offered their children or their friends liquor. So what has happened to the youths of today that they are drinking at an earlier age? This has to be addressed.

      Last night I had a combination of fried half ripe plantains, salt fish, cucumber egg plant, two slices of yellow yam with olive oil. it takes time to prepare that: I taught my American girlfriend how to cook those; even when I do not have the appetite for that she cook it on her own, she no longer indulge in fast food. Dominicans are follow fashion when the eat all of that American fast food, they impress they are like Americans.

    You guys have to be kidding me. Then there are those dotish D/cans in the diaspora who get freness and don’t even take the time to realize what the Fire Under Coffee Kettle they keep on doing. when they accept opposition to a lesser extent and the corrupt gang of DFP-ites dominiating stupid greedy hungry former DLPite.
    The only solution to our problems which comes to mind is what happened in South America when a president( in our case we have to add the entire group) was taken in his PJamasat 3:00 am and placedon a plane. Here we will not allow em to leave we will put them up by Blanc Stock Farm or elsewhere in Pjamas. The only solution to begin with that is applicable to these characters.Then we will make their assets illegally obtained state property. No dog will be allowed to bark. You do you join em.
    No other solution will change any thing .
