The Emergency Room (ER) at the Portsmouth Hospital has been described as “a maze” with outdated and inoperable equipment.

Dr. Michael Light, Rotarian of the Rotary Club of Portsmouth and Director of Ross University School of Medicine Campus Health Services, has made several visits to the hospital to determine if and how the ER could be improved.

The Rotary Club of Portsmouth has now taken on the task of renovating the ER using the recommendation of Dr. Light.

A message from Light was read at a press conference on Wednesday held by the club to announce the project.

According to the doctor, shortly arriving in Dominica he was given a tour of the Portsmouth Hospital and was asked what would he recommend to improve the facility.

“I confess I was at a loss where to start,” Dr. Light said.

However, he said, during a Rotary meeting Dr.Candia Jacob-Desbonnes, District Medical Officer (DMO) told him that an area of priority should be the ER.

“Now there are 2 beds and a room to change dressings,” he said in describing the ER at the hospital. “There is no privacy and if you need a restroom you have to cross to the other side of the Hospital. I described the area as a maze.”

Dr. Light said on he looking around he realized “that if the space was opened up there would be room for a 4-bed emergency room and if we could use the adjacent room, we could attach a restroom and a shower.”

“By opening up the area there will be more room to attend the critical patients,” he said on presenting his recommendation for improving the ER. “Each bedspace will have a wall to improve the privacy. To gain entry to the emergency room I considered that we could change the whole atmosphere at the main entrance to Portsmouth Hospital. We could create a work-station for registration for all the patients and visitors to check in. This area by the entrance will look much better and there will be some control for people coming and going to and from the Hospital.”

He said as plans came together various parties came on board to assist.

“We needed new beds and monitors and equipment that make up a modern emergency room,” he stated. “And Rotary has committed to supply the resources which will make the Portsmouth ER a more efficient emergency room, capable of stabilizing critically ill patients. There will be monitors at each bed and an upgrade of the emergency equipment.”

Dr. Light noted that modern emergency rooms have to be prepared for any illness or injury “and the renovated emergency room will be able to handle more numbers as well as sicker patients.”

“The community of the north of the island of Dominica will benefit from this endeavor, and I am proud to have been part of the process,” he said.

The renovation project is expected to cost $170,000.

    Tell Dr Light that if he is aware that by virtue of the AFFILIATION agreement signed with HIS school and the Min of Health that GENERAL ORDERS regulates the information that can be given to the media. What is the point here, as if he is about to build a new Portsmouth hospital and we stall him. Same help he giving , our Diaspora donates in equal measure. When last did Ross give a Dominican a scholarship?

    Im amazed by how we are quick to post negativity. The Doctor made some valuable suggestions. Instead of analyzing what he said and seeing how we go about implementing these things we are quick to turn it political. One thing that we really need to look at is the true cost of health care. The same er we complain about we only pay $5 to use. Can anyone of us honestly say that the services we want and expect are valued at $5. How many of us would be willing to pay fair market value or get health insurance to cover the costs. These are some of the things we should be talking about before we start getting political

    Earlier this year an article was published on DNO where it was stated that Dominica ranks near the bottom in Foreign Direct Investment (FDI) compared to its neighbors.
    We continue to wonder why investors are wary of investing in Dominica.
    Access to adequate healthcare is a major criteria for investors. You can’t construct a major hotel in the Portsmouth area with the current state of the hospital.
    The government needs to consider building a new state of the art hospital in Portsmouth. But then again we can’t even provide our first responders with adequate and clean working conditions. We left them to be eaten by termites in Marigot and run out of town by rats and bats at the Portsmouth Fire Station.
    It’s amazing that the esteemed Minister of Health Tim, Tim Marte has been silent on these issues.
    Dr. Pascal made a few points about our healthcare system and he was treated like a common criminal. This country is upside down.
    Furthermore, Ian is clueless and incompetent, irrespective of his Law Degree. How can you allow rats to intimidate your first responders with no action. Do you not see that the hospital in your own backyard needs attention? Then again if you can afford to fly out for medical care, who cares about the blind political idiots who continue to rubber-stamp your election time and time again.

      Injecting politics into everything is actually ignorant. When you have termite infestation at the Marigot Hospital, Rats and Bats at the Portsmouth Fire Station and a hospital that fails to serve the needs of the community, it’s not politics at all. Its lack of foresight on the part of our leaders.
      Healthcare has never been a top priority in Dominica. They will march in court because the wall surrounding the Botanical Gardens had to be demolished to improved to facilitate the construction of side walks, but remain silent while first responders are being intimidated by rats at work. What a country we have.

      first lets start with the attitudes of the nurses on call at the emergency center……ur attitudes stink and its no one in particular all of their attitudes stinkkkk . u come in with an emergency nobody asks u whats wrong u sit and u wait and when ur tired of waiting an argument ensues…..i think that they live for these arguments the highlight of their nights.i think theyve been accustomed to getn rude and unruly patients therefore they are very defensive to any and everyone.some of em should change their proffessions really….if ur a nurse solely for the money you will definitely be unhappy and disgruntled.they just look like they hate their jobs they suck ….

    That is so stupid we cannot say don’t talk like that because a local doctor was trying to shed light on that same issue and he was class like a nobody.(is it because he from marigot) Then here comes mister light and it seems everything become bright and every one can see now.It is not only in portsmouth but all over Dominica the health situation is bad.THat is why dominicans are not returning when they retireand those with money fly out for medical care and thats a shame.ONLY the POOR man ARE FEEL IT.HOWEVER I AM PROUD TO BE FROM MARIGOT NOT DOMINICA.dominica belongs to skirrit and the people that sing for there supper .

    It would be nice if RUSM, (Ross University School of Medicine), in partnership with the government of Dominica, would convert the Portsmouth Hospital into its first teaching hospital. But that’s not gonna happen. Ross is owned and operated by its private, for-profit conglomerate, DeVry, which, like FIFA, expects the host country to provide all the infrastructure.

    $175 is chomp change for a conglomerate like DeVry to contribute to a host country. Thank God for the economic activity they generate in Portsmouth, but like all the citizens of Dominica, they also have a civic responsibility. RUSM has had to go through its own “maze” of Federal investigations and has not quite evolved as a top tier school of medicine with its own teaching hospital.

    Thanks Dr. Light for drawing up a plan for improving the ER but a two bed ER with one dressing room and no rest room can hardly be described as a “maze”. A newly constructed separate wing sponsored by RUSM would be welcome. Dominica is referred to as a Third World country, and one of the poorest at that, for a reason. Conglomerates squeeze their host for concessions and monopoly while holding tight to their purses. They begrudgingly remind you of the few jobs they create and threaten to pull out when you impose taxes or other conditions.

      Scout Man I agree with you but we don’t have the capable people in GOVT leadership to negotiate with RUSM to get us to that point. RUSM will never hand us its profits on a plate, an organization in business for profit who is accountable to its shareholders………..

      Again capable leadership is the problem because no company in this world is going to handover shareholder profit. Therefore a competent GOVT with its technocrats has to fight and negotiate hard with these companies to get the things needed to benefit its citizen.

    A little background:
    The old Portsmouth Hospital was put on a hill away from the mosquitoes and swamps. It had excellent ventilation from the valley breeze and the wards were airy and clean. But it was a bit out of date.

    The Freedom Party Government demolished the old hospital and gave the design job to an architect from Nepal called Tulada. He really was not a very experienced architect. He had been sent here as technical aid from India. But Dame Eugenia liked him and followed everything he said.

    Architect Tulada paid no attention to the environment or the movement of patients. He put the men’s ward on the west side with no ventilation so in the afternoon it is a furnace. He put the women on the east, but gave no canopy for the windows so as soon as it rains the ward has to be shut up.

    At the entrance, where casualty should have been, he put a large indoor fountain which is never used. He put casualty down a narrow corridor with a normal office door to enter it, so that it is almost impossible to get a stretcher with a patient into the place. It is indeed a maze.

    Since the hospital was opened in the early 1990s these have been the unsatisfactory conditions. DFP, UWP, DLP have all lived with it and made no structural changes, although DLP put in much needed equipment.

    An expert has now pointed out the defects which date from the early 1990s and all hell breaks loose! And as for volunteer groups aiding the hospital this has been going on for decades.

    Rotary raised funds to build the Psychiatric Ward, and for those old enough to remember, the Donkey Derby at Windsor Park was organized annually to raise funds for the PMH. Nothing wrong in that.

      Strange I went back and read the article from Dr. Pascal and I could not see one line where he mentioned the Portsmouth Hospital; but again I could be wrong. But that does not make a difference to the people who post here. We seem to live on what could we read or write and look for that one word, one phrase, one sentence to make our country look bad.

      What is a maze? I have been in some state of the art hospitals, the most modern building and equipment and you need almost a whole half hour in the hospital to get from one department to another and that could also be considered a maze, where you can go round and round in circles before you get to your destination.

      I would like to congratulate the Rotary Club, Dr. Light and all those who are responsible for coming together and raising the funds to make this improvement to one of our hospitals, something that will benefit all of Dominica. Anyone of us could be visiting Portsmouth and need the emergency services so I think this is something very good for Dominica. and not something that need to be criticized. I mean something is going to be improved and we are complaining of an improvement? Sa Ca Fet Nou Non? Sa Mal Yor Fe Nou?

      Some people are actually doing something instead of saying that is what they (meaning someone else) should do instead of saying that is what we are going to do to help in a situation that needs help.

      Some of us should do a little more of that and much more less of our usual malpalay.

      You are the one missing the big picture. Things are so bad he did not even know where to start in terms of improvements! And obvious ones at that! If you are saying thats this is the best that could be done with the knowledge and management in place (not to mention countless complaints I am sure), then all the technical managers and decision makers in the ministry should be fired for incompetence. Assuming that some reports or recommendations were made already then we should fire those politicians controlling the public purse

He is a reflection of his leader if one may say. He is not even repremanded, Something drastically wrong in this country. He has a moral responsibility to resign if he is not up to the job or if he is not getting the resources from the government to do the job. He can’t just sit there earning a fat pay cheque while people’s health are being neglected like this. And Dominicans are still voting for these guys? Wake up people.     They are just there to make money.

    Kudos to the Rotary club and the good doctor. It is sad that while we spend money on the catholic church, president palace etc we cannot find funds to take care of our own safety and health security, among the most important duties of any administration. It also begs to answer the question about what our technocrats are doing. Are the technocrats in government so easily satisfied or is it that our standards are so low? I am sure if we are to pick the entire health system apart we will find similar grave scenarios. Some of these improvements do not necessarily take millions of dollars and with the right emphasis we can find partners in funding, way before the Rotary club’s initiative! Well, I won’t ask what Ian’s doing.

    Looks like Dr. Pascal was right in his comments Re: health care services in DA. But we are locals and local doctors should not constructively criticize the system in which they work. Dr. Light.. like his name suggest just shed some LIGHT on the problem and challenges that has been plaguing the health care sector for too long…. It looks like we still in that age when only foreigners can skillfully advise.

      I think that ANYONE and EVERYONE is entitled to criticize, constructively and/otherwise. We will chastise our own but PRAISE the stranger, which is what we do best.

      I agree that problems and challenges has been plaguing the health care sector for too long, but you should also agree that those in CONTROL DO NOT LISTEN TO US.

      @ TRUTH, Dr. Light is not afraid because of the following: he is an American, does not depend on Skerrit to pay him a salary, he does not need skeerit but skerrit needs him when he is sick because whereas most of us from the north will have to run to the Portsmouth hospital when sick, that is not the case with Skerrit. If he has the flu he goes straight to ROSS University. We too sort in Dominica!

    The question is, does the Portsmouth hospital belong to Ross University and the Rotary Club, or the State? I mean just recently the PM was able to give $500,000 to the Catholic church, which mind you, is privately owned. Yet Portsmouth hospital, which is owned by the state, has to depend on Ross University and The Rotary Club of Portsmouth to raise $175K for the Emergency Room? So embarrassing is the state of the hospital that Dr. Michael Light, Rotarian of the Rotary Club of Portsmouth and Director of Ross University of Medicine Campus Health Services, could only describe it as ” A MAZE”? Folks, Maze means a puzzling path in which you can get lost. In other words, a state of confusion or a jungle. Magwey sa Skerrit! Yet, before the election date is announced Skerrit is expected to win in all the villages from Penville to Capuchin and Bense, that are being served by the Portsmouth hospital. According to the pastor and spiritual adisor of Skerrit, Zor toe sort!

    We have a state house, costing millions with a light bill of close to 50 grand every month and no ordinary Dominican can visit but look at the state of our health care.

    Now the Dear Leader and his gang might go to parliament and lambaste Dr. Light because he wants to make his blind followers believe Labour Ka Twavay.

      @ Dorival, lambaste for what but he is right, if you from Portsmouth you know we never really had an ER they would just stabilize you and transport you to town that was always our cries, some of you all talking like no other Gov. was ever in power, that’s where I blame our people we tend to cry about the wrong things. But I know for a fact they engaged ROSS to come together to re-do the hospital where they could use their students to do work there and they were turned down each time, but be it as it may there was still more that should have been done at all the medical facilities island wide.

        OK Real Possie, allow me to retort.

        Never was it mention in the press conference on Wednesday of a “stabilizing room” at the hospital, as you suggested. Probably good Dr. Light doesn’t know the difference between one and a real ER.

        Needless to say, Dr. Light said the machines there are either outdated or inoperable. So even if it was to stabilize a patient, chance of stabilizing appears to be next to zero.

        Dr. Light himself admitted when he saw the condition of the hospital and was asked for recommendations, he didn’t know where to start. Imagine a hospital in our second town. Don’t you think this is shameful?

        Let me just add here that Portsmouth on a whole is a dump. The place is overall depressing and one is left to wonder whether the area has been frozen in time. However, the area has voted Labour for close to 50 years now. The Labour Party could send Sponge Bob to run there and Sponge Bob would win. It is rather shameful that people like you Real Possie would stand for such. What are you drinking or smoking? LOL

        @ real possie, I don’t know if you can read or if you need someone to help you understand what is being said because quite clearly you don’t like you understood anything! First of all, no one person buils a house. It’s all team work where the mason lays the blocks, the carpenter builds the roof etc. FYI, there was and is an ER at the Portsmouth hospital and that was built by other governments. UWP for sure I know updated it before naming it The Reginal Armour Hospital. When Rosie became PM, one of the first thing he did was to put some equipment in the ER. Since Skerrit became PM, he has done absolutely nothing to maintain or update the ER. Hope that helps you

      I like your potato (no “e” at the end) analogy, CIA. I blame Dominicans for this state of affairs. I myself have already concluded, finally, that we Dominicans get just what we voted for. We are not terribly politically savvy. We are contentedly with blind support for the party of our parents, the one we were born into, as it were. Like the saying goes, my mother was Labor, my father was, so I voting Labor (or any other party in Dominica) all the way.

      When will we demand of those who want our votes that they deliver service that materially and meaningfully improve our live. Or at least create the best affordable living conditions for us?

      We are too happy with handouts and trivial acquaintances. So I can call the PM on my phone, so what?
