Joint Special Mission on electoral reform arrives in Dominica

Following a request made by the Government of Dominica jointly to the CARICOM Secretariat (CARICOM), the Commonwealth Secretariat and the General Secretariat of the Organization of American States (GS/OAS), to assist in the country’s efforts with various aspects of electoral reform, the three organisations have agreed to partner in a Joint Special Mission to Dominica.

The Mission will meet with the principal stakeholders in Dominica’s electoral process, including the major political parties, electoral authorities, government authorities and members of civil society. It will seek to develop a deeper appreciation of and gather views on the suggested areas of reform, including, but not limited to, the introduction of identification cards for the purpose of voting, and the revision and updating of the electoral register.

Following its meetings in Dominica, the Mission will present its recommendations in alignment with international electoral good practice for the consideration of the appropriate authorities.

The Joint Special Mission will arrive in Roseau today August 6, 2019 and depart on 9th August, 2019.

Dominica News Online (DNO) can confirm that the Concerned Citizens Movement (CCM) has accepted an invitation to meet with the Commission on August 8, 2019.

    I continue to be amazed by the duplicity of the uwp and their negative first responders.
    They were first in advocating for electoral (not constitution ) reform. But when the necessary legislation was proposed in Parliament all hell broke loss by the demonstrations and conflicting actions of opposition forces. Now the government is getting outside experts to get every one involved for national unity , the opposition says no.
    They shout with their angry voices for the new hospital but when it is agreed upon they go negative. They ask for Marigot hospital and when they get the good news they say no. They same thing is happening to the new airport plans.
    But when bad thing happen to us they celebrate. when Ross left it was like a celebration with a parade and dancing. Now a “Ross” will return they have all kinds of negative blue bubbles blowing.
    They like comes not progress. NEGATIVITY MUST GO NOW. We want 21 to 0 for a brighter future for all Dominicans with no obstructions.

    My daughter left Dominica for the foreign. Her name is on the list of voters in the Roseau . When she left Dominica when she was underage. There is a collaboration between employees of the registry and elections and also registration officers

    Here we go again. Skerrit taking dominicans as a joke man. I hope when those organizations leave they will in all fairness conclude that cleaning the voters list and inplementing voters ID Cards have to be done before the next election. Boi mr will get bad blessing eh SMH. One f…. man that have us so its a da.. shame how things are in Dominica boi my country.

    DNO no matter how we look at it Skerrit team of three secretariats is 2 verses one and the eyes already have it. DNO who is the CARICOM secretariat and where is he from? Also DNO, is that Scottland lady who sent us to suck salt and who Skerrit helped to get her job under questionable circumstances, is the commonwealth secretariat? If so, then what you expect to hear?     Decades ago the Electoral Commission recommended initially, electoral reform to include A complete Re-registration Clean the voters’ list, and to issue voter ID cards. The activity was stalled by Tony Astaphan who said that is madness the Commission was doing to reform the Election process. The OAS, the Commonwealth Secretariat, CARICOM, as election Observers, also recommended the same. The political Parties, the Public have been pleading to the Govt and the commission for FREE and FAIR elections, but to no avail. No ELECTORAL REFORM. So that decoy is just a waste of time, since it is the Skerritt DLP Cabal that’s stalling the process. No Elections without electoral reform. Jump high or jump low Skerritt.

    After 15 years of observing Skerrit’s behavior, I don’t believe or have confidence in anything that Roosevelt Skerrit is involved in, just as I would have no confidence in thief putting guards in place to catch him.

    Waw. Only now? When we have been trying to get this thing done for years? Why only at the eve of an election they want to bring in these consultants? Yes we need their feedback but i dont think there will be enough time to have anything of relevance done before the Almighty decides a date for the next election. Some say he will call it in November or December for April or May, just after lent.

    The following needs to be done before the next general elections are constitutionally called:

    1. Revised electors list for all 21 constituencies

    2. Voters Identification Cards

    3. Equal Free access to GIS and DBS

    May the political party with the best plans and programmes for Dominica win

      And not the party with the biggest purse. Ive heard people say why should i vote UWP? they dont have money. But to be honest i have no idea where DLP get their millions and billions from. Who are their benefactors, because ive never heard of them doing any fund raisers. yet, every candidate get a big stage with lights and sound system. Thousands of Dominicans bused around, bus drivers dont pay for gas etc. People get gifts and free this and that. What money is being used to do all of it? The missing CBI funds? id hope not.

        Why should I vote a uwp that is broke in money and action. They have nothing to attract me. They have a lot of words, talk, demonstration, Q95, Facebook and press conference. Words and more words. Like I always say they are full of nonsensical bombastic verbosity.( (If you do not understand those 3 words interview Solo the Calypsonian who will give you a history lesson on Symbot)
        Then they have nothing good to say about Dominica and Dominicans. They disparage us on every media outlet every opportunity they get.
        They have no vision, ideology, no skills, but NEGATIVITY.
        I heard them at the budget session talking about everything except the budget, opening themselves for blows because of their incompetence. I was waiting to see them on a line by line challenge of the Estimates with comments on actual revenue and expenditure for the previous years to show accountability and transparency ( that they always talk about in press conferences) . But again they have no understanding.

        They have no understanding of supplementary questions to get real answers besides what the government side want to give them.
        Which is easier to manage the opposition or the government ? If you cannot manage the opposition, how are you going to convince anyone that you can manage the government.. You do not even recognize the opposition as the shadow government ready to take over if their is a motion of no confidence. In stead you have your members crossing the floor or doing a technical self-expel exist. Two members of your tim tim left.
        The biggest deals of all (two of them I will mention for now). Is your determination to destroy the CBI programme, a revenue (money) activity. And your going into hiding re Mathew, Erica and Erica like deserters going M.I.A. It is not only the money, its the fact that you have nothing, A BIG FAT NOTHING.

    I hope that given the limited time left before elections are constitutionally due, this mission will only make recommendations which can be put in place in time for election reform to happen and allow the election to take place in time. No electoral reform, no election.

    Good thing that this mission is arriving in Dominica today. But why did it take 8 years before Skerritt saw it fit to seek outside support to get this issue of electoral reform done? Why is it on the eve of the next general election, when Skerritt and his surrogates have told us there isn’t enough time for electoral reform before the next election, that he is finally bringing this mission down? I know that Skerritt will still want to delay the implementation of this mission’s recommendations, but he has had enough time, over 8 years, so no reform, no election. When he has had missions down in the past, like the bogus coup, he has hidden the report from the public. He can try to delay all he wants, but no reform, no elections. The Pope has had his say, the bishop has had his say, the business and civic groups have had their say, and they all say electoral reform is a must.

      Tricks he have. That is just to say he brought them in and he did everything capable. This is his excuse to not institute any real significant change before the next election. He knows if he brings them in last minute, nothing can really be done. But he had 5 years to do it if he really wanted to. Just like the marijuana, he never told us anything about it being discussed and considered or even that moves were being made on a regional level when he was the chairman for the Heads of CARICOM in 2014,2015. He told us it wasnt and it was. If not for the opposition we would still be in the dark about this. He even had secret meeting to set himself up in the weed business, meanwhile Dominicans remain poor. Now last minute he talking about it again and want to only decriminalize, not legalize. His game is to keep most of us poor, and hand pick those he wants to see elevated. Those people will be in his pocket and the rest will continue to beg and beg and beg. Madness that running the place.

You think you so smart eh, have them talking about political parties have won and lost using the antiquated electoral process so that means it good. The next thing you were going to tell us is that there will be no electoral reform, all of a sudden Joint Special Mission reach? So what made you send for these people so suddenly? Is this a distraction? A trick to change the topic away from you not being able to account for at least $1000,000,000 ( 1 billion dollars) of our money 💰? Well it will not work.     Because of what has transpired in the past, I’m trying desperately hard not to be pessimistic so I will keep an open mind and just hope for the best to happen. The electoral system is the fulcrum of our democracy. There can be no good governance if the electoral system is corrupt. It is my hope that these will be also discussed: Campaign Finance Reforms, The Bribery of Overseas Voters, Equal Access to the State Media, Registration of Voters only in Dominica. All the electorate wants is a level playing field, no advantages to any of the political parties. If these are done, when the election is over, there will be no controversial court cases and the country can go back to normalcy as quickly as possible.

    :?: First of all,why does the one-man corrupt rogue regime prime mistake have to invite these organisations for something that easy the constitution has already catered for :?: What new are these organisations going to come up with that every right thinking commonsense person don’t know about :?: Given the time the island has before elections, by the time these organisations come up with anything new, if ever they, the time to implement, elections will already be on us! :?: This one-man corrupt rogue regime prime mistake is using these organisations legitimize his delay tactic to avoid electoral reform before the next general elections as he will come up with not enough time to carry on the recommendations! We the people should not fall for that and allow this one-man corrupt rogue regime to steal another elections! The Parliamentary Opposition and all other civic groups and societies should make clear to these organisations that there’s not going to be elections without reforms!!!

    Bring them in at this time just to say yess we need clean the list, yes we need ID cards but may not have enough time to implement before next election which is constitutionaly due next year but can be called at any time by this con man. They should also recommend fix election date.
