Jose Lamar lost a leg as a result of a police-inflicted gunshot wound

Three months after he was awarded compensation via mediation, in a court battle with two police officers and the attorney general of Dominica, Jose Lamar says he’s  frustrated that he is yet to be compensated.

Lamar was shot by police in 2010 under a bed and sustained a gun shot wound to his leg which resulted in its amputation. He was unarmed when the shooting took place.

“I am feeling frustrated to see that after I was shot innocently and since October they have a money for me and Christmas is coming I don’t have anyone taking care of me I am on my own. I really need some help and every day I have to be begging people on the streets being embarrassed and by people,” Lamar explained to DNO in an exclusive interview.

He said the government promised to pay him some of the money and have not done anything in that regard.

“Government promised me that I would have gotten money before the Christmas but up till now I have not heard a word from them…nothing is coming my way, I need help and it is frustrating. The amount that the court awarded is not so much given what happened to me but I am satisfied because I did not have anything that could have helped me in my life to help me turn it around,” he stated.

He said however, that he is thankful to his lawyer, Joshua Francis and all those who assisted him but says he needs some form of assistance before the Christmas.

“It sounds like plenty but thanks God for that but am frustrated and want to say to the government that they have families who are and will be okay for the Christmas and they also will be okay for the Christmas but am left out. I have been awarded compensation and they need to make an effort to help me. I am not an animal but I am breathing the same air like them and they need, no matter how I am, need to show a little more respect for me.”

Lamar added, “I am satisfied and pleased with the work that my lawyer, Joshua Francis, has done on my behalf. No one wanted to take my case on that matter but I met Mr. Francis on the road discussed it with him and he has done well for me. People need to show him much more respect, he is a good man because if it was not for him, I would be nowhere. I ask God to bless him and his family and all those who have assisted me in one way or another,” he remarked.

    now lets forget about all of this politiks crap and look over this case. The only way I can see this being a good move is by getting someone to be a caretake for this gentleman to feed him, clothe him and jus make sure he looks up to date. As far as giving him money in his hand noooooooo a big noooo cause this man takes all the rest of the life in the other leg and hops to de crack dealers and get his hit so lets not think of the giving money to him part

You get one side of a story and wham its the whole truth and wham the police this and that and wham no body cares about the other side no balance just the cry for sympathy from a man who showed none and given the chance would not only have fractured two ribs of a police sergeant led the police on a seven hour man hunt which resulted in police from other stations having to rush over to help. Questions: this thing happened in the Mahaut block close to the lab, have you heard anyone from Mahaut call a programme about that, I mean all his allegations. He was transported behind a van an open van you mean no one saw the police stamping on his injured leg. wow, that is strange in Mahaut, and driving from Mahaut to Goodwill mid day?? awa, we should be wiser than that.So this man will ever say what he did on his claim or to the public no he will NEVER. Yet we quickly go at the police based on what his story no body else supports his story and hundreds of Mahaut villagers saw what happened strange, but of course the police is always wrong. They should have allowed him to kill one of them before they shot him and one more thing. He claimed to have been shot while underneath a bed hahahahaha wow strange, why then didn’t the police just shoot him where he would have been at Lynhurst? Anyway we really need to demand that DNA and people like Carlisle get the other side for us before bringing their one sided story to the public. If it was anyone of you I that situation faced with what the police faced you all would have domne worst to protect yourselves. And for those who don’t know or don’t care about the truth, there was a case file, the matter came in Court seven times each time he was never present nor his lawyer and then the one time there was an issue with the file the Magistrate throw out the case. How I know? That’s not the issue that is the investigations the press should have carried out before giving you people a one sided story. Finally, I hear they say on radio that Pellam was there, WHAT A LIE. The AG is also named in the suit was the AG present when he got shot? Why don’t the most honest Joshua come out and clear Pellam name eh? say why Pellam name was mentioned in the document Joshua. Was my buddy Pellam present when Lamar was shot Joshua? Yet you allow his name to be dragged in the mud, you quiet. Peace.

    Greeting friends on DNO. this guy still has a life. I am not going to say that he should not be compensated but how about the family who lost their love ones. There are two mothers and family members from the kalinago territory still suffering the pain and grieving over the brutal murder of their son by police officers and has never been compensated. Instead of the officers being laid off their position was elevated. Good bless the poor and for give the wicked

    I hope other would be criminals lean from this experience. This man was a fugitive and therefore the location at which he was posed a serious challenge to the police. There was a potential for injury to the Police. It was only known that he was unarmed after the fact. If you are a criminal and the Police want you just give your self in and there should be no problem or accident.

    For all I know mr. Lamar may well be a thoroughly unsavoury character with a criminal record but that is not at issue here.
    We do not live like animals in the jungle and that is exactly why we have the police to uphold law and order, which provide rights for mr. Lamar also, whether some of us like it or not.
    On this occasion Mr. Lamar was not charged with any offence except that of causing GBH to one of the arresting police officers. This was clearly spurious as the police chose to produce neither an incident file nor a witness and therefore that charge was rightfully dismissed. The police are human and make mistakes too for which they should, be held accountable.
    A man lost his leg because of undefensible police action and I don’t know if any monetary award can really compensate for that.

    How did this become a skerrit issue? Is the prime minister personally responsible for the actions of every individual employed in a public service capacity? The officers acted or should I say reacted for reasons of their own discrection or lack thereof. I myself have been a victim of police officers using excessive force; sipmly because they believe that they’re above reproach and out of the reach of the law. Mr. Lamar’s attorney should be knowledgeable and well versed in the process of following the chain of command, and escalating issue within a bureaucratic organization. So with that being said, allow him to do his job. So think before you speak, and remember empty vessels make the most noise.

    It does not matter the background of the young man all of us have one or two person in our family who went down the wrong path and will need assistance.     While I DO agree that the police did not follow proper procedure and did use excessive force, I cannot feel sorry for a thief. People work hard for what they have and to spend your life robbing hardworking people of their daily bread or property is a serious crime in my book. I hope now sir that you will see what it feels like to be without and NEVER steal again ( and also encourage thieves that you know to change their lives).

    I am just mad that the police stupid actions will cause a waste of tax payers money. Because if this man is ( or was) really a thief, this is not a man who deserves money from the state (before this situation happened, all he did was TAKE from the State’s hardworking people).

    The money which is owed to this man should really be coming from the salaries of the policemen at fault.

      It should not be a waste of tax payers money, when police officers do these foolishness they should be fully responsible, Dominica has to do like what the other country does, if the court give judgement against the state because of these officers foolish and reckless action, then surcharge those officers involved, deduct a certain amount of monies from their salary until the monies from the public purse is fully replaced.

If this man was in another culture maybe one of his arms would have been cut off and justified by the law.       This is the sentiment towards the non white color crimes or criminal. I don’t know the guy Lamar neither am I prepared to judge him. Even more who am I rain on the man’s parade particularly when he was unjustifiably shot by the police.
      What is very disturbing is that too many Dominicans put their neck on the line for white color criminals – we pledge unwavering support for thieving , dishonest and corrupt politicians but the little voleres we want to hang in the public square.

      You cannot or rather should not simply hear one side of an incident and conclude abuse of power of failure to follow procedure on use of force.. You don’t have all the facts you do not and you guys seem not to care about that. Before commenting on a story find out more ask call a friend in Mahaut where it happened and you will find out things that will make you shiver about the threat faced by the police and the long hours of man hunt come on we are more intelligent than that use that intelligence stop fueling this nonsense against your police officers. Should they have allowed one police to be hacked to death first? Non of you asking for the other side of the story you just so quick to condemn the police. I hope that in the event the PRO or some other persons speak and produce the facts all of you will type an opology to the police. I know what happened and LAAMR IS A LIAR.
